சிறிலங்காவில் சமாதானம் சாத்தியமா?

சிறிலங்காவில் சமாதானம் என்பது சாத்தியமான பாதையி்ல் பயணிக்கின்றதா அல்லது அதற்கு சாத்தியமான பாதையை - போர் முடிவுற்றதாக அறிவித்துள்ள - சிங்கள அரசு உருவாக்கிவருகிறதா என்ற அடிப்படை கேள்வி இன்றைய காலகட்டத்தில் பல்வேறு தரப்பிலும் எழுந்துள்ளது.
போர் முடிவடைந்து நான்கு மாதங்களாகியும் அங்கு அமைதி என்ற சொல்லுக்கு இன்னமும் அர்த்தம் இல்லாத நிலையே காணப்படுகிறது.
சிறிலங்கா என்ற நாடு சமாதானமாகவும் சுபீட்சம் மிக்கதாகவும் இருப்பதற்கு விடுதலைப்புலிகள்தான் பெரும்தடை என்ற கருத்துருவாக்கத்துடன் தசாப்தங்களாக இரத்தவெறி பிடித்த போரை பகுதி பகுதியாக மேற்கொண்ட சிங்கள அரசுகள் இன்றைய காலகட்டத்தில் ஏதோ ஒரு புள்ளியில் வெற்றிகண்டிருக்கிறது. அந்த வெற்றி தமிழ்மக்களது ஆயுதப்போராட்டத்துக்கு எதிராக வெற்றி மட்டுமே என்பது அனைவரும் அறிந்தவிடயம்
.
ஆனால், அந்த வெற்றியினூடாக இன்னமும் அங்கு சமாதானத்தை சிங்கள அரசினால் கொண்டுவர முடியவில்லை என்றால், நாட்டின் சுபீட்சத்துக்கு தடையாக இருப்பது என்ன என்பது சர்வதேச அரசியல் ஆய்வாளர்களால் சிறிலங்காவை நோக்கி முன்வைக்கப்படும் கேள்வியாகும். இதற்கான பதிலில்தான், தமிழர்களது போராட்ட காரணங்களும் அதன் தாற்பரியங்களும் மீண்டும் ஆய்வுக்குட்படுத்தப்பட்டுவரும் கருப்பொருட்களாக மீண்டும் மாறியிருக்கின்றன.
போர் முடிவுற்றதாக அறிவிக்கப்பட்டுள்ள இன்றைய காலகட்டத்தில் சிங்கள அரசின் சுய உருவம் தெளிவாகவே சர்வதேசத்துக்கு தெரிய ஆரம்பித்திருக்கிறது. சிறுபான்மையின மக்களை பாதுகாப்பாக நடத்துவதாக கூறிவந்த சிறிலங்கா அரசின் நடவடிக்கைகள் அனைத்தும் அம்பலத்துக்கு வந்துள்ள அசிங்கங்களாக ஊடகங்களில் பெரிய பெரிய விமர்சனங்களாகிவருகின்றன.
இந்நிலையில், பன்னாட்டு அரசியல் ஆய்வாளர்கள் சிறிலங்காவை நோக்கி முன்வைக்கும் சில நியாயமான கேள்விகள் - போர் முடிவுற்ற இந்த தறுவாயில் - அர்த்தபுஷ்டியானவை.
1) போர் முடிவுற்றதாக அறிவிக்கப்பட்டுள்ள இன்றைய சூழ்நிலையில் சிறிலங்கா இராணுவத்தின் எண்ணிக்கையை மேலும் பல மடங்குகளாக்ககும் முடிவுடன் ஆட்சேர்ப்பில் இறங்கியிருக்கும் அரசின் உண்மையான நோக்கம் என்ன? ஏற்கனவே, பிரித்தானியா, இஸ்ரேல் ஆகிய நாட்டு இராணுவத்தினரின் எண்ணிக்கையிலும் பார்க்க கூடுதலாக துருப்புக்களை குவித்து வைத்திருக்கும் சிறிலங்கா, இன்றைய நிலையில் போர் முடீவடைந்த பின்னரும் அந்த எண்ணிக்கையை மேலும் அதிகரிக்கும் நோக்கம் என்ன?
2) போர் முடிவடைந்து விடுதலைப்புலிகள் முற்றாக அழிக்கபட்டுவிட்டார்கள் என்று அறிவிக்கப்பட்ட பின்னர், மக்கள் வாழ்விடங்களுக்கு அரச அதிகாரிகள் மற்றும் உதவு நிறுவனங்களை அனுப்பி நிவாரண நடவடிக்கைகளை மேற்கொள்ளாமல், எங்கெங்கு அபிவிருத்தி நடவடிக்கைகளை மேற்கொள்ளவேண்டுமோ, அங்கெல்லாம் மேலதிக படையினரை அனுப்பி, இராணுவ பிரசனங்களை அங்கு அதிகரித்து கொள்வதில் மும்முரமாக செயற்படும் அரசின் நோக்கம் என்ன?
3) சிறுபான்மையின மக்களின் உரிமைகளை பெற்றுக்கொடுக்கப்போவதாக வார்த்தைக்கு வார்த்தை சர்வதேசத்திடம் ஒப்புதல் வாக்குமூலமளிக்கும் சிறிலங்கா அரசு, பல்லாயிரக்கணக்கான மக்கள் கொல்லப்பட்டு பல லட்சக்கணக்கான மக்கள் முகாம்களில் வாழ்ந்துகொண்டிருக்கும் இந்தவேளையில், அந்த மக்களை இந்த நிலைக்கு உள்ளாக்கிய தனது நடவடிக்கையை வெற்றிவிழாவாக அறிவித்து, பெரும்பான்மையின மக்களுக்கு களியாட்ட விழாக்களை ஏற்பாடு செய்துகொடுத்தால், பாதிக்கப்பட்ட மக்களின் மனங்களை நிச்சயம் வெல்வோம் என்று கூறுவதில் என்ன அர்த்தம் இருக்கப்போகிறது? அல்லது, அவ்வாறு அந்த மக்களின் மனங்களை வெல்லத்தான் இந்த அரசினால் முடியுமா?
4) நாட்டில் இவ்வளவு காலமும் புற்றெடுத்தப்போயிருந்தது பயங்கரவாத பிரச்சினை என்று கூறி விடுதலைப்புலிகளை அழித்துதொழித்த அரசு இன்னமும் அங்கு கொடுமையான பயங்கர வாத தடை சட்டத்தை அமுல்படுத்தி, அதன் கீழ் சிறுபான்மையின ஊடகவியலாளர் ஒருவருக்கு 20 வருடன கடூழிய சிறைத்தண்டனை அழித்ததன் மூலம், சிறுபான்மையின மக்களின் மனங்களை வெல்லப்போவதா அறிவித்துள்ள தனது திட்டத்தில் சிறிலங்கா அரசு எத்தனை அடி முன்னே நகர்ந்திருக்கிறது?
5) போர் நடைபெற்றுக்கொண்டிருக்கின்ற காலப்பகுதியில் சிறிலங்கா அரச படைகளால் மேற்கொண்டதாக கூறப்படும் பல்வேறு யுத்த குற்றங்கள், மனித உரிமைகள் மீறல்கள் தொடர்பில் பன்னாட்டு சமூகம் முன்வைக்கும் குற்றச்சாட்டுக்களை முற்றாக நிராகரித்து அந்த குற்றச்சாட்டுக்களுக்கு பதிலடி கொடுப்பதிலேயே குறியாக நிற்கும் சிறிலங்கா அரசு, அவ்வாறு தன் மீது குற்றச்சாட்டுக்கள் முன்வைக்கப்படுவதற்கு என்ன காரணம் என்பது தொடர்பில் இதுவரைக்கும் எப்போதாவது உருப்படியாக சுய விசாரணையை மேற்கொண்டதா?
- இவ்வாறு இன்றைய காலகட்டத்தில், சிறிலங்கா அரசின் மீது முன்வைக்கப்படும் பல கேள்விகளுக்கு சிறிலங்காவிடம் பதில்கள் இல்லை. மாறாக கேள்வி கேட்பவர் உள்நாட்டவராக இருந்தால் கடத்திச்செல்லப்படவும், வெளிநாட்டவராக இருந்தால் நாடு கடத்தப்படுவதற்குமான ஏதுநிலையே அங்கு காணப்படுகிறது.
இந்த விடயங்கள் தொடர்பில் சிங்கள அரசு தெளிவான சிந்தனையுடன் செய்றபடும் என்ற நம்பிக்கை தமிழ்மக்களுக்கு அற்றுப்போய் வருடங்கள் ஆகிவிட்டன. ஆனால், சர்வதேச சமூகம் தனது இறுதி கட்ட அரசியல் அழுத்தங்களை சிறிலங்காவின் பிரயோகித்து தன்னாலான முயற்சியை மேற்கொண்டுவருகிறது.
எது எவ்வாறாக இருப்பினும் சிங்கள தேசத்தின் அடிப்படை மனநிலையில் மாற்றத்தை ஏற்படுத்தாதவரை அங்கு நிலையாக சமாதானம் எனப்படுவது சாத்தியமே அற்ற ஒரு நிலைமைதான் இப்போதுள்ளது.

ராஜபக்சவை பழிவாங்க 100 பிரபாகரன்கள் வருவார்கள்: சொல்வது மங்கள சமரவீர

சிறிலங்கா அரச தலைவர் மகிந்த ராஜபக்ச தற்போது மேற்கொண்டு வரும் நடவடிக்கைகளுக்கு பழிவாங்குவதற்கு 100 பிரபாகரன்கள் உருவாகி வருவார்கள் என்று தெரிவித்துள்ளார் சுதந்திரக் கட்சியின் மக்கள் பிரிவுத் தலைவர் மங்கள சமரவீர. பிரபாகரன்கள் மட்டுமல்லாது சிங்களச் சமூகத்தினர் அனைவருமே அவரைப் பழிவாங்குவார்கள் எனவும் அவர் கூறினார்.
கொழும்பில் உள்ள விகாரமாதேவி திறந்தவெளி அரங்கில் நேற்று திங்கட்கிழமை நடைபெற்ற பொதுக் கூட்டத்தில் உரையாற்றிய அவர், மகிந்த ராஜபக்சவால் ஒருபோதும் தமிழர்களின் மனங்களை வெல்ல முடியாது எனத் தெரித்தார்.
மகிந்த ராஜபக்ச குடும்ப முன்னணியை எதிர்வரும் நாடாளுமன்றத் தேர்தலில் மக்கள் தோற்கடிக்க வேண்டும் என அவர் கேட்டுக்கொண்டார்.
வன்னியில் உள்ள தடுப்பு முகாம்களின் படிப்படியாக மோசமாகி வரும் நிலை அங்கு மீண்டும் பிரிவினைவாத இயக்கம் ஒன்று உருவாகுவதற்கான ஊக்கத்தை வழங்கப்போகிறது.
இந்த நாட்டில் ஊடக சுதந்திரமோ அரசியல் சுதந்திரமோ கிடையாது. எதிர்க் கட்சியினருக்கு எதிரான அரசியல் நடவடிக்கைகளுக்ககாக சட்ட மா அதிபரும் காவல்துறை மா அதிபரும் பயன்படுத்தப்பட்டு வருகின்றனர்.
தீவிரவாதத்தைத் தோற்கடித்து விட்டபோதும், 'சண்டே லீடர்' வார ஏட்டின் ஆசிரியர் லசந்த விக்கிரமதுங்கவைக் கொன்றவர்களையும் 'சிரச' தொலைக்காட்சி மீது தாக்குதல் நடத்தியவர்களையும் நீதிமன்றத்தின் முன்னால் நிறுத்த காவல்துறையினர் தவறிவிட்டனர்.
இவ்வாறு மங்கள சமரவீர மேலும் தெரிவித்தார்.
இந்நிகழ்வில் உரையாற்றிய ஜனநாயக மக்கள் முன்னணி தலைவர் மனோ கணேசன், எதிர்வரும் அரச தலைவர் தேர்தலில் மீண்டும் வெற்றி பெறுவதற்காகவே ராஜபக்ச அரசு தமிழ் மக்களை முகாம்களில் அடைத்து வைத்திருக்கிறது என்று குற்றம்சாட்டினார்.
வன்னி முகாம்களில் 3 லட்சம் தமிழ் மக்கள் அடைத்து வைக்கப்பட்டுள்ளார்கள். அவர்களில் ஒரு லட்சத்து 50 ஆயிரம் பேர் வரையிலானோர் அடுத்த அரச தலைவர் தேர்தலில் வாக்களிக்கக் கூடியவர்கள். அவர்களை வாக்களிக்காமல் தடுப்பதன் மூலம் தற்போதைய ஆளும் கூட்டணி தனது வெற்றியை மீண்டும் ஒரு தடவை உறுதிப்படுத்த முயற்சிக்கிறது.
2005 ஆம் ஆண்டு நவம்பரில் நடைபெற்ற அரச தலைவர் தேர்தலின் போது வடக்கு – கிழக்கு தமிழ் மக்களை வாக்களிக்க வேண்டாம் என விடுதலைப் புலிகள் உத்தரவிட்டதன் மூலமே ரணில் விக்கிரமசிங்கவின் வெற்றியைத் தட்டி விட்டனர்.
புலிகளுக்கும் அரசுக்கும் இடையில் ஏற்படுத்தப்பட்ட ஒப்பந்தத்தின் அடிப்படையிலேயே இது மேற்கொள்ளப்பட்டது.
இவ்வாறு மனோ கணேசன் மேலும் குறிப்பிட்டார்.

