பெருவாரியான சிங்களர்கள் இந்தியர்கள்தான்: இலங்கைத் தூதர் கரியவாஸம் ரகசிய பிரசாரம்!

"வட இந்தியாவைப் பூர்விகமாகக் கொண்ட சிங்களர்களின் உரிமைகளைப் பாதுகாப்பதில்தான் இந்தியா கவலை கொள்ள வேண்டும்'' என்று தில்லியில் உள்ள அந்நாட்டுத் தூதர் பிரசாத் கரியவாஸம் இந்திய ஊடகங்கள், வடநாட்டுத் தலைவர்கள் மற்றும் நாடாளுமன்ற உறுப்பினர்களிடம் ரகசிய பிரசாரம் செய்து வருகிறார்.
ஜெனீவா ஐ.நா. மனித உரிமைகள் கவுன்சில் கூட்டத்தில் கடந்த 21-ம் தேதி இலங்கைக்கு எதிரான தீர்மானம் நிறைவேற்றப்பட்டது. அதற்கு முன்னதாக, இலங்கைக்கு சாதகமான ஆதரவை இந்திய ஊடகங்கள் மூலம் பெறும் முயற்சியில் பிரசாத் கரியவாஸம் ஈடுபட்டார்.
இதையொட்டி கரியவாஸம் "சிங்களர்கள் வட இந்திய பூர்விகவாசிகள்' எனக் குறிப்பிட்டு அனுப்பிய மின்னஞ்சல் செய்தி தற்போது வெளியாகியுள்ளது. அதில் ""12 சதவீத தமிழ் மக்களுக்காக இந்தியா கவலை கொள்கிறது. ஆனால், இலங்கையில் உள்ள 75 சதவீத சிங்கள சமூகத்தினர் ஒடிசா மற்றும் வட இந்திய மாநிலங்களைச் சேர்ந்தவர்கள். அவர்களின் உரிமைகளைப் பாதுகாப்பதில்தான் இந்தியா கவலைப்பட வேண்டும்'' என்று அவர் கருத்து கூறியுள்ளார்.
பிரசாத் கரியவாஸத்தின் மின்னஞ்சல் முகவரியில் இருந்து இலங்கையைத் தலைமையிடமாகக் கொண்ட தனியார் ஊடக மக்கள் தொடர்பு நிறுவனத்துக்கு கடந்த 19-ம் தேதி இந்த மின்னஞ்சல் அனுப்பப்பட்டுள்ளது. அந்த நிறுவனம் மூலம் இலங்கைத் தூதரின் மின்னஞ்சல் தற்போது தில்லியில் உள்ள ஊடக நிறுவனங்களுக்கு அனுப்பப்பட்டுள்ளது. அந்த மின்னஞ்சலின் விவரம் வருமாறு: ""அசோக சக்ரவர்த்தி ஆட்சி நடைபெற்ற கிறிஸ்து பிறப்பதற்கு 3 நூற்றாண்டுகளுக்கு முன்பே (கி.மு. 300) கலிங்கத்துக்கும் இலங்கைக்கும் இடையிலான உறவுகள் பதிவாகியுள்ளன. புத்த மதத்தால் ஈர்க்கப்பட்ட அசோகர், தனது மகன் அர்ஹத் மஹிந்தாவையும் மகள் சங்கமித்ராவையும் இலங்கைக்கு புத்த மத செய்தியைப் பரப்ப அனுப்பி வைத்தார். இலங்கையில் புத்த நிலையங்களை அவர்கள் நிறுவினர்.
இந்தியாவில் புத்த கயையில் போதி மரத்தடியில் புத்தர் ஞானோதயம் பெற்ற மரத்தின் கன்றை இலங்கையின் அனுராதபுரத்தில் சங்கமித்ரா நட்டார். புனிதம் மிக்க அந்த மரம் இன்றும் பாதுகாக்கப்பட்டு உலகின் மிகப் பெரிய மரமாகத் திகழ்கிறது.
2500 ஆண்டுகளுக்கு முன்பு கலிங்கத்தில் இருந்து எட்டு குடும்பங்களாக அரிஹத் மஹிந்தாவும் சங்கமித்ராவும் வந்த நிகழ்வை இப்போதும் இலங்கை கொண்டாடி வருகிறது.
அந்த வகையில் தற்போது இலங்கையில் உள்ள 75 சதவீத சிங்கள சமூகத்தின் பூர்விகம் கலிங்கத்தையும் அதைச் சுற்றியுள்ள பகுதியில் இருந்தும் உருவானதாக நம்பப்படுகிறது. இலங்கையில் உள்ள சிங்கள மக்கள் ஒடிசா, வங்கம் ஆகியவற்றை பூர்விகமாகக் கொண்டவர்கள்.
மொகலாயர் ஆட்சி, ஆங்கிலேயர் ஆட்சியில் இந்தத் தொடர்பு துண்டிக்கப்பட்டு விட்டது. ஆனால், இந்தியாவின் வட மாநிலத்தை குறிப்பாக கலிங்கத்தை சிங்கள மக்கள் தற்போது இணைத்து வருகின்றனர். ஆண்டுக்கு இரண்டு லட்சத்து 50 ஆயிரம் இலங்கையர்கள் இந்தியாவுக்கு வந்து செல்கின்றனர்.
ஆனால், தமிழ்நாட்டில் இன ரீதியாக தொடர்பில் உள்ள 12 சதவீத இலங்கைத் தமிழர்களுக்காக இந்தியா கவலை கொள்கிறது. ஒடிசா, வட இந்தியாவுடன் வரலாற்றுத் தொடர்பைக் கொண்டவர்கள் சிங்களர்கள். ஹிந்தி, ஒரியா, வங்காளி ஆகியவற்றுடன் தொடர்புடைய இந்தோ ஆரிய மொழியான சம்ஸ்கிருதத்தை சிங்களர்களால் பேசவும் எழுதவும் முடியும்.
இந்தியா அவர்களின் பாதுகாப்புக்காகவும் அவர்களின் உரிமைக்காகவும் கவலைப்பட வேண்டும். இலங்கையில் பிரிவினைவாத சக்திகளை ஒடுக்கி, இந்திய பிரதமர் ராஜீவ் காந்தியின் கொலைக்குக் காரணமாக இருந்த விடுதலைப் புலிகளை அழித்த அதிபர் மகிந்த ராஜபட்ச பாராட்டுக்குரியவர்'' என்று பிரசாத் கரியவாஸம் மின்னஞ்சலில் கூறியுள்ளார்.
இந்தியாவில் பணியாற்றும் வெளிநாடுகளின் தூதர்கள் உள்நாட்டு அரசியல் நடவடிக்கையில் கலகம் ஏற்படுத்தும் செயல்களில் ஈடுபடக் கூடாது என்ற கட்டுப்பாடு உள்ளது.
இந்த நிலையில், தில்லி ஊடகங்கள் வட்டாரத்தில் பிரசாத் கரியவாஸத்தின் மேற்கண்ட மின்னஞ்சல் தகவல் தற்போது வேகமாகப் பரவி வருகிறது. இலங்கை விவகாரம் தொடர்பாகத் தமிழகத்தில் நடைபெற்று வரும் போராட்டங்கள் தீவிரமாகி வரும் நிலையில், பிரசாத் கரியவாஸத்தின் மின்னஞ்சல் தகவல் புதிய சர்ச்சையை ஏற்படுத்தியுள்ளது.

