சுதந்திரத் தமிழீழமும், விடுதலைத் தமிழர்களும்!

கடந்த கால துயரங்கள் கடந்துபோகும் போதெல்லாம் ஓன்று நாம் உடைந்து போகின்றோம். அல்லது உறைந்து போகின்றோம். பொதுவாக நவம்பர் மாதமென்பது மழையாலோ அல்லது பனியாவோ குளிர்விக்கப்பட்டுக் கொண்டேயிருக்கின்றது. ஆனால் அந்த முப்பது நாட்களும் தமிழர்களுக்கு மட்டும் வெப்பமாகவே வேதனையைத் தருகின்றது.
ஆம் .......... நவம்பர் மாதம் ........ மாவீரர் மாதம் எங்கள் மனங்கள் ரணங்களாகிய படியே மாவீரர்களை நினைவு கூர்கின்றோம்.
"மாவீரர்கள் " உயிரைக் கொடுத்து விடுதலையை கேட்பவர்கள் தம்மை அழித்து தமிழர்களுக்கு விலாசம் தந்தவர்கள். அவர்களை நினைத்து இப்போது புகழப்போறீர்களா? அல்லது அவலத்தை நினைத்து எப்போதும் புலம்பப் போறீர்களா? இந்த இரண்டைத் தவிர சாமான்யத் தமிழர்களால் இப்போது என்ன பெரிதாய் சாதித்துவிட முடியுமென்றால் "முடியும்" தமிழர்களே என்று முழக்கமிட்டுச் சொல்வேன்.
சரித்திரம் படைப்பதற்கு முன் சரித்திரம் படைத்த எல்லோருமே சாமான்யர்கள் தான். இன்றைய போராளிகளெல்லாம் நேற்றைய சாமான்யர்கள் தான். என்ன நீங்கள் எழுந்து விடாத அளவிற்கு உங்கள் மீது அடி விழுந்து கொண்டேயிருக்கும் தடுத்தபடியே நீங்கள் ஒவ்வொரு அடியாக எடுத்து வைக்கவேண்டும்.
சுட்டு வீழ்த்துவதென்பது ஒருமுறை. சொற்களாலயே வீழ்த்தப்படுவதென்பது இன்னொரு முறை. சிலநேரங்களில் பீரங்கிகளை விட பொய்யான பிரச்சாரங்கள் பலமாகவே தாக்கக்கூடும். உடலைச் சாய்த்து ஒருபகுதி தமிழர்கள் சாகடிக்கப்படுகின்றார்கள். என்றால் உணர்வைச் சாய்த்து மறுபகுதித் தமிழர்களை மழுங்கடிக்கப் பார்க்கின்றார்கள்.
விடுதலைப் போராட்டத்திலிருந்து தமிழ் மக்கள் பெரும்பாலும் விலகி விட்டார்களாம். கிழக்கில் பாதை மாறி பல ஆண்டுகள் ஆகிவிட்டதாம். வடகிழக்கிலும் ஏறக்குறைய அப்படித்தானாம். ஏதோ வடக்கில் மட்டும் எங்காவது ஒரு மூலையில் யாராவது ஒருவர் மட்டுமே தமிழீழம்........... தமிழீழம் என்று முனங்கித் திரிகின்றனராம்.
இவ்வாறாக புனைக்கப்பட்ட எதிரிகளின் பொய் பிரச்சாரங்கள் தமிழ் மக்கள் மனங்களில் புகுத்தப்பட முயற்சி நடக்கின்றது. ஏனென்றால் "பலம் குன்றிய எந்த இனத்திற்கும் விடுதலை என்பது சாத்தியமில்லை. எனவே இது நம்மை பலவீனப்படுத்தும் முயற்சி சுதந்திரம் பெறுவதற்காக உச்சபட்சமாக உயிரைக் கொடுத்தவர்கள் தமிழர்கள் விடுதலைக்காக எதையும் செய்வோம். விடுதலையை எப்படி தியாகம் செய்வோம்"?
இட்டுக் கட்டுதலும் இல்லாததை சொல்லித் திரிதலும் பகைவர்க்கு கை வந்த கலை கண்டியை ஆண்ட தமிழ் மன்னன் வீரசிங்கத்தை வீரசிங்கே ஆக்கியவன் சிங்களவன். எனவே இந்த அற்பத் தாக்குதலுக்கெல்லாம் சொற்பம் கூட சோர்ந்து போகக் கூடாது நாம்.
ஏற்கனவே எரிக்கப்பட்ட எங்கள் உடலின் சாம்பலை அள்ளி கரைக்கத் துடிக்கின்றது. கயவரின் கரங்கள் ஆனால் உலகமோ கடந்த காலத்தை மறந்து விடுங்களென்று சொல்லாமல் சொல்கின்றது. உலகிற்கு, நாங்கள் சொல்கின்றோம். எங்களுக்கு கடந்த காலமென்று எதுவுமேயில்லை காலம் தான் எங்களை கடந்து செல்கின்றது.
எந்தக் காலத்தையும் ஈழத் தமிழர்கள் இதுவரை கடக்கவேயில்லை. எங்கள் காலம் என்பது ஒரே காலம் தான். அது எங்களின் போராட்ட காலம் விடுதலைக்காக நேற்றும் போராடினோம், விடுதலைக்காக இன்றும் போராடுகின்றோம், விடுதலைக்காக நாளைக்கும் போராடுவோம்....
தமிழீழத்தை உருவாக்கி விடுவீர்களா? என்று யாரேனும் சிலர் எப்போதாவது கேட்டுப் போகின்றார்கள். அவர்களுக்கு ஒன்று சொல்வோம் உருவாதலுக்கும் காத்தலுக்கும் முதலில் வித்தியாசத்தை உணர்ந்து கொள்ளுங்கள். தமிழீழம் என்பது உருவாக்கப்பட வேண்டியதல்ல. அது காக்கப்பட வேண்டியது. எங்கள் மண்ணையும் எங்கள் மக்களையும் எப்படி நாங்கள் உருவாக்கமுடியும்?
அது காலங்காலமாக ஈழமாகவும் ஈழத் தமிழர்களாகவும் கம்பீரமாகவே காட்சியளிக்கின்றது. அந்நியரின் அபகரிப்பிலிருந்து எங்கள் மண்ணையும் எங்கள் மக்களையும் காக்கும் போராட்டம் தான் எங்கள் ஈழ விடுதலைப் போராட்டம் என்பது.
தெற்காசியாவில் தமிழர் விடுதலை என்பதும் தமிழர் தேசம் என்பதும் பல பிரச்சனைகளோடு பொருத்திப் பார்த்து பரிசீலிக்கப்படுகின்றது. எங்கள் விடுதலையில் ஆசிய அரசியல் உலக அரசியல் உள்ளே வருகின்றது. தமிழீழம் உருவானால் தமிழ்நாடும் தனி நாடு ஆகிவிடுமோ என்ற இந்தியாவின் கவலை கவனத்தில் கொள்ளப்படுகின்றது.
தென்பகுதியதில் இருந்து இந்தியாவை அச்சுறுத்துவதற்கு சிங்கள அரசின் சிநேகத்தை நாடும் சீனாவின் திட்டம் சீரியலாகப்பார்க்கப்படுகின்றது. சீன, சிங்கள சக்திகளோடு கைகோர்த்தால்பலமான இந்திய எதிர்ப்பு நிலை கூட்டணியை உருவாக்கலாம் என்ற பாகிஸ்தான் கனவு கலந்தாலோசிக்கப்படுகின்றது.
இதைத்தாண்டி சில உலக வல்லரசுகளின் தெற்காசிய தளம் வியாபாரம் அவர்கள் விரும்பும் உலகளாவிய ஆளுமை அத்தனையும் ஆராயப்படுகின்றது தமிழர்களின் விடுதலையைத் தவிர " எங்கள் மொழி முதுமொழி எங்கள் கூட்டம் பழங்கூட்டம் எங்கள் நிலம் எங்களின் பூர்வீகம் இதனின்றும் இந்த உலகிற்கு வேறென்ன வேண்டும் நாங்கள் சுதந்திரமாய் வாழ்"
சுமார் 60 ஆண்டுகாலப் போராட்டத்தை எண்ணி நாங்கள் மலைக்கவில்லை. அளவற்ற தியாகங்களை எண்ணி நாங்கள் அயரவில்லை. எதிர்கால செயன்முறை பற்றியே இப்போதும் சிந்திப்போம் எப்போதும் சிந்திப்போம். அதுவே எங்களின் வலிமையான தொடர்ச்சி விடுதலைப் போராட்டத்திலிருந்து நாங்கள் விலகுவதென்பது கற்பனைக்கும் அப்பாற்பட்டது. விடுதலையை நோக்கியே எங்கள் எண்ணம் எங்கள் செயல் எங்கள் எதிர்காலம் எல்லாமே.
இப்போதைய ஈழநாட்டில் எதிரிகளால் காற்றுகூட கவனிக்கப்படுகின்றது குருவிச்சத்தத்தையும் கூர்ந்து கேட்கின்றார்கள். சராசரி வாழ்வினை இயற்கையும் தமிழர்களும் ஈழத்தில் செயற்கையாகவே நகர்த்தி வருகின்னறார்கள். வெறிச்சோடிக் கிடக்கின்றது. ஈழநிலம் வெறித்தபடியே பார்க்கின்றது ஈழவானம் இது விடுதலைப்போரின் இறுதிகாட்சி என்கின்றான் எதிரி.
இல்லை......... இல்லை.......... இது விடுதலைப்போரின் இடைவேளைக் காட்சிதான் கடைசிக் காட்சியென்று ஒன்று உண்டு. அப்போது இருக்கப் போவதென்ன "சுதந்திர தமிழீழம்" விடுதலைத் தமிழர்களும் தான் என்கிறது மனது.
ஆம் தமிழர்களே இடிக்கப்பட்ட மாவீரர் துயிலும் இல்லங்களின் இடியாத வார்த்தைகள் இவை.