Tissainayagam: A travesty of justice?

Seventeen months after being arrested, and almost three years after writing two articles the government claims were meant to incite “communal disharmony,” journalist J.S. Tissainayagam was sentenced to 20 years of rigorous imprisonment on August 30 by the Colombo High Court.
Tissainayagam’s conviction drew worldwide condemnation, with Amnesty International declaring him a “prisoner of conscience,” and Reporters Without Borders calling the sentence “shameful.” Almost overnight, Tissainayagam became a symbol of government repression and a martyr for freedom of the press.

To many observers, Tissainayagam’s treatment cemented Sri Lanka’s reputation as a totalitarian state in the making.
How did Tissainayagam go from being a humble columnist for The Sunday Times to being mentioned by American President Barack Obama as an “emblematic example” of persecuted journalists?
The story began in February of 2008, when he wrote an article about child recruitment for The Sunday Times. Soon afterward, Terrorism Investigation Department (TID) officers were dispatched to arrest Tissainayagam’s publisher, N. Jasikaran, and his wife Valamarthi.

When Tissainayagam inquired about Jasikaran’s whereabouts on March 8, he too was arrested, along with the staff of his website, OutreachSL.com. (The staff members were later released).
The only problem was that the TID had neither a detention order nor anything to charge Tissainayagam with.

Fortunately for the government, a search of Tissainayagam’s house turned up about 50 back issues of Northeastern Monthly, a now-defunct magazine with a small circulation that Tissainayagam then edited. Although they couldn’t read English, as was revealed during Tissainayagam’s trial, the TID officers confiscated these magazines, and the TID later used them as a convenient pretext for Tissainayagam’s arrest and prosecution.

Strange delays
Tissainayagam’s imprisonment was a travesty of justice from beginning to end. When he was finally allowed to see a lawyer, two weeks after first being arrested, he could only do so in the presence of the Officer in Charge (OIC) of the TID. The same condition held for meetings with his wife; Tissainayagam has never met his wife in private since his arrest. Since he never received an explanation for his imprisonment, Tissainayagam quickly filed a Fundamental Rights petition challenging his incarceration.

On March 27, 2008, during Tissainayagam’s first court hearing, the state counsel said they didn’t have the detention order in their possession, so High Court Judge Deepali Wijesundara ordered it to be produced. Later that afternoon, the order was delivered to Tissainayagam, backdated to March 7th. Strangely enough, the detention order was signed by Wijesundara’s sister. Although this is not technically illegal, the defense could have asked the judge to recuse herself from the case given this incident’s strong appearance of impropriety. (Wijesundara’s sister was later promoted to the High Court.)
On May 8, 2008, Tissainayagam’s lawyers finally received the OIC affidavit and a copy of Tissainayagam’s statement translated into Sinhalese. Crucially, however, the state withheld Tissainayagam’s original statement, which he wrote in Tamil. The defense would only get a look at the original confession during the cross-examination of the superintendent of police, who witnessed Tissainayagam writing it. According to the Emergency Regulations of 2005, detainees must be produced before court every 30 days to ensure that they haven’t been tortured, but the state disregarded this law time and again for Tissainayagam.
On May 12, 23, and 26 of 2008 Tissainayagam was scheduled to be produced at the Magistrates Court, but mysteriously failed to turn up. He was finally produced on the 27th, when the TID legal officer told the court that he needed more time to investigate. The magistrate ordered Tissainayagam to be produced on June 6, after his 90th day of detention.
Unsurprisingly, the state was unable to produce him on that day either, managing to delay his court appearance until June 13.

Tissainayagam charged
Ultimately, Tissainayagam would have to wait for over five months before he was charged, under the Prevention of Terrorism Act (PTA), for inciting racial violence and communal disharmony by writing two editorials in 2006 for Northeastern Monthly.

The first article, published in July 2006, criticized the government for failing to protect the northeastern Tamils, who Tissainayagam argued were being forced to seek protection from the LTTE.
The second article, published in December of the same year, accused the army of deliberately bombing and starving Tamil civilians in Vaharai in an attempt to clear the area for military operations. In a statement to the court, Tissainayagam defended his writings: “I was and am still an advocate against terrorism,” he said. “I have criticized terrorism in whatever form...my objective was to generate non violent means of resolving the conflict.”

The indictment consisted of three charges:

(1) that Tissainayagam printed and distributed the Northeastern Monthly with the intention to “cause the commission of acts of violence or racial or communal disharmony and bring the government into disrepute”;

(2) that Tissainayagam wrote the two above-mentioned articles, excerpts from which were reproduced in the indictment; and

(3) that to fund the Northeastern Monthly, Tissainayagam collected money “for the purpose of terrorism.”
The state claimed during the trial that Tissainayagam had confessed to accepting funding from the LTTE. Tissainayagam has always maintained that the “confession” was dictated to him and that he was forced to sign it under threat of torture. He believed the TID’s threats because he had heard his publisher, Jasikaran, being tortured in a nearby room. (Jasikaran recently testified about his torture during his own trial, which is ongoing.)
Despite the dubious circumstances surrounding Tissainayagam’s “confession,” Judge Wijesundara ruled on December 5, 2008 that it was given voluntarily. The defense chose not to challenge this ruling, not knowing what was in Tissainayagam’s original statement.

Mysterious alteration
When the defense finally got a look at the original document, during cross-examination of the superintendent of police, it quickly became apparent that the statement had been doctored. In the statement, Tissainayagam admits that LTTE officials contacted him three times in 2006 to offer money to the Northeastern Monthly, but that each time he had refused. “However,” he wrote in Tamil, “I later discovered that Rs. 100,000 had been deposited in my bank account from an anonymous donor.”
But where Tissainyagam had written that he said “no” to the LTTE for the third time, his words had been crossed out and replaced with “I said yes,” making it sound like he had accepted the LTTE’s money. The change to the statement was made in a different colour of ink and in different handwriting than the original statement. Unlike the many other changes to the statement, Tissainayagam had not signed in the margin to approve this alteration.
As the defense pointed out, after the alteration the statement no longer made sense. Why would Tissainayagam, after admitting he had agreed to receive the money, then be surprised to find it in his account? Why use the word “however,” which implies that he had turned down the offer? When the defense brought these irregularities to Wijesundara’s attention, she said that she had already ruled the statement voluntary, and therefore couldn’t throw it out.
She also disputed the defense’s claim that the document was altered. This decision paved the way for Tissainayagam’s ultimate conviction. As Wijesundara notes in her judgement, “once the confession is voluntary, the accused could be convicted on the confession alone.”
In her judgement, Wijesundara also mentions that one of the defense’s witnesses, Kulasiri Hemantha Silva of the Human Rights Commission, contradicted what Tissainayagam wrote in his second article.

On cross-examination, Silva stated that he had not seen the bombing and starvation of civilians in Vaharai. However, the defense later got Silva to admit that he had traveled to Vaharai two months before the article was written, and therefore wasn’t able to say what was happening at the later time.

Silva also admitted that he had heard news of a Vaharai hospital being bombed by government forces around the time Tissainayagam was writing.
In his statement to the court, Tissainayagam said that he grew up in Colombo with friends from every ethnic group, and that throughout his career as a journalist and human rights activist he has “always agitated for justice for the oppressed.”

He concluded his statement by saying that by writing the two controversial articles he “never intended to cause violence or communal disharmony and no such thing ever occurred as a result of those articles.”

The whole world, with the obvious exception of the Colombo High Court, now stands with Tissainayagam in agreement and solidarity..


Is this the end of SriLankan Airlines?

SriLankan Airlines’ 2009 Annual Report contains a query from the company’s auditors regarding the viability of the airline. In the face of what is effectively a Rs. 10 billion loss Ernst & Young have expressed “doubts that the company (SriLankan Airlines) will be able to continue as a going concern.”
Figures in the 2009 Annual Report reveal that the company’s liabilities now exceed its assets by an extraordinary Rs. 8,159 million (Rs. 8.1 billion).
A drastic reversal of the situation just a year ago when the airline’s assets exceeded its liabilities by Rs. 3,074 million.
The turn around from Rs. 3 billion in the black in 2008 to Rs. 8.1 billion in the red in 2009 represents a Rs.11 billion year on year decline in the position of the company’s assets — a 100 million dollar change of fortunes.
A colossal loss by any standards but crippling for a small third world airline.
Even allowing for the generally difficult conditions faced by airlines worldwide as a result of the global economic crisis the situation at SriLankan Airlines is exceptionally dire.
Company’s viability
That the company’s own annual report expresses remarks from auditors questioning the company’s viability is an indication of just how critical the situation is at the national airline at present.
The survival of the nation’s flag carrier established as Airlanka in 1978 is now in doubt.
But how could what appears to have been a healthy profit making company in 2008 have become a loss ridden hulk in the space of a year?

Who could possibly be to blame for mismanagement on such an extraordinary scale…
Of course the immediate responsibility for the airline’s losses must fall on the shoulders of the company’s CEO Manoj Gunawardene and the government that recklessly took the decision to expel Emirates under whose management the airline appeared to be functioning profitably.
However while the current management and the Rajapakses administration have certainly played their part in the mismanagement of the airline the reality behind the catastrophe at SriLankan airlines is not quite so simple.

Emirates Airlines responsible
Many insiders in fact hold Emirates Airlines responsible for the present state of the airline.
After its effective takeover of SriLankan Airlines in 1998 Emirates is accused of running the airline extravagantly, making no attempt to cut costs while turning apparent profits by selling the airline’s assets including aircraft, spare parts and even extra engines.
It is claimed that Emirates recovered the value of its original $70 million investment in Sri Lankan in less than a year and subsequently continued to extract profits by selling additional assets.
Even during 2001-2007 period during which the airline seemed reasonably stable insiders claim that Emirates continued to spend recklessly and that the airline survived financially only as a result of the massive, several billion rupee, insurance payment Sri Lankan Airlines received after the attack on Katunayake Airport.
The fundamental accusation is that Emirates consistently turned profits only by selling assets and effectively exploited SriLankan Airlines in order to make a significant profit over its $70 million investment. It is also alleged that the salaries of senior management staff during the Emirates era were paid by a third company in such a way that there was no transparency regarding the wage structure at the company. This practice of payments through a third party in order to conceal the full value of the payments received by higher management is said to continue today.

Haemorrhaging money
The reality therefore is that SriLankan Airlines has been haemorrhaging money for years and the impressive profits turned during the period of Emirates management were only achieved through the sale of assets.
By the time the airline balance sheet began to look less healthy in 2008 (when Emirates was kicked out) Emirates was able to blame rising fuel costs for the deteriorating finances, though in reality over staffing, limited automation and poor route rationalisation were the principle factors behind the airline’s losses.
However once Emirates was evicted from the management of the airline the situation at SriLankan Airlines far from improving only got worse.
Severe over staffing — a staff of over 5200 staff for a fleet of just 12 aircraft has left the airline bearing an exceptionally high cost per air mile flown.

Industry average
SriLankan Airlines employs approximately 400 staff per aircraft while the industry average is closer to 100.
By comparison Kenyan Airlines, the flag carrier of another developing country and an African success story employs just 4000 staff and maintains a fleet of 22 aircraft.
As a result of its exceptionally high costs the airline launched a cost cutting programme, however rather than shed staff — a politically charged issue particularly as SriLankan Airlines is stuffed with various political appointees and cronies the management attempted to reduce overheads by rationalising the airline’s route network.
Flights to several less profitable destinations were stopped. However as this rationalisation was not accompanied by any downsizing the airline’s financial situation only deteriorated further.

Operating fewer routes
SriLankan Airlines was operating fewer routes and flying fewer miles but maintaining its previous staff levels.
As routes and flights had diminished revenue streams declined but expenses remained the same on account of the bloated staff.
Ideally aircraft should spend 14 hours a day in the air — which allows for optimum revenue generation, after cut backs SriLankan Airlines’ aircraft were spending just eight hours a day in the air.
To make matters worse once management of the airline reverted to the government from Emirates, matters that had been rectified through the expertise of a major international airline — food, service, punctuality soon returned to their pre-Emirates state.
UL —‘Usually Late’ began to apply again and services declined with passengers complaining of shoddy treatment and unpalatable food.

Skywards rewards system
The loss of the Skywards rewards system which allowed passengers on SriLankan to claim air miles they could use anywhere on the vast Skywards network was another setback.
Worst of all flights began once again to be diverted and delayed to accommodate ministers and government officials.
While standards dropped however the airline’s oversized staff prevented SriLankan from reducing costs and ticket prices remained high.
SriLankan Airlines ticket prices for a range of destinations in Europe and East Asia were higher than competing airlines operating the same routes yet its service was now markedly inferior.
Flying SriLankan Airlines therefore meant paying more for inferior service and regular delays.
As fewer people chose to endure the poor service occupancy at the airline fell still further and

profitability plummeted.