நாட்டை விட்டே வெளியேற்ற வேண்டும்: வைகோ

""நஞ்சைப் பரப்பும் இலங்கைத் தூதர் பிரசாத் கரியவாஸத்தை இந்தியாவை விட்டு உடனடியாக வெளியேற்ற வேண்டும்'' என்று மதிமுக பொதுச் செயலர் வைகோ கூறினார்.
இலங்கைத் தூதரின் மின்னஞ்சல் தொடர்பாக வைகோ கூறியதாவது: ""இலங்கையின் நாகரிகத்தைக் காத்து வருபவர்கள் இலங்கைத் தமிழர்கள்; இலங்கை மண் தமிழர்களுக்கான உரிமை; கரியவாஸத்தின் கூற்றுக்கு வரலாற்று ஆதாரம் கிடையாது. இந்தக் கருத்தை வெளியிட்டதற்காக அவரை நாட்டை விட்டே வெளியேற்ற வேண்டும். இந்தியாவில் உள்ள இலங்கைத் தூதரகத்தையும் மூட வேண்டும். இலங்கைக்கு இனியும் இந்தியா தொடர்ந்து ஆதரவு அளித்தால், இந்திய ஒருமைப்பாட்டை ஒருபோதும் காப்பாற்ற முடியாது'' என்று வைகோ கூறினார்.

தில்லியில் செய்தியாளர்களிடம் இந்திய கம்யூனிஸ்ட் கட்சியின் தேசிய செயலர் டி. ராஜா கூறியதாவது: தூதர் என்பதை மறந்துவிட்டு அந்த நாட்டு அதிபரின் அரசியல் உதவியாளர் போல் பேசுவதை பிரசாத் கரியவாஸம் நிறுத்திக் கொள்ளவேண்டும்.
இலங்கைத் தமிழர் பிரச்னையில் சர்ச்சைக்குரிய கருத்துகளை வெளியிடுவது அவருக்கு இது முதல் முறையல்ல. சிங்களரின் பூர்விகம் பற்றி கருத்து வெளியிட்டு மறைமுகமாக, அந்த சமூகத்தினருக்கு இந்தியா ஆதரவாக இல்லை என்ற கருத்தை பிரசாத் கரியவாஸம் திணிக்க முற்பட்டுள்ளார். அவரது பேச்சும், செயலும் உள்நோக்கம் கொண்டது என்று சந்தேகிக்கிறோம். அவரை நேரில் அழைத்து மத்திய அரசு விளக்கம் கேட்க வேண்டும் என்று ராஜா கூறினார்.

அன்புடைய ஊடக நண்பர்களுக்கு,
2009ல் உலக நாடுகள் அனைத்தும் ஒன்றிணைந்து தமிழீழத்தில் நடத்திய இனப்படுகொலையின் கோரக்காட்சிகளைக் கண்டு உலக மக்கள் அனைவரும் மௌனம் காக்க தாய்த் தமிழகத்தில் இருக்குக்கூடிய மாணவர்களாகிய நாங்கள் தமிழினத்திற்கு கிடைக்க வேண்டிய நீதியைத் தேடி இந்திய அரசின் கவனத்தை ஈர்க்க எங்களை நாங்களே வருத்திக்கொண்டு அறவழியில் உண்ணாநிலை போராட்டத்தை துவங்கினோம்.
குறிப்பாக நாங்கள் வைத்த கோரிக்கைகள் 8. அதில் முக்கியமானதும் முதன்மையானதுமான அமெரிக்கா கொண்டு வரும் அயோக்கியத் தீர்மானத்தை புறக்கணித்து இந்தியாவே தமிழீழ மக்களுக்கு நீதி கிடைக்க அங்கு பொது வாக்கெடுப்பு என்பன போன்ற கோரிக்கைகளை முன்வைத்து தமிழீழ விடுதலைக்கான மாணவர்கள் கூட்டமைப்பு என்ற பெயரில் போராட்டத்தை துவக்கினோம்.

ஆனால் ஐந்தாவது நாள் முதல் சில கல்லூரி மாணவர்கள் இதே பெயரை பயன்படுத்தி ஆனால் அமெரிக்காவின் தீர்மானத்தை ஆதரிக்கக் கோரி உண்ணாநிலை போராட்டத்தை தொடங்கியது வருந்தத்தக்க செயல். நாங்கள் யாரொருவரின் தலைமையில் இயங்காமல் இந்த 8 கோரிக்கைகளையே மையமாக வைத்து போராட்டத்தை துவங்கினோம். கிட்டத்தட்ட 15 நாட்களுக்கு மேல் மாணாவர்கள் ஆங்காங்கே போராட்டத்தில் ஈடுபட்டுக் கொண்டிருக்கின்றனர்.
பொதுவில் பகிர்ந்துகொள்ளமுடியாத சில காரணங்களால் எங்கள் போராட்டம் 4வது நாளிலேயே முடிவுக்கு வந்தது. இருப்பினும் தமிழகத்தில் உள்ள மற்ற மாணவர்கள் இந்த போராட்டத்தை தொடர்ந்து நடத்தி தமிழகம் முழுக்க விழிப்புணர்வும், தமிழர்களுக்கு உணர்வையும் ஊட்டியுள்ளனர்.