பரிதி ஏன் கொல்லப்பட்டார்? - அகத்தியன்

தமிழீழ விடுதலைத் தளத்தின் முக்கிய பொறுப்பாளராகவும், தமிழர் ஒருங்கிணைப்புக் குழுவின் இயக்குனராகவும், ஒரு விடுதலைப் போராளியாகவும் பன்முகப் பரிமாணம்கொண்ட பரிதி அவர்கள் படுகொலை செய்யப்பட்டு ஒரு வாரம் ஆகிவிட்டது. பரிதி கொலை தொடர்பாக நடைபெற்றுவரும் விசாரணைகளும், வெளியாகிவரும் தகவல்களும் இந்தக் கொலைக்கான முழுப் பொறுப்பும் சிங்கள ஆட்சியாளர்கள் மீதானதாகவே உள்ளது. ஆனாலும், இந்தக் கொலைக்கான தளத்தினை உருவாக்கிக் கொடுத்த குற்றச்சாட்டுக்குள் முள்ளிவாய்க்காலின் பின்னர் உருவான சில புதிய குழுக்களும் பொறுப்புக் கூறும் கடப்பாட்டுக்குள் சிக்கிக்கொண்டுள்ளன.  

முள்ளிவாய்க்காலுக்குப் பின்னரும் தமிழ்த் தேசிய தளத்தினை வெகு நேர்த்தியாக உறுதியுடன் நகர்த்திச் சென்ற பரிதி அவர்களைக் குறி வைக்க வேண்டிய அவசியம் சிங்கள ஆட்சியாளர்களுக்கு இருந்ததில் வியப்பெதுவும் கிடையாது. ஆனால், ஐரோப்பிய நாடொன்றில், அதுவும் உலக வல்லரசுகளில் ஒன்றான பிரான்ஸ் நாட்டின் தலைநகரில் சிங்கள ஆட்சியாளர்கள் இன்னொரு கொலைக் களத்தைத் திறப்பார்கள் என்று யாருமே நம்பியிருக்காத நிலையில், இந்தப் படுகொலை நடாத்தப்பட்டுள்ளது.
விடுதலைப் புலிகளின் இராணுவ வீழ்ச்சிக்குப் பின்னர், புலம்பெயர் தமிழர்கள் இத்தனை உறுதியுடன் போரிடுவார்கள் என்று சிறீலங்கா அரசு நம்பியிருக்கவில்லை. கே.பி. மூலமாக புலம்பெயர் தமிழர்களைக் கட்டுக்குள் கொண்டு வந்துவிடலாம் என்ற சிங்கள தேசத்தின் எதிர்பார்ப்பு பொய்த்துப்போனதால், தமது அடுத்த கட்டத்தை நோக்கி நகர அது முற்பட்டது.  
விடுதலைப் புலிகளது இராணுவ பலத்திற்கும், அதன் பிரமாண்டத்திற்கும், அவர்கள் நிகழ்த்திய சாதனைகளுக்கும் பின்பலமாக விளங்கிய புலம்பெயர் தமிழர்களை அந்த நினைவுகளிலிருந்து அப்புறப்படுத்தினால் மட்டுமே சிங்கள தேசம் நிம்மதியாக இருக்க முடியும் என்பதே சிங்கள - இந்தியப் புலனாய்வாளர்களது ஒருமித்த முடிவாக இருந்தது. அதை நோக்கிய செயற்பாடுகளுக்கே அதி முக்கியத்துவமும், அதி நிதியூட்டலும் கொடுக்கப்பட்டது.
புலம்பெயர் தமிழர்களிடமிருந்து விடுதலைப் புலிகள் என்ற அதி உச்ச நம்பிக்கையைச் சிறைப்பிடித்து, சிதறடிக்கும் முகமாக கே.பி. மூலமாக ‘நாடு கடந்த தமிழீழ அரசாங்கம்’ உருவாக்கப்பட்டது. முள்ளிவாய்க்கால்வரை விடுதலைப் புலிகளுடன் சேர்ந்தே பயணித்த தமிழ் மக்களை முள்வேலி முகாமுக்குள் அடைத்தது போல், புலம்பெயர் தமிழர்களை ‘நாடு கடந்த தமிழீழ அரசு’ என்ற ஜனநாயக முள்வேலிக்குள் முடக்குவதுதான் சிங்கள ஆட்சியாளர்களது திட்டமாக இருந்தது.
 யுத்தம் நிறைவுக்கு வந்து மூன்று ஆண்டுகள் கடந்துவிட்ட நிலையிலும், சிங்கள ஆட்சியாளர்களது ஜனநாயக முள்வேலிக்குள் புலம்பெயர் தமிழர்கள் அடைபட மறுத்துவிட்டார்கள். கே.பி. மீதான தமிழர்களது வெறுப்பின் பாதிப்பு, நாடு கடந்த தமிழீழ அரசு என்ற அவரது கட்டுமானத்தையும் கேள்விக்குறியாக்கிவிட்டது. நாடு கடந்த தமிழீழ அரசாங்கத்தில் பெரும்பான்மையாக உள்வாங்கப்பட்ட கே.பி. குழுவினரது செயற்பாடுகளும் புலம்பெயர் தமிழர்களிடம் நம்பகத் தன்மையை உருவாக்கவில்லை.  
சிங்கள ஆட்சியாளர்கள் தங்களது அடுத்த நம்பிக்கை நட்சத்திரமாக ‘தலைமைச் செயலகம்’ என்ற விடுதலைப் புலிகளது இன்னொரு அணி விளங்கியது. ‘தலைமைச் செயலகம்’ சிறீலங்கா அரசின் கட்டுப்பாட்டிலோ, கட்டளையுடனோ இயங்காவிட்டாலும், அவர்களது முரண்பாடான செயல்கள் அனைத்தும் சிங்கள ஆட்சியாளர்களுக்கு மிக, மிக அவசியமானதாக இருந்தது.  
புலத்தில், தமிழர்களது பலத்தைச் சிதைப்பதற்கு சிங்கள அரசு கே.பி. குழு ஊடாக, முயற்சிகளை மேற்கொண்டது. தமிழ்த் தேசியத் தளத்திற்கும், தலைமைச் செயலகத்திற்கும் இடையேயான முரண்பாடுகள் கே.பி. குழுவினரால் கூர்மைப்படுத்தப்பட்டது. தலைமைச் செயலகம் மேற்கொண்ட ‘அதிகாரத்தைக் கைப்பற்றுதல்’ என்ற வேட்கைக்கு ஏற்பட்ட ஆளணிப் பற்றாக்குறையை சிங்களப் புலனாய்வாளர்கள் நன்றாகவே பயன்படுத்திக்கொண்டார்கள். கே.பி.   குழுவின் தூண்டுதலோடு, கடந்த வருடம் மாவீரர் தினமும் குழப்பத்திற்குள்ளாக்கப்பட்டது.  
விடுதலைப் புலிகளால் அதி உச்ச கௌரவத்திற்கு உரியவர்களாகவும், தமிழ் மக்களால் காவல் தெய்வங்களாகவும் பூசிக்கப்பட்ட மாவீரர்களுக்கு, கடல் கடந்த நாடுகளில் நடாத்தப்பட்டு வந்த மாவீரர் தினம் இப்படித்தான் நடாத்தப்பட வேண்டும் என்று தேசியத் தலைவர் அவர்களால் நெறிப்படுத்தப்பட்டிருந்தது. சமாதான காலத்தில், விடுதலைப் புலிகளின் முக்கிய தளபதிகள், போராளிகள் அதில் பங்கேற்கவென அனுப்பி வைக்கப்பட்டிருந்தனர். இலண்டன் மாநகரில் நடாத்தப்பட்ட பல மாவீரர் தின நிகழ்வுகளில் தேசத்தின் குரல் அன்ரன் பாலசிங்கம் அவர்கள் பங்கேற்றிருந்தார்.  
இந்த நிலையில், மாவீரர் தின நிகழ்வுகள் குறித்த கேள்விகள் எழுப்பப்பட்டது. கணக்குகள் ஆராயப்பட்டது. எதைக் கேட்டால்... எதை முன்வைத்தால் புலம்பெயர் தமிழர்களைக் குழப்பமுடியும்? என்ற கொழும்பின் தீர்மானம் புலம்பெயர் நாடுகளில் கொட்டப்பட்டது. புத்திஜீவிகளாகவும், பாமரர்களாகவும் பிளவுபடுத்தப்பட்ட இலண்டன் மாநகரத்தில் சிங்கள தேசத்தின் கணக்கு ஓரளவு அரங்கேற்றம் கண்டது.

