தமிழர் இனவழிப்பு நினைவுநாள் – 2012 :அறிக்கை


"எனவே தனிப்பட்டவர்களும் அமைப்புக்களும் எமது மக்களுக்கான அரசியல்தீர்வாக பன்னாட்டுச்சமூகத்துக்கு முன்மொழிவது எமது மக்களுக்கான தன்னாட்சியுரிமையுடன்கூடிய நிர்வாகக் கட்டமைப்பாகவே இருக்க வேண்டும். அதைநோக்கியே எமது வேண்டுகைகளும் வேலைத்திட்டங்களும் அமைய வேண்டும். அனைவரும் ஒன்றிணைந்த குரலாக எமது அரசியல் வேட்கையை வெளிப்படுத்த வேண்டும் என்பதே எமது அவாவாகும்."

தமிழர் இனவழிப்பு நினைவுநாள் – 2012

அன்பான தமிழ் மக்களே,

இலங்கைத் தீவிலே தமிழர் தேசத்தின்மீது காலங்காலமாக அன்னியரால் மேற்கொள்ளப்பட்ட இனவழிப்பு நடவடிக்கைகளின் உச்சம்தான் 2009 ஆம் ஆண்டு மே மாதம் 18 ஆம் நாள் முள்ளிவாய்க்காலில் நடந்த பேரவலமாகும். இந்நாளே தமிழர் இனவழிப்பு நினைவுநாள் என எம்மால் நினைவு கொள்ளப்படுகின்றது.

ஈழத்தமிழரின் விடுதலைப் போராட்டத்தைத் தலைமைதாங்கி நடாத்திக்கொண்டிருந்த தமிழீழ விடுதலைப் புலிகள் அமைப்புக்கும் சிறிலங்கா அரசுக்குமிடையில் மேற்கொள்ளப்பட்ட போர்நிறுத்த உடன்படிக்கையை சிறிலங்கா அரசுதரப்பு படிப்படியாக மீறிக்கொண்டிருந்த நிலையிலும், தமிழ்மக்கள் வேண்டிநின்ற அரசியல் தீர்வைப் பெறுவதற்கான எந்தவொரு முயற்சியையும் சிறிலங்கா அரசுதரப்பு செய்யாமல் காலத்தை வீணடித்துக்கொண்டிருந்த நிலையிலும், பன்னாட்டுச் சமூகம் காட்டிய மெளனத்தை சிங்கள ஆட்சியாளர்கள் சாதகமாக்கிக் கொண்டு தமிழ்மக்கள் மேல் கொடிய போரைத் தொடுத்தார்கள்.

தென்தமிழீழத்தில் வெளிப்படையாகத் தொடங்கிய போர் தமிழரின் பூர்வீக நிலங்களெங்கும் விரிந்தது. சிறிலங்காப் படையினரின் வல்வளைப்புக்கள் விரிவடைந்து தமிழரின் நிலங்களை கையகப்படுத்தியது. எமது மக்கள் தமக்கான பாதுகாப்பைத் தேடி ஆயிரமாயிரமாக இடம்பெயர்ந்தார்கள். இருக்க இடமின்றி, உண்ண உணவின்றி, மருத்துவ உதவியின்றி மரங்களின் கீழும் வீதியோரங்களிலும் வாழ நிர்ப்பந்திக்கப்பட்டனர். இத்தகைய மனித அவலங்கள் எதனையும் கருத்திற் கொள்ளாது தொடர்ச்சியான விமானத்தாக்குதல்கள், எறிகணைத்தாக்குதல்கள்,  பல்குழல் பீரங்கித் தாக்குதல்கள், போர் நெறிகளுக்கு மாறான கொத்துக்குண்டுத் தாக்குதல்கள், இரசாயன எரிகுண்டுத் தாக்குதல்கள் எனச் சிங்கள அரச படைகளினால் திட்டமிட்டுப் படுகொலைகள் நிகழ்த்தப்பட்டு வந்தன.

பன்னாட்டு ஆதரவுடன் 2002 ஆம் ஆண்டு ஏற்படுத்தப்பட்ட சமாதானச் சூழலை ஒருதலைப்பட்சமாக முறித்துக்கொண்ட சிங்கள அரசின் கொடிய போரைத் தடுக்க பன்னாட்டுச் சமூகம் சரிவரச் செயற்படவில்லை. மாறாக சிலநாடுகள் தமிழ்மக்களுக்கெதிரான கொடிய இனவழிப்புப் போருக்குப் பக்கபலமாக நின்றன. எமது மக்கள் புலம்பெயர் நாடுகளிலும், தமிழகத்திலும் பல்லாயிரக்கணக்கில் திரண்டு நின்று நீதிகேட்டு நடாத்திய போராட்டங்களைக் கண்டுகொள்ளாது இனவழிப்பை வேடிக்கை பார்த்துக்கொண்டிருந்த உலகம் அப்போது நீதியின் வழியில் நடக்கவில்லை.
தொண்டு  நிறுவனங்கள் உட்பட நடுநிலையான அமைப்புக்களையோ சுதந்திரமான ஊடகவியலாளரையோ அனுமதிக்காது தன் கொடுமைகளை உலகம் அறியாது இருக்க இருட்டடிப்புச் செய்துகொண்டு மிகப்பெரும் காட்டுமிராண்டித்தனத்தைத் தமிழர்மீது கட்டவிழ்த்துவிட்டது சிங்கள அரசு. இறுதியில் நவீன மானுடவரலாறு கண்டிராத மாபெரும் அழிவொன்றை முள்ளிவாய்க்காலில் ஏற்படுத்தி ஓய்ந்தது.

 தாயகத்தில் சிங்கள இனவாத அரசின் கொடூரமான போர் முடிந்து மூன்றாண்டுகள் நிறைவடையும் இந்நேரத்தில் பன்னாட்டுச் சமூகம் சிறிலங்கா மீது சிறிதளவேனும் அழுத்தமாகச் செயற்படத் தொடங்கியுள்ளது. உலக நாடுகளின் உதவியுடன் சிறிலங்கா அரசு மூர்க்கத்தனமாக தமிழ்மக்கள் மீது தனது போரைத் திணித்திருந்தது எனவும் ஐக்கிய நாடுகள் சபை தமிழ்மக்களின் உயிரிழப்புக்களைத் தடுக்கத் தவறியுள்ளது எனவும் பன்னாட்டு ஊடகங்கள், மனித உரிமை அமைப்புக்கள் பகிரங்கமாகவே தமது விமர்சனங்களை முன்வைக்கத் தொடங்கியுள்ளன.