High costs, and poor service lead only to further falls in demand, creating a cycle of diminishing revenues which added considerably to the woes of an airline already reeling from the dual blows of the financial crisis and high oil prices.

Airline’s effective destitution
Ultimately the blame for the airline’s effective destitution lies with Emirates but also with the current management who failed to implement vital cost cutting measures.
Fundamentally the airline’s current management has failed to define a vision in terms of how it intends to take the airline back to long term profitability.
The government of course is also to blame particularly for treating the airline as a personal plaything of the country’s leadership rather than a genuine national airline run for and in the interest of all the country’s people. The fact that the government has continued to flirt with the empty prestige of Mihin Airways instead of making a sincere effort to address the problems of the nation’s only real airline is almost criminal.
However apportioning blame for the effective failure of the airline is simply irrelevant at this juncture when the nation faces the real challenge of keeping the national carrier alive.
The priority now is retuning the airline to a state of financial stability if not profitability.
While the idea of national carriers has become somewhat outdated with several developed countries — Switzerland for example — allowing their national carriers to fold the reality is that Sri Lanka simply cannot function without SriLankan Airlines.

Isolated country
Katunayake Airport is the only way to enter or leave what is in fact a very isolated country.
With only a handful of international airlines still operating in and out of Colombo SriLankan Airlines is the umbilical chord that links Sri Lanka to the outside world. Without SriLankan this island would become one of the most isolated countries on Earth.
All the government’s plans for development would vanish overnight if people; businessmen, tourists, migrant workers are unable to cheaply and easily enter and leave this country.
SriLankan is simply a vital part of the nation’s economy which means that ultimately the airline cannot and will not be allowed to fail. That the government will step in and provide the relevant handouts from the Treasury is now inevitable.
However beyond bailouts from the Treasury and the usual trick of purchasing fuel for credit from the much abused Petroleum Corporation, SriLankan Airlines desperately requires a long term plan if it is ever to provide the service this country desperately needs it to.

All is well....
Speaking from the PATA conference in Zhejiang the CEO of SriLankan Airlines, Manoj Gunawardene assured The Sunday Leader that SriLankan Airlines would continue to function as a going concern and stressed that the airline’s management had already implemented a number of successful cost-cutting measures that it believed would in the medium term return the airline to profitability.

eNIC tender cancelled

A multi billion rupee tender to upgrade the National Identity Card to an electronic card has been halted. The Cabinet last week cancelled the awarding of this controversial tender following charges that the tender had not only been awarded to a favoured party but also fell short of requirements which would prevent doctoring of the card.
Last week The Sunday Leader revealed the inconsistencies and contradictions behind the government’s eNIC programme. Following the The Sunday Leader’s report which highlighted the fact that the original specifications for the card’s security requirements had been watered down to suit the interests of a favoured bidder, it emerged this week that the tender for the implementation of the eNIC project had been cancelled.
Aside from the diluted security requirements, The Sunday Leader also highlighted the huge expenditure scheduled for the programme — several billion rupees — at a time when, in a post war era, there are surely more urgent priorities than a new NIC card. For now anyway the eNIC tender has been cancelled and we can only hope this particular project remains on the back burner until it returns in a more transparent and rational form.
A smart(er) more up to date card
In 2008 the government announced plans to modernise the flimsy piece of plastic on which our right to free movement is today contingent by introducing a smart(er) more up to date card capable of storing more data and incorporating enhanced security features.
Given the importance of the NIC the introduction of an entirely new card system, and a new database containing information on every citizen in the country should of course be a matter of intense debate.
However for the most part the government’s announcement regarding the new eNIC passed largely un-remarked on, failing to capture the interest of the press or the public.
Few bothered to question what security features would be included in this new eNIC card and there was little debate regarding how much personal data a government notoriously keen on unviable databases — mobile phone registry, citizen registry, should legitimately require its citizens to provide.
A people cowed by threats to security and the old and unfortunate mantram of totalitarianism — ‘if you have nothing to hide you have nothing to fear’ are not particularly interested in matters of privacy or data security.
However from a more practical perspective — security, there are real concerns about the eNIC project.
Outmoded and too easy to forge
The new cards were deemed a necessity as the existing NIC is regarded by the country’s immigration and security agencies as outmoded and too easy to forge.
Therefore when tenders were issued seeking bidders to implement the eNIC project a number of advanced security features were stipulated as mandatory. Bidders wanting to implement the project were required to provide cards featuring micro text printing, optical variable ink and ultra violet visible print — all to make the card more difficult to forge.
Crucially it was stipulated that the new card would have to feature multiple laser image printing — the latest of the various anti fraud techniques available and considered at present to be virtually un-forgeable. And it was also stated in the original tender that cards would have to be made of durable composite material — i.e. not paper based, or laminated.
While the specifications issued by the Ministry of Internal Administration were for an extremely secure card incorporating the latest security features, on May 14 and 26, 2008 the Ministry issued circulars both extending the time available to bidders and crucially altering the original security specifications.


Multiple laser imaging
As per the new specifications the requirement for multiple laser imaging was dropped, as was the requirement that the card be made of an advanced composite rather than laminated material.
Therefore the Ministry was calling for a card that was less secure — which seems unusual as the stated purpose behind the new NIC project was enhanced security.
The accusation in this case is that the bidding period was extended and security specifications lowered in order to suit the interests of one of the parties bidding; that one of bidders was from the outset a favoured candidate.
Allegations have been raised claiming that Hitec Padu/Epic Lanka the company that currently supplies the Sri Lankan passport is the favoured bidder — and that changes were made to suit its bid which complied with the terms of the amended/relaxed bidding requirements but not with the original specifications.

தமிழீழ விடுதலைப் புலிகளின் போராட்ட வரலாற்றில் மாற்றத்தை ஏற்படுத்திய காலப்பகுதியாக 2002ம் ஆண்டின் பின்னான காலப்பகுதி அமைந்துள்ளது. அதாவது சமாதான காலப்பகுதி என்று குறிப்பிடலாம். இந்தச் சமாதான காலப் பகுதியில் விடுதலைப் புலிகளின் கட்டுப்பாட்டில் உள்ள நிர்வாகப் பகுதியான வன்னிப் பகுதிக்கு பல்வேறுபட்ட நாட்டுப் பிரமுகர்களின் வருகை, வேற்றின மக்களின் வருகை என்பன அதிகரித்திருந்த அதேவேளையில்தான், விடுதலைப் போராட்டத்திற்கு எதிரானவர்களின் ஊடுருவல்கள் என்பனவும் அதிகரித்திருந்தன.
இதனை முறியடித்து இவ்வாறானவர்களை கண்டறிந்து இந்த ஊடுருவல்களைத் தடுக்கும் நடவடிக்கையில் விடுதலைப் புலிகளின் புலனாய்வுப் பிரிவினர் வன்னிப் பெருநிலப்பரப்பில் தீவிரமாக ஈடுபட்டனர். தமிழ் மக்கள் சிலரே இவ்வாறான துரோகத்தனங்களில் ஈடுபட்டிருந்ததால், சந்தேகத்துக்கு இடமானவர்கள் விசாரணைக்கு உட்படுத்தப்பட்டபோது மக்களிடையே சில மனக்கசப்பும் ஏற்படத்தான் செய்தது.
எனினும், தாயகத்தின் பாதுகாப்பு என்ற வகையில் இந்த நடவடிக்கைக்கு பெருமளவு மக்கள் ஒத்துழைப்பு வழங்கினார்கள். இதேவேளை, விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பகுதிகளுக்கான சிறீலங்கா அரசின் பொருளாதார தடை தளர்த்தப்பட்டது விடுதலைப் புலிகளும், வன்னி வாழ் மக்களும் பொருளாதார ரீதியான வளர்ச்சியை பெறுவதற்கு சற்று வழியையும் ஏற்படுத்திக் கொடுத்திருந்தது.
ஆனால், இது மறைமுகமாக தமிழீழ விடுதலைப் போராட்ட வளர்ச்சியில் மறைமுகப் பாதிப்பு ஒன்றை ஏற்படுத்திக் கொண்டிருந்ததையும் மறுப்பதற்கில்லை. இவ்வாறு வன்னி மக்கள் மீதான பொருளாதாரத் தடை, சிறீலங்கா அரசால் நீக்கப்பட்டதைத் தொடர்ந்து கிழக்கு மாகாணத்தில் உள்ள தங்களது நிர்வாக பகுதிகளுக்கும் பொருளாதார தடைகளை முற்றுமுழுதாக நீக்குமாறு விடுதலைப் புலிகளால் சிறீலங்கா படையினரிடம் கோரிக்கை விடுக்கப்பட்டது.
இதன் பிரகாரம் எழுந்த அல்லது உருவாக்கப்பட்ட பிரச்சினைதான் மாவிலாற்றுப் பிரச்சினை. சிறீலங்கா அரச படைகளால் மாவிலாற்றில் தொடங்கப்பட்ட ஆக்கிரமிப்பு இன அழிப்புப் போர் முள்ளிவாய்க்கால் மண்ணில் முடிவுக்குக் கொண்டுவரப்பட்டது. இதில் மாவிலாற்று நீர்ப் பிரச்சனை தொடர்பாக ஆராய்ந்து பார்ப்போம்.
இயற்கையின் எழில் நிறைந்த மாவட்டமாக திருகோணமலை மாவட்டம் காணப்படுகின்றது. இயற்கைத் துறைமுகம், விமானப்படைத்தளம், எண்ணை சேமிப்புக் கிணறுகள்... என்று பல நாடுகளின் கேந்திர முக்கியத்துவம் வாய்ந்த இடமாக அது காணப்படுகின்றது. விஞ்ஞானியான ஆதர் சீ கிளாக் அவர்கள் கூட, ஆசியாக் கண்டத்தில் திருகோணமலையை முக்கிய இடமாக குறிப்பிட்டுள்ளார்.
அதாவது செய்மதி ஏவுதளம் அமைக்கக்கூடிய இடமாக திருகோணமலை விளங்குவதாக அவர் கணித்திருந்தார். அதேவேளை, பல்வேறு நாடுகளுக்கும் திருகோணமலையை முதன்மையான இடமாக கருதுகின்றன. இந்நிலையில், திருகோணமலையில் சில இடங்கள் சிறீலங்கா அரசால் வெளிநாடுகளுக்கு குத்தகைக்கும் விடப்பட்டிருக்கின்றன. இவ்வாறு அமையப் பெற்ற இடத்தில் இருந்து கொண்டே விடுதலைப் புலிகள் 2003ம் ஆண்டு கிழக்கு மாகாணத்தில் தலைதூக்கிய துரோகத்தனத்தினை களைவதற்காக படை எடுத்து, அதில் வெற்றியும் பெற்றார்கள்.
கிழக்கில் இருந்து விடுதலைப் போராட்டத்தின் துரோகிகள் விரட்டி அடிக்கப்பட்டு பாதுகாப்பான நிலை கொண்டுவரப்பட்டதன் பின்னர் அங்கு விடுதலைப் புலிகளின் நிர்வாக கட்டமைப்புகள் மீண்டும் செயற்படத் தொடங்கின. திருகோணமலை மாவட்டத்தின் சம்பூர் தொடக்கம் வெருகல் துறைமுகத்துவாரம் வரையான 50 கிலோ மீற்றர் கரையோரப்பகுதி விடுதலைப் புலிகளின் திறமைமிக்க நிர்வாக பகுதிகளில் ஒன்றாக விளங்கியது.
பல கிராமங்களை உள்ளடக்கிய இந்தப் பிரதேசங்களில் வாழும் மக்கள் விவசாயத்தையும், கடல் தொழிலையும் தமது தொழிலாகக் கொண்டு வாழ்ந்து வந்தார்கள். கல்வியில் சற்று குறைவான நிலையே இங்கு காணப்பட்டது. இம்மக்கள் தமது அன்றாட பொருட்களைக் கூட சிறீலங்கா படையினரின் பிரதேசங்களுக்குள் சென்றே பெற்றுக்கொள்ள வேண்டிய தேவை உள்ளது. சம்பூர் மக்கள் கட்டைபறிச்சான் பொலிஸ் சோதனை நிலையம் ஊடாகவும், ஈச்சிலம்பற்று, வெருகல் கிராம மக்கள் சேருநுவர படை சோதனை நிலையம் ஊடாகவும், கதிரவெளி மக்கள் வாளைச்சேனை படைச் சோதனை நிலையம் ஊடாகவும் சென்றே பொருட்கள் பெறவேண்டும்.
ஒருவர் தனக்குத் தேவையான பொருட்களை மாத்திரம் கொண்டு செல்லலாம். பெருமளவு பொருட்கள் எடுத்துச்சென்றால் அவர் படையினரால் சந்தேகப்பட்டு விசாரிக்கப்படுவார். இவ்வாறு அங்குள்ள மக்களுக்கான பொருளாதார தடை சிறீலங்காப் படையினரால் போடப்பட்டிருந்தது. இவற்றின் மத்தியில்தான் விடுதலைப் புலிகள் தமது நிர்வாகத்தை அங்கு நடத்தினார்கள். காட்டுவழியாகவும், கடல்வழியாகவும் பொருட்களைக் கொள்வனவு செய்தே விடுதலைப் புலிகள் தங்கள் நிர்வாகத்தை நடத்தினார்கள்.
அங்கு பல பயிற்சித் தளங்களை நிறுவினார்கள். பலநூறு புதிய போராளிகளை உருவாக்கினார்கள். மறைமுகமாக விடுதலைப் புலிகளின் கடற்படைத்தளங்கள் அங்கு நிறுவப்பட்டன. இதன் பிரகாரம் புலம்பெயர்வாழ் தமிழ் மக்களின் நிதி உதவியில் கொள்வனவு செய்யப்பட்ட ஆயுதத் தளபாடங்கள் கப்பல் வழியாக திருகோணமலையில் ஒரு தொகுதி இறக்கப்படுகின்றது. இவ்வாறு அங்கு கடற்புலிகளின் நிலைப்படுத்தல் உயர்ந்துகொண்டு சென்றது.