ஆனால், பலமான தமிழ்த் தேசிய உணர்வுடன் வளர்க்கப்பட்ட பாரிஸ் நகரில் அந்தத் திட்டம் தோல்வியைத் தழுவியது. இது சிங்கள ஆட்சியாளர்களுக்கு மட்டுமல்ல, கடந்த வருடத்தில் போட்டி மாவீரர் தினத்தை நிகழ்த்திய நாடு கடந்த தமிழீழ அரசாங்கம், தலைமைச் செயலகம், தமிழர் நடுவம் என்ற கே.பி. குழுவினர் ஆகிய முக்கூட்டு அணிக்கும் கௌரவப் பிரச்சினையாக மாறியது. இவர்கள் எல்லோருக்குமே பரிதியைக் குறி வைத்தனர்.
தமிழர் ஒருங்கிணைப்புக் குழுவிலிருந்தும், தமிழ்த் தேசிய தளத்திலிருந்தும் பரிதியை அகற்றினால் மட்டுமே தத்தமது நோக்கங்கள் நிறைவேறும் என்ற நிலையில் நாடு கடந்த தமிழீழ அரசாங்கமும், தலைமைச் செயலகமும், தமிழர் நடுவமும் பரிதியை எதிரியாகவே நோக்கினார்கள். தமிழ்த் தேசிய விடுதலை நோக்கிய போராட்டத்தில் இவர்களை அரவணைத்துச் செல்ல முற்பட்ட பரிதியின் நல்ல முயற்சிகளும் இவர்களால் நிராகரிக்கப்பட்டது.
அதை விடவும் மோசமாக, பரிதி தலைமையிலான விடுதலைப் போராட்ட நிகழ்வுகளும் இவர்களால் புறக்கணிக்கப்பட்டது. ஆரம்ப நாட்களில் தனியான சில போராட்டங்களை முன்னெடுக்க இந்த முக்கூட்டு அணி முயற்சி செய்த போதும், மக்கள் ஆதரவு வழங்க மறுத்தமையால், அதுவும் கைவிடப்பட்ட நிலையில், கடந்த வருடத்தில் நடாத்தப்பட்ட போட்டி மாவீரர் நிகழ்வும் மக்களால் நிராகரிக்கப்பட்டது. இந்த நிலையில், பரிதியால் முன்னெடுக்கப்பட்ட சமாதான முயற்சியும் கே.பி. குழுவினரால் தோற்கடிக்கப்பட்டு, இந்த வருடத்திலும் போட்டி மாவீரர் தினத்திற்கான அறிவித்தல் இந்த முக்கூட்டு அணியால் விடுக்கப்பட்டது.  
தமிழ்த் தேசிய தளத்திலிருந்து பரிதியை அகற்றுவது மட்டுமே இந்த முக்கூட்டு அணியின் நோக்கமாக இருந்தது. ஆனால், சிங்கள ஆட்சியாளர்கள் இதற்கு முற்றிலும் மாறான முடிவை எடுத்துவிட்டார்கள். இந்த முக்கூட்டணி தமக்காக உருவாக்கிய தளத்தினூடாகப் பயணித்தே சிங்களப் பேரினவாதம் பரிதி என்ற இரும்பு மனிதனை, தேசியத் தலைவரின் ஒப்பற்ற தளபதியை, விடுதலைப் பெரு விருட்சத்தின் பெரு விழுதை மண்ணில் சாய்த்தது. பரிதியை சுட்டுக் கொன்றது சிங்கள தேசமாக இருந்தாலும், அதற்கான கால சூழ்நிலையை அமைத்துக் கொடுத்த பொறுப்பிலிருந்து இவர்களில் யாரும் தப்பித்துவிட முடியாது.

பூச்சியியல் கட்டுப்பாட்டு துறை அனுமதி தருவதில் தாமதம் தேங்கும் வேளாண் விளை பொருட்களால் வர்த்தகம் பாதிப்பு

சென்னை:மத்திய பூச்சியியல் கட்டுப்பாட்டு துறை அனுமதி தருவதில் ஏற்பட்டுள்ள தாமதத்தால், சென்னை துறைமுகம் மூலம் ஏற்றுமதி செய்யப்படும் வேளாண் விளைபொருட்களின் வர்த்தகம் பாதிக்கப்
பட்டுள்ளது.

வர்த்தகர்கள் பிற துறைமுகங்களை நாடும் நிலை ஏற்பட்டுள்ளது.சென்னை துறைமுகம் ஆண்டுக்கு, 18 லட்சம் "கன்டெய்னர்களை' கையாள்கிறது.
இதில், மக்கா சோளம், மிளகாய், வெங்காயம், வேர்க்கடலை போன்ற, 1.8 லட்சம் "கன்டெய்னர்கள்', வேளாண் விளைபொருட்கள் ஏற்றுமதி செய்யப்படுகின்றன. உலக வர்த்தக ஒப்பந்தத்தின்படி, இந்த விளை பொருட்களை மத்திய பூச்சியியல் துறை ஆய்வு செய்து, பூச்சி பாதிப்பு ஏதும் இல்லை என, சான்று அளிக்க வேண்டும்.தென் மாநிலங்களுக்கான பூச்சியியல் கட்டுப்பாட்டு துறை அலுவலகம், சென்னை மீனம்பாக்கத்தில் செயல்பட்டு வருகிறது.
துணை இயக்குனர், உதவி இயக்குனர், ஆய்வாளர்கள் என, 18 முக்கிய அதிகாரிகள் பணியாற்றி வருகின்றனர்.சென்னை துறைமுகம் வழியாக அனுப்ப வேண்டிய, வேளாண் விளைபொருட்கள் குறித்து, ஏற்றுமதியாளர் விண்ணப்பிக்க வேண்டும். அதிகாரிகள் வந்து ஆய்வு செய்து, அன்றைய தினமே, சான்று அளிப்பர். 

போதிய அளவுக்கு பூச்சிக்கட்டுப்பாடு செய்யாமல் இருந்தால், அதற்கான நடவடிக்கைகளை எடுக்க வைப்பர்.கடந்த, 15 நாட்களாக, இதற்கான அனுமதி அளிப்பதில், பூச்சியியல் கட்டுப்பாட்டு துறை, மூன்று, நான்கு நாட்கள் என, தாமதம் செய்து வருவாதாக கூறப்படுகிறது.

இவ்வாறு அவர் கூறினார்.மற்றொரு வர்த்தகர் கூறுகையில், ""கடந்த மாதம், பூச்சியியல் கட்டுப்பாட்டு துறை அலுவலகத்தில், சி.பி.ஐ., அதிகாரிகள் சோதனை நடத்தி, ஐந்து பேர் மீது நடவடிக்கை எடுத்தனர். வர்த்தகர்கள் புகார் செய்ததாக கருதி, பழிவாங்கும் நோக்கில், அதிகாரிகள் சான்று வழங்குவதை திட்டமிட்டு தாமதப்படுத்துகின்றனர்,'' என்றார்.கடந்த சில ஆண்டு
களுக்கு முன், ராயபுரம் பகுதியில் பூச்சியியல் கட்டுப்பாட்டு துறையின் கிளை செயல்பட்டு வந்தது. அப்போது, இதுபோன்று ஏதும் சிக்கல் இல்லை.மீண்டும், துறைமுக வளாகம், சுங்க துறை வளாகம் என, துறைமுகத்தை ஒட்டிய பகுதியிலேயே பூச்சியில் துறை அலுவலகத்தின் கிளையை துவக்கினால், சிக்கலுக்கு தீர்வு கிடைக்கும்; ஏற்றுமதி வர்த்தகம் மேம்பட வழி வகுப்பதாக அமையும்.

இனத்தின் விடுதலையை வென்றெடுப்போம் என்று மாவீரர் தினத்தில் உறுதியேற்போம்நாம் தமிழர் கட்சி

மானுடத்தின் மூத்த இனம், நாகரீகத்திற்கும், தொன்மைக்கும் சான்றாக உலக வரலாற்றில் அங்கீகரிக்கப்பட்ட பெருமைக்குரிய இனமான தமிழினம், காலனி ஆதிக்கத்தினாலும், அயலவர் ஊடுறுவலினாலும் தனது தனித்தன்மையையும், தன்னாட்சியையும் இழந்து அடிமையுற்ற நிலையில், நம்மினம் வாழ்ந்த நிலப்பகுதிகள் அரசியல் ரீதியாக விடுதலைப் பெற்றும் அடிமை வாழ்வாகவே தொடர்ந்த நிலையில்தான், இலங்கையில் மேலாதிக்கம் பெற்ற சிங்கள பெளத்த இனவாத அரசின் கொடூரமான அடக்குமுறைக்கும் ஒடுக்குமுறைக்கும் ஆளாக்கப்பட்டு இரண்டாந்தரக் குடி நிலைக்கு வீழ்த்தப்பட்டது.
 
நம் இனத்திற்கு நேர்ந்த அந்த இழிநிலையை மாற்ற, சிங்களர்களுக்கு இணையான அரசியல் விடுதலையைப் பெற ஜனநாயக ரீதியிலான போராட்டங்கள் ஒடுக்கப்பட்ட நிலையில்தான், நம் மண்ணைக் காக்க, நம்மினத்தின் மானத்தைக் காக்க, நமது இறைமையை மீட்க, தமிழீழத் தேசத்தில் தன்னாட்சியை படைக்க உருவானதே தமிழீழ விடுதலைக்கான ஆயுத வழிப் போராட்டமாகும். உன்னதமான அந்த விடுதலை இலட்சியைத்தை நோக்கிய போராட்டத்தை, அக, புற வலிமையுடனும் உறுதியுடனும் முன்னெடுத்தவர்தான் நவம்பர் 26ஆம் நாளான இன்று பிறந்த நாள் காணும் நமது தலைவர், தமிழ்த் தேசியத்தின் அடையாளமாகத் திகழும் மேதகு வேலுப்பிள்ளை பிரபாகரன் அவர்கள்.