சென்னையில் எங்கள் உண்ணாநிலை போராட்டத்தை முடித்துக்கொண்டு மாணவர்களாகிய நாங்கள் தமிழகம் முழுக்க பயனித்து ஆயிரத்துக்கும் மேற்பட்ட மாணவர்களை சந்தித்து போராட்ட களத்தில் உடனிருந்து அவர்களை ஒருங்கிணைக்கும் பணியில் ஈடுபட்டோம். இதுவரையில் 21 மாவட்டங்களில் உள்ள போராட்ட குழுவை சந்தித்துள்ளோம். எங்களில் சிலர் இன்னும் பல்வேறு மாவட்டங்களுக்கு பயனித்து கல்லூரி ஒருங்கினைப்பளர்களை சந்தித்து வருகின்றனர்.
சென்னையில் போராட்டங்கள் சிறப்பாக நடந்தேரியது. அதைவிட திருச்சி, தஞ்சை, மதுரை, நெல்லை, திருப்பூர், ஈரோடு, கோவை மாவட்டங்களில் தமிழீழ விடுதலைக்கான மாணவர்கள் கூட்டமைப்பு சார்பாக நடந்த போராட்டங்கள் நெகிழ்ச்சியாக இருந்தது.
இந்த மாணவர் போராட்டம் ஏதோ லயோலா கல்லூரி மாணவர்கள் துவங்கியதால் அவர்களுக்கே சொந்தமானது அல்ல. மாறாக தமிழகத்தில் உள்ள அனைத்து கல்லூரி மாணாவர்களும் இந்த போராட்டத்தை வழிநடத்தி செல்ல உரிமை உண்டு. ஆனால் தயவு செய்து தனிப்பட்ட கட்சியின் கொள்கைகளுள் நாட்டம் உடையவர்கள் இந்த மாணவர்களின் போராட்டத்தை விட்டுவிடுங்கள். மாணவர்கள் போராட்டத்தை இவர்களைப் போன்றவர்கள் வழிநடத்தினால் அவர்களின் சொந்த கட்சியின் சித்தாந்தத்தை மற்ற மாணவர்களிடம் மறைமுகமாக திணிக்கமாட்டார்கள் என்பதற்கு என்ன உத்திரவாதம்?
போர் துவங்கி கடந்த ஐந்து வருடங்களாக எந்த அரசியல் கட்சியாலும் அவலங்களை தடுக்க முடியாத சூழல். நீதி பெற்று தரமுடியாத நிலை. இதை மாற்ற நினைத்து மாணவர்கள் தன்னெழுச்சியாக இந்த போராட்டத்தை துவக்கியுள்ளளோம். இங்கும் வந்து தங்களுடைய சுயைலாபத்திற்காக மாணவர்களை அரசியல் கட்சிகள் ரீதியாக பிரித்து மீண்டும் களத்தை பழைய நிலைக்கு கொண்டு சென்றுவிட வேண்டாம். தொலைவில் இருந்து மாணவர்கள் கவனித்தால்தான் எல்லா கட்சிகளின் கருத்துகளையும் உள்வாங்கி ஒரு முடிவுக்கு வர இயலும்.
மாணவர்கள் இணைந்து எல்லா பொதுப் பிரச்சனைகளுக்கும் பொது மேடை அமைத்து தருகிறோம். அதில் வந்து உங்களுடைய வாதங்களையும் எதிர் வாதங்களை முன்வையுங்கள். அதில் எங்களுக்கு எது சிறந்ததென்று படுகிறதோ அதை நாங்கள் பொதுமக்களிடம் கொண்டு சேர்கிறோம். மாணவர்களை மாணவர்களாகவே இயங்க விடுங்கள்..
ஐநாவில் இந்த முறை தமிழர்களுக்கு பயனளிக்காத, எதிர்மறையான தீர்மானத்தை கொண்டுவந்த நாடு அமெரிக்கா என்ற வகையில்தான் அமெரிக்காவை எதிர்த்தோம். எங்களது அடுத்தக்கட்ட போராட்டம் என்பது மனிதநேயம் உள்ள தமிழர்கள் அனைவரையும் ஒரே குடையின் கீழ் இணைத்து ஈழத்தில் பொது வாக்கெடுப்பு வேண்டி இந்தியாவை நிர்பந்திக்கும் வகையில் அமையும். அதற்கான ஆதரவை இந்தியாவில் உள்ள அனைத்து மாநில கட்சிகளையும் அனைத்து மாநிலங்களில் உள்ள மாணவர்களையும் அனுகி நம் தரப்பு நியாயங்களை எடுத்துரைப்போம்.
தமிழர்களாகிய நம் நியாயமான கோரிக்கைகளை இந்திய நாடாளுமன்றத்தில் சிறப்பு கூட்டம் நடத்தி அதில் நிறைவேற்ற வேண்டிய வகையில் போராட்டம் அமையும்.
போராட்டக்களத்தில் எங்களுக்கு ஆதரவாக இருந்த சில அரசியல் கட்சிகளுக்கும் இயக்கங்களுக்கும் மற்றும் தமிழ் உணர்வாளர்களுக்கும் நன்றி கூற கடமைப்பட்டுள்ளோம். உறுதியான முறையில் அறவழியில் தொடர்ந்த இந்த மாணவர் போராட்டத்திற்கு ஒத்துழைப்பு கொடுத்த காவல் துறையை இவ்வேளையில் நினைத்து பார்க்கின்றோம். எங்களுடைய மாணாவர் போராட்டம் பெரும் எழுச்சி பெற உறுதுணையாக இருந்த ஜனநாயகத்தின் நான்காம் தூணான ஊடகங்களுக்கு நன்றி கூற கடமைப்பட்டுள்ளோம். இனி வரும் நாட்களிலும் இது தொடரும் என்று நம்பிக்கை கொள்கிறோம். சமூக அவசியத்துக்காக துவங்கப்பட்டுள்ள இந்த மாணவர்களின் இயக்கத்துக்கு கல்லூரிகள் ஒத்துழைப்பு நல்க வேண்டும் என்று பணிவண்புடன் கேட்டுக்கொள்கிறோம்.
பின்வரக்கூடிய நாட்களில் எங்களுடைய மாணவர்கள் போராட்டம் படிப்பிற்கும் பொது அமைதிக்கும் பங்கம் விலைவிக்காத வகையில் அதே சமயம் உறுதியான நம்பிக்கையுடன் அனைத்து மனிதநேயம் உள்ளவர்களையும் திரும்பிப்பார்க்கவைக்கும் வகையில் அறவழியில் தொடர்வோம்.
இதற்காக தமிழகம் முழுக்க பயணித்து வரும் ஏப்ரல் முதல் வாரத்திற்குள் மாணவர்கள் கட்டமைப்பு ஒரு இறுதியான வடிவம் பெறும்.

ஈழத்தமிழர்களுக்காக இன்னுயிர் ஈந்த விக்ரம் மற்றும் கெளதமி அவர்களின் குடும்பங்களுக்கு ஆழ்ந்த இரங்கலை தெரிவித்துக் கொள்கிறோம். இந்த மாணவர்களின் போராட்டமானது வெற்றிகரமாக பயணித்துக்கொண்டுள்ளது. நாம் நமது இலக்கை நிச்சயமாக சென்றடைவோம். யாரும் இது போன்ற உயிர் மாய்த்துக் கொள்ளும் காரியங்களில் ஈடுபடவேண்டாம் என மாணவர் கூட்டமைப்பு சார்பாக வேண்டிக் கொள்கிறோம்.

அரசியலில் அனுபவமுள்ள நடுநிலையான பொதுவாழ்வில் எளிமையாக வாழும் தோழர் நல்லக்கண்ணு ஐயா மற்றும் நெடுமாறன் ஐயா போன்றவர்களை மாணாவர்களாகிய எங்களுக்கு ஆலோசனை வழங்க அழைப்புவிடுக்கப்போகிறோம்.

Geneva Resolution: Not A Victory For Tamils, But A Defeat For Sri Lanka

The resolution proposed by America at the Human Rights Council related to Sri Lanka was passed by a majority of 13 votes. Out of the Human Rights Council comprising of 47 member states, 26 voted for the resolution, 13 against and 8 abstained taking a neutral position.