இந்நிலையில் நடந்துமுடிந்த ஐக்கிய நாடுகள் சபையின் 19ஆவது மனித உரிமை கூட்டத் தொடரில் சிறிலங்கா அரசுக்கு எதிரான தீர்மானமொன்று நிறைவேற்றப்பட்டுள்ளது. பன்னாட்டுச் சமூகம் சிறிலங்கா அரசுமீது அழுத்தத்தைக் கொடுக்க முற்படும் இச்செயற்பாடு கொடிய இனவழிப்பை எதிர்கொண்டு நிற்கும் எமது தமிழினத்துக்கு ஓரளவு ஆறுதலைத் தந்துள்ளது. எனினும் தமிழ்மக்கள் வேண்டி நிற்கும் விடுதலையும் உரிமைகளும் இத்தீர்மானத்தில் உள்ளடக்கப்படவில்லை என்பதோடு தமிழர்களுக்குப் பாதகமான பல அம்சங்களையும் கொண்டுள்ளது என்பதை வேதனையோடு சுட்டிக்காட்ட வேண்டியுள்ளது.

இனவழிப்பை நிகழ்த்தியவர்களே நடாத்திய கண்துடைப்பு விசாரணை அறிக்கையை முதன்மைப்படுத்தி அதன்வழியே தமிழர்களுக்கான நீதியைப் பெற்றுக்கொடுக்கும் வழிமுறையை முன்மொழியும் இத்தீர்மானம் எமது மக்களுக்கான தீர்வைப் பெற்றுக்கொடுக்காது. குறிப்பிட்ட விசாரணை அறிக்கையை தளத்திலும் புலத்திலும் தமிழ்மக்களின் பிரதிநிதிகள் ஏற்கனவே நிராகரித்திருந்தனர் என்பதையும் பன்னாட்டுச் சமூகம் நினைவிற்கொள்ள வேண்டும்.

சிறிலங்கா அரசின் கட்டமைப்புக்குள்ளேயே உள்ளகப் பொறிமுறையொன்றை தமிழர்களுக்குரிய அரசியல் தீர்வாகப் பரிந்துரைக்கும் இத்தீர்மானம் நடந்துமுடிந்த முள்ளிவாய்க்கால் பேரவலத்தையும், கடந்த பல்லாண்டுகளாக நடைபெற்றுவரும் -  இப்போதும் தொடர்ந்துகொண்டிருக்கும் இனவழிப்பு நடவடிக்கைகளையும் கவனத்திற்கொள்ளவில்லையென்றே சொல்ல வேண்டும். மேலும் பன்னாட்டுச் சமூகம் வரலாற்றிலிருந்து பாடங்களைப் படிக்கவில்லையென்றே கூறவேண்டும்.

1983 ஆம் ஆண்டு தென்னிலங்கையில் நிகழ்ந்த இனவழிப்பு நடவடிக்கைகளின் பின்னால் அடுத்த ஆண்டு கூடிய ஐக்கியநாடுகள் சபையின் மனித உரிமை விவகார அமர்வில் சிறிலங்கா தொடர்பாக விவாதிக்கப்பட்டு, தீர்மானமொன்றை நிறைவேற்றினர். அது தமிழரின் நிரந்தர பாதுகாப்புப்பற்றியோ அரசியல் தீர்வு பற்றியோ போதிய கரிசனை கொள்ளாமல் சிறிலங்காவின் உள்ளகப் பொறிமுறையை மையமாக வைத்தே இருந்தது. அதன்பின்னர் இன்றுவரையான காலப்பகுதியில் இலட்சத்துக்குமதிகமான மக்களைப் படுகொலை செய்யவும், தமிழரின் பூர்வீக நிலங்களில் பெரும்பகுதியை விழுங்கவும், இலட்சக்கணக்கான தமிழ்மக்களை நாட்டைவிட்டு வெளியேற்றவுமே சிறிலங்காவின் உள்ளகப் பொறிமுறை சிங்களப் பேரினவாதத்துக்கு உதவியுள்ளது.

இதைவிட தமிழர் தரப்புக்கும் சிறிலங்காத் தரப்புக்குமிடையில் காலத்துக்குக் காலம் நடைபெற்ற பேச்சுவார்த்தைகள், ஏற்படுத்தப்பட்ட உடன்படிக்கைகள் என்பவற்றைப் பார்த்தால் அனைத்துமே சிங்களப் பேரினவாதத் தரப்பால் முறிக்கப்பட்டு தமிழ்மக்கள் ஏமாற்றப்பட்டுள்ளமை தெளிவாகத் தெரியும். சிறிலங்கா அரசுடன் நேரடியாக பேசிப்பயனில்லை என்ற வரலாற்று உண்மையை உணர்ந்தே பன்னாட்டுச் சமூகம் 2002 ஆம் ஆண்டு எமக்கும் சிறிலங்காத் தரப்புக்குமிடையில் நிடுநிலையாளராகப் பணியாற்ற முன்வந்தது. அவ்வாறு பன்னாட்டுச் சமூகத்தின் மேற்பார்வையில் எழுதப்பட்ட போர் நிறுத்த உடன்படிக்கைகூட சிறிலங்காத் தரப்பாலேயே ஒருதலைப்பட்சமாக மீறப்பட்டது.

உலகின் ஆலோசனைகளுடன்கூடிய உள்ளகப் பொறிமுறைகளைச் சிங்கள
ஆட்சியாளர்கள் மிக இலாவகமாக தமது அதிகாரத்தைப் பயன்படுத்தித் தூக்கியெறிந்தமைக்கு சுனாமியின் பின்னரான பொதுக்கட்டமைப்பு வசதிக்கான
பொறிமுறை (P-TOMS Post Tsunami Operational Management Structure) ஒரு சிறந்த எடுத்துக்காட்டாகும்.