இதனாலேயே, விடுதலைப் புலிகளின் கடற்புலிகளின் ஆதிக்கம் மேலோங்கிக் காணப்படும் காலப்பகுதியாக 2003ம் ஆண்டுக்குப் பின்னான காலப்பகுதி அமைந்தது. கடற்புலிகளின் பலமே விடுதலைப் புலிகளின் பலம் என்றும் குறிப்பிட்டுச் சொல்லும் அளவிற்கு பலமான அணியாக கடற்புலிகளின் அணி செயற்பட்டது. இது சிறீலங்காக் கடற்படைக்கு மாத்திரமல்ல, தரைப்படைக்கும் பாரிய அச்சுறுத்தலாக இருந்தது. தங்களுக்கான படையினர் பலத்தை பெருக்கிக்கொண்டும், ஆயுத தளவாடங்களை கொள்வனவு செய்துகொண்டுமிருந்த சிறீலங்காப் படையினருக்கு விடுதலைப் புலிகள் தங்கள் படை பலத்தை பெருக்குகின்றார்கள் என்பது பெரும் அச்சத்தை ஏற்படுத்தியது.
இதனால், தமது இராணுவ முன்னேற்பாட்டு நடவடிக்கைகளை மறைத்துக்கொண்டு, விடுதலைப் புலிகள் சமாதான காலத்திலும் ஆயுதக் கொள்வனவிலும், புதிய போராளிகளை இணைப்பதிலும் ஈடுபடுகின்றார்கள் என்று குற்றம்சாட்டினார்கள். இதன் ஒரு கட்டமாக எழுந்த அழுத்தம் காரணமாக, சமாதானத் தூதுவர்களாக இருந்த நோர்வேயின் சமாதான அதிகாரிகள் வன்னியில் உள்ள விடுதலைப் புலிகளின் கடற்படையின் படகுக் கட்டுமானங்களை நேரில் சென்று பார்வையிடுகின்றார்கள்.
கடற்புலிகள் தமது படகுகளின் வடிவங்களையும் தாக்குதல் படைகளையும் படகு கட்டுமானங்களையும் அவர்களுக்கு காட்டியதோடு கடலில் அதன் செயற்பாடுகளையும் செய்து காண்பித்தார்கள். இவை தொடர்பான தகவல்கள் சிறீலங்கா கடற்படையினரை சென்றடைகின்றன. இதேநேரம், கிழக்கு மாகாணத்தில் நடைபெற்ற விடுதலைப் புலிகளின் உத்தியோக பூர்வ படகுசேவை ஊடாகவும் விடுதலைப் புலிகளின் கடற்புலிகளின் பலத்தினை சிறீலங்கா படை புலனாய்வாளர்கள் ஆராய்கின்றார்கள்.
அத்துடன், சிறிய சிறிய படகுகளில் சென்று எதிரிக்கு பாரிய இழப்பினைக் கொடுக்கலாம் என்பதையும் ஏற்கனவே கடற்புலிகள் வெளிப்படையாகக் காட்டியிருந்தார்கள். இதன் பிரகாரம், புதிதாக சிறீலங்கா கடற்படையின் தரை இறக்கும் படகணிப் படகுகள் கடற்புலிகளின் சிறிய ரகத் தாக்குதல் படகு போன்ற வடிவத்தில் உருவாக்குகின்றார்கள். அவைதான் பின்நாளில் கடற்புலிகளுடன் மோதிய அரோ வகைப் படகுகள்.
கடற்புலிகளின் படகுகளை பார்த்தே இந்தப் படகுகளை சிறீலங்காப் படையினர் வடிவமைத்துக் கொண்டார்கள். இந்த அரோ வகைப் படகுகளில் சில நவீன வசதிகளை சிறீலங்காக் கடற்படையினர் ஏற்படுத்தினார்கள். இதன் நவீன கட்டுமானத்திற்கு ஜப்பான் நாட்டின் உதவி கிடைத்திருந்தது. இவ்வாறான சுமார் நூறு வரையான அரோ படகுகளை கடற்புலிகளை எதிர்ப்பதற்காக என்றே சிறீலங்காப் படையினர் உருவாக்கியிருந்தார்கள்.
இதேநேரம், கிழக்கில் திருகோணமலையில் பல அரசியல் பணிகளில் விடுதலைப் புலிகள் ஈடுபட்டார்கள். சமாதான காலத்தைப் பயன்படுத்தி சம்பூர், ஈச்சிலம்பற்று, வெருகல் போன்ற பிரதேசங்களில் வீதிகள், பாலங்கள் புனரமைக்கப்படுகின்றன. இந்தப் புனரமைப்பிற்கு சிறீலங்கா அரசே உதவுகின்றது. இதனுாடாக படையினர் விடுதலைப் புலிகளின் நிர்வாக அலகுகளை கண்காணிக்கிறார்கள். இதனிடையே ஒட்டுக்குழுக்களின் துரோகத்தனமும், ஊடுருவல்களும் தலைதூக்குகின்றன. இவற்றையும் விடுதலைப் முறியடிக்கின்றார்கள்.
இந்த முறியடிப்பில் திருகோணமலை மாவட்டத்தின் இராணுவ புலனாய்வு பொறுப்பாளராக மாவீரர் லெப்.கேணல் அறிவு திறம்பட செயற்படுகின்றார்.அத்துடன், அங்குள்ள மாவீரர் குடும்பங்கள் இனம் காணப்பட்டு அவர்களுக்கான உதவிகள் வழங்கப்படுகின்றன. பாடசாலை செல்லாத வறிய மாணவர்கள் இனம்காணப்பட்டு கல்வி கழகம் ஊடாக அவர்களுக்கு கற்றல் உபகரணங்கள் வழங்கப்பட்டு பாடசாலைக்கு அனுப்பி வைக்கப்படுகின்றனர். பாடசாலைகளில் ஆசிரியர் பற்றாக்குறை இனம்காணப்பட்டு உயர்தரம் படித்த மாணவர்கள் தொண்டர் ஆசிரியர் ஊடாக கற்பித்தல் செயற்பாட்டில் ஈடுபடுத்தப்படுகின்றார்கள்.
மருத்துவ பிரச்சினை இனம் காணப்பட்டு வன்னியில் இருந்து தியாகதீபம் திலீபன் மருத்துவ சேவையினை வரவழைக்கப்பட்டு மருந்துப் பொருட்கள் வழங்கப்பட்டு, மக்களின் நோய்கள் தீர்க்கப்படுகின்றன. கடற்புலிகளின் ஏற்பாட்டில் சங்கங்கள் ஊடாக கடற் தொழிலாளர்களுக்கு தொழில் உபகரணங்கள் வழங்கப்பட்டு, தொழில் வாய்ப்பு ஊக்குவிக்கப்படுகின்றது. சம்பூர் வெருகல் பிரதேச மக்கள் வளமான மக்களாக மாற்றம் கண்டு வந்துகொண்டிருந்தார்கள். அத்துடன், பொருண்மிய கட்டமைப்பு உருவாக்கப்படுகின்றது.
மக்களின் சீர்திருத்தத்தை கண்காணிக்க (தமிழீழ காவல்துறை தனது செயற்பாடுகளை விரிவுபடுத்தியது) நீதி, நிர்வாகம் அங்கு கொண்டு செல்லப்படுகின்றது. மக்களிடையேயான பிணக்குகளுக்கு தீர்வு காணப்படுகின்கின்றன. பிரச்சினைகள் களையப்படுகின்றன. விடுதலைப் புலிகளின் இந்த சீரான நிர்வாகக் கட்டமைப்பு அயல் பிரதேசங்களில் குடியேற்றப்பட்டிருந்த சிங்கள மக்கள் மத்தியில் அவமானத்தையும் கோபத்தையும் ஏற்படுத்துகின்றது.
இதனால் சில சிங்கள கிராமத்தின் முதன்மையானவர்கள் தமிழ் மக்களுக்கு எதிரான, தமிழ் மக்களுடன் விரோதத்தை ஏற்படுத்தக்கூடிய சூழ்ச்சி வேலைகளில் ஈடுபட்டார்கள். மூதூரைப் பொறுத்தமட்டில் மூதூர் இஸ்லாம் மக்களைக் கொண்ட நகரமாக காணப்படுகிறது. தமிழ் - முஸ்லீம் மக்களிடையேயான பிரச்சினைகள் தமிழீழ விடுதலைப் புலிகளால் தீர்க்கப்பட்டு, இரு பகுதியிருக்கும் இடையிலான உறவு அங்கு வளர்க்கப்படுகின்றது.
இவ்வாறு விடுதலைப் புலிகளின் கட்டுமானங்கள் அங்கும் திறம்பட செய்படுகின்றன. இந்நிலையில், வன்னியில் இருந்து தளபதி பால்ராஜ் தலைவரால் திருமலைக்கு அனுப்பி வைக்கப்படுகின்றார்.

கைக்கு எட்டியும் வாய்க்கு எட்டாமல் போன வணங்காமண் நிவாரணம்: இந்திய உடன்பாட்டை இலங்கை அரசு மதிக்கவில்லை





வணங்காமண் நிவாரணப் பொருட்களை முள்வேலி முகாம்களில் அடைக்கப்பட்டுள்ள தமிழர்களுக்கு விநியோகிக்கும் பொறுப்பிலிருந்து கைகழுவி விட எண்ணியுள்ளதாக இலங்கை செஞ்சிலுவை சங்கம் தெரிவித்துள்ளது.
வன்னியில் முள்வேலி முகாம்களில் போரினால் பாதிக்கப்பட்ட தமிழர்களுக்காக ஐரோப்பிய தமிழர்கள் வணங்கா மண் நிவாரணப் பொருட்களை சிறுக சிறுக சேகரித்து, பல இன்னல்களுக்கு மத்தியில் தமிழக அரசு மற்றும் இந்திய அரசின் அழுத்தங்கள் காரணமாய் கொழும்பு கொண்டு சேர்க்கப்பட்டது.
இப்பொருட்களை விநியோகிக்க இலங்கை செஞ்சிலுவை சங்கம் முடிவெடுத்து, அதற்கான பணிகளில் நிவாரணப் பொருட்கள் கொழும்பு அடைந்ததிலிருந்து செய்து வந்தது.
இது தொடர்பில் இலங்கை செஞ்சிலுவை சங்கத்தின் துணை இயக்குநர் சுரேன் பெரீஸ், 'டெய்லி மிரர்' என்னும் ஆங்கல நாளிதலுக்கு கொடுத்த செய்தியில், தங்களது சங்கத்தின் தலைவர் இலங்கை அரசுக்கு எழுதியுள்ள கடிதத்தில் தெரிவித்துள்ளதாவது:-
வணங்காமண் நிவாரணப் பொருட்கள் கொழும்பு துறைமுகத்தில் கிடப்பதால், அதற்கான வரி தொடர்ந்து ஏறிக் கொண்டு போகும் நிலையில், இவ்வரியை எப்படி எதிர்நோக்குவது என இலங்கை அரசு இதுவரை எவ்வித நிலைப்பாடும் எடுக்காமல் இருந்து வருகிறது.
ஆதலால், வணங்கா மண் நிவாரணப் பொருட்களை தனது வசம் எடுத்து முள்வேலி முகாம்களில் அடைக்கப்பட்டுள்ள தமிழர்களுக்கு தங்கள் சங்கம் விநியோகிக்கும் பொறுப்பிலிருந்து கைகழுவி விட எண்ணியுள்ளதாக கடிதத்தில் தெரிவித்துள்ளார்.
அத்துடன், துறைமுக கட்டண தள்ளுபடிக்கான எழுத்து பூர்வமான ஆவணம் சென்ற வாரமே தங்களுக்கு துறைமுக அமைச்சகத்திடமிருந்து கிடைக்கப் பெற்றபோதிலும், இலங்கை அரசுக்கு வரி பாக்கி செலுத்த வேண்டியுள்ளது.
இந்த வரிக்கான சலுகை பற்றி எவ்வித பயனுள்ள பதிலும் கிடைக்கப் பெறவில்லை. வற் வரி மற்றும் தேசிய கட்டமைப்பு வரி (என்.பி.டி) கடந்த யூலை முதல் செப்ரெம்பர் 22ம் தேதி வரை சுமார் 20 லட்ச ரூபாய் செலுத்தப்பட வேண்டியுள்ளது, எனத் தெரிவித்தார்.
27 பெரிய பெட்டகங்களில் 884 தொன் வணங்கா மண் நிவாரணப் பொருட்கள் கொழும்புக்கு கொண்டு வரப்பட்டது முதல் பல இடையூறுகளை சந்தித்து வந்திருக்கிறது.
முதலில், சோதனை என்ற பெயரிலும், பின்னர் துறைமுக கட்டணம் என்ற பெயரிலும், இப்போது வரிக்காகவும் துறைமுகத்திலேயே நிறுத்தப்பட்ட நிலையில், முள்வேலிக்கு பின் உள்ள தமிழர்களுக்கு அனுப்பப்படாமல் கிடப்பில் இருந்து வருகிறது.
வணங்கா மண் நிவாரணப் பொருட்களை தமிழர்களுக்கு விநியோகிக்க எவ்வித நடவடிக்கையையும் எடுக்காததைப் பார்க்கும் போது, இலங்கை அரசு உடன்பாடு செய்து கொண்டபடி இந்திய அரசையோ, தமிழக அரசையோ மதிப்பு கொடுப்பதாய் தெரியவில்லை.
மனித நேய அடிபடையில் கூட முள்வேலி முகாம்களில் அடைக்கப்பட்டுள்ள தமிழர்களுக்கு நிவாரணப் பொருட்கள் கொண்டு சேர்க்கப்பட வேண்டும் என்ற அக்கறையும் இல்லையென்பதே காட்டுகிறது. என தெரிவிக்கப்பட்டிருந்தது.
இந்திய அரசு மீது இலங்கை அரசு மதிக்காததற்கு இந்தியாவில் உள்ள அமைச்சர்களின் மெத்தனப்போக்கும், அவர்கள் வடக்கில் வசந்த ஒப்பந்தத்தை செயல்படுத்தினால், கிடைக்கப்போகும் கமிசன் பணத்திற்காக இலங்கையிடம் கையேந்தி நிற்பதினால் தான் என டெல்லி உள்ள அமைச்சு வட்டாரங்கள் தெரிவிக்கின்றன