The resolution proposed and adopted by America did not come close to Tamil people’s aspirations or expectations. We cannot consider this resolution, therefore as a victory for Tamils. However, we can definitely look at this as a defeat for Sri Lanka.
This resolution will be problematic to the family-based dynastic rule of Pres. Mahinda Rajapaksa, who continues to arbitrarily exercise power over the Tamil nation as well as other peoples in the island of Sri Lanka without any pressure from the international community.
The fact that this resolution was debated and passed in the United Nations Human Rights Council will help to expose the atrocities committed against the Tamils during the closing stage of the war which the Sinhalase would prefer to hide and forget
Compared to last year, support for Sri Lanka in the Human Rights Council (UNHRC) has 
declined. Mention should be made of a strong backer of Sri Lanka, Japan abstaining and not taking sides during the vote. 
It is appropriate to mention that the countries who voted in favor of Sri Lanka are not necessarily supportive of Sri Lanka, but opposed to U.S. foreign policy. The voting record demonstrates we are living in a epoch when the world is moving from a unipolar world order under the leadership of America to a multipolar world order.
The voting in the UNHRC points out to the fact that Sri Lanka is increasingly becoming isolated in the international arena in this new world.
As far as the Tamil people are concerned, it is important that any resolution submitted to the UNHRC should address two issues. First, the destruction in Mullivaikal constitutes an act of genocide by the Sinhala Government. Second, those engaged in genocide should be subject to an independent international investigation as a means for justice. 
The U.S.-led resolution does not address either of these crucial issues. Thus, we cannot consider this resolution acceptable or satisfactory to Tamils.
As people who know the “rationale” by which governments function in the UNHRC and the 
rest of the United Nations, where global powers act solely based on their own national interests, the ineffectiveness of this resolution on matters of survival for the Tamil People comes as no surprise to us.
At the very minimum, we are pained by the fact that there is no proper acknowledgment in the resolution that Tamil people have been subjected to injustice in the island of Sri Lanka. We condemn that the resolution, which notes that human rights are violated in the island of Sri Lanka on the basis of religion and belief, failed to pinpoint the fact that the most massive human rights violations have been directed against Tamils on account of their Tamil ethnicity.

At this moment, I think it is important that I share certain matters we must take cognizance of with our people. In order to secure justice for our people, we must continuously campaign through political and diplomatic means with world governments.
It is not difficult to understand that the tyranny and oppression unleashed against the Eelam Tamil people by the Sinhala government in the island of Sri Lankan borders on genocide. Yet, world governments take the position that incidents that took place during the last phase of the war in Vanni were not an act of genocide, but war crimes committed by both sides.
If what happened in Vanni is acknowledged as an act of genocide, there arises a need for a protective mechanism based on the international legal and moral principles of self-defense and self-preservation. Further, the governments of this world will have to accept the establishment of an independent state of Tamil Eelam on the basis of remedial justice. However, while knowing the truth, these governments want to confine the problem within the boundaries of their own preference.

How are we going to approach such governments? We have to design good strategy and tactics.
One of the important lessons the Tamils and their friends learnt through the slaughter at Mullivaaikkaal is the fact that, irrespective of how just our cause may be, how much sacrifice we may make and the gallantry we possess, when powerful governments join hands with our adversary we cannot win.
Thus, today our strategy should center on how we are going to widen the distance between powerful global players and our enemy the Sinhala government, and how we are going to develop our relationship with these global powers. 
However, we should not sacrifice our own self-interests to these global powers. At the same time, we cannot expect the global powers to give up their interests fully and support us on the basis of justice. Thus, in order to deal with powerful governments, I believe we must employ twin tactics that will produce results.
First, we have to determine how to align our interests and the interests of the powerful global powers and design necessary plans. This should happen at the diplomatic level.
Second, we as people should engage ourselves with global powers through democratic and 
diplomatic means.
These twin tactics should go hand in hand. Governments revolve around the axis of their own self-interests. But, political leaders play a big role in running these governments. 
Winning popular support is an important self-interest of political leaders. Due to this, the interests of the government machinery and the political leaders are not aligned in all instances. On many occasions, in order not to lose the support of the people, leaders are forced to make changes in the political stances of their governments.
Against this background, if we look at students rising up in Tamil Nadu, the importance of their efforts can be easily understood. The Tamil Nadu students’ uprising, launched with the support of the people, has the power to change the stance of the political leaders of Tamil Nadu and India.
The ongoing Tamil Nadu students’ uprising affirms the need for an international inquiry into the genocide inflicted on the Tamil people and of a referendum among the Tamil people for an independent Tamil Eelam. The students have launched their struggle convinced that if Eelam Tamil people are to live with security, dignity and equality, there is no alternative other than an independent Tamil Eelam.
We hold hands in solidarity with the Tamil Nadu students who have leapt into the battlefield on behalf of the Eelam Tamil people. We also join hands with the political leaders and the people of Tamil Nadu who stand in solidarity with the students struggle.
The political reality is, whether we like it or not, the victory of the Tamil Eelam liberation struggle depends largely on the success of Tamil Nadu in engaging the Indian government. International diplomatic calculations are made on the premise that India is the dominant regional power in the Indian Ocean and South Asia. It is also a growing global power. International relations are determined on these bases of power. Thus, India’s role is important in the creation of a new state of Tamil Eelam in South Asia.
Thus, in our strategy for winning the liberation struggle for Tamil Eelam, our aim should be to convince the Indian government to recognize an independent Tamil Eelam. 
This may not be immediately possible. However, internal conditions can make significant impact on the foreign policy of that country.
As an example, Malaysia did not vote against the U.S.-led resolution, but abstained. The main reason is, though Malaysia is friendly with Sri Lanka, the Malaysian government has to give deference to the wishes of the Malaysian Tamils.
The emerging struggles and stances in Tamil Nadu in relation to the Eelam people have the ability to impact Tamil Nadu and other Indian States and thus influence the decisions of the Indian government. In this, the role of Tamil Nadu students is decisive. Students of Tamil Nadu have demonstrated their power fittingly. The call of the hour is for a plan of action to continue and widen the students’ struggle until conditions are created for India’s recognition of Tamil Eelam.
I would also like to record at this juncture that America is carefully and continuously observing what is happening in Tamil Nadu. Tamil Nadu is one of the dominant states in India. We can also understand America’s interest in Tamil Nadu through the former Secretary of State Hillary Clinton’s recent visit there. We have to take note of the fact that the ongoing struggle in Tamil Nadu has the ability to impact not only in India, but at the global stage as well.
We must not lose faith because the resolution adopted at the UNHRC is not fashioned in a way that will bring justice to our people. We need not feel frustrated either. We are progressing towards our goal.
Today we are launching – together with Human Rights and other Tamil organizations – a three month world-wide signature campaign to U.N. Secretary General Ban Ki-moon calling on him to appoint an international inquiry on the basis of his inherent power, as confirmed by his legal advisers, pursuant to Article 99 of the U.N. Charter.
Today we are also launching a global signature campaign urging Mr. AdamaDieng. Special Adviser of the Secretary General on the Prevention of Genocide, to release the 2007 annual report of his office that mentioned the likelihood of the Tamil people being victims of genocide or mass atrocities, as well as other reports related to Tamils in the island of Sri Lanka, as mentioned in the U.N. Internal Review Report. There is proverb current among us: If you beat the grinding stone again and again it will move!
The Thirst of the Tamils is Tamil Eelam.

Government’s statement on resolution related to Sri Lankan Tamils issue

“We wish to share with you certain developments since the last week end. 

The President of the DMK, Shri M Karunanidhi, wrote a letter to the Prime Minister on the Sri Lanka issue with particular reference to the Resolution that is under consideration by the United Nations Human Rights Council (UNHRC). Shri A. K. Antony, Shri Ghulam Nabi Azad and I visited Chennai on 18.3.2013 to discuss the contents of the letter with Shri M Karunanidhi and his senior colleagues. As you are aware – and as disclosed by Shri M Karunanidhi – the DMK urged the Government to bring amendments to the draft Resolution before the UNHRC and also to take steps to bring a Resolution to be adopted by Parliament. We returned to Delhi late on the night of 18.3.2013. 