இப்போது மீண்டும் சிறிலங்காவின் உள்ளகப் பொறிமுறைமூலமான தீர்வைநோக்கித் தமிழர்களைத் தள்ளுவதைப் பன்னாட்டுச் சமூகம் செய்யத் தொடங்கியுள்ளது. தமிழ்மக்கள் பட்ட துன்பங்களையும், அவர்கள் சிறிலங்கா அரசால் ஏமாற்றப்பட்ட வரலாற்றையும் நன்கு தெரிந்துகொண்டும், அதைவிட தாமே சிறிலங்கா அரசால் ஏமாற்றப்பட்ட அனுபவங்களைக் கொண்டிருந்தும்கூட தொடர்ந்தும் சிறிலங்காவின் உள்ளகப் பொறிமுறைமூலமான தீர்வைத் தமிழ்மக்கள் மேல் திணிக்க முயல்வது எமது மக்களுக்கு விசனத்தையே ஏற்படுத்துகின்றது.

போர் ஓய்ந்ததாக அறிவித்து மூன்று ஆண்டுகளாகும் இந்நிலையில் தமிழர் நிலங்களில் படையினரின் செயற்பாடுகள் குறைக்கப்படவில்லை. நிலப்பறிப்புக்களும் சிங்களக் குடியேற்றங்களும் தொடர்ந்தவண்ணமே உள்ளன. மக்களின் அன்றாட அசைவியக்கம் இன்றும் படைத்தரப்பால் கட்டுப்படுத்தப்படுகின்றது. பலவிடங்களில் சிவில் நிர்வாகக் கட்டமைப்புக்களை சிறிலங்காப் படைத்தரப்பே நடத்தி வருகின்றது. போர் நடைபெற்றுக்கொண்டிருந்த காலத்தில் தம்மை நம்பிய தமிழ்மக்களைக் கைவிட்டது போலவே இன்றும் எமது மக்களை பன்னாட்டுச் சமூகம் கைவிட்டுள்ளது என்றே உணர்கின்றனர்.

இந்நிலையில் விரைவானதும் நிரந்தரமானதும் நீதியானதுமான தீர்வொன்றை தமிழ்மக்களுக்குப் பெற்றுக்கொடுக்கவே பன்னாட்டுச் சமூகம் உழைக்க வேண்டும். மாறாக முழுமையற்ற பொறிமுறைகளை முன்மொழிவதும் சிறிலங்கா அரசிடமே தமிழ்மக்களின் பாதுகாப்பையும் அவர்களுக்கான தீர்வை வழங்கும் பொறுப்பையும் ஒப்படைப்பதும் திட்டமிட்ட இனவழிப்பை நிகழ்த்திக்கொண்டிருக்கும் சிறிலங்கா அரசதரப்புக்கு காலஅவகாசத்தையும் பாதுகாப்பையும் கொடுப்பதாகவே அமையும்.

இதேவேளை, நடந்துமுடிந்த மனத உரிமை கூட்டத்தொடரில் தாயகத்தில் எமது மக்களின் அரசியல் பிரதிநிதிகளாக விளங்குபவர்கள் கலந்துகொள்ளாது தவிர்த்தமையை நாம் வேதனையோடு பார்க்கின்றோம். தமது அரசியல் நலன்களுக்காக மட்டுமே செயற்படும் அரசுகளை விடவும், எமது அரசியற் சிக்கல் தொடர்பில் நியாயமாகச் செயற்படக்கூடிய பல்வேறு தரப்பினரும் பங்குகொள்ளும் ஓரிடத்தில் எமது தாயகத்து உண்மை நிலைமைகளை தாயகத்திலிருந்தே வந்து சொல்வதென்பது மிக முக்கியமான தாக்கத்தை வழங்கியிருக்கும். சிறிலங்கா அரசின் பொய்ப்பரப்புரைகளை மிக இலகுவாக முறியடிக்கக்கூடிய வாய்ப்பாகவும், அதேவேளை எதிர்காலத்தில் எமக்குச் சாதகமாக பல நிகழ்வுகள் நடக்க ஏதுவான நிலைமையை ஏற்படுத்தியிருக்கும் என்றே நாம் கருதுகின்றோம்.

அன்பான தமிழ்பேசும் மக்களே!

மிக நீண்ட போராட்டத்தில் நாம் எண்ணற்ற தியாகங்களையும் அர்ப்பணிப்புக்களையும் செய்திருக்கிறோம். அன்னியப் படைகளின் கொடுமைகளில் நாம் எமது நிலங்களையும் இலட்சக்கணக்கான உயிர்களையும் இழந்திருக்கிறோம். உலகமே வேடிக்கை பார்த்துக்கொண்டிருக்க பல்லாயிரக்கணக்கான எமது மக்கள், உணவின்றி, உறைவிடமின்றி, மருத்துவ உதவிகளின்றி அவலப்பட்டு மரித்தார்கள். இவ்வளவு அவலங்கள், தியாகங்களின் பின்னால் நாம் சோர்ந்து போகக்கூடாது. எமக்கான நீதியையும் விடுதலையையும் பெறும்வரை நாம் ஓய்ந்துபோகக்கூடாது. அனைவரும் ஒன்றிணைந்து எமது விடுதலைப் பயணத்தைத் தொடர்ந்தும் முன்னெடுக்க வேண்டிய நேரமிது.

பூகோள அரசியலில் ஏற்பட்டு வரும் மாற்றங்களை உன்னிப்பாகக் கவனித்து எமது போராட்டத்தை முன்னெடுக்க வேண்டிய தருணமிது. தற்போதைய நிலையில் எமது போராட்டம் பன்னாட்டுச் சமூகத்தின் அதிகரித்த கவனத்தைப் பெற்றுள்ளது. சில பன்னாட்டு ஊடகங்களினதும் தன்னார்வத் தொண்டர்களினதும் செயற்பாடுகள் பெரியளவில் தாக்கத்தை ஏற்படுத்தியுள்ளன. இதைவிட எமது மக்களின் தொடர்ச்சியான செயற்பாடுகள் தொடர்ந்தும் எமக்குச் சாதகமான மாற்றத்தை உலகில் ஏற்படுத்தி வருகின்றது.