தனது பிறந்தநாளுக்கு நமது தலைவர் முக்கியத்துவம் அளித்திடவில்லை. அதற்கு மாறாக, நவம்பர் 27ஆம் நாளையே தமிழ்த் தேசியத்தின் எழுச்சிமிக நாளாக, நம் இனத்தின் விடுதலைக்காக தங்கள் வாழ்வையும், இளமையையும், குடும்ப உறவுகளையும், மானுடம் எல்லாவற்றினும் பெரிதாகக் கருதும் உயிரையே ஆயுதமாக்கிய போராளிகளின் நினைவைப் போற்றும் வகையில் மாவீரர் தினமாக அறிவித்து, அதனை தமிழினம் ஒவ்வொரு ஆண்டும் தவறாமல் கடைபிடித்திட வேண்டும் என்றும் அறிவுறுத்தினார். அதனைத்தான் நாம் தாய்த் தமிழ் நிலமான தமிழகத்தில் ஒவ்வொரு ஆண்டும் விமரிசையாக கடைபிடித்து வருகின்றோம்.
 
மாவீரர் தினமென்பது நமது மண்ணின் விடுதலைக்காக தங்கள் இன்னுயிரை ஈகை செய்த அந்த வீரர்களுக்கும், வீராங்கனைகளுக்கும் அஞ்சலி செலுத்தும் நாளல்ல, மாறாக, அந்த ஈகையின் நோக்கம் இனத்தின் விடுதலையை வென்றெடுக்க நாம் உறுதியேற்பதற்கேயாம். இதனை நமது தலைவர் நிகழ்த்திய மாவீரர் தின உரைகளில் இருந்து நாம் தெளிவாக புரிந்துகொண்டுள்ளோம். நம் இனத்தை அடிமைப்படுத்தி, தமிழீழ தேசத்தை சிங்கள மயமாக்கிடும் நோக்கோடு நம் மீது இன அழிப்புப் போரை நடத்திய சிங்கள பெளத்த இனவாத அரசை எதிர்த்து, நம் இனத்தின் விடுதலைக்காக நமது மாவீரர்கள் நடத்திய ஆயுதப் போராட்டம் முள்ளிவாய்க்கால் படுகொலைக்குப் பின் மெளனிக்கப்பட்டது. விடுதலைக் களத்தில் ஏற்பட்ட அந்த பின்னடைவைப் பயன்படுத்திக்கொண்டு, முடிந்தது தமிழீழ விடுதலைப் போராட்டம் என்று இலங்கை அரசும், தம்மை இனத்தின் தலைவர்கள் என்று பீற்றிக்கொண்டவர்களும் கூச்சமின்றி பேசிய நிலையில்தான், நாம் தமிழர் கட்சி பிறந்தது. இலக்கு ஒன்றுதான் இனத்தின் விடுதலை என்ற முழக்கத்தை முன்வைத்து தமிழினத்தை தட்டி எழுப்பியது. இனத்தின் விடுதலை என்கிற அந்த உன்னத இலட்சியத்தை நிறைவேற்ற ஜனநாயக வழியில் தமிழ் மக்களைத் திரட்டி போராடுவது என்று உறுதிபூண்டு, நம்மினத்தில் முளைத்த துரோகிகளின் துணையுடன் இனப் பகைவர்கள் புணைந்த அரசியல் சதியை தொடர்ந்து முறியடித்து, தமிழினத்தின் விடுதலை வேட்கையை அணையாமல் காத்து வருகிறது.

இனத்தின் விடுதலை என்பது மற்றுமொரு பிரச்சனையல்ல, அது அரசியலும் அல்ல, அது எம்மினத்தின் புனிதமான உரிமை. அதனை விட்டுத்தந்துவிட்டால், பிறது நமக்கென்று அரசியல் என்பதற்கு எந்த  அடிப்படையும் இல்லை. எனவேதான் மாவீரர் தினத்தை கடைபிடிக்கும் நாம், அந்த நாளில், நமது இனத்தின் விடுதலைக்காக இன்னுயிரைத் தந்த வீரர்களுக்கும், வீராங்கனைகளுக்கும் வீரவணக்கம் செலுத்திடும் வேளையில், எப்பாடு பட்டாகினும், இன்னுயிரைத் தந்தாகினும் இனத்தின் விடுதலையை வென்றெடுப்போம் என்று உறுதியேற்கிறோம். இந்த உறுதியை தமிழனாய் பிறந்த ஒவ்வொருவரும் இந்த நாளில் மனப்பூர்வமாக எடுக்க வேண்டும். ஒட்டுமொத்த தமிழினத்தின் ஒன்றிணைந்த திரட்சியே இனத்தின் விடுதலை வென்றெடுப்பதற்கான புரட்சியாகும் என்பதை தமிழர் அனைவரும் உணர்ந்திட வேண்டும்.

நம் இனத்தை பூண்டோடு அழித்தொழிக்க சிங்கள பெளத்த இனவாத அரசு தமிழீழ தேசத்தின் மீது தொடுத்த போரில் ஒன்றே முக்கால் இலட்சம் தமிழர்கள் கொன்று குவிக்கப்பட்டுள்ளனர். போரின் கடைசி நாட்களில் மட்டும் முள்ளிவாய்க்கால், வட்டுவாகலில் நாற்பது ஆயிரத்திற்கும் மேற்பட்ட நம் சொந்தங்கள் கொன்று புதைக்கப்பட்டனர். ஆனால் இதனை இன அழிப்பு என்று இதுவரை எந்த ஒரு நாடும் கூறவில்லை. தமிழினத்திற்கு எதிரான அந்தப் போரில் போர்க் குற்றங்கள்தான் நடந்துள்ளது என்று கூறுகின்றனவே தவிர, உண்மையில் நடந்த இனப் படுகொலையை பேச மறுக்கின்றன. நாம் தமிழர் கட்சியைப் பொறுத்தவரை அங்கு நடந்தது போர்க்குற்றமல்ல, அந்தப் போரே குற்றம் என்றும், அதில் எம்மினத்தின் சொந்தங்கள் ஒன்றே முக்கால் இலட்சம் பேர் கொல்லப்பட்டனர் என்றும், அது திட்டமிட்ட இன அழித்தலே என்றும் தொடர்ந்து கூறி வருகிறது. அதற்காகவே சுதந்திரமான பன்னாட்டு விசாரணை வேண்டும் என்று தொடர்ந்து வலியுறுத்தியும் வருகிறது.
 
இப்படிப்பட்ட சர்வதேச சூழலில்தான், தமிழீழ விடுதலையை முன்னெடுக்க முன்னணியில் இன்று உழைத்திடம் நம் இனத்தின் பெருமைமிக்க போராளிகளை, நம் இனத்தில் தோன்றிய துரோகிகளைக் கொண்டே அழித்திடும் வேலையை சிங்கள அரசு செய்து வருகிறது. அதுதான் நம் தலைவரால் பன்னாட்டு அரசியலிற்காக நியமிக்கப்பட்டு, அரும்பணியாற்றிவந்த மதீந்திரன் எனும் பரிதி பிரான்சில் சுட்டுக்கொல்லப்பட்ட கொடூர நிகழ்வாகும். தமிழினத்தின் ஆயுத போராட்டத்தை முடக்கிவிட்டால் எல்லாம் முடிந்துவிடும் என்று நினைத்த நம் இனத்தின் எதிரியாக சிங்களம், அது சர்வதேச அளவில் கொழுந்துவிட்டு எரிவதை சகிக்க முடியாமல் மேற்கொண்ட நடவடிக்கைதான் பரிதியின் கொலையாகும். எனவே நமது இனத்தின் விடுதலையை முறியடிக்க எதையும் செய்த நம் எதிரிகள் முனைப்பாக செயலாற்றிவரும் நிலையில், அதனை முறியடித்து, விடுதலையை வென்றெடுக்க இனத்தின் ஒற்றுமை ஒன்றே ஒரே வழியும் வலிமையுமாகும். இலக்கை நோக்கிய ஒன்றிணைந்த செயல்பாடே அந்த ஒற்றுமையை உண்டாக்கும்.
 
ஒன்றுபடுவோம், இனத்தின் விடுதலையை வென்றெடுப்போம். மாவீரர்கள் நினைவு நாளில் அவர்களின் நினைவு சுமந்து கனவை நோக்கி தொடர்ந்து போராடுவோம் என்று உறுதியேற்போம்.