Israeli offensive causes birth defects in Gaza


Palestinian officials have warned about the spike in the number of birth defects in babies born in Gaza following the Israeli offensive on the coastal strip.

The Palestinian Ministry of Health in Gaza said on Friday that eight months after the war, the disastrous consequences of the three-week conflict continue to affect the lives of the people of Gaza.

According to Dr. Mowaiya Hassanen, an official in the ministry, Israel's use of internationally banned weapons, including white phosphorus and depleted uranium, has resulted in a series of abnormalities in newborn babies in Gaza, ranging from heart defects to brain abnormalities. Medical experts had earlier predicted that the illegal use of the chemical weapons in the densley-populated area would cause a long-lasting tragedy and plauge the future generation.

According to Gaza health officials and human rights groups, Israeli forces killed over 1,400 Palestinians, including more than 900 civilians, in the offensive. The revelation comes shortly after a UN Human Rights report accused Israel of deliberately violating international humanitarian law and using disproportionate force during its "Operation Cast Lead" against the people of Gaza at the beginning of the year.

"The Israeli operations were carefully planned in all their phases as a deliberately disproportionate attack designed to punish, humiliate and terrorize a civilian population," the fact-finding mission --led by former South African constitutional court judge, Richard Goldstone-- said.

The pipeline to riches




The authors of a report on Burma's natural gas exports claim the proceeds have been pocketed by the ruling generals

The international community may finally have the information it needs to effectively prod the intransigent Burmese military regime to change its repressive ways - the specific offshore location of the regime's illicit multi-billion dollar natural gas revenues has been revealed.

According to our 110-page report released last week by the environmental and human rights organisation EarthRights International (ERI), entitled "Total Impact: The Human Rights, Environmental, and Financial Impacts of Total and Chevron's Yadana Natural Gas Project in Military-Ruled Burma (Myanmar)", the oil giants Total and Chevron have generated US$4.83 billion (164 billion baht) in profits for the ruling State Peace and Development Council (SPDC) since the companies' Yadana gas pipeline to Thailand started commercial production in 2000.
Comprising a significant part of the regime's income, this is money from the people's natural resources and before last Thursday its location was a mystery, like much else at the upper echelons of Burma's reclusive junta.
Citing "confidential and reliable" sources, ERI named the Overseas Chinese Banking Corporation (OCBC) and DBS Group (DBS) as the offshore repositories of these ill-gotten gains. OCBC is Singapore's longest established local bank and according to ERI holds the majority of the revenue, while DBS is Singapore's largest bank in terms of assets.
A HISTORY OF ABUSES
For many villagers living along Total and Chevron's Yadana pipeline, misappropriated revenues from the Yadana project are the least of their worries. Basic human rights are being violated and survival is tough.
In the 1990s, the French oil giant Total and its corporate partners moved into the remote and ethnically diverse Tenasserim region in southern Burma to construct a pipeline to export Burmese natural gas to Thailand, which today generates electricity for the Bangkok metropolitan area.
For the SPDC and Total, the Yadana project, meaning treasure in Burmese, was a certain cash cow once they took the gas to the Thai market, where the Petroleum Authority of Thailand (PTT) was a willing buyer.
Armed with characteristic brutality and the strength of multinational oil giants behind them, several Burmese light infantry battalions moved into the dense jungle area with abandon, marking the newly-defined "pipeline corridor" with blood.
These "Total battalions," as they were known locally, systematically carved a foothold over the 64.4-kilometre stretch of rugged terrain between the Andaman Sea and the Thai border. Ethnic Karen, Mon and Tavoyan villagers were brutalised in the process, all in the name of securing the pipeline "treasure."
Villagers were forced to build project-related infrastructure and carry heavy loads for the army. There was rape, torture, killings.
In a particularly awful instance, one ethnic mother was beaten unconscious by a pipeline security soldier. "When I woke up," she said, "I saw my baby in the fire. She couldn't even cry. Her body was so burned, and all black." Tragically, the child died shortly thereafter.
ABUSES CONTINUE
Sadly, evidence shows that human rights abuses are still a terrible reality of project security in Burma's extractive industries, despite Total and Chevron's claims otherwise.
Based on more than two years of research, "Total Impact" includes new photographs and hundreds of interviews with local villagers in the pipeline area that reveal widespread and systematic forced labour, extrajudicial killings and torture, and violations of the rights to property and freedom of movement, all committed by Total and Chevron's pipeline security battalions.
Villagers who have not become refugees in Thailand are commonly forced to work on roads, pipeline-security barracks and sentry huts, as well as on army plantations that exist on land that traditionally belonged to the villagers. "The work we have to do for the military is still happening," said one villager in the pipeline village Michaunglaung.
EarthRights International documented several recent killings in the pipeline area, as well as restrictions on villagers' movements. "We cannot move freely around," said one villager late last year in Kaleinaung village, explaining restrictions imposed on her village by Yadana project security battalions.
Other villagers describe beatings, and one villager in Kanbauk, the location of Total's local headquarters, explained how he had to "work on the Yadana pipeline" and how he was forced to stand guard and on alert for 24 consecutive hours without pay. If he fell asleep, he said he would ''surely be beaten'' by project security soldiers.
Food security is also a problem, directly and indirectly impacted by pipeline-related human rights abuses. ''We can no longer do farming around our village because we don't have existing land [anymore],'' said a villager in Eindayaza, whose land was confiscated by Total and Chevron's security forces. Other villagers were forced to prepare land for rice cultivation for pipeline battalions, or to simply hand over rice without payment.
TOTAL CONNECTION
Despite landmark lawsuits in the US and in European courts in which the companies were sued by Burmese villagers for complicity in forced labour, murder, rape and crimes against humanity in connection to the Yadana pipeline, Total has never publicly acknowledged its true relationship with the Burmese army, and in some cases the company has categorically denied any connection whatso-ever.

Local villagers and soldiers tell a different story. A defector from pipeline security battalion 273, known locally as a ''Total Battalion'', started his ''career'' in the Burmese army at age 13 and claims that when he ''first arrived to the camp the commander told us that we are here to protect the foreigners who are working on this project''.
Likewise, another recently defected soldier explained how he was forced into the Burmese army at age 15 and was later required as a soldier to provide security for the Yadana project. This child soldier routinely faced severe treatment from his superiors during his training. ''Recruits'' like him who attempted to flee the training programme were often tortured, he said. ''The punishment included burning their feet with fire so they couldn't run again.''
Upon graduating from army training, sufficiently hardened, this soldier was sent to the Yadana pipeline corridor to provide security for the companies and the project. ''Relating to pipeline security,'' he said, ''we often had to patrol [the pipeline] and sometimes take the sentry guard [over the pipeline].''
Evidently, human rights abuses were not discouraged. This soldier and numerous others interviewed in the last two years describe how they often procured forced labour from ethnic Mon and Karen villagers and routinely violated a range of other human rights, all in the name of pipeline security.
TOTALLY UNTRUE

Despite the controversy surrounding the Yadana project, Total has never come clean. The company's CEO Christophe de Margerie told readers of Newsweek last month that he was proud of the Yadana project and that critics of his company's operations in Burma can ''go to hell''.
In some cases, the company has taken a more subtle tack and simply lied about its impacts.
For example, the company has for years claimed that the International Labour Organisation (ILO) certified that it had successfully eradicated forced labour along the pipeline.
This brazen claim was on Total's website, in its communications with investors and in other company public relations.
The problem is that not only is the statement inaccurate _ it is also untrue. The ILO never claimed that Total eradicated forced labour in its project area.
A former ILO representative in Burma disavowed the claim and said Total's statement was ''not right to say'', adding that ''we've never had information that suggested [forced labour is] eradicated in the pipeline corridor''. Likewise, a current representative of the ILO in Burma, responding directly to the statement, told EarthRights International that ''no area of the country can claim to be completely forced labour-free''.
Another central component to Total's whitewashing machine are five favourable assessments of the company's impacts in Burma, published by a US-based organisation called CDA Collaborative Learning Projects.
Based in Cambridge, Massachusetts, and purporting to ''help corporate managers better understand the impacts of corporate activities on the contexts in which they work'', CDA was commissioned by Total in 2002 to assess the companies' impacts in Burma. The organisation has since visited Burma five times, interviewed local villagers and published its assessments, with Total making sure they subsequently reached investors, policymakers and other oil companies.
These recipients relied on these assessments as credible in making investment and policy decisions, which is troubling given the overwhelming evidence demonstrating the assessments are ''flawed in methodology, factually inaccurate and incomplete'', according to ERI.

The assessments are the subject of a second report released last week by ERI, entitled ''Getting it Wrong: Flawed 'Corporate Social Responsibility' and Misrepresentations Surrounding Total and Chevron's Yadana Gas Pipeline in Military-Ruled Burma (Myanmar)''.
Based on seven years of research and hundreds of interviews with local villagers, this 84-page report details the myriad problems with CDA's work for Total in Burma.
Since 2002, the organisation visited Total's as-defined ''pipeline villages'' on five separate occasions with escorts from the oil company, at times using interpreters provided by Total. Regarded as experts on Total's impacts in Burma, CDA's methodology provided for a grand total of 20 days in the Yadana pipeline corridor over a period of seven years.
Problems stem from CDA interviewing villagers in groups and in the presence of Total staff and military intelligence, which alone contravenes international best practice as well as every effective strategy for safely manoeuvering through the repression, smoke and mirrors that are common under Burma's dictatorship.
After interviewing villagers, CDA uncritically noted that they ''did not hear anybody mention that the impact of Total's presence was negative''.
According to ERI, local villagers were warned by Yadana project security about communicating the truth to CDA and other foreign visitors, under the threat of persecution.
''We did not say everything we knew clearly to these foreigners because we had been warned by the soldiers in advance,'' said one villager shortly after a CDA visit to the pipeline corridor.