எமது மக்கள் அமைப்புக்களாகவும் தனிப்பட்டவர்களாகவும் பன்னாட்டுச் சமூகத்தினர் மத்தியில் பரப்புரைகளை மேற்கொண்டு வருகின்றனர். கடந்த மூன்று ஆண்டுகளில் இச்செயற்பாடுகள் பன்னாட்டுச் சமூகத்தில் கணிசமானளவில் எமக்குச் சாதகமாக தாக்கத்தை ஏற்படுத்தியிருக்கின்ற போதுங்கூட சில குழப்பங்களையும் பன்னாட்டுச் சமூகத்துக்கு ஏற்படுத்தியுள்ளது. அமைப்புக்களும் தனிப்பட்டவர்களும் எமது மக்களுக்கான நிரந்தரத் தீர்வு தொடர்பில் பன்னாட்டுச் சமூகத்துக்கு விடுக்கும் வேண்டுகோள் முரண்பட்டவைகளாக அமைவதும், ஒன்றையொன்று விமர்சிப்பதுமாக இருப்பதும் எமக்குப் பாதகமான விளைவுகளையே தந்துள்ளது. இந்த முரண்பட்ட தீர்வு வேண்டுகைகள் தொடர்பில் பல பன்னாட்டுச் சக்திகள் தமது கரிசனையை வெளியிட்டுமுள்ளன.

அன்பான மக்களே!

எமது இனத்தின் விடிவுக்காக எமக்கிடையிலான பிணக்குகளை மறந்து ஒன்றாகச் செயற்பட வேண்டிய தருணமிது. எமது பிரச்சனைகளையும் அரசியல் வேட்கையையும் செவிமடுத்துக் கேட்கும் பன்னாட்டுச் சமூகத்துக்கு நாமே பல்வேறு செய்திகளையும் முரண்பட்ட தீர்வுகளையும் வழங்கிக் கொண்டிருக்கும் நிலை எமக்குப் பாதகமாகவே அமையும். உலகத்தின் கவனம் இன்று எமது மக்கள்மீது திரும்பியிருக்கும் நிலையில் எமக்கான தீர்வாக நாமனைவரும் ஒரேவிடயத்தை அனைத்துலகச் சமூகத்துக்குச் சொல்ல வேண்டும். இதுவே ஆரோக்கியமான வழிமுறையாக அமையும்.

பல்லாண்டுகளாக சிங்கள – பெளத்த பேரினவாதத்தால் நசுக்கப்பட்டு இனவழிப்பை எதிர்கொண்டிருக்கும் எமது இனம், கடந்த காலங்களில் அனைத்து வழிமுறைகளிலும் முயன்றும் சிங்கள ஆட்சியாளரிடமிருந்து குறைந்தபட்ச உரிமைகளைக்கூட பெறமுடியாமல் ஏமாற்றப்பட்ட வரலாற்றைக்கொண்ட எமது இனம், வேறு வழியின்றி ஆயுதப்போராட்டத்தைக் கையிலெடுத்து அதன்வழியே தனக்கான பாதுகாப்பையும் தனியரசுக் கட்டமைப்பையும் குறிப்பிட்ட காலம் பேணிய எமது இனம், சிறிலங்கா அரசில் எப்போதோ நம்பிக்கை விட்டுப்போய் பன்னாட்டுச் சமூகத்தை நடுநிலையாக வைத்து அரசியல்தீர்வை எட்ட நினைத்து அதிலும் ஏமாற்றப்பட்ட எமது இனம், மானுடவரலாற்றில் மிகக்கொடுமையான இனவழிப்பை எதிர்கொண்டுள்ள எமது இனம் தனக்கான நிரந்தரமான அரசியல்தீர்வாக முன்வைக்க வேண்டியது சிறிலங்கா என்ற அரசகட்டமைப்புக்குள் அல்லாமல் சுயாதீனமாகத் தம்மைத்தாமே ஆளும் உரிமையுடன்கூடிய அரசியல்தீர்வையேதான்.

இதற்காகத்தான் பல்லாயிரக்கணக்கான எமது மாவீரர்கள் தமது உயிரைத் தியாகம் செய்தார்கள். இந்த இலட்சியத்துக்காகத்தான் இலட்சக்கணக்கான எமது மக்கள் எமது போராட்டத்தில் தோளோடு தோள் நின்றார்கள்.

எனவே தனிப்பட்டவர்களும் அமைப்புக்களும் எமது மக்களுக்கான அரசியல்தீர்வாக பன்னாட்டுச்சமூகத்துக்கு முன்மொழிவது எமது மக்களுக்கான தன்னாட்சியுரிமையுடன்கூடிய நிர்வாகக் கட்டமைப்பாகவே இருக்க வேண்டும். அதைநோக்கியே எமது வேண்டுகைகளும் வேலைத்திட்டங்களும் அமைய வேண்டும். அனைவரும் ஒன்றிணைந்த குரலாக எமது அரசியல் வேட்கையை வெளிப்படுத்த வேண்டும் என்பதே எமது அவாவாகும்.

அதேவேளை எமது போராட்டத்தின் ஆணிவேராகவிருக்கும் தாயகத் தமிழர்களின் தற்போதைய இன்னலைத் துடைத்து அவர்களின் வாழ்வாதாரத்தை மேம்படுத்தும் வேலைத்திட்டங்களை முன்னெடுக்கும் அனைவரையும் நினைவிற்கொள்வதோடு எமது புலம்பெயர்ந்த மக்கள் தொடர்ந்தும் இப்பணியை முன்னெடுக்க வேண்டும் என வேண்டி நிற்கின்றோம்.

இறுதி யுத்தமென்று கூறிக்கொண்டு எமது மக்கள்மேல் பகைவர் தொடுத்த கொடிய போரில் கொல்லப்பட்ட மக்களை நினைவுகொள்ளும் இவ்வேளையில், அவர்களின் குடும்பங்கள், உறவினர்கள், நண்பர்களின் துயரத்தில் நாமும் பங்குகொள்கின்றோம்.

பல்லாயிரக்கணக்கான மாவீரர்களதும் மக்களதும் தியாகத்தால் கட்டியெழுப்பப்பட்ட எமது போராட்டத்தைத் தொடர்ந்தும் வலுவாக முன்னெடுத்து எமது இறுதி இலட்சியத்தை அடையும்வரை தொடர்ந்து போராடுவோமென இந்நாளில் உறுதியெடுத்துக் கொள்வோமாக.