Sri Lanka: Tamil Politics and the Quest for a Political Solution

EXECUTIVE SUMMARY AND RECOMMENDATIONS
The Sri Lankan government’s refusal to negotiate seriously with Tamil leaders or otherwise address legitimate Tamil and Muslim grievances is increasing ethnic tensions and damaging prospects for lasting peace. The administration, led by the Sri Lanka Freedom Party of Mahinda Rajapaksa, has refused to honour agreements with the Tamil National Alliance (TNA), broken promises to world leaders and not implemented constitutional provisions for minimal devolution of power to Tamil-speaking areas of the north and east. Militarisation and discriminatory economic development in Tamil and Muslim areas are breeding anger and increasing pressure on moderate Tamil leaders. Tamil political parties need to remain patient and keep to their moderate course, while reaching out more directly to Muslims, Upcountry Tamils and Sinhalese. International actors should press the government more effectively for speedy establishment of an elected provincial council and full restoration of civilian government in the north, while insisting that it commence serious negotiations with elected Tamil representatives from the north and east.
Many believed that the end of the war and elimination of the separatist Tamil Tigers (LTTE) would open space for greater political debate and moderation among Tamils, while encouraging the government to abandon the hardline Sinhalese nationalism it had cultivated to support its war efforts and agree to devolve meaningful power to the majority Tamil-speaking northern and eastern provinces. While there has been an increase in democratic and moderate voices among Tamils, the government has failed to respond in kind.
Instead, it has adopted a policy of promising negotiations and expanded devolution in discussions with India, the U.S., and the UN Secretary-General, while denying these same things when addressing its Sinhala voting base. It has refused to negotiate seriously with TNA representatives, repeatedly failing to honour promises and ultimately breaking off talks in January 2012. Since then it has demanded that the TNA join the government’s preferred vehicle, a parliamentary select committee (PSC), a process clearly designed to dilute responsibility and buy time. Three-and-a-half years after the end of the war, President Rajapaksa continues to delay the long-promised election to the northern provincial council – elections the TNA would be nearly certain to win. Despite repeated public promises, the president has refused to grant even the limited powers ostensibly given to provincial councils under the constitution’s thirteenth amendment. Instead, he and other senior officials have begun to discuss the amendment’s possible repeal or replacement by even weaker forms of devolution.
Even as the government refuses to respond to longstanding demands for power sharing, Tamil political power and identity are under sustained assault in the north and east. While Tamil leaders and nationalist intellectuals base their demands for political autonomy on the idea that these regions are the traditional areas of Tamil habitation, government figures, including the president’s powerful brother and defence secretary, Gotabaya Rajapaksa, follow a long line of Sinhala nationalist thinking and explicitly reject that the north has any privileged Tamil character. Military and economic policies have been institutionalising this ideological position with vigour.
The de facto military occupation of the northern province and biased economic development policies appear designed to undermine Tamils’ ability to claim the north and east as their homeland. For many Tamils, this confirms their long-held belief that it was only the LTTE’s guns that placed their concerns and need for power sharing on the political agenda. In the face of the government’s resistance to a fair and negotiated settlement, TNA leaders have come under increasing pressure from their constituencies to adopt more confrontational language and tactics. Growing demands for the right to self-determination for the Tamil nation and hints that separatist goals have not been permanently abandoned have, in turn, provoked harsh reactions and expressions of distrust from Sinhala leaders.
The situation is likely to remain difficult, with major negotiating breakthroughs unlikely in the near term. Nonetheless, the international community – especially India and the U.S. – should increase pressure on President Raja­paksa to significantly reduce the numbers and influence of the military in the north and hold credible northern provincial council elections in advance of the March 2013 meeting of the UN Human Rights Council. The president should also be pressed to agree to the TNA’s reasonable terms for joining the PSC and begin implementing the thirteenth amendment meaningfully. Effective and lasting power sharing will almost certainly require forms of devolution that go beyond the current unitary definition of the state. Yet if skilfully handled, the current political conjuncture, both domestic and international, holds out possibilities to convince the government to concede greater space and ratchet back some of the worst abuses.
For the TNA to improve Tamils’ chances of receiving a fair deal from the state and, ultimately, some significant degree of power sharing, it will need to articulate grievances and the value of devolved powers more clearly and in ways that larger numbers of the other main communities – in particular Sinhalese and Muslims – can understand and accept as reasonable. In particular, the demand for autonomy needs to be framed in ways that can reassure at least some large minority of Sinhalese that the threat of secession is no longer there. It is also important for Tamil political leaders of all parties to begin mending relations with Muslims, so badly damaged by LTTE killings and the expulsion of all Muslims from the northern province in 1990. The TNA should insist that Muslim representatives be given a central role in negotiations on expanded devolution of power.
Finally, the Tamil leadership needs to find both practical and rhetorical ways of building links between its struggle for rights and power sharing and the growing unease among Sinhalese at the corruption and abuse of power characteristic of the Rajapaksa government. The Tamil struggle for rights and freedom is likely to succeed only when the broader national struggle for the restoration of democracy and the rule of law, including the depoliticisation of the judiciary and the police, has made substantial progress. Joining together efforts to solve the two different forms of the “national question” should become an imperative part of the struggle for Tamil rights.
RECOMMENDATIONS
To the Tamil National Alliance (TNA):
1.  Maintain commitment to bilateral negotiations with the government to achieve substantial autonomy for the north and east within a united Sri Lanka; work to strengthen ties with other communities and broaden its reform agenda, by:
a) acknowledging LTTE crimes, particularly the expulsion of northern Muslims, apologising for not speaking out then, and setting up truth and reconciliation committees with Muslim and Sinhalese representatives;
b) speaking clearly to Sinhalese about the nature of Tamil grievances, why these require devolution – but not independence – and how the TNA would use devolved powers;
c) cooperating with the Sri Lanka Muslim Congress and other Muslim organisations to resolve land and resource conflicts in the north and east and on constitutional negotiations and devolution;
d) reaching out to Upcountry Tamil organisations to work jointly on shared concerns, particularly with regard to language discrimination and other problems facing Tamils outside the north and east; and
e) building alliances with non-Tamil parties and organisations, including those in the Sinhala community that share concerns about corruption and abuse of power, for governance reforms outside the north and east, including implementation of core Lessons Learnt and Reconciliation Commission recommendations.
2.  Prioritise developing the capacity of local TNA politicians and building a stronger community-level party organisation, better able to address local needs in the north and east, particularly on land and livelihood issues.
To Tamil Civil Society Organisations and Leaders:
3.  Acknowledge Muslim and Sinhalese suffering from the war and LTTE actions; welcome and facilitate Muslim returns to the north by cooperating to resolve land and resource disputes; and establish or revive inter-ethnic peace committees able to counter politicians and vested interests who seek to divide and control communities.
To Organisations in the Tamil Diaspora and in Tamil Nadu:
4.  Support the TNA strategy for a negotiated power-sharing agreement within a united Sri Lanka, including by sharing professional skills needed to strengthen the TNA’s organisational capacity.
5.  Acknowledge the LTTE’s role in deepening ethnic tensions and its shared responsibility for the suffering and massive loss of Tamil life in the final stages of the conflict and support inclusion of the LTTE’s actions in any independent international investigation into possible war crimes or crimes against humanity.
To the Government of Sri Lanka:
6.  Recommit publicly, before domestic and international audiences, to a political solution based on maximum devolution within a united Sri Lanka with significant autonomy for the north and east, including by:
a) restarting bilateral negotiations with the Tamil National Alliance (TNA) immediately, with the aim of reaching a basic consensus to take to the Parliamentary Select Committee (PSC) for consideration;
b) agreeing that the PSC will be a time-bound process, with a formal agenda building upon discussions with the TNA; PSC deliberations will not delay elections to the northern provincial council; and its outcomes are to pave the way for further devolution or other forms of power sharing;
c) holding free and fair elections for the Northern Provincial Council by early 2013;
d) implementing the thirteenth amendment so as to maximise powers granted to all provinces, beginning by appointing civilian governors in the north and east with the confidence of their councils; introducing legislation to reduce governors’ powers; giving the northern and eastern councils adequate financial resources and new powers to raise revenue; and consulting meaningfully with them on development projects; and
e) withdrawing the Divineguma bill and instead decentralising decision-making on economic development to give local government significant input into and control over resources and projects.
7.  Begin rapid demilitarisation and return to civilian administration in the north and east by reducing significantly the numbers and public presence of troops, removing troops from all influence over development and humanitarian work and other civilian activities, and placing the police fully in charge of law enforcement.
8.  Acknowledge and take concrete steps to respect the traditionally Tamil and Tamil-speaking character of the northern province and much of the eastern province, including by:
a) promising publicly that there will be no state-spon­sored demographic change leading to the Sinhalisation of traditionally Tamil and Muslim areas in the north and east;
b) protecting land rights, ensuring transparent processes for land policies and transactions, returning real property seized by the military and offering compensation when private land is used or taken; and
c) protecting the cultural and religious rights of Tamils, both Hindu and Christian, as well as Muslims, including by ending the military-supported construction of Buddhist statues and temples in the north and preventing and punishing damage to or destruction of holy sites.
9.  Revise immediately policies that are exacerbating grievances of Tamils in the north and east, including by:
a) giving family members the names and locations of all individuals detained by any government agency for suspected LTTE involvement; allowing open mourning of the dead; and assisting recovery of remains;
b) acknowledging credible evidence of extensive enforced disappearances of Tamils in the final stages of the war and initiating an independent investigation;
c) allow the Sri Lankan national anthem to be sung in Tamil at public events in Tamil-speaking areas and in both Sinhala and Tamil at national events;
d) ending harassment of Tamil political activists and allowing all citizens in the north and east to freely protest and criticise the government and military without risk of violence or disappearance; and
e) reducing restrictions on and harassment of humanitarian workers and community groups, allowing them to determine priorities, with input from local communities, and increase assistance, including in housing, livelihoods, and gender-based violence and psycho-social programming.
10.  Act immediately on other longstanding and legitimate grievances of Tamils throughout the island by:
a) guaranteeing their physical security and respecting their basic human rights; disarming illegal armed groups; ending abduction, disappearance and arbitrary detention as means of political control and ceasing harassment of Tamil women by military personnel; ensuring credible, independent investigations of past abuses; and establishing local and regional control and accountability mechanisms for all security forces;
b) guaranteeing the right to use their language, especially when doing business with state officials; and
c) ending all forms of discrimination, including with regard to government assistance, state jobs, courts and the police, and by increasing the percentage of Tamil-speakers in the security and public services.
11.  Expedite implementation of the core recommendations of the Lessons Learnt and Reconciliation Commission, in particular reversing consolidation of power in the presidency and military by repealing the eighteenth amendment to the constitution and restoring constitutional limits on presidential power over the attorney general and judiciary; reestablishing independent commissions on human rights, police, elections, bribery, finance and public service; removing the police from the defence ministry; and ceasing intimidation of the judiciary, beginning with the withdrawal of impeachment proceedings against the Supreme Court chief justice.
12.  Cooperate fully with UN and other international agencies, including in implementing the March 2012 Human Rights Council resolution; invite all relevant special procedure mandate holders to visit before the March 2013 session.
To the Sri Lankan Muslim Congress, other Muslim Parties and the United National Party:
13.  Reaffirm support for devolution of power, beginning with rapid, expansive implementation of the thirteenth amendment, followed by reforms designed to increase, not reduce, effective devolution of power.
To Sri Lanka’s International Partners, including China, India, Japan, the U.S., UK, EU, UN, Australia, and the International Financial Institutions:
14.  Press the government for quick, irreversible, and genuine action to address Tamil grievances and pave the way for a lasting political solution, including most urgently:
a) public recommitment by the president to implement the thirteenth amendment fully, followed by immediate return to bilateral talks with the TNA, prior to activation of the PSC;
b) elections to the northern provincial council by early 2013, accompanied by demilitarisation of the north, its full return to civilian administration and a range of other policy changes to foster reconciliation;
c) allowing all UN special procedure mandate holders who desire to visit Sri Lanka to do so in time to report to the March 2013 Human Rights Council session; and
d) fulfilment of the March 2012 Human Rights Council resolution, including rapid implementation of the core Lessons Learnt and Reconciliation Com­mis­sion recommendations to establish independent bodies to hold presidential and military power to account and credible, independent investigations of alleged war crimes.
15.  Ensure that development aid does not further consolidate an undemocratic, ultimately volatile political regime in the north and east; insist on transparency, external monitoring and non-discriminatory community participation in setting its priorities; and condition all loans and development aid, including from the World Bank, Asian Development Bank and International Monetary Fund, on demilitarisation and democratisation of the north and east.
To the Secretariat and Member States of the Commonwealth:
16.  Insist that the Sri Lankan government take the actions listed in recommendation 14 above, and agree that in the event it fails to do so, the October 2013 Commonwealth heads of government meeting will be moved from Colombo to an alternative location.