Another villager claimed that if he spoke to ''the foreigners'' he ''would then be questioned by the military, who were wearing plain villager clothes''.
Assuming good will, EarthRights International offered to collaborate with CDA and to help the organisation interview local villagers in a private, safe and secure environment. CDA never availed themselves of the offer.
THE MONEY TRAIL
In the policy world, the irony is palpable. While the United States and France have consistently enacted ''tough'' economic policies toward the Burmese military regime, Total of France and Chevron of the US have generated the multi-billion dollar revenues through the Yadana project that effectively undermine the policies of their home governments, ensuring their ineffectiveness. Policymakers have grappled with this for years.
The pipeline is constructed, the gas is flowing. The end result is a regime that appears to be as intransigent and violent as ever.
Pseudo-pragmatists would dismiss the recent history of the West's economic policies toward Burma as moral posturing, as easy or convenient policies that give governments the appearance of concern without having to dirty their proverbial hands. Human rights activists and policymakers toiling in the legislative furnace may argue it is those very dismissals that appear to be convenient, accommodating and off-mark.
While economic policies aimed at bringing the regime to the table have unarguably failed, so has engagement, as US Secretary of State Hillary Clinton famously noted in Jakarta earlier this year.
Whatever the case, there is a need for new, fresh ideas. In the least, there is no defensible argument that what the people of Burma need now are more oil and gas projects.
While reasonable minds will still differ about the best ways to promote development in Burma, perhaps everyone can agree that misappropriating multi-billion dollar natural gas revenues generated from the peoples' natural heritage, and at the cost of their basic human rights, is unacceptable, particularly when the country suffers beneath the lowest social spending in Asia.
Even on the off chance that high-level corruption of this nature is not a multilateral unifier, the issue may be moot.
Singapore may very well do the right thing.

Singapore law provides clear prohibitions against the misappropriation of funds by public servants, and banks are required to document and report suspicious transactions to combat money laundering.

Perhaps multi-billion dollar transactions out of one of the world's poorest nations would meet the elements of suspicion?

Health of Chengalpet inmates deteriorates

Chennai, September 24: WITH the indefinite fast by the 40-odd Sri Lankan Tamils languishing in the government- run special camp at Chengalpet entering the fifth day on Thursday, the health of at least six of them has deteriorated and they are in dire need of medical attention, sources say. No official has met the agitators till Thursday evening.
In a related development, over 12 inmates of the Poonamallee special camp began a copycat strike on Wednesday. The Chengalpet special camp inmates began their fast-unto-death agitation on Sunday demanding early release.
According to sources, Sivakaran, Seelan, Sivaraman, Jayakumar, Muthu and Ilankainathan are on the verge of collapse. However, the inmates are reluctant to withdraw their agitation without a solution to the issue.
In July-end, the camp authorities had released a group of inmates after a similar hunger strike and assured that another batch would be freed within a month’s time. But the promise remained unfilled, forcing the inmates to go launch a fresh agitation.
“We pray to the State government and Chief Minister M Karunanidhi to consider our plea on humanitarian grounds and redress it once and for all,” one of the inmates told Express over phone.
The Poonamallee camp inmates, in a signed statement on Thursday, demanded that they be shifted out of the camp and the cases against them be pursued in accordance with the Indian law and not under the Foreigners Act.
An official of the Q Branch confirmed that their strike had entered the second day but refused to provide further details. Out of the 12 who are on fast, six Lankan Tamil men were shifted to the special camp in 2008, from Madurai and Puzhal prison following various cases against them.
Six others were brought to the camp as they were thought to be LTTE supporters.




4 months on, Kasimedu fishermen back home

Chennai, September 24: AFTER nearly a four-month ordeal, three of eight fishermen, who ventured into the sea for fishing in May from Kasimedu and reported missing, have rejoined their families on Thursday.

Thanks to the Tamil Nadu government’s persistent efforts to bring them back from Bangladesh where they had reached after their mechanised fishing trawler drifted mid sea after a technical snag.

After a tearful wait for an hour at the lobby of the Meenambakkam Airport, families of three fishermen, Mahendran (boat driver), Thangaraj and Desingh heaved a sigh of relief when the flight from Kolkata carrying them touched down the tarmac here.

Immediately after reaching Chennai, the trio and the Fisheries Department officials have met the State Fisheries Minister K P P Samy, who played a pivotal role in bringing them back to Kasimedu from Bangladeshi jail, at his residence.

Speaking exclusively to Express, Mahendran recalled the days they spent on sea. “Mechanical fault forced our boat to drift mid sea and for about 50 days, we were on sea without food and we drank seawater,” he said.

It was Bangladesh fishermen who found the three fishermen in unconscious state in a damaged fishing boat near their territorial water and handed them over to local police at Ranghapalli locality.

According to Mahendran, the other five fishermen, Rajan, Alagiri, Nixon, Nithin alias Navis and Babu, had jumped into sea with empty gallons to find any other boat in the vicinity, but the three remained in the boat.

When the Tamil Nadu fishermen were found in Bangladesh through local sources, Indian High Commission in Dhaka took up the matter with the government there for their early repatriation through diplomatic channel.

After obtaining green signal from the Indian High Commission, a team of Fisheries Department officials and M E Raghupathy, president of Chennai-Tiruvallur- Kancheepuram District Mechanised Boat Fishermen Association went on a mission to get custody of these fishermen a few days back.
Speaking to Express, Viji, wife of Mahendran, said, “I am thankful to the Tamil Nadu government and the Minister Samy for their untiring efforts.”

மாவிலாற்றில் இருந்து முள்ளிவாய்க்கால் வரை-1

தமிழீழ விடுதலைப் புலிகளின் போராட்ட வரலாற்றில் மாற்றத்தை ஏற்படுத்திய காலப்பகுதியாக 2002ம் ஆண்டின் பின்னான காலப்பகுதி அமைந்துள்ளது. அதாவது சமாதான காலப்பகுதி என்று குறிப்பிடலாம்.
இந்தச் சமாதான காலப் பகுதியில் விடுதலைப் புலிகளின் கட்டுப்பாட்டில் உள்ள நிர்வாகப் பகுதியான வன்னிப் பகுதிக்கு பல்வேறுபட்ட நாட்டுப் பிரமுகர்களின் வருகை, வேற்றின மக்களின் வருகை என்பன அதிகரித்திருந்த அதேவேளையில்தான், விடுதலைப் போராட்டத்திற்கு எதிரானவர்களின் ஊடுருவல்கள் என்பனவும் அதிகரித்திருந்தன.
இதனை முறியடித்து இவ்வாறானவர்களை கண்டறிந்து இந்த ஊடுருவல்களைத் தடுக்கும் நடவடிக்கையில் விடுதலைப் புலிகளின் புலனாய்வுப் பிரிவினர் வன்னிப் பெருநிலப்பரப்பில் தீவிரமாக ஈடுபட்டனர். தமிழ் மக்கள் சிலரே இவ்வாறான துரோகத்தனங்களில் ஈடுபட்டிருந்ததால், சந்தேகத்துக்கு இடமானவர்கள் விசாரணைக்கு உட்படுத்தப்பட்டபோது மக்களிடையே சில மனக்கசப்பும் ஏற்படத்தான் செய்தது.
எனினும், தாயகத்தின் பாதுகாப்பு என்ற வகையில் இந்த நடவடிக்கைக்கு பெருமளவு மக்கள் ஒத்துழைப்பு வழங்கினார்கள். இதேவேளை, விடுதலைப் புலிகளின் கட்டுப்பாட்டுப் பகுதிகளுக்கான சிறீலங்கா அரசின் பொருளாதார தடை தளர்த்தப்பட்டது விடுதலைப் புலிகளும், வன்னி வாழ் மக்களும் பொருளாதார ரீதியான வளர்ச்சியை பெறுவதற்கு சற்று வழியையும் ஏற்படுத்திக் கொடுத்திருந்தது.
ஆனால், இது மறைமுகமாக தமிழீழ விடுதலைப் போராட்ட வளர்ச்சியில் மறைமுகப் பாதிப்பு ஒன்றை ஏற்படுத்திக் கொண்டிருந்ததையும் மறுப்பதற்கில்லை. இவ்வாறு வன்னி மக்கள் மீதான பொருளாதாரத் தடை, சிறீலங்கா அரசால் நீக்கப்பட்டதைத் தொடர்ந்து கிழக்கு மாகாணத்தில் உள்ள தங்களது நிர்வாக பகுதிகளுக்கும் பொருளாதார தடைகளை முற்றுமுழுதாக நீக்குமாறு விடுதலைப் புலிகளால் சிறீலங்கா படையினரிடம் கோரிக்கை விடுக்கப்பட்டது.
இதன் பிரகாரம் எழுந்த அல்லது உருவாக்கப்பட்ட பிரச்சினைதான் மாவிலாற்றுப் பிரச்சினை. சிறீலங்கா அரச படைகளால் மாவிலாற்றில் தொடங்கப்பட்ட ஆக்கிரமிப்பு இன அழிப்புப் போர் முள்ளிவாய்க்கால் மண்ணில் முடிவுக்குக் கொண்டுவரப்பட்டது. இதில் மாவிலாற்று நீர்ப் பிரச்சனை தொடர்பாக ஆராய்ந்து பார்ப்போம்.