Dear Tamil People,
The Mullivaaikkaal catastrophe of 18 May 2009 was the epitome of genocidal activities periodically undertaken by the enemies on the Tamil Nation in the island of Ceylon. This day is commemorated by us as Tamil Genocide Remembrance Day.
In the context of the government’s increasing violations of the ceasefire agreement entered into between the Liberation Tigers of Tamil Eelam spearheading the Liberation struggle of Eelam Tamils and the Sri Lankan government and the procrastination displayed by the government in not attempting to reach any political solution, the international community kept silent. Using this silence the Singhalese rulers waged a cruel war against the Tamil people.
The war that began in South Tamil Eelam spread all over the traditional lands of Tamils. Tamil lands were secured in the offensive encirclements of the Sri Lankan forces. Our people were displaced in their thousands seeking shelter. With no place to live the people were compelled to live under trees or beside roads with no food and without medical assistance. With no consideration for these human tragedies the Singhalese security forces deliberately carried out massacres by resorting to continuous air raids, shellfire, multi barrel rocket attacks and used cluster bombs and incendiary bombs in violation of the laws of war.
The international community failed to act appropriately to prevent the cruel war started by the Singhalese government that unilaterally walked away from the prevailing peace achieved in 2002 with international facilitation. Instead, some states lent support for the genocidal war against the Tamils. The Tamil diaspora and Tamils in Tamil Nadu gathered in their thousands to demand justice. However, the world looked askance, was a silent witness to the acts of genocide and failed to ensure justice.
The Singhalese government mounted a barbaric war of immense proportions on Tamils and ensured that its cruelty was hidden from the eyes of the world by denying access to the independent media and independent organisations including non- governmental organisations. Ultimately the Singhalese chauvinist government rested only after the Mullivaaikkaal massacre, an atrocity not witnessed in modern times.
At a time nearing three years since the ending of the cruel war of the Singhalese chauvinist government in the Motherland, the international community has commenced bringing some pressure to bear on Sri Lanka. International media and human rights groups have made public that the Sri Lankan government did carry out, with the assistance of world states, a fierce onslaught on the Tamils and a that the United Nations failed to prevent the deaths of Tamils.
In the meanwhile a resolution had been passed against the Sri Lankan government at the 19thsessions of the UN Human Rights Council. Our Tamil race that is facing a diabolic genocide is somewhat consoled by this action of the international community to exert pressure on the Sri Lankan government. However, it has to be pointed out with regret that this resolution not only does not include the freedom and rights that form the aspirations of the Tamils but also that it includes some features that are inimical to Tamils.
This resolution that places emphasis on the report of the farcical inquiry by those who committed this genocide and which seeks to deliver justice to Tamils through the implementation of this report will not secure a solution for our people. The international community must be mindful of the fact that representatives of the Tamils both in country and abroad have already rejected the report of this commission.
It need to be stated that recommendation in the resolution concerning an internal mechanism within the Sri Lankan government structure as a means for delivering a political solution to the Tamils fails to recognise the fact of the Mullivaaikkaal catastrophe or the acts of genocide perpetrated over the years and which continue to be perpetrated. It also needs to be stated that the international community has failed to learn the lessons of history.
Following the 1983 pogrom in southern Ceylon a resolution was passed relating to Sri Lanka after discussion, in the next year at a sitting on Human Rights Affairs in the UN. That too centred on an internal mechanism of Sri Lanka with little consideration for the permanent security of Tamils or a political solution. From then on up to now the internal mechanism of Sri Lanka has only assisted Singhalese chauvinism in a great way to kill lakhs of Tamils, to encroach on traditional lands of Tamils and to expel thousands of Tamils from the country.
Moreover, all the talks periodically held between the Tamils and Sri Lanka representatives and agreements entered in to were repudiated by Singhalese chauvinism revealing the simple fact that the Tamils were cheated. It is in the realisation of the historical fact that direct talks with the Sri Lankan government was not feasible that the international community came forward in 2002 as facilitators in the talks between us and Sri Lanka. Even that ceasefire agreement entered in to with international facilitation was unilaterally abrogated by Sri Lanka.
The discarding of Post Tsunami Operational Management Structure (P-TOMS) is a good example as to how Singhalese rulers conveniently used their powers to discard an internal mechanism devised with an international input.
The international community is again goading the Tamils towards a solution based on another internal mechanism of Sri Lanka. The attempt to foist an internal mechanism of Sri Lanka on the Tamil people, despite being aware of the suffering the Tamils endured and the manner in which they were deceived in the past by the Sri Lankan government and further having had the bitter experience of themselves being deceived by the Sri Lankan government, is only causing grief among our people.
Activities of the troops have not decreased in Tamil lands despite it is three years since the announcement that war had ended. Land grabs and Singhalese colonisation continue unabated. The daily routine of the people is curbed by the forces. Civil administrative structures are run by the forces in many areas. Our people feel that the international community has left them in the lurch today just as in the past when during the war they looked up to them as their only saviours.
In this situation the international community needs to strive for a swift, permanent and just solution for the Tamils. But recommending half baked mechanisms and entrusting the security of the Tamils and finding a solution for Tamils to the Sri Lankan government itself which is committing systematic acts of genocide will only help it buy time and protect itself.
At the same time we are pained to note that the political representatives of our people in the motherland had avoided attending the Human Rights Sessions that have concluded. Their attendance after arriving from the motherland and statements about the ground situation from them would have had a great impact at a forum where there are not only representatives of states who have their own political agenda but also several players who could act impartially with regard to our political problems. We believe that it was an opportunity to easily dispel the false propaganda of the Sri Lankan government and would have helped create favourable developments in the future.
Dear Tamil speaking people!
Countless acts of sacrifice and dedication were made in our long struggle. We have also lost our lands and thousands of lives as a result of the war crimes committed by enemy’s forces. While the world looked on our people died in their thousands from starvation, lack of shelter and medical facilities. In the backdrop of this amount of catastrophes and sacrifices, we should not feel jaded.  We should not rest until we achieve justice and freedom for us. It is the time now for us to be united in our journey for freedom.
We should take our struggle forward with timely decisions taking note of the changes in global politics. At the moment our struggle has drawn the increased attention of the international community. The activities of some international media and volunteer organisations have caused a great impact. In addition, the continuing activities of our people are creating a favourable change in the world.
Our people, as organisations and individuals are propagating among the international community. Even though this has caused an impact in our favour during the last three years, it has also caused some confusion among them. The pleas to the international community made as individuals or organisations in connection with a permanent solution for our people being contradictory or critical of each other had been detrimental to us. International powers have expressed their concerns about contradicting pleas for a solution.
Dear People!
In the interest of freedom for our people, the need of the hour is for us to act in unison forgetting the differences among us. Offering contradictory solutions and news to the receptive international community will only harm us. In the present situation where the attention of the world is turned on our people we should all take one solution as our message to the international community. This is the right path.
Our people were suppressed by Singhalese- Buddhist chauvinism over the years had have withstood genocide. Our people are with a history of being deceived by the Singhalese rulers failing to secure even the minimum rights from them. With no other alternative, our people took up the armed struggle and for a period achieving their own security and maintained a de facto state. Our people had long lost hope in the Sri Lankan government and sought to obtain a political solution with international facilitation. They were deceived in this effort too. Our people have witnessed the worst genocide in the annals of human society. The permanent political solution sought by our people is the unfettered right to rule themselves outside the realms of the Sri Lankan state structure.
It is for this that thousands of our fighters sacrificed their dear lives. It is for this goal that lakhs of our people joined in our struggle.
Therefore, the plea from individuals and organisations to the international community should be a political solution based on an administrative structure that ensures self rule. Our pleas and planning should focus on this. Our wish is that all should be united in voicing our political will.
At the same time, while recognising the efforts of all who have undertaken projects for affording relief to the Tamils in the Motherland who form the tap root of our struggle we urge the Diasporas to continue with this task.
Whereas at this time we remember our people killed in the ferocious war waged by the enemy in his so-called final battle, we also share the grief of their families, relatives and friends.
Let us on this day take the pledge that we will energetically take forward our struggle that rests on the sacrifices of thousands of Martyrs and ordinary Tamils until our goal is achieved.

