With a view to protect and improve the quality of environment and to prevent control and abate environmental pollution in these islands, the A&N Administration has imposed complete ban on plastic carry bags irrespective of thickness, size, colour and nature in the islands. The ban becomes effective from 2nd of October, 2010.
A notification issued to this effect says extensive use is being made of plastic carry bags, which by reason of their chemical of physico-chemical properties, are liable to cause harm to human beings, ther living creatures, plants, micro-organisms and the environment of Andaman & Nicobar Islands.

The negative environmental impacts are more visible at tourist spots, beaches, roads, drains and sewers, markets, ports/ harbours, part of reserved forests, national parks both marine and terrestrial, wildlife sanctuaries, biological parks, gardens and water reservoirs in the Andaman & Nicobar Islands frequented by the tourists and others.
Accordingly, the ban on plastic carry bags extends to its use, storage, import, manufacture, transportation, distribution or sale and disposal.
The Administration has assigned the task of implementing this ban to the District Magistrates/ Assistant Commissioners/ Tehsildars of all Districts, the Secretary, Port Blair Municipal Council, the Chief Executive Officer of all the Zilla Parishads, Executive Officers of Panchayat Samitis, Secretaries of Gram Panchayats, the Divisional Forest Officers/ Deputy Conservator of Forests/ Range Officers in Reserved Forests/ Protected Areas and the Station House Officers of all Police
Stations.
The Deputy Commissioners of all the districts of UT of Andaman & Nicobar Islands shall implement these orders related to prohibition on use, storage, import, manufacture, transportation, distribution or sale and disposal of plastic carry bags in their respective jurisdictions.
The Administrator, Union Territory of Andaman and Nicobar Islands hereby, further directs that the Member Secretary, Andaman Nicobar Administration Pollution Control Committee shall co-ordinate and monitor the enforcement of the above orders and also authorizes him to file complaints under Section 19 of the Environment (Protection) Act, 1986.