On the morning of 19.3.2013, Smt. Sonia Gandhi addressed the Congress Parliamentary Party and stated, inter alia, 

The plight of Tamils in Sri Lanka is very close to our hearts. Our support for their equal rights and equal protection of the laws to them has been unwavering since the days of Indiraji and Rajivji. We are most pained at the manner in which their legitimate political rights continue to be denied to them. We are anguished by reports of unspeakable atrocities on innocent civilians and children, especially during the last days of the conflict of 2009. That is why we demand an independent and credible inquiry into the violation of human rights in Sri Lanka.” 

Shortly thereafter, at about 10.00 AM, the Core Group met to discuss the outcome of the meeting in Chennai. It was decided to formulate amendments to the draft Resolution before the UNHRC. It was also decided to consult political parties on bringing a Resolution to be adopted by Parliament. Even as the meeting was underway, the media reported that Shri M Karunanidhi had announced that the DMK would withdraw its Ministers from the Government and would withdraw support to the UPA. He also stated that if Parliament adopted a Resolution before the end of the current sittings, the DMK would reconsider its decision. 

We are not aware of the reasons why the DMK changed its position between the night of 18.3.2013 and the morning of 19.3.2013

Nevertheless, Government began to formulate amendments to the draft Resolution before the UNHRC. The amendments were finalized yesterday. India’s Permanent Representative to the UNHRC is in Delhi for consultations. He will be given suitable instructions to move the amendments at the meeting of the UNHRC. A section of the media has reported that India worked with the United States to ‘dilute’ the text of the draft Resolution. This is a canard. The story is stoutly denied. India’s position has always been – and remains – that the UNHRC should adopt a strong Resolution that would send a resolute message to Sri Lanka and goad Sri Lanka to accept an independent and credible investigation. 

On the issue of a Resolution to be adopted by Parliament, my colleague the Minister of Parliamentary Affairs, Shri Kamal Nath, began consultations yesterday with the political parties. Opinion on the matter is divided. The consultations are continuing and it may be possible to reach a conclusion only later today. 

The Core Group and other senior Ministers met several times yesterday to review the situation. Even as another meeting was underway late last night, DMK leaders met the President of India and gave a letter withdrawing support. We are not aware of the reasons why the DMK changed its position between the morning of 19.3.2013 and the night of 19.3.2013. 

In the meanwhile, the Chief Minister of Tamil Nadu has written a letter dated 18.3.2013 to the Prime Minister urging that India should move amendments to the draft Resolution before the UNHRC. 

As far as the Government is concerned, our position is that we intend to move amendments to the draft Resolution before the UNHRC. We will also continue to consult political parties on bringing a Resolution to be adopted by Parliament.”

ஆனால் அதற்கு மாறாக இழப்பின் உச்சத்திற்கே தள்ளப்பட்ட இலங்கையும், அந்த இலங்கையின் “தொப்புள் கொடி” உறவு கொண்ட தமிழகம் இடம் பெற்றுள்ள இந்தியாவும், இந்த ஜனநாயக விரோதச் செயல்களுக்கு கதவுகளைத் திறந்து விட்டிருப்பதை இன உணர்வுள்ள எந்த ஒரு தமிழனும் ஏற்றுக் கொள்ள இயலாது.
 எனவே “குதிரை குப்புறத் தள்ளியதும் அல்லாமல், குழியும் பறித்த கதை”யாக, அமெரிக்காவின் வரைவுத் தீர்மானத்தை பெருமளவுக்கு நீர்த்துப் போக விட்டதோடு; திராவிட முன்னேற்றக் கழகம் முன்மொழிந்த திருத்தங்கள் எவற்றையும் இந்திய அரசு சிறிதும் பரிசீலனையும் செய்யவில்லை. எனவே, ஈழத் தமிழருக்கு எந்த வகையிலும் பயன்படாத சூழ்நிலைகளே உருவாக்கப் பட்டுள்ள நிலையில், இதற்குப் பிறகும் இந்திய மத்திய ஆட்சியில் திராவிட முன்னேற்றக் கழகம் நீடிப்பது தமிழினத்திற்கே இழைக்கப்படும் பெரும் தீமை என்பதால், திராவிட முன்னேற்றக் கழகம் மத்திய அமைச்சரவையிலிருந்தும், ஐக்கிய முற்போக்குக் கூட்டணியிலிருந்தும் உடனடியாக விலகிக் கொள்வதென முடிவு செய்யப்பட்டுள்ளது.

Prime Minister Manmohan Singh has often been mocked for his persistent refusal to speak on issues that warrant interventions at the highest level of government. It is a commentary on the potential consequences of the two Italian marines refusing to return to India for their trial on charges of killing two Indian fishermen on the high seas that he actually spoke on the subject in both Houses of Parliament last Wednesday. More to the point, he departed from his usual mealy-mouthed cautiousness and spoke sternly of “consequences for our relations with Italy” if the authorities in Rome persisted in violating a solemn assurance by the Government of Italy to the Supreme Court that the two accused would return to Kerala for their trial after the Christmas holidays.

The reason why the Prime Minister felt compelled to make an intervention, rather than leave it to External Affairs Minister Salman Khursheed, is obvious. For the Congress, Italy has always been a touchy subject—at least ever since the Bofors scandal broke in Sweden in 1988. Those with memories will recall that businessman Ottavio Quattrocchi fled India (or, rather, was allowed to flee) in haste on the night of July29-30, 1993, after the Swiss authorities had confirmed a Bofors trail to his bank accounts. And Quattrocchi was no ordinary Italian business representative of Snamprogetti; he was well-known in Delhi as a man who flaunted his social connection with Rajiv and Sonia Gandhi.

What the Congress legitimately fears is that any murky controversy involving either Italy or even an Italian citizen has the potential of being viewed in the bazars of India as—what former BJP minister Jaswant Singh slyly called—an “Italian Job”. The allusion was, of course, to the cult film of a wonderfully executed robbery of gold ingots. The 1989 election which saw Rajiv Gandhi’s steamroller majority crumble, for example, witnessed the explosion of evocative ditties alluding to the then Prime Minister’s special relationship with his sasural. Indeed, it became customary for Italy to be dubbed as the “nation-in-law” and for the mythical ideal of a Ram Rajya to be juxtaposed against the Congress’ Rome Rajya.

To be fair, there is very little to suggest that Sonia Gandhi consciously played up her Italian origins. Even Tavleen Singh’s best-selling Durbar which claims to provide a ringside view of Rajiv and Sonia from the time they were private citizens doesn’t dwell on Sonia flaunting her Italian-ness. Indeed, after the UPA Chairperson was badly singed for her association with Quattrocchi, she has taken exceptional care to leave her national origins far behind and project herself as an Indian bahu, a person who has imbibed the culture, traditions and ethos of her husband’s family. I have personally heard innumerable anecdotes from European journalists and diplomats indicating that she has invariably replied in English when addressed in Italian. Sonia can’t do much about her accent which continues to be decidedly Italian, but in everything else she has ensured that there is little overt traces of foreign-ness in her public persona.

It is this conscious attempt to Indianise herself that may explain why the ‘foreign origin’ issue has been carrying diminishing returns. In March 1999, the fact of her Italy-born status was certainly a factor behind her inability to muster the numbers to form a government after Atal Behari Vajpayee’s Government failed the floor test by a single vote. There is sufficient anecdotal evidence to suggest that Mulayam Singh Yadav’s reluctance and even the CPI(M)’s wariness to endorse a Sonia-led Government was in a large measure due to a larger national wariness over a “foreigner” occupying the top political job.