கசாப் தூக்கிலிடப்பட்டதுடன் மும்பை தாக்குதல் வழக்கு முடிந்துவிடுகிறதா? நாம் தமிழர் கட்சி கேள்வி

2008ஆம் ஆண்டு நவம்பர் 26ஆம் தேதி மும்பை நகரத்தி்ன் மீது நடத்தப்பட்ட பயங்கரவாத தாக்குதலில் ஈடுபட்ட தீவிரவாதிகளில் ஒருவரான அஜ்மல் கசாப் தூக்கிலிடப்பட்டுவிட்டதால், மும்பை தாக்குதல் வழக்கு முழுமையாக முடிந்துவிட்டது என்று உள்துறை அமைச்சர் சுசில் குமார் சி்ண்டே கூறியிருப்பது வியப்பாக உள்ளது.
மும்பையின் மீது நடத்தப்பட்ட அந்த பயங்கரவாதத் தாக்குதலில் 166 பேர் கொல்லப்பட்டனர். இதில் காவல்துறை அதிகாரிகள் உட்பட பல காவலர்களும் உயிரிழந்தனர். இப்படிப்பட்ட ஒரு மாபெரும் தாக்குதலில் ஈடுபட்ட தீவிரவாதிகள் காவல்துறையினருடன் நடந்த மோதலில் அன்றைக்கே கொல்லப்பட்டனர், அஜ்மல் கசாப் மட்டுமே உயிருடன் பிடிபட்டவர். ஆனால் இந்த தாக்குதலை சதித்திட்டம் தீட்டி நிறைவேற்றிய லஸ்கர் ஈ தயீபா இயக்கத்தின் தலைவர் அனிப் மொகம்மது சயீத், கசாப் உள்ளிட்ட தீவிரவாதிகளுக்கு பயிற்சியளித்த சகீர் உர் ரகுமான் ஆகியோரை இதுவரை சட்டத்தின் முன் நிறுத்தப்படவில்லை. பாகிஸ்தானில் சுதந்திரமாக சுற்றிக்கொண்டிருக்கும் அவர்களை சட்ட ரீதியாக நாடு கடத்தி இந்தியாவிற்கு கொண்டுவந்து நீதிமன்றத்தில் நிறுத்தும் எந்த ஒரு முயற்சியையும் மத்திய காங்கிரஸ் அரசு செய்யவில்லை. ஆனால் மும்பை தாக்குதலுக்கு சதித்திட்டம் தீட்டிய இவர்களைப் பற்றிய வாக்குமூலத்தை அளித்த அஜ்மல் கசாபை அவசர, அவசரமாக தூக்கிலிட்டுவிட்டு, வழக்கே முடிந்துவிட்டது என்று கூறுகிறது மத்திய அரசு.

மும்பை தாக்குதல் வழக்கு மட்டுமின்றி, 2000ஆவது ஆண்டில் டெல்லி செங்கோட்டைக்குள் புகுந்து நடத்திய தாக்குதல், 2001ஆம் ஆண்டில் காஷ்மீர் தலைநகர் சிறீநகர் வானூர்தி நிலையத்தின் மீது நடந்த தாக்குதல், 2006ஆம் ஆண்டில் மும்பையின் புறநகர் இரயில்களில் குண்டு வைத்து நடத்திய தாக்குதல் என்று பல தாக்குதல்களை பின்னின்று நடத்தியது பாகிஸ்தானில் இருந்து இயங்கிவரும் லஸ்கர் தீவிரவாத இயக்கமே என்று பலமுறை குற்றம் சாற்றிவரும் மத்திய அரசு, அப்படிப்பட்ட தாக்குதல்களை சதி செய்து நிறைவேற்றிய லஸ்கர் இயக்கத்தினரை சட்டத்தின் முன் நிறுத்த மேற்கொண்ட முயற்சி என்ன? எய்தவன் இருக்க அம்பை மட்டும் தூக்கில் போட்டு கொன்று விடுவதால் எதிர்காலத்தில் இப்படிப்பட்ட தாக்குதல்கள் நிகழாமல் தடுத்துவிட முடியுமா?

மும்பையில் நடந்தது தற்கொலைத் தாக்குதல் என்று கூறப்படுகிறது. இப்படிப்பட்ட தாக்குதல்களில் ஈடுபடும் தீவிரவாதிகள், துணிந்தே தங்கள் உயிரை பணயம் வைத்து தாக்குதலில் ஈடுபடுகின்றனர். அப்படிப்பட்ட தீவிரவாதிகள் சிக்கும்போது, அவர்களை வைத்து, தாக்குதலை திட்டம் தீட்டி நிறைவேற்றியவர்களை  சர்வதேசத்தின் உதவியுடன் பிடித்து வந்து நீதிமன்றத்தில் நிறுத்தி, தண்டிப்பதை விட்டுவிட்டு, கையில் கிடைத்த ஒருவனை மட்டும் தூக்கிலிடுவதால் என்ன பயன்?

மும்பை தாக்குதல் மட்டுமல்ல, நாடாளுமன்றத்தின் மீது நடந்த தாக்குதல் உட்பட பொதுமக்கள் பெரும் எண்ணிக்கையில் கொல்லப்பட்ட பயங்கரவாத தாக்குதல்கள் தொடர்பான எந்த வழக்கிலும், மூளையாக இருந்த சதிகாரர்களை பிடித்து வந்து சட்டத்தின் முன் நிறுத்தியது இல்லை. நாடாளுமன்றத் தாக்குதல் வழக்கில் கூட, தாக்குதலில் ஈடுபடாதவரான அப்சல் குரு தூக்கு தண்டனை வழங்கப்பட்டு சிறையில் உள்ளார். அவரையும் உடனே தூக்கிலிடு என்று பாரதிய ஜனதா உள்ளிட்ட மதவாத அரசியல் கட்சிகள் கூக்குரலிடுகின்றன. குற்றச்செயலில் ஈடுபட்டவர்களை தண்டித்துவிட்டு, அத்தோடு வழக்கை முடித்துவிடுவது என்பது சதிகாரர்களை தப்பவிடும் நடவடிக்கையல்லவா? இது எப்படி நியாயமாகும்?
 
இந்திய முன்னாள் பிரதமர் ராஜிவ்காந்தி கொலை வழக்கில் கூட, சதித்திட்டம் தீட்டியவர்களாக இருக்கலாம் என்று நீதிபதி ஜெயின் ஆணையத்தால் சுட்டிக்காட்டப்பட்ட சந்திராசாமி, சுப்ரமணியன்சாமி ஆகியவர்களை விசாரிக்க மத்திய காங்கிரஸ் அரசு நடவடிக்கை ஏதும் எடுக்கவில்லை! ஆனால், குற்றச்செயலில் தொடர்பற்றவர்களான முருகன், சாந்தன், பேரறிவாளன் ஆகியோரின் தூக்கு தண்டனையை நிறைவேற்ற வேண்டும் என்று காங்கிரஸ் கட்சி குரல்கொடுக்கிறது. தங்கள் தலைவரை சதித்திட்டம் தீட்டி கொன்றவர்கள் யார் என்பதை விசாரித்து நாட்டிற்கு தெரிவிக்க வேண்டும் என்று ஒரு காங்கிரஸ்காரர் கூட அக்கறையுடன் குரல் எழுப்பவில்லை. இன்றுவரை அந்த சதிகாரர்கள் அதிகாரத்துடன் உலவி வருகின்றனர்.
 