Indian Freight Forwarding industry: Multi-national's entry-- a task or challenge?

Indian Custom House Agents (CHAs), who works as a bridge between Customs on one side and clients – the EXIM trade on the other side, are facing an uphill task of remaining in the service race after the entry of multi nationals into the Indian freight forwarding industry.
Though a section in the trade see it as a task, the Chennai Custom House Agents' Association – (CCHAA), one of the oldest such associations in the country, sees it as a clear challenge and an opportunity to steer toward success.
In an exclusive interview to Sagar Sandesh, A V Vijayakumar, president of CCHAA and vice president of the Federation of Freight Forwarders' Associations in India (FFFAI), the national apex body of Customs House Agents' associations established at various custom ports and airports in India, spoke about the challenges and future of the CHAs.

Excerpts of the interview…
Q. Tell us about the CCHAA?
A V Vijayakumar: The Chennai Customs Clearing & Shipping Agents Association was formed in the year 1958 for the singular and noteworthy purpose of bringing together all Custom House Agents and to make them well organized in seeking support from all trade bodies to promote their interest for the common good of the community.
Everyone engaged in Customs Clearing & Forwarding business, had endorsed and welcomed the need to have an association.
The determination to unite and promote brotherhood among the professional colleagues and to carryout purposeful activities with wholehearted co-ordination and support of all resulted in the dawn of the Chennai Custom House Agents' Association – CCHAA.
 
Q. What is the role of Custom House Agent in the trade?
A V Vijayakumar: A Custom House Agent (CHA) is a bridge between Customs on one side and clients – the EXIM trade on the other side.
Till the year, 1984, CHA in India were accepted by each of the Commissionerate of Customs depending on the requirements but without any specific government guidelines or regulations.
In the year, 1984, the Custom House Licencing Regulation (CHALR), 1984 was formulated by the Govt. of India, Ministry of Finance, Department of Revenue and thus a legal entity for appointing and working of CHA was formed.
From the year, 1984 onwards (this Regulation was subsequently amended after two decades in the year, 2004) all CHAs have to comply certain specific requirements spelt out in the Regulation.
Q. Are CHAs are mere bridge or experts in their field?
AVV:  Globally, CHAs ( known as Customs Brokers in certain countries) are professionals who cater to EXIM cargo with expertise not only Customs formalities in each of the region but they are also experts in maritime laws and practices, packing procedures, vessel operations, cargo handling and all other exim cargo related activities.
In fact the expertise extends to Packing, Storage, Stowage, routing including providing shortest transit time between origins to destination ports with cost effectiveness.
Conventionally this expertise of the CHA was largely used by the exim trade more so for the unlimited knowledge of Rules, Regulations and Procedures of the regions for cross border trade.
CHAs become very handy for their knowledge of import and export rules of Customs.
 
Q. What is the status of CHAs after India opened its sectors after globalization?
AVV: In India after the mid 80’s, economic frontiers were opened with the liberalized policy of the government by opening the gates for free trading.
 
As a result of this, the regulation and restrictions for import or export were drastically reduced and coupled with the need for following the global order of reduced import duties.
 
Q. Is CHAs need to improve constantly?
AVV: Expertise on policy and tariff related matters alone could not be the hallmark for the CHAs.  Hence, there was a need to expand to other activities including Freight Forwarding, Transportation, Cargo Handling/Storage and a host of other cargo related activities as there was an expectation from the EXIM trade that CHA should offer value added services.
 
Q. What are the challenges Indian CHAs facing now?
AVV: After the India’s economic liberalized policy, like in all other professions, multi nationals entered the Indian freight forwarding industry, which later became a challenge to the whole Indian CHA activity.
With the entry of multi-nationals in Freight Forwarders, the dynamics of the functioning of CHA was forced to change.
 Q. What were those changes?
AVV: From establishing themselves as a Customs and cargo expert to file and process documents with Customs and provide valuable knowledge on the regulatory practice and tariff related activities, CHA had to become a Logistic Service Providers for survival.
It is in this background, the challenges are faced by the CHAs to face a testing time.
 