On her part, Sonia imbibed the lessons of the 1999 failure. Therefore, when she had the opportunity in May 2004 to become Prime Minister—despite Sushma Swaraj’s awesome threat to discard her hair in mourning—she allowed her “inner voice” to pass on the responsibility to Manmohan Singh. Today, Sonia remains the foremost political authority in both the Congress and the UPA Government. Additionally, Sonia has a keen sense of political calculation that is inspired by her mother-in-law: her political distance from Rajiv is marked. Yet, it is precisely due to the fact that she was born an Italian citizen that she has been unable to translate her status as head of the Congress dynasty to a Constitutional position.

Acknowledging this does not in any way undermine her pre-eminence in the present political Establishment. Nor does it diminish her responsibility for the overall performance of the UPA Government. In the public imagination at least, both the successes and the failures of the UPA since 2004 are attributed to her. In the more cloistered world of the political class, this extends to the UPA’s dismal record in controlling corruption. Even the controversial business practices of her son-in-law Robert Vadra have been pinned on her indulgence.

However, being a step removed from the day-to-day grind of governance has enabled Sonia to establish a distinct political positioning. In fiscal terms, the UPA’s expansion of the welfare net may well be grossly irresponsible. However, her pro-active role in establishing the MNREGA and getting the proposed Food Security Act passed has established her so-called ‘pro-poor’ credentials—something that appeals to Congress activists who believe in hand-outs as the route to electoral success. Although India is no longer a shortage economy bolstered by an inefficient public sector, Sonia stands out in the emerging market economy as the Lady Bountiful, doing ‘good works’ for the poor and the vulnerable.

If 2014 was going to be a ‘normal’ election with no apparent dominant theme and no star personality, this blend of Mother India and Mother Teresa may well have fulfilled the Congress’ desire to remain in the reckoning as the default party of India. Unfortunately, the slowdown of the economy, the well-publicised cases of mega corruption and the perceived sense of drift may well make the polls into something more significantly dramatic—especially if Narendra Modi emerges as the challenger. At this juncture, when the Congress appears so fragile and heir-apparent Rahul Gandhi presents himself as so uninspiring, the last thing the Congress would want is for some additional controversy to shake the first family.

The issue of the Italian marines seen in isolation would appear like an embarrassment. However, read with the investigations in Italy into the bribes given for the purchase of AgustaWestland helicopters and the real estate greed of Vadra, there is every danger that the Gandhi family could suffer huge collateral damage. The mood in Italy is dead against any return of the absconding marines to India. But Indian national pride could equally come to the fore if New Delhi attempts a workable compromise solution. Already there are dark hints of a quid pro quo that would involve the Italian authorities going very slow on the inquiries into the bribes allegedly paid by AgustaWestland.

Most conspiracy theories can ever be substantiated by hard evidence. However, electoral trials are based almost exclusively on perceptions. People, as Modi rightly pointed out in a different context last week, tend to forgive the lapses of a regime that is otherwise seen to provide good governance. The Congress cannot at this juncture hope for such generosity. On the contrary, the UPA may well be a victim to the perverse habit of believing the worst of anyone who is down. Sonia has so far escaped this onrush of spite. But unless the Government can resolve the present Italian muddle, the Congress President could well be its unintended victim.

Chennai Port still on top in car handling

Chennai Port is more likely to retain the ‘numero uno’ position in car handling among the major ports in the country in the current financial year 2012-13, latest data released from the port has revealed.
According to official sources, the number of cars handled as on March 1 stands at 2, 48, 469 units as against 2, 35, 826 handled during the same period last year.
“After the Madras High Court ban on coal and iron ore handling, we have focused on many avenues for improving our handling figures and cars are one among them,” a senior Chennai Port Trust official told Sagar Sandesh.
It may be noted here that the port's nearest competitor – Ennore Port Limited (EPL) - had handled about 1.04 lakh cars last year and this year (2012-13), the port is expected to handle about 1.60 lakh car units.
Besides, the port management also pooh-poohed the popular notion among the EXIM industry that the port, without iron ore and coal handling, would suffer a huge revenue loss as well as plummet on annual figures.
“A substantial increase in handling the dry bulk cargoes viz., barytes, limestone and dolomite has made good the loss in coal and iron ore,” the senior official said.
Besides, the Chennai Port also achieved a throughput of 48.66 MT up to February compared to 51.30 MT achieved for the same period February 2012. However, excluding the throughput of iron ore and coal for the period ending February vis-à-vis the corresponding period of the previous year, the throughput is 48.66 MT and 48.06 MT respectively registering a growth of 1.25 per cent, the official added.
Apart from this, the land area rendered surplus due to the vacation of coal plots measuring about 2, 78, 518 sq.m., since October 2011, has contributed more space for the storage and thereby resulted in attracting clean cargo for the port.
As the port has been showing better performance on the handling front, M/s. State Trading Corporation (STC) exported about two lakh tonnes of wheat through Chennai Port for the first time from October 2012. With these types of diversified interests to remain in the race, we are expected to handle more such clean cargoes to compensate the loss in suspending the dusty cargoes, the official said.
On witnessing the encouraging wheat vessels’ ship day output, it is reliably learnt that STC plans to export one lakh tonnes per month through Chennai Port from April.
On the productivity improvement front, the port envisages to levy half shift gang charges as an effective strategy to improve the productivity at optimized cost. The physical efficiency of the port has witnessed considerable improvement ensuring higher standard amidst competitive growth in the region.