இயற்கையின் எழில் நிறைந்த மாவட்டமாக திருகோணமலை மாவட்டம் காணப்படுகின்றது. இயற்கைத் துறைமுகம், விமானப்படைத்தளம், எண்ணை சேமிப்புக் கிணறுகள்… என்று பல நாடுகளின் கேந்திர முக்கியத்துவம் வாய்ந்த இடமாக அது காணப்படுகின்றது. விஞ்ஞானியான ஆதர் சீ கிளாக் அவர்கள் கூட, ஆசியாக் கண்டத்தில் திருகோணமலையை முக்கிய இடமாக குறிப்பிட்டுள்ளார்.
அதாவது செய்மதி ஏவுதளம் அமைக்கக்கூடிய இடமாக திருகோணமலை விளங்குவதாக அவர் கணித்திருந்தார். அதேவேளை, பல்வேறு நாடுகளுக்கும் திருகோணமலையை முதன்மையான இடமாக கருதுகின்றன. இந்நிலையில், திருகோணமலையில் சில இடங்கள் சிறீலங்கா அரசால் வெளிநாடுகளுக்கு குத்தகைக்கும் விடப்பட்டிருக்கின்றன. இவ்வாறு அமையப் பெற்ற இடத்தில் இருந்து கொண்டே விடுதலைப் புலிகள் 2003ம் ஆண்டு கிழக்கு மாகாணத்தில் தலைதூக்கிய துரோகத்தனத்தினை களைவதற்காக படை எடுத்து, அதில் வெற்றியும் பெற்றார்கள்.
கிழக்கில் இருந்து விடுதலைப் போராட்டத்தின் துரோகிகள் விரட்டி அடிக்கப்பட்டு பாதுகாப்பான நிலை கொண்டுவரப்பட்டதன் பின்னர் அங்கு விடுதலைப் புலிகளின் நிர்வாக கட்டமைப்புகள் மீண்டும் செயற்படத் தொடங்கின. திருகோணமலை மாவட்டத்தின் சம்பூர் தொடக்கம் வெருகல் துறைமுகத்துவாரம் வரையான 50 கிலோ மீற்றர் கரையோரப்பகுதி விடுதலைப் புலிகளின் திறமைமிக்க நிர்வாக பகுதிகளில் ஒன்றாக விளங்கியது.
பல கிராமங்களை உள்ளடக்கிய இந்தப் பிரதேசங்களில் வாழும் மக்கள் விவசாயத்தையும், கடல் தொழிலையும் தமது தொழிலாகக் கொண்டு வாழ்ந்து வந்தார்கள். கல்வியில் சற்று குறைவான நிலையே இங்கு காணப்பட்டது. இம்மக்கள் தமது அன்றாட பொருட்களைக் கூட சிறீலங்கா படையினரின் பிரதேசங்களுக்குள் சென்றே பெற்றுக்கொள்ள வேண்டிய தேவை உள்ளது. சம்பூர் மக்கள் கட்டைபறிச்சான் பொலிஸ் சோதனை நிலையம் ஊடாகவும், ஈச்சிலம்பற்று, வெருகல் கிராம மக்கள் சேருநுவர படை சோதனை நிலையம் ஊடாகவும், கதிரவெளி மக்கள் வாளைச்சேனை படைச் சோதனை நிலையம் ஊடாகவும் சென்றே பொருட்கள் பெறவேண்டும்.
ஒருவர் தனக்குத் தேவையான பொருட்களை மாத்திரம் கொண்டு செல்லலாம். பெருமளவு பொருட்கள் எடுத்துச்சென்றால் அவர் படையினரால் சந்தேகப்பட்டு விசாரிக்கப்படுவார். இவ்வாறு அங்குள்ள மக்களுக்கான பொருளாதார தடை சிறீலங்காப் படையினரால் போடப்பட்டிருந்தது. இவற்றின் மத்தியில்தான் விடுதலைப் புலிகள் தமது நிர்வாகத்தை அங்கு நடத்தினார்கள். காட்டுவழியாகவும், கடல்வழியாகவும் பொருட்களைக் கொள்வனவு செய்தே விடுதலைப் புலிகள் தங்கள் நிர்வாகத்தை நடத்தினார்கள்.
அங்கு பல பயிற்சித் தளங்களை நிறுவினார்கள். பலநூறு புதிய போராளிகளை உருவாக்கினார்கள். மறைமுகமாக விடுதலைப் புலிகளின் கடற்படைத்தளங்கள் அங்கு நிறுவப்பட்டன. இதன் பிரகாரம் புலம்பெயர்வாழ் தமிழ் மக்களின் நிதி உதவியில் கொள்வனவு செய்யப்பட்ட ஆயுதத் தளபாடங்கள் கப்பல் வழியாக திருகோணமலையில் ஒரு தொகுதி இறக்கப்படுகின்றது. இவ்வாறு அங்கு கடற்புலிகளின் நிலைப்படுத்தல் உயர்ந்துகொண்டு சென்றது.
இதனாலேயே, விடுதலைப் புலிகளின் கடற்புலிகளின் ஆதிக்கம் மேலோங்கிக் காணப்படும் காலப்பகுதியாக 2003ம் ஆண்டுக்குப் பின்னான காலப்பகுதி அமைந்தது. கடற்புலிகளின் பலமே விடுதலைப் புலிகளின் பலம் என்றும் குறிப்பிட்டுச் சொல்லும் அளவிற்கு பலமான அணியாக கடற்புலிகளின் அணி செயற்பட்டது. இது சிறீலங்காக் கடற்படைக்கு மாத்திரமல்ல, தரைப்படைக்கும் பாரிய அச்சுறுத்தலாக இருந்தது. தங்களுக்கான படையினர் பலத்தை பெருக்கிக்கொண்டும், ஆயுத தளவாடங்களை கொள்வனவு செய்துகொண்டுமிருந்த சிறீலங்காப் படையினருக்கு விடுதலைப் புலிகள் தங்கள் படை பலத்தை பெருக்குகின்றார்கள் என்பது பெரும் அச்சத்தை ஏற்படுத்தியது.
இதனால், தமது இராணுவ முன்னேற்பாட்டு நடவடிக்கைகளை மறைத்துக்கொண்டு, விடுதலைப் புலிகள் சமாதான காலத்திலும் ஆயுதக் கொள்வனவிலும், புதிய போராளிகளை இணைப்பதிலும் ஈடுபடுகின்றார்கள் என்று குற்றம்சாட்டினார்கள். இதன் ஒரு கட்டமாக எழுந்த அழுத்தம் காரணமாக, சமாதானத் தூதுவர்களாக இருந்த நோர்வேயின் சமாதான அதிகாரிகள் வன்னியில் உள்ள விடுதலைப் புலிகளின் கடற்படையின் படகுக் கட்டுமானங்களை நேரில் சென்று பார்வையிடுகின்றார்கள்.
கடற்புலிகள் தமது படகுகளின் வடிவங்களையும் தாக்குதல் படைகளையும் படகு கட்டுமானங்களையும் அவர்களுக்கு காட்டியதோடு கடலில் அதன் செயற்பாடுகளையும் செய்து காண்பித்தார்கள். இவை தொடர்பான தகவல்கள் சிறீலங்கா கடற்படையினரை சென்றடைகின்றன. இதேநேரம், கிழக்கு மாகாணத்தில் நடைபெற்ற விடுதலைப் புலிகளின் உத்தியோக பூர்வ படகுசேவை ஊடாகவும் விடுதலைப் புலிகளின் கடற்புலிகளின் பலத்தினை சிறீலங்கா படை புலனாய்வாளர்கள் ஆராய்கின்றார்கள்.
அத்துடன், சிறிய சிறிய படகுகளில் சென்று எதிரிக்கு பாரிய இழப்பினைக் கொடுக்கலாம் என்பதையும் ஏற்கனவே கடற்புலிகள் வெளிப்படையாகக் காட்டியிருந்தார்கள். இதன் பிரகாரம், புதிதாக சிறீலங்கா கடற்படையின் தரை இறக்கும் படகணிப் படகுகள் கடற்புலிகளின் சிறிய ரகத் தாக்குதல் படகு போன்ற வடிவத்தில் உருவாக்குகின்றார்கள். அவைதான் பின்நாளில் கடற்புலிகளுடன் மோதிய அரோ வகைப் படகுகள்.
கடற்புலிகளின் படகுகளை பார்த்தே இந்தப் படகுகளை சிறீலங்காப் படையினர் வடிவமைத்துக் கொண்டார்கள். இந்த அரோ வகைப் படகுகளில் சில நவீன வசதிகளை சிறீலங்காக் கடற்படையினர் ஏற்படுத்தினார்கள். இதன் நவீன கட்டுமானத்திற்கு ஜப்பான் நாட்டின் உதவி கிடைத்திருந்தது. இவ்வாறான சுமார் நூறு வரையான அரோ படகுகளை கடற்புலிகளை எதிர்ப்பதற்காக என்றே சிறீலங்காப் படையினர் உருவாக்கியிருந்தார்கள்.
இதேநேரம், கிழக்கில் திருகோணமலையில் பல அரசியல் பணிகளில் விடுதலைப் புலிகள் ஈடுபட்டார்கள். சமாதான காலத்தைப் பயன்படுத்தி சம்பூர், ஈச்சிலம்பற்று, வெருகல் போன்ற பிரதேசங்களில் வீதிகள், பாலங்கள் புனரமைக்கப்படுகின்றன. இந்தப் புனரமைப்பிற்கு சிறீலங்கா அரசே உதவுகின்றது. இதனுடாக படையினர் விடுதலைப் புலிகளின் நிர்வாக அலகுகளை கண்காணிக்கிறார்கள். இதனிடையே ஒட்டுக்குழுக்களின் துரோகத்தனமும், ஊடுருவல்களும் தலைதூக்குகின்றன. இவற்றையும் விடுதலைப் முறியடிக்கின்றார்கள்.
இந்த முறியடிப்பில் திருகோணமலை மாவட்டத்தின் இராணுவ புலனாய்வு பொறுப்பாளராக மாவீரர் லெப்.கேணல் அறிவு திறம்பட செயற்படுகின்றார்.அத்துடன், அங்குள்ள மாவீரர் குடும்பங்கள் இனம் காணப்பட்டு அவர்களுக்கான உதவிகள் வழங்கப்படுகின்றன. பாடசாலை செல்லாத வறிய மாணவர்கள் இனம்காணப்பட்டு கல்வி கழகம் ஊடாக அவர்களுக்கு கற்றல் உபகரணங்கள் வழங்கப்பட்டு பாடசாலைக்கு அனுப்பி வைக்கப்படுகின்றனர். பாடசாலைகளில் ஆசிரியர் பற்றாக்குறை இனம்காணப்பட்டு உயர்தரம் படித்த மாணவர்கள் தொண்டர் ஆசிரியர் ஊடாக கற்பித்தல் செயற்பாட்டில் ஈடுபடுத்தப்படுகின்றார்கள்.
மருத்துவ பிரச்சினை இனம் காணப்பட்டு வன்னியில் இருந்து தியாகதீபம் திலீபன் மருத்துவ சேவையினை வரவழைக்கப்பட்டு மருந்துப் பொருட்கள் வழங்கப்பட்டு, மக்களின் நோய்கள் தீர்க்கப்படுகின்றன. கடற்புலிகளின் ஏற்பாட்டில் சங்கங்கள் ஊடாக கடற் தொழிலாளர்களுக்கு தொழில் உபகரணங்கள் வழங்கப்பட்டு, தொழில் வாய்ப்பு ஊக்குவிக்கப்படுகின்றது. சம்பூர் வெருகல் பிரதேச மக்கள் வளமான மக்களாக மாற்றம் கண்டு வந்துகொண்டிருந்தார்கள். அத்துடன், பொருண்மிய கட்டமைப்பு உருவாக்கப்படுகின்றது.
மக்களின் சீர்திருத்தத்தை கண்காணிக்க (தமிழீழ காவல்துறை தனது செயற்பாடுகளை விரிவுபடுத்தியது) நீதி, நிர்வாகம் அங்கு கொண்டு செல்லப்படுகின்றது. மக்களிடையேயான பிணக்குகளுக்கு தீர்வு காணப்படுகின்கின்றன. பிரச்சினைகள் களையப்படுகின்றன. விடுதலைப் புலிகளின் இந்த சீரான நிர்வாகக் கட்டமைப்பு அயல் பிரதேசங்களில் குடியேற்றப்பட்டிருந்த சிங்கள மக்கள் மத்தியில் அவமானத்தையும் கோபத்தையும் ஏற்படுத்துகின்றது.
இதனால் சில சிங்கள கிராமத்தின் முதன்மையானவர்கள் தமிழ் மக்களுக்கு எதிரான, தமிழ் மக்களுடன் விரோதத்தை ஏற்படுத்தக்கூடிய சூழ்ச்சி வேலைகளில் ஈடுபட்டார்கள். மூதூரைப் பொறுத்தமட்டில் மூதூர் இஸ்லாம் மக்களைக் கொண்ட நகரமாக காணப்படுகிறது. தமிழ் – முஸ்லீம் மக்களிடையேயான பிரச்சினைகள் தமிழீழ விடுதலைப் புலிகளால் தீர்க்கப்பட்டு, இரு பகுதியிருக்கும் இடையிலான உறவு அங்கு வளர்க்கப்படுகின்றது.
இவ்வாறு விடுதலைப் புலிகளின் கட்டுமானங்கள் அங்கும் திறம்பட செய்படுகின்றன. இந்நிலையில், வன்னியில் இருந்து தளபதி பால்ராஜ் தலைவரால் திருமலைக்கு அனுப்பி வைக்கப்படுகின்றார்.

BURMA: Junta Up to Its Old Tricks, Plays with the West

Having released more than 7,000 prisoners in the last few days as part of the preparations for next year’s planned polls, Burma’s military rulers are up to their old tricks, according to Burmese activists and human rights groups.
Most of those released are petty criminals, although around 200 political prisoners are among the freed. Many analysts believe these releases are intended to increase the credibility of next year’s multi-party elections – the first in 20 years.
But activists accuse the junta of releasing political prisoners to deflect international pressure, especially at the United Nations, where the annual general assembly got underway this week. Burma usually comes under intense scrutiny during this meeting.
"Every one of these prisoners is a person, and it is unacceptable that the junta uses them as chips to bargain with and play the international community," said Thailand-based David Scott Mathieson, the Burma researcher for the Human Rights Watch, a U.S.-based independent organisation.
At least 127 political prisoners have been freed, according to the Assistance Association for Political Prisoners - Burma (AAPPB) in Thailand, which closely monitors the situation inside the junta-ruled South-east Asian state.
So far more than 40 members of Aung San Suu Kyi’s party, the National League for Democracy, have been freed, three of whom were elected as members of parliament in 1990. Six members of the 88 Generation Students group, who were sentenced to more than 60 years in jail for their alleged part in organising the Buddhist monk-led mass protests two years ago against rising food prices, were also among those released from jail.
Four monks arrested after the Saffron Revolt in 2007, four journalists, 13 students and a lawyer were also freed, according to the AAPPB. "These releases are a showcase to ease international pressure," Bo Kyi, the head of the AAPPB, told Inter Press Service. "We expect more than 200 to be released within the next few days."
The government’s announcement last week that exactly 7,114 prisoners were to be released on compassionate grounds came on the eve of the anniversary of the current military rulers ceasing power in a bloody coup on Sep. 18, 1988, and the start of the U.N. annual meeting, to be attended by the Burmese prime minister, General Thein Sein – the highest junta leader to attend the U.N. session in more than 15 years.
It is usually the foreign minister and a large team of diplomats who defend the regime during these U.N. proceedings. "The choice of 7,114 prisoners clearly smacks of the influence of astrologers," said Bertil Lintner, a writer and Burma specialist based in Thailand. The regime’s leaders are known to consult astrologers to establish the most auspicious dates and times for key events, and number like this. Many analysts and activists believe this amnesty is intended to deflect criticism of Burma’s human rights’ record at the U.N. meeting and to show the international community that the military regime is cooperating with the U.N.
Some of the political prisoners that have been freed were on the U.N.’s priority list submitted to the junta’s leaders by the U.N. secretary general’s special envoy to Burma, Ibrahim Gambari, earlier this year, Secretary-General Ban Ki-moon also raised this issue with the top general Than Shwe during his failed mission to Burma in July, when the U.N. official was refused permission to meet detained opposition leader Aung San Suu Kyi.
At the time, Ban was promised that a substantial number of political prisoners would be released before the elections in 2010. "Clearly, this is a gesture in response to Ban Ki-moon’s request, made on behalf of the international community during his visit to Myanmar earlier this year," the Burma researcher for the Britain-based human rights group Amnesty International, Benjamin Zawacki, told IPS.
"And as such it is disingenuous and insultingly insufficient." "These prisoner releases are simply too little, too late" he added. "Too little, because releasing around 120 political prisoners represents less than 5 percent of the more than 2,200 political prisoners who are still languishing in Myanmar’s jails."
"And too late, because at the current rate of release -- every 6 to 12 months -- it will be literally decades before the last of the political prisoners are released. By then, of course, the 2010 elections will have long since passed and many of the prisoners will have served their terms." Diplomats in Rangoon – Burma’s former capital – believe more political prisoners will be released in the coming months, but that these will be freed in drips and drabs.
The junta’s seven-stage roadmap to democracy includes a mass amnesty for political prisoners. This was agreed more than five years ago between the former prime minister, General Khin Nyunt – now under house arrest -- and the U.N. envoy at the time, Dato Razali Ismail, according to the former U.N. human rights rapporteur for Burma, Paulo Pinheiro. Few believe that the regime will honour this promise, though a few more political prisoners may see the light of day. "Technically, there is still time before the elections for this (recent) mass release to be only the first step -- with many more to follow in quick succession – but all the signs and signals suggest this will not be the case," said Zawacki.
"If the SPDC (State Peace and Development Council, as the military regime is officially called) was serious about making the elections free and fair, they would release all political prisoners, including Aung San Suu Kyi," said Zin Linn, a spokesman for the National Coalition Government for the Union of Burma, the democratically elected Burmese government currently in exile in Thailand.
"They may free other activists, but the key opposition leaders will certainly be kept behind bars until after the election." There is no doubt that the elections are dominating everything in Burma at the moment – even though the polling date is yet to be announced – according to diplomats and sources within the business community in Rangoon.
The mass release of prisoners may also be in preparation for a possible crackdown on the opposition during the elections. "The junta cannot afford to allow the campaign to be free and fair," said Lintner. "They are emptying the jails now to fill them up later – that’s what also happened in 1988, ahead of the mass pro-democracy protests, when thousands and thousands of activists were later locked up," he said.
"The SPDC is still playing games — cracking down and easing pressure when it suits them, and then re-asserting their power when they need to," said Zin Linn. It is all part of the military rulers strategy to keep control and prevent social unrest, according to activists and human rights groups.
"Even if a handful of political activists have been free, others are still being arrested," said Mathieson. "
The message is clear: any threat to the 2010 elections will be dealt with harshly."