இப்படி சதிகாரர்களை விட்டுவிட்டு, குற்றச்செயலில் ஈடுபடும், நீதிமன்றத்தால் தண்டிக்கப்பட்டவர்களை மட்டும் தூக்கிலிட்டுக் கொல்வதால் தீவிரவாத நடவடிக்கைகளை ஒருபோதும் தடுத்துவிட முடியாது. அதிலும் குறிப்பாக, தங்கள் உயிரை கொள்கைக்காக பணயம் வைத்து தீவிரவாதத்தில் ஈடுபடுவோருக்கு மரண தண்டனை ஒருபோதும் அச்சுறுத்தல் ஆகாது. குற்றம் செய்த மனிதன் திருந்த வேண்டும் என்பதற்காகத்தான் தண்டனை இருக்க வேண்டுமெ தவிர, கண்ணுக்குக் கண், கொலைக்கு மரணம் என்பது எந்த விதத்திலும் மானுடத்திற்கு பயனளிக்காது. அதனால்தான் மரண தண்டனை ஒழிக்கப்பட வேண்டும் என்கிற கருத்திற்கு உலக அளவில் ஆதரவு பெருகி வருகிறது. ஆனால் நமது நாட்டில் உள்ள அரசியல் கட்சிகள்தான் மரண தண்டனை எனும் மனிதாபிமானமற்ற தண்டனையை ஆதரிக்கின்றன. மரண தண்டனை விதித்து கொன்றவனைக் கொல்வதை விட, அப்படிப்பட்ட கொலைக்கு சதித்திட்டம் தீட்டியவர்களை சட்டத்தின் முன் நிறுத்துவதும், தண்டிப்பதும்தான் முக்கியம் என்பதை உணர வேண்டும்.

கசாப் தூக்கிலிடப்பட்டதில் கடைபிடிக்கப்பட்ட இரகசியமும் வினோதமாக இருக்கிறது. அவருடைய கருணை மனு நிராகரிக்கபட்ட விடயத்தைக் கூட இரகசியமாக வைத்தது ஏன்? அதுமட்டுமின்றி, மரண தண்டனை நிறைவேற்றப்பட்ட நாளும் நெருடலாக இருக்கிறது. மரண தண்டனையை நிறுத்திட வேண்டும் என்கிற தீர்மானம் ஐ.நா. பொது அவையில் வாக்கெடுப்பு நடந்தபோது, அதனை 110 நாடுகள் ஆதரித்தன. 40 நாடுகள் மட்டுமே எதிர்த்தன. அதில் ஒரு நாடு இந்தியா. மனிதாபிமானமிக்க அப்படிப்பட்ட தீர்மானத்தின் மீது வாக்கெடுப்பு நடத்தப்பட்ட மறுநாளே கசாபின் மரண தண்டனையை நிறைவேற்றியிருப்பது, இந்திய மத்திய அரசின் மனிதாபிமானமற்ற எண்ணத்தையே வெளிப்படுத்துகிறது.

சென்னைத் துறைமுகப் பகுதியில் கரித்தூள் மாசு படியும் அபாயம்

சென்னைத் துறைமுகம் மீண்டும் நிலக்கரியைக் கையாள முயற்சிகள் மேற்கொண்டு வருவதால் துறைமுகத்தைச் சுற்றியுள்ள பகுதிகளில் மீண்டும் கரித்தூள் மாசு படியும் அபாயம் உள்ளதாக பொதுநல அமைப்புகள் தெரிவிக்கின்றன.
சென்னை உயர் நீதிமன்ற உத்தரவு காரணமாக சென்னைத் துறைமுகத்தில் நிலக்கரி, இரும்புத்தாது கையாளப்படுவது கடந்த ஓராண்டாக நிறுத்தி வைக்கப்பட்டுள்ளது.
இந்நிலையில், உச்ச நீதிமன்றத்தில் தாக்கல் செய்த மேல்முறையீட்டு மனுவின் அடிப்படையில் நியமிக்கப்பட்ட உயர்நிலைக் குழு பரிந்துரை கருத்துருவை சமர்ப்பித்தது.
நிலக்கரித்தூள் மாசுவைக் கட்டுப்படுத்துவதற்கு செயல்படுத்த வேண்டிய கூடுதல் கட்டமைப்பு வசதிகளை நிறைவேற்றுவதன் மூலம் மீண்டும் நிலக்கரியைக் கையாளலாம் என பரிந்துரைக்கப்பட்டுள்ளதால் சென்னைத் துறைமுகம் அதற்கான முயற்சியை மேற்கொண்டு வருவதாகத் தெரிகிறது. இதற்கு பொதுநல அமைப்புகள் மத்தியில் கடும் எதிர்ப்பு கிளம்பியுள்ளது.
கரித்தூள் மாசுவால் திணறிய சென்னை: சென்னைத் துறைமுகத்தில் ஆண்டுக்கு சுமார் 2 கோடி டன் அளவிற்கு இரும்புத் தாது மற்றும் நிலக்கரி நீண்ட காலமாக கையாளப்பட்டு வந்தது.
இவை கையாளப்படும்போது எழும் கரித்தூளால் கடும் சுற்றுச்சூழல் பாதிப்பு ஏற்பட்டு வந்தது. தலைமைச் செயலகம், உயர் நீதிமன்றம், பாரிமுனையில் உள்ள முக்கிய கட்டடங்கள் மற்றும் வடசென்னை முழுவதும் இவ்வகை மாசுவால் பாதிக்கப்பட்டன.
உயர் நீதிமன்றம் தடை: இது தொடர்பாக தாக்கல் செய்யப்பட்ட பொதுநலன் வழக்கில் நிலக்கரி, இரும்புத் தாதுவை கையாள தடைவிதித்து சென்னை உயர் நீதிமன்றம் 2011 மே மாதம் உத்தரவிட்டது.
இத்தடையை எதிர்த்து, துறைமுக நிர்வாகம் தாக்கல் செய்த மேல்முறையீட்டு மனுவினை விசாரித்த உச்ச நீதிமன்றம், கப்பல் துறை செயலர் தலைமையில், வனம் மற்றும் சுற்றுச் சூழல் துறை செயலர், மத்திய, மாநில சுற்றுச்சூழல் கட்டுப்பாடு வாரியத் தலைவர்கள், தேசிய சுற்றுச்சூழல் பொறியியல் ஆய்வு மையம் (நீரி), ஐ.ஐ.டி., தமிழ்நாடு அரசு தலைமைச் செயலர் ஆகியோர் அடங்கிய உயர்நிலைக்குழுவை அமைத்து உத்தரவிட்டது.
கடந்த மே மாதம் இக்குழு நேரில் ஆய்வு நடத்தி தனது அறிக்கையை உச்ச நீதிமன்றத்தில் கடந்த ஜூலை மாதம் சமர்ப்பித்தது. இந்த அறிக்கையின் மீது சமீபத்தில் நடைபெற்ற விவாதத்தின்போது, அறிக்கையில் கூறப்பட்டுள்ள பரிந்துரைகளை நிறைவேற்ற சென்னைத் துறைமுகத்திற்கு அவகாசம் அளிக்கப்பட்டுள்ளது. வழக்கு விசாரணையும் தள்ளி வைக்கப்பட்டுள்ளது.
துறைமுக நிர்வாகம் நடவடிக்கை: உயர்நிலைக் குழு தாக்கல் செய்துள்ள அறிக்கையில், நிலக்கரியை இறக்கும்போது மூடப்பட்ட கலன்களைப் பயன்படுத்த வேண்டும், தெளிப்பான்கள் மூலம் நிலக்கரி மீது தொடர்ந்து நீர் தெளித்தல், கப்பலில் இருந்து நிலக்கரியை திறந்த லாரிகளில் கொண்டுச் செல்லாமல், மூடப்பட்ட லாரிகளில் எடுத்துச் செல்லுதல் உள்ளிட்ட பல்வேறு பரிந்துரைகள் கூறப்பட்டுள்ளன.
கப்பலில் இருந்து இறக்கி, சேமித்து வைத்து, வேகன்களில் எடுத்துச் செல்லுவது வரை ஒவ்வொரு கட்டத்திலும் என்னென்ன நடைமுறைகள் கையாளப்பட வேண்டும் எனவும் தெரிவிக்கப்பட்டுள்ளது.
நிலக்கரி, இரும்புத் தாது கையாளப்பட்டு வந்ததன் மூலம் ஆண்டுக்கு ரூ. 250 கோடி வரை சென்னைத் துறைமுகத்திற்கு வருவாய் கிடைத்தது. உயர் நீதிமன்றத் தடையால் கடந்த ஓராண்டாக பெரும் வருவாய் இழப்பைச் சந்தித்து வந்த துறைமுக நிர்வாகம், உயர்நிலைக்குழு அறிக்கையால் தற்போது எழுச்சி பெற்றுள்ளது.
அறிக்கையில் கூறப்பட்டுள்ள பரிந்துரைகளை நிறைவேற்றுவதன் மூலம் உச்ச நீதிமன்றத்தில் சாதகமான தீர்ப்பினைப் பெற முடியும் என துறைமுக நிர்வாகம் கருதி, இதற்கான வேலைகளை முழுவீச்சில் தொடங்கியுள்ளது.
பொதுநல அமைப்புகள் கடும் எதிர்ப்பு: இது குறித்து வடசென்னை பொதுநல அமைப்பு நிர்வாகி டாக்டர் ஜெயச்சந்திரன், நுகர்வோர் கூட்டமைப்பு அமைப்பாளர் என். துரைராஜ் தெரிவித்த கருத்துகள்:
நிலக்கரி மாசுவால் ஆயிரக்கணக்கானோருக்கு ஆஸ்துமா நோய் ஏற்பட்டுள்ளது. குறிப்பாக வடசென்னை பகுதிகளில் வீட்டுக் கதவு, ஜன்னல்களை சிறிது நேரம்கூட திறந்து வைக்க முடியாது.
ஏற்கெனவே படிந்துள்ள கரித்தூள் படலங்கள்கூட இன்னும் விலகாத நிலையில் மீண்டும் நிலக்கரி, இரும்புத்தாது கையாள்வது என்ற முயற்சிக்கு அனைத்து தரப்பும் எதிர்ப்பு தெரிவிக்க வேண்டும் என்றனர்.
தமிழகத்தைச் சேர்ந்த ஜி.கே.வாசன், மத்திய கப்பல் போக்குவரத்துத் துறை அமைச்சராக உள்ள நிலையில், சென்னை மாநகர மக்களை பெருமளவில் பாதிக்கக் கூடிய இப்பிரச்னையில், உறுதியான நடவடிக்கை எடுக்க வேண்டும் என்பதே அனைவரின் எதிர்பார்ப்பாக உள்ளது.