முதன்மைப் பாடத் தேர்வு எழுதுவோரில் குறைந்தபட்சம் 25 பேர் ஒரு மொழியில் தகுதி பெற்றிருந்தால் மட்டுமே, அந்தப் பிராந்திய மொழியில் தேர்வு எழுத அனுமதிக்கப்படும் என அறிவிக்கப்பட்டுள்ளது. ஆனால், இது ஹிந்தி அல்லது ஆங்கிலத்துக்குப் பொருந்தாது எனவும் தெரிவிக்கப்பட்டுள்ளது.
அதேபோல், பட்ட வகுப்பில் மாணவர்கள் படித்த மொழி வழியாக மட்டுமே முதன்மைத் தேர்வு எழுத அனுமதிக்கப்படுவர் என்று அறிவிக்கப்பட்டுள்ளது. இதன் மூலம், பிராந்திய மொழிகளில் முதன்மைத் தேர்வு எழுதுவோரின் எண்ணிக்கை மிகச் சொற்பமாகக் குறையும் என கூறப்படுகிறது.
அதோடு, தமிழ் இலக்கியத்தை, தமிழ் இலக்கியம் படித்தவர்கள் மட்டுமே விருப்பப்பாடமாகத் தேர்வு செய்ய முடியும் எனவும் மற்றொரு விதியில் அறிவிக்கப்பட்டுள்ளது.
தமிழ் மொழியில் தேர்வு எழுதுவோர் பெரும்பாலும் தமிழ் இலக்கியத்தைத் தேர்வு செய்துதான் படித்து வருகின்றனர். அவர்கள் இந்தத் தேர்வில் சிறப்பாகத் தேர்ச்சியும் பெற்று வருகின்றனர்.
2009-ல் 622 பேரும், 2010-ல் 561 பேரும் தமிழில் தேர்வு எழுதினர். கடந்த 5, 6 ஆண்டுகளில் மட்டும் தமிழில் தேர்வு எழுதிய 10-க்கும் மேற்பட்டவர்கள் ஐ.ஏ.எஸ். அதிகாரிகளாகத் தேர்வு பெற்றுள்ளனர். ஒவ்வொரு ஆண்டும் முதல் கட்டத் தேர்வுக்குப் பிறகு நடைபெறும் பிரதான தேர்வை தமிழகத்தில் 300 முதல் 600 பேர் வரை எழுதுகின்றனர்.
பட்டப்படிப்பில் தமிழ் வழியில் படித்தால் மட்டுமே தமிழில் தேர்வு எழுத முடியும் என்ற புதிய விதியால் ஓரிரு மாணவர்கள் மட்டுமே பிரதான தேர்வை தமிழில் எழுதும் தகுதியைப் பெறுவர். எனவே 25 பேர் என்ற குறைந்தபட்ச எண்ணிக்கையை எட்டவே முடியாது. ஹிந்தி அல்லது ஆங்கிலத்தில் படித்த மாணவர்களுக்கு இந்தத் தேர்வில் வெற்றி பெற வாய்ப்புகள் அதிகம் ஏற்பட்டுள்ளதாக ஐ.ஏ.எஸ். தேர்வுக்குப் படித்து வரும் மாணவர்கள் தெரிவித்தனர்.
இந்தப் புதிய விதிகள் மறைமுகமான ஹிந்தி திணிப்பே என்றும் அவர்கள் குற்றம்சாட்டினர்.
ஐ.ஏ.எஸ். தேர்வுக்குப் படித்து வரும் மாணவர்கள் இதுகுறித்து மேலும் கூறியது:
பட்டப்படிப்புகளில் தமிழ் வழியில் படித்திருந்தால் மட்டுமே தமிழில் தேர்வு எழுத முடியும் என்ற நிலை உருவாகியுள்ளது. இதன் காரணமாக, பி.இ., எம்.பி.பி.எஸ். போன்ற தொழில் படிப்பு முடித்த மாணவர்கள் தமிழில் தேர்வே எழுத முடியாது. பி.ஏ., பி.எஸ்சி., போன்ற படிப்புகளும் மிக அரிதாகவே தமிழ் வழியில் வழங்கப்படுகின்றன.
எனவே, கிராமப்புற மாணவர்கள் இனி தமிழ் வழியில் தேர்வு எழுத முடியாது என்று அவர்கள் தெரிவித்தனர்.
ஆங்கில வழிப் படிப்புகளில் தேர்ச்சிப் பெறுவதற்கு பெரிய அளவில் ஆங்கிலப் புலமை தேவையில்லை. ஆனால், இந்தியாவில் முதல் 100 பேரில் ஒருவராக வருவதற்கு மேம்பட்ட ஆங்கிலப் புலமை நிச்சயம் தேவை. எனவே, இந்தப் புதிய திருத்தங்கள் அனைத்தும் கிராமப்புற மாணவர்களுக்கு எதிராகவே உள்ளதாக ஐ.ஏ.எஸ். தேர்வுக்கு தயாராகி வரும் கோவை மாணவர் ஒருவர் தெரிவித்தார்.
வரலாறு, புவியியல் போன்ற விருப்பப் பாடங்களை யார் வேண்டுமானாலும் எடுக்கலாம் என்ற நிலையில் தமிழ் இலக்கியத்துக்கு மட்டும் கட்டுப்பாடு விதிக்கப்பட்டிருப்பதற்கும் தேர்வர்கள் எதிர்ப்பு தெரிவித்தனர்.
இந்த அனைத்துக் கட்டுப்பாடுகளும் ஹிந்தி மற்றும் ஆங்கிலம் பேசும் மாணவர்களுக்குப் பொருந்தாது என்பதிலிருந்து மத்திய அரசுப் பணியாளர் தேர்வாணையம் ஹிந்தி பேசாத மாநிலங்கள் மீது மறைமுகமாக ஹிந்தி திணிப்பில் ஈடுபடுவதாகவும் சில தேர்வர்கள் புகார் தெரிவித்தனர்.
நகர்ப்புற மாணவர்களுக்கு சாதகமானது: இந்தப் புதிய விதிகள் நகர்ப்புற மாணவர்கள் மட்டுமே ஐ.ஏ.எஸ். ஆகும் வகையில் உள்ளதாக சங்கர் ஐ.ஏ.எஸ். அகாதெமியின் இயக்குநர் சங்கர் தெரிவித்தார்.
முதன்மைத் தேர்வில் இருந்த 2 விருப்பப் பாடங்கள் 1 ஆகக் குறைக்கப்பட்டுள்ளது. அதற்குப் பதிலாக பொதுப் பாடங்கள் 2 ஆக அதிகரிக்கப்பட்டுள்ளது. இது நல்ல வரவேற்கத்தக்க மாற்றம்.
ஆனால், மாநில மொழிகளில் தேர்வு எழுதக் கூடாது என்பதை மத்திய அரசுப் பணியாளர் தேர்வாணையம் வேறு வார்த்தைகளில் கூறியுள்ளது.
தமிழ் படித்தவர்கள் மட்டுமே தமிழில் எழுத முடியும். தமிழில் எழுத முடியுமா என்று தெரிந்துகொள்ள அவர்கள் காத்திருக்க வேண்டும். முதன்மைத் தேர்வுக்கு ஒரு மாதத்துக்கு முன்பே அந்த மாநில மொழியில் தேர்வு எழுத முடியுமா, இல்லையா என்பது தெரியவரும்.
அதேபோல், தமிழ் இலக்கியத்தை விருப்பப் பாடமாக எடுத்துப் படிப்பதையும் தடுக்கும் வகையில் புதிய விதிகள் உள்ளன. இந்த விதிகள் அனைத்தும் கிராமப்புற,ஆங்கிலம் தெரியாத மாணவர்களுக்கு எதிராக உள்ளன என்றார் அவர்.
பிராந்திய மொழிகளில் தேர்வு எழுத 25 பேர் என்ற குறைந்தபட்ச எண்ணிக்கையை நீக்க வேண்டும், ஏற்கெனவே இருந்தவாறு பட்டப்படிப்பை எந்தமொழி வழியாக படித்திருந்தாலும் அவர்களை தமிழ் வழியில் எழுத அனுமதிக்க வேண்டும், தமிழ் இலக்கியத்தை யார் வேண்டுமானாலும் விருப்பப் பாடமாகத் தேர்வு செய்ய அனுமதி வழங்க வேண்டும் என்று தேர்வர்கள் கோருகின்றனர்.
மத்திய அரசுப் பணியாளர் தேர்வாணையத்தின் மூலம் ஐ.ஏ.எஸ்., ஐ.பி.எஸ். உள்ளிட்ட பணியிடங்கள் நிரப்பப்படுகின்றன. முதல் கட்டத் தேர்வு, பிரதான தேர்வு, நேர்முகத் தேர்வு என மூன்று கட்டங்களாக தேர்வுகள் நடத்தப்படும்.
இதில் முதல்நிலைத் தேர்வு (பிரிலிமினரி) அப்ஜெக்டிவ் டைப் வினாக்களாக இருக்கும். அதாவது சரியான விடையைத் தேர்வு செய்யும் வடிவில் இருக்கும். பிரதான தேர்வு முழுவதும் கட்டுரை வடிவில் இருக்கும்.
இந்தக் கட்டுரை வடிவிலான தேர்வுக்கான வினாக்கள் ஆங்கிலம் மற்றும் ஹிந்தியில் இருக்கும். ஆனால், இதற்கான விடைகளை மாணவர்கள் தமிழிலோ அல்லது வேறு பிராந்திய மொழிகளிலோ அளிக்கலாம் என்ற நடைமுறை அமலில் இருந்தது. இப்போது அதற்கு கட்டுப்பாடு விதிக்கப்பட்டுள்ளது. பிரதான தேர்வில் 2 விருப்பப் பாடங்களுக்கு பதில் இனி ஒரு விருப்பப் பாடம் மட்டுமே இருக்கும்.