FIJI: End of days for Olosara farmers

IT is no longer worthwhile for Olosara farmers to plant sugar cane due to high transportation costs.
This is the word from Sugar Ministry permanent secretary Parmesh Chand as he called on the farmers to switch to non-cane produce next year.
"In future, from 2010 and beyond, the total harvesting and transportation costs ($48 per tonne) represent 78 per cent of the forecast price of $61.17 per tonne, leaving only $13.17 per tonne to meet living expenses and other commitments," Mr Chand said.
"It is not worth continuing to cultivate cane any more for Olosara sector cane farmers."
He said the ministry understood the plight of the Olosara cane growers, in terms of high harvesting costs and transportation.
"It is for this reason that following a meeting between the Sugar Ministry and the Sugar Cane Growers Council, the latter was advised to start informing cane growers in Olosara - numbering 275 - to switch to non-cane from year 2010," he said.
"In this regard, the Sugar Ministry has begun consultation with the Ministry of Agriculture with the view to taking on these farmers under the ministry's extension services division from as early as the end of this year.
"Our advice to cane growers in Olosara sector is to hang in there, get ready to harvest all your cane for 2009 and prepare to diversify to non-cane from 2010 for which a joint team from the Ministry of Sugar, Ministry of Agriculture and Sugar Taskforce will hold consultation meetings with farmers to discuss the way forward," Mr Chand added.

சிறுபான்மை, பெரும்பான்மை என்கிற சொற்பதங்களெல்லாம் முதலாளித்துவ ஜனநாயக அரசியல் கட்டமைப்பினுள் இலகுவாகப் பாவிக்கப்படும் விடயங்கள். அதனையே பூர்வீக தேசிய இனமொன்றின் மீது போர்த்தி அழகு பார்க்கலாம் அல்லது அதனை ஒடுக்குவதற்கு பயன்படுத்தலாம்.
சிறுபான்மை தேசிய இனமென்பதற்குப் பதிலாக ‘சிறுபான்மை மக்கள்’ என்கிற குறுகிய வட்டத்திற்குள் இதனை அடக்கிக் கொள்ளலாம். இதனையே ஒடுக்கும் பெரும் தேசிய இனங்களும், அதற்கு முண்டு கொடுக்கும் நாடுகளும் ஏற்றுக்கொண்டு, தமது நலனிற்குச் சாதகமாகப் பயன்படுத்துகின்றன.
தொடர்ச்சியான நிலப்பரப்பைக் கொண்ட ஓர் இனமாகவும் தமிழ் மக்களை ஏற்றுக்கொள்ள இவர்கள் மறுப்பார்கள். சுதந்திரத்தைப் பெற்றுக்கொண்ட நாள் தொடக்கம், திட்டமிடப்பட்ட சிங்களக் குடியேற்றங்களால் கபளீகரம் செய்யப்பட்ட தமிழர்களின் பூர்வீக நிலங்கள் குறித்த அக்கறை இவர்களிடம் இல்லை.
தோற்கடிக்கப்பட்ட மக்களுக்கு எதுவித அரசியல் உரிமையும் கிடையாது என்பதோடு ஜனநாயக முறையில் போராட முடியாது என்பதையும் வலியுறுத்த ஆரம்பித்துள்ளார்கள்.
இவர்களைப் பொறுத்தவரை, தேசிய இன விடுதலைப் போராட்டமானது பயங்கரவாதமாகப் பார்க்கப்படுகின்றது. அவ்வாறு பார்ப்பதன் ஊடாகவே தமது நலன்களைப் பெற்றுக்கொள்ளலாம் என்பதே வல்லரசாளர்களின் கணிப்பு. அறம் சாராத, அதிகார சந்தர்ப்பவாதத்திலிருந்து கிளம்பும் பேரினவாதச் சிந்தனைகள், நல்லிணக்கம் அபிவிருத்தி ஊடாக, சிறுபான்மையினரின் பிரச்சினைகளைத் தீர்க்க முற்படுகின்றது. அதற்குத் தாளம் போடுவதையே வல்லாதிக்க நாடுகளும் விரும்புகின்றன.

இனி, தமிழ்த் தேசியம் என்கிற சொல்லாடலே, தமிழ் மக்களின் போராட்டங்களில் இருக்கக்கூடாதென்பதில் இந்தியா உறுதியாக இருக்கின்றது.அதேபோன்று, ‘தமிழீழம்’ என்கிற இலட்சியம் இல்லாமல் தமிழ் மக்கள் தமது போராட்டத்தை நடத்தலாமென்று மேற்குலகு விரும்புகிறது. ஆனால், இவர்களில் எவருக்கும் தமிழ் மக்களின் அரசியல் அபிலாசை குறித்து கரிசனை இருப்பதாகத் தெரியவில்லை.
முள்ளிவாய்க்காலில் மக்கள் படுகொலை செய்யப்படும்போது, கண்ணையும் காதையும், வாயையும் பொத்திக்கொண்டவர்கள், எஞ்சியிருக்கும் மக்களின் அரசியல் உரிமைக்காக குரல் கொடுப்பார்களென்று எதிர்பார்க்க முடியாது.
அண்மையில் புதுடில்லியில் நடைபெற்ற மாநிலங்களின் காவல்துறை உயர்நிலை அதிகாரிகளின் மாநாட்டில் இந்திய தேசிய பாதுகாப்புத் துறை செயலாளர் எம்.கே.நாராயணன் உதிர்த்த கருத்துச் சிதறல்களை நாம் உன்னிப்பாக அவதானிக்க வேண்டும். புலிகளுக்கு புத்துயிர் அளிக்க புலம்பெயர் தமிழ் மக்கள் தயாராகி வருகின்றார்களாம். மறுபடியும் ஒரு ஆயுதப் போராட்டம் துளிர் விடுவதாகவும், அதற்கான பெருமளவு நிதியுதவிகளை வழங்க தமிழ் மக்கள் முனைவதாகவும் நாராயணன் கூறுகின்றார்.
எதனையும் எதிர்கொள்ளத் தாம் தயாராக இருப்பதாக மகிந்தர் பாணியில் சவால் ஒன்றும் இவரால் விடப்பட்டுள்ளது. ஆகவே, இந்திய நலனும் ஈழத் தமிழரின் அரசியல் அபிலாசையும் ஒன்றோடு ஒன்று பின்னிப் பிணைந்துள்ளதென்பவர்கள், நாராயணனின் அகண்ட பிராந்திய வல்லாதிக்க பார்வையினையும் கருத்தில் கொள்ள வேண்டும். இந்தியப் பேரசு உடைந்து சின்னா பின்னமானால் சீனாவின் ஆதிக்கம் குறிப்பாக சிறீலங்காவில் அதிகரித்து ஈழத்தமிழரின் அரசியல் நலனை நிரந்தரமாக அழித்துவிடுமென்கிற ஒரு வாதத்தை இவர்கள் முன் வைக்கலாம்.
ஆனாலும், உடையாத இந்தியா, ஈழத் தமிழர்களின் அரசியல் உரிமைக்காக, சிங்களப் பேரினவாதத்தை பகைத்துக்கொள்ளுமா என்கிற கேள்வியையும் இன்னொரு சாரார் முன்வைப்பார்கள். கேந்திர முக்கியத்துவ இடங்களைத் தக்க வைக்க, பிராந்திய வல்லாதிக்க சக்திகள் முன்னெடுக்கும் நகர்வுகளில், ஈழத் தமிழ் மக்களின் அரசியல் நலன்கள், பகடைக்காயாகவே பயன்படுத்தப்படுகின்றன.
எதுவுமே புரியாதவர் போன்று நாராயணன் உதிர்க்கும் அரசியல் கருத்துக்கள் இதற்கு வலுச் சேர்க்கின்றது. இந்தியாவின் பிரச்சினை புலிகளல்ல என்பது தெளிவாகத் தெரிகிறது.விடுதலைப் புலிகளுக்குப் பதிலாக வேறெவரும், தேசிய விடுதலைப் போராட்டத்தை முன்னெடுத்தால், அவர்களையும் நசுக்கிவிட வேண்டுமென்பதே நாராயணன் போன்ற இந்திய கொள்கை வகுப்பாளர்களின் ஏகோபித்த முடிவு. ஆனாலும், 48 இலிருந்து 77 வரை முதலாளித்துவ ஜனநாயக வழியில் அரசியல் போராட்டம் நடத்தியவர்கள், வட்டுக்கோட்டை தீர்மானம் ஊடாக தமிழீழத் தனியரசுதான் ஓரே தீர்வென்பதை முன்வைத்தார்கள்.
அதற்கான அங்கீகாரமும் மக்களால் வழங்கப்பட்டது. இடையில், அமைதிப் படையாக உள்நுழைந்து இந்தியாவால் உருவாக்கப்பட்ட வடக்கு – கிழக்கு மாகாணசபையில் முதலமைச்சர் வரதராஜப்பெருமாளினால் ‘ஈழப் பிரகடனம்’ செய்யப்பட்டது. 1976 இலிருந்து 2009 ஆம் ஆண்டு வரை விடுதலைப் புலிகள் முன்னெடுத்த ஆயுதம் தாங்கிய அரசியல் போராட்டத்திலும்’தமிழீழம்’ என்கிற இலட்சியமே முன்வைக்கப்பட்டது. ஆகவே, ஈழத் தமிழினத்தின் ஆயுத, அரசியல் போராட்டம் யாவற்றிலும் பிரிந்து சென்று தனிநாடு அமைக்கும் கோட்பாடு, வலியுறுத்தப்பட்டு வந்திருப்பதை நோக்க வேண்டும்.
இதில் போராட்ட வடிவங்கள் மாறினாலும் இறுதி இலக்கு தடம்புரளாமல், காவிச் செல்லப்பட்டிருப்பதை புரிந்துகொள்ளலாம். இந்நிலையில், ஆயுதப் போராட்டம் அழிக்கப்பட்டாலும், விடுதலைப் புலிகள் இன்னமும் அழியவில்லை என்கின்ற நாராயணனின் பார்வையினை பல கோணங்களில், ஆய்விற்கு உட்படுத்த வேண்டும்.
சிறீலங்காவில் இந்தியா காட்டும் கரிசனையும், எல்லை தாண்டுவதாக சீனா மீது இவர்கள் சுமத்தும் குற்றச்சாட்டுக்களும் ஒரே தளத்தில் உருவாக்கப்படும் விவகாரங்கள் போல் தெரிகிறது.
ஈரானிய அதிபர் அகமதுநிஜாத்தின் மறுஅவதாரம் போல், மேற்குலகை அச்சுறுத்தும் மகிந்தரின் நடவடிக்கைகளையிட்டு இந்தியாவிற்கு கலக்கமுண்டு. ஜீ.எஸ்.பி. பிளசை நிறுத்தினால் சீனா, இந்தியா மற்றும் மத்திய கிழக்கு நாடுகளில் எமது வியாபாரத்தை கொண்டு செல்வோமென்று மேற்குலகை அதிரவைக்கும் சிங்களம், நாளை இதே பாணியில் இந்தியாவையும் வெருட்டலாம். ஆறு கடக்கும் வரைதான் அண்ணனும் தம்பியும்.
போர்க் குற்றச்சாட்டிலிருந்து தன்னைக் காப்பாற்றும் வரையில்தான், இந்தியாவின் இராஜதந்திரப் பலம் மகிந்தருக்குத் தேவை. சிங்களத்தின் இழுத்த இழுப்பிற்கு ஆடும் நாராயணன் போன்றவர்களுக்கு, இச் சூத்திரம் புரிய, சில நாட்கள் செல்லும்.