Q. How could Indian CHAs survive the changed scenario?
AVV: For the survival, the CHAs should necessarily expand from a knowledge-based support provider to an infrastructurally-able value added service partner of EXIM trade.
Customs, in the meanwhile, introduced an Electronic Data Interchange (EDI) System which is a platform for electronically transferring data from the importer /CHA to the Customs authorities.
From the normal paper-based process, it has become online facility and hence for survival, CHA should necessarily have both infrastructure, financial and manpower resources to meet the new system of data transfer.
While multi nationals of large freight forwarders, who are also CHAs, have the resources to generate/create their own infrastructure and software to facilitate the change, Indian CHA need to meet the challenges with their limitations.
Q Are the Indian CHAs took that challenge?
AVV: Despite the fact that resources are available in plenty, an Indian CHA is still scores over and performs better as they do not work within the contours of 9 to 5 working style.
Q. What are the other challenges Indian CHAs facing?
AVV: There is also a big challenge in providing infrastructural support for allied activities for EXIM cargo which includes transportation, storage, freight forwarding and other services.
The world has already moved towards third party logistics. In order to meet such demands the Indian CHA continues to provide such facilities even by outsourcing some of the activities like Storage, Warehousing, Transport, etc.
Many CHAs have also started creating their own transport facilities and some have storage and warehousing capabilities.
 
Q. What are the constraints CHAs facing while delivering their duties?
AVV: Enhancement of capacity at ports and terminals is not aligned with the growing trade volumes. Ports and airports across the country are constrained in their expansion due to various factors.
However, the Indian trade has doubled in their growth in the past few years while the ports and airports have become slow, sluggish and are burdened with various factors including long period for implementation of project.
The road connectivity to the ports and airports have become bottlenecks and there appears to be lack of concerted effort to create infrastructure facilities including connectivity with the Ports and Airports for the future.
 
Q. Does the CHA meets the last-mile-connectivity challenge?
AVV: This is another challenge faced by the CHA on a day- to-day basis as the last mile connectivity is deemed to be the responsibility of the CHAs. 
Thos is illustrated best by ports like Nava Sheva and Chennai, who are the first and second largest Container Terminal Handling Ports of the country.
Unless the infrastructure improved to meet the growing demands of EXIM trade, the challenges will continue and the pressure on CHAs will continue like a relay race, where the expectation and stress is always on the runner in the last leg.
 
“We have survived many challenges (in the past) and will continue to move forward despite the hurdles. Our profession is recognized at times of crisis and forgotten thereafter but to put it in a nutshell immortalized words of Alfred Lord Tennyson is borrowed - Men may come and men may go but I go on forever …” concluded A V Vijayakumar.

Hapless sailor ekes out life in police station

Whether you believe in destiny or not, a 30-year-old Aung Soe, a well-built youth born in Burma, grown up in Thailand and now lives at Kochi Police Harbour Station for the past 17 months, believes in it.
Though he was rescued by Indian Navy during an anti-piracy operation, now Aung Soe leads a prisoner’s life without committing any crime at Kochi Police Harbour Station for the past 17 months.
With both Burma and Thailand showing reluctance to take back Aung Soe into their territories citing identity problem, India-based Sailors' helpline has taken up his cause and produced a documentary on his travails to make to world listen to his appeal for freedom.
The 15-minute documentary titled ‘Man without a Nation', portraying the travails of Aung Soe, who has been living in the Kochi Police Harbour Station for the last 17 months without valid papers, was released on May 5 in Chennai.
Purnendu Misra, Principal Officer, Mercantile Marine Department (MMD) released the documentary and Capt K Vivekanand, president, Merchant Navy Officers Association, Chennai, received the first copy.
The documentary was produced jointly by Sailors' helpline co-ordinator V. Manoj Joy and International Transport Workers Federation Inspector K. Sreekumar. The documentary, which was produced primarily to lend a voice to Aung soe in international foras, was directed by Prasanth Kanathur.
When Aung Soe left on a deep sea fishing vessel FV Prantalay 12 for a tuna catch along with two-dozen colleagues off African nation Djibouti, tucked between dreaded nations like Eritrea and Somalia, he never would have imagined he would be spending his days in Indian Territory someday.
Speaking to Sagar Sandesh,  Manoj Joy said,  “In the backdrop of forced prisoner life for Aung Soe at Kochi Harbour Police Station, we want some solution to emerge, so that he can return to his native country soon.”
To make his voice heard globally, we produced the documentary and we are hoping that something will happen soon, Joy added.
Besides, the documentary was not alone for Aung Soe, as several such sailors are being kept in captivity across the globe and no one there to take up their cause, he further said.
 The refugee commissioner for the UN, the International Labour Organisation, the International Maritime Organisation and other international organisations and migrant workers forums should seriously devise policies to end this untold human misery of sailors, Joy appealed.
To make serious effort s to bring freedom to Aung Soe, the producers has planned to send it to different people across the world including the Burmese peace icon Aung San Suu Kyi and Thailand King, which could  lead to a fruitful result.
Speaking to Sagar Sandesh, International Transport Workers Federation Inspector K. Sreekumar, said, “Both the Thailand as well as Burmese authorities are not willing to take him back due to want of identity. We have established a contact with Thailand-based human rights NGO and they are now verifying the facts.”
Soe should be lucky to be in India as the Kerala Police is taking very good care of him and treating him like their younger brother, he added.
It all started when the fishing vessel Prantalay 12, in which Aung Soe was travelling to Dijbouti, was captured by Somali pirates in April 2010 along with 76 other fishermen. For several months, Prantalay 12 was used as a mother ship to capture other vessels passing through the Indian waters.
When the Indian Navy Ship Krishna was patrolling Indian waters after inputs of pirates’ movement, Soe jumped into the sea from Prantalay 12 to get himself out of pirates’ hands.
The naval patrolling vessel chased his fishing boat, as the fishing vessel was acting as pirate’s mother vessel and could be sunk if any untoward incident happens near the area.
The Indian Navy then rescued  Aung Soe from mid-sea and handed him over to the Kochi Harbour police as they were unable to establish his nationality/identity.
Since then, Aung Soe lives in Kochi Harbour Police station and looked after by the police personnel.
Mr. Soe does not talk much and hasn't learnt Malayalam. His only wish is to get back to Thailand to see his friends who might lend him a helping hand to start life afresh.