பாமக கண்டனம்
 ஐ.ஏ.எஸ்., ஐ.பி.எஸ். தேர்வுகளை தமிழில் எழுதுவதற்கு விதிக்கப்பட்டுள்ள புதிய கட்டுப்பாடுகளுக்கு பா.ம.க. நிறுவனர் ராமதாஸ் கண்டனம் தெரிவித்துள்ளார்.
இதுதொடர்பாக, பா.ம.க. நிறுவனர் ராமதாஸ் ஞாயிற்றுக்கிழமை வெளியிட்ட அறிக்கை: மாநில மொழி பேசும் மக்களின் உணர்வுகளை சற்றும் மதிக்காமல் கொல்லைப்புற வழியாக ஹிந்தியை திணிக்கும் நடவடிக்கைகளில் மத்திய அரசு ஈடுபட்டு வருகிறது.
தமிழ் வழியில் பட்டம் படித்தவர்கள் மட்டுமே ஐ.ஏ.எஸ்., ஐ.பி.எஸ். பணிகளுக்கான பிரதான தேர்வை தமிழில் எழுத முடியும் என்றும், தமிழ் இலக்கியத்தில் பட்டம் பெற்றவர்கள் மட்டும் அதை விருப்பப் பாடமாக தேர்வு செய்ய முடியும் என்றும் அண்மையில் மத்திய அரசின் அறிவிப்பாணையில் தெரிவிக்கப்பட்டுள்ளது.
மாநில மொழி மக்களுக்கு எதிரான இந்த அறிவிப்பை உடனடியாகத் திரும்பப் பெற்று, முதன்மைத் தேர்வுகளை தமிழ் உள்ளிட்ட மாநில மொழிகளில் எழுதலாம் என்று மத்திய அரசு அறிவிக்க வேண்டும். இல்லாவிட்டால், இந்தக் கோரிக்கையை வலியுறுத்தி மே 26-ம் தேதி குடிமைப் பணிகளுக்கான முதல்நிலைத் தேர்வு நடைபெறும் மையங்கள் முன்பு பா.ம.க. சார்பில் மிகப்பெரிய போராட்டம் நடத்தப்படும் என்று கூறியுள்ளார் ராமதாஸ்.

The Tamils in Sri Lanka: From Tigers Into Lambs

Imagine a global nation of people stretched into a diaspora that numbers perhaps 80 million people, more than five times the global Jewish population. Have you heard of the Tamils? They are in South India, Malaysia, Canada, Sri Lanka and around the world. Mostly Hindu, there is a substantial Christian and Muslim population. You're probably familiar with the work of A.R. Rahman from Slumdog Millionaire and M.I.A. from "Paper Planes." You've likely been entranced by the work of film director M. Night Shyamalan and have laughed at the comic timing of Aziz Ansari on Parks and Recreation.
You may not be aware of the groundbreaking work of Navi Pillay, as United Nations officials hardly get name-checked in pop culture, but she has expanded the recognition of human rights into long-overdue areas. In short, you may never have heard of the Tamils, but you have certainly come into contact with their work in arts, politics, and sciences. But this article is not about Tamil culture.
After decades of being systematically marginalized in Sri Lanka since independence from the British, Black July in 1983 saw the slaughter of an unknown number of Tamils. 
Estimates range between 400 and 3000 Tamils killed and perhaps 25,000 injured. This was the onset of large-scale civil war. Continuing for decades in fits and starts, the armed conflict ended with a massive military operation by the Sri Lankan government forces against Tamils struggling for an independent state.
In an unfortunate chapter of the war's closing days, in May of 2009, the White Flag Incident saw the killing of Tamils who thought they'd arranged for a surrender. The "resolution" of the conflict has left a diaspora increased by refugees, perhaps 90,000 Tamil war widows, and has attracted the attention of international officials concerned about the ongoing strife faced by Tamils in Sri Lanka. But this article is not about civilian strife or poor conduct in a rather "uncivil" war.
Tamils have continued to suffer with the systematic rape of women, men, and children. A report issued by Human Rights Watch this past week documents rape and sexual violence committed against Tamils in custody and is a deeply disturbing read. An earlier piece discussed the "capture" of a 12-year-old Tamil boy who was given a snack and began to relax before he was shot and executed at point blank range for the crime of being a family member of a Tamil soldier. There are reams of documentation of this violence, committed by a government that has been bending its peculiar Buddhist mythology to serve its rather un-Buddhist pogrom against those deemed ethnically different. But this article is not about the violence inflicted on children or the use of sexual violence by the state.
The government of Sri Lanka has been an item of concern to the international community and that concern grows. In the past month, they have refused human rights monitors from the United Nations and the UK has determined that the threat of torture faced by returning Tamils is enough to preclude their deportation back to the island nation. 
It is vital that international teams are given access to the Tamil areas in both the east and the north to assess the extent of the suffering and to try to alleviate the gap in basic human needs there. The Sri Lankan government must act in accordance with human rights standards and the principles of common civility. But this article is not about the failure of the government in Colombo to live up to international standards in human rights.
What it is about is the transformation of the "Tigers" into Lambs. In 2009, the LTTE suffered military defeat at the hands of the government. The wide expectation was that what was to come was perhaps decades of lower intensity conflict as arms caches might be rebuilt and an organization recovered. 
What happened instead was that the Tamil struggle reoriented as a nonviolent campaign, one that has been inclusive and international for elements of the community from around the world. 
The Transnational Government of Tamil Eelam had an inaugural meeting in Philadelphia in 2009 after preparing with the assistance of a diverse advisory committee. They have taken referendums of their community sentiment, have held elections about priorities and principles, and are continuing to strive for their right to basic human rights and basic political rights in accordance with the wishes of their community. This is revolutionary, and not in the old-school militancy that makes for soundbites and copy. This is a revolution of spirit for basic rights that has transformed an armed group into an exemplar of civil society participation and with a commitment to nonviolence. 
If only the Sri Lankan government would rise to meet this challenge and opportunity. This article is a call to recognize and appreciate and acknowledge that the Tigers have become Lambs and that the commitment to the principles enshrined in common decency and the Universal Declaration of Human Rights is worth working for in the Tamil community and for all peoples. 
This article is about the Tigers that have become Lambs and who deserve the world's attention and work so that their commitment to nonviolence matches the world's commitment to their human and political rights. Wake up, world. A diaspora of 80 million is waiting for your attention. This article is about the yearning of a people for basic human and political rights from an armed struggled to a nonviolent and democratic one. The world awaits your response.