I’m writing this from near the Gaza seaport from where I can see smoke rising around me from the bombs that fall down on the Gaza Strip from the Israeli planes above. Words fail me. Despite the limits to life from Israel’s five-year siege on Gaza some kind of normality is attempted in Gaza. How could it be any other way when the majority of the population are children, do parents and older siblings have any other option?
Yet this civilian population, most now holed out in the dense, tight refugee camp buildings and urban centers of Gaza are facing the wrath of some of the most powerful aerial warfare available to humankind. As I write, the constant bombardments consume your senses and shake the entirety of your surroundings. For the over 300 people injured or killed so far by  Israeli F16s, drones and Gunboat shillings, the loss for them and their families will never relent.
I can barely write a sentence and more news, “six injuries from a bombing in Sheikh Radwan, children among them, including a 4-year old child who was playing in the street;” “elderly man just killed in Zaytoun neighbourhood, with 4 injuries.” Friends have received text messages from the Israeli Occupation Forces saying in arabic, “Stay away from Hamas the second phase is coming.”
Twelve year old Abdullah Samouni, who I teach English to in Zeitoun camp called me a little while ago. “We’re really scared” he said. We moved to get away to Zeitoun and went to our grandmother’s house. Take care of yourself, there are so many bombs.” Abdullah lost his father and four year old brother, shot by Israeli soldiers entering their house in the land offensive of Israel’s Cast Lead attacks on Gaza over the new year of 2009. In three days, he was injured and lost 29 members of his extended family. His mother Zeinat has moved her eleven remaining children to a town further north, but bombs are raining down all over the
Gaza Strip.
“We moved everyone out, but bombing is so bad here all of the kids are screaming. Whenever an attack happens they come and hold me. The children remembered what happened before, they think only the worst.” said Zeinat who like so many has had to put aside her own fears and tragedy to show strength for her children.
Seeing Western media continue to distort the picture of what is happening here, just as they did during the massacres that took place during Israel’s Cast Lead attacks, and any other offensive described as “retaliation” made my call with Abdullah all the more angry. This year from January 1st until November 6th this year 71 Palestinians were killed and 291 injured in Gaza, while no Israelis were killed and 19 were injured according to the United Nations. How many Western media outlets offer proportionate time to Palestinian victims as to Israeli victims?
Just as the Israeli forces initiated the pretense for the Cast Lead attacks, this time the Israeli army’s initial attack took place on Thursday, 8th November, with an Israeli incursion into Gaza, in Abassan village. They opened fire indiscriminately and leveled areas of Palestinian land. The shooting from Israeli military vehicles seriously wounded 13-year-old Ahmed Younis Khader Abu Daqqa while he was playing football with friends, and he died the next day of his injuries.
On the 10th November, Palestinian resistance fighters attacked an Israeli army jeep patrolling the border with Gaza, injuring 4 Israeli occupation soldiers. Israeli forces then targeted civilian areas, killing two more teenagers playing football, then bombed the gathering that was mourning their deaths, killing two more. Five civilians were killed and two resistance fighters, including three children. Fifty-two others, including six women and twelve children were wounded. For Gaza to be under such attack, could anyone doubt that resistance forces would fire back? Once Israeli forces had carried out further bombardments, one of which was the extra-judicial killing of the Hamas military commander Ahmed Jabari, the circle was complete. [2]
Since then during the last three days 29 Palestinians have been killed and three Israelis. The majority of Palestinian victims were civilians, of which six were children. More than 270 have been injured, of whom 134 are children and women. The vast majority are civilians. The number is rapidly rising.
Even this comparison is detached from the context that Gaza is under Israeli military occupation, illegal according to United Nations Resolutions; and a five-year blockade deemed collective punishment by all major human rights organizations, violating article 33 of the Geneva Conventions. The right to resist enforced military occupation by a foreign force is also enshrined in international law, a right that should be self-evident.
All this explains the jubilance from Palestinians in Gaza when rumors spread that one of the rockets which usually hit open land, this time brought down an Israeli F16 fighter jet, the likes of which had carried out over 600 airstrikes all over the Gaza Strip these last three days.
Indeed, our visits to hospitals didn’t take long to convince us that these Israeli aerial attacks and shelling from gunships have hit many civilian areas.
At the main Al-Shifa hospital, Gaza City, every ten minutes more people arrived in ambulances; an elderly man, a young man, a child, two more children. Once leaving the injured, the stretcher gets a new towel and is sprinted back out for the courageous paramedics of the Palestinian Red Crescent to go back out into the danger zones, to find the latest victims of attacks.
There weren’t many beds free in the intensive care unit where some had brain injuries from embedded shrapnel. While we were there, rushing in came a tiny child, ten month old girl, Haneen Tafesh. She had very little color or life in her and was rolled on to the hospital bed. She had suffered a brain hemorrhage and a fractured skull. Later that evening we learned that she hadn’t survived.
Talking to the Director General of Al-Shifa, Dr Mithad Abbas he asked, “We know Israel has the most precision and advanced weaponry. So why are all these children coming in?” He stated that if casualties increased there would be a severe lack basic medicines and supplies, such as antibiotics, IV fluid, anesthesia, gloves, catheters, external fixates, Heparin, sutures, detergents and spare parts for medical equipment. What’s more, electricity blackouts would hit hard without enough finance for suitable fuel for generators.
Once again as I write, five huge blasts from nearby shake our building and our senses. The bombings have progressively escalated, especially once night falls. Jabaliya refugee camp, Shejaiya, Rafah and Meghazi I learned had been under a continuous barrage. One blast came down during an interview with a Canadian radio station which helped the audience to understand more than I could.
A 13 year old girl, Duaa Hejazi was hit in Sabra neighborhood as she walked back home with family. Shrapnel was embedded all over her upper body. “I say, we are children. There is nothing that is our fault to have to face this.” She told us. “They are occupying us and I will say, as Abu Omar said, “If you’re a mountain, the wind won’t shake you”. We’re not afraid, we’ll stay strong.”
And so the night goes on. The near future of Gaza is uncertain. The fates of everyone here is uncertain. Which people now preparing to go to their beds, will have their lives turned upside down by the loss of a loved one these next few days. I know some of the warmest people here that I feel strongly attached to, that you would instantly care for if you met them. The complete madness of this violence makes me wonder what we have done to ourselves, how do we allow humanity to manifest itself in this way.
Outside you can make a difference. I’m asking you because the Israeli army will not empathize with the people they are looking down on through their cockpit windows. Nor will their politicians. But you can empathize and you can act; the normal ways but multiplied by ten. Small and big efforts to create massive international mobilization are the only way to reduce the extent of the horror and loss facing the Palestinians of Gaza.
The Israeli cabinet has approved the call-up of 75,000 reservists compared to the 10,000 reservists called up for the massacres during Israel’s air and land offensive in Cast Lead. There is not much time.

WORLD SHIPPING FORUM-2013:All roads lead to Chennai

In its continuous effort to underpin technological advancements in maritime with business, the Institute of Marine Engineers (India), Chennai Branch, is organizing an international conference traditionally named as “WORLD SHIPPING FORUM-2013”, from Feb. 7 to 9 next year in Chennai.
Organised once in four years, the conference brings together people with diverse interests in marine related businesses to share their ideas and experiences on a common platform.
Speaking to Sagar Sandesh about the world renowned event in the maritime sector, Mr. K. Shankar, Chairman, The Institute of Marine Engineers (India), Chennai Branch, said: “We at the Institute feel it is our bounden duty to provide this platform to you all and highly value your contribution at the forum.”
The global event is receiving a lot of mileage and the three-day event will have much interaction amongst the participating delegates on various topics of interest to the shipping industry, he stated.
The focus of discussion will be on the quality of Indian seafarers in today’s technology driven world and their attrition rate, more so when India is considered as the leading nation providing human resources for the industry.
For the benefit of industry, The Times Group and The Institute of Marine Engineers (India), Chennai Branch, have co-created to bring out “A Coffee Table Book’ titled “Quality of Sea Farers – The Mentors” during the Plenary Session on Feb. 7.
The technical session proposes to have a detailed panel discussion on “Maritime Education – An Outlook towards the Future”, that will analyze the shortcomings of the training system, finding the right personnel to man the ships, their attrition rate, qualitative checks by statutory bodies, upgradation of knowledge to be in tune with the changing technology, e-learning, etc.