Will Sinha's port visit settle the dust raised by coal, iron ore?

There is a sense of renewed optimism among the thousands of employees of Chennai Port, as the Shipping Secretary P K Sinha made his maiden visit to the South India’s oldest port on May 4 to see its condition, especially its dwindling revenue sources.
The port’s steady revenue source due to handling of coal and iron ore has nosedived during the past seven months after the Madras High Court banned it, citing pollution problems.
In the backdrop, Sinha’s visit to the port gains more significance, as he is one of the members of the Empowered Committee of Secretaries constituted by the Supreme Court to look into the issue of handling dusty cargo by Chennai Port.
Speaking to reporters after a day-long visit to Chennai Port including its two privatized container terminals, Sinha said, “We have been given time till July 15 to submit our findings to the Supreme Court on handling coal and iron ore at Chennai Port/Ennore Port.”
This is our first meeting and we will have series of meetings over the next few weeks, which includes with general public also, Sinha told reporters.
Just not sticking to his official assignment of visiting the port as SC-appointed committee, Sinha made his intentions clear by visiting all important places inside the port, its two container terminals and port’s healthcare facilities for its employees.
Going a step ahead, the Shipping Secretary also extensively inspected the iron ore terminal and the coal stackyard inside the port premises and enquired about the pollution control measures followed by the port management.
After the spot visits, Sinha held an extensive discussion with the leaders of the seven recognized trade unions in the port. Speaking to Sagar Sandesh, R Santhanam, general secretary of the Port and Dock Labour Union, an affiliate of Bharatiya Mazdoor Sangh (BMS), said, “The Shipping Secretary gave a patient hearing to our representations and asked the port trust chairman to consider the requests of a few unions for better working atmosphere.”
“Though the official visited Chennai as part of the Supreme Court-appointed committee, his long-day visit coupled with meetings with union leaders and other stake holders has clearly proved that he is a good administrator,” Santhanam added.
Besides these meetings, Sinha also visited the port gates, the main route for thousands of heavy vehicles to drop and pick-up cargo from port, to assess the movement of vehicles and availability of infrastructure for cargo evacuation.
Understanding the bottlenecks for container-laden trailers’ movement during his brief visit at the Zero Gate, the Shipping Secretary directed the Chennai Port authority to follow up the executing agencies and facilitate them for completion of the road connectivity projects within the stipulated timeframe.
 
JOINT REVIEW:
Later, the Secretary reviewed the performance and developmental works at Chennai Port and Ennore Port in a joint meeting with the chairmen and senior officers of both ports. Making his observation clear for the sustained growth of the ports, Sinha called for mechanisation of the berths to improve efficiency and provide better service to the exim trade at competitive rates.
He also reviewed the performance of the Port Trust-run hospital and directed those in charge to improve the quality of service by partnering with reputed private medical institutions.
 

CLEAR MANDATE: 
According to Mr Sinha, Empowered Committee of Secretaries constituted by the Supreme Court to look into the issue of handling dusty cargo by Chennai Port came with a clear mandate.
The Supreme Court, after hearing a special leave petition (SLP) filed by Chennai Port and its users on the Madras High Court order on dusty cargo, had in April constituted a committee comprising Secretary (Shipping), Secretary MoE&F, Chief Secretary, Government of Tamil Nadu; Principal Secretary, DoE&F, Government of Tamil Nadu and nominees of Central Pollution Control Board, Tamil Nadu Pollution Control Board, NEERI and IIT Madras.
Their mandate was to assess the impact/extent of pollution due to handling of dusty coal and iron ore at Chennai Port, suggest measures to be adopted at the Port to control the pollution caused by the dusty cargo in question with reference to the techno-economic viability and assess the standard of facilities available at Ennore Port to handle dusty cargo.
The Committee held its first meeting on May 4 at the Tamil Nadu Secretariat. Apart from Sinha, who is heading the panel, the meeting was attended by Union Forest and Environment Secretary T. Chatterjee, Chief Secretary Debendranath Sarangi, representatives of the Central Pollution Control Board, the Tamil Nadu Pollution Control Board, the National Environmental Engineering Research Institute (NEERI) and IIT-Madras.

தவறவிடும் "ஆஃப் லைன்' வாழ்க்கை

தாராளமயமாக்கலின் விளைவாக வளரும் நாடுகளின் இளைஞர்களில் பெரும்பாலானோர், பணக்கார நாடுகளின் தொலைபேசி ஆபரேட்டர்களாக மாறிக் கொண்டிருக்கின்றனர். மூலை முடுக்கெல்லாம் ஸ்மார்ட்போன்கள் நுழைந்துவிட்டன. "ஆல்வேஸ் ஆன்' என்று சொல்லப்படும் மந்திரத்தின்படி உலகத்துடன் எப்போதும் தொடர்பு கொண்டிருக்கும் வசதி எல்லோருக்கும் கிடைத்திருக்கிறது. எழுதப்படிக்கவே தெரியாதவர்களுக்குக்கூட செல்போனில் குறுஞ்செய்திகளைப் படிக்க முடிகிறது. இவையெல்லாவற்றையும்தான் நாம் தகவல் தொழில்நுட்பப் புரட்சி என்று கூறுகிறோம்.
ஆனால், இந்தப் புரட்சி மனிதனை இன்னும் ஆக்கப்பூர்வமாக மாற்றியிருக்கிறதா என்றால், இல்லவே இல்லை என்கிறார்கள் நிபுணர்கள். இந்தக் காலத்து இளைஞர்கள் புகைபிடிப்பதையும், மது அருந்துவதையும் வேண்டுமானால் விட்டுவிடுவார்கள். ஆனால், பேஸ்புக்கையும் டுவிட்டரையும் விட்டு விட மாட்டார்கள் என்று சொல்கிறது ஓர் ஆய்வு. "கணவன் - மனைவி உறவு, குழந்தைகள், தூக்கம் போன்றவைகூட சமூக வலைத் தளங்களுக்குப் பிறகுதான்' என்ற நிலைமையை நோக்கி இளைஞர்கள் சென்று கொண்டிருக்கிறார்களாம்.


இப்போது நாம் கையில் வைத்திருக்கும் செல்போன்கள் வெறும் பேசுவதற்கு மட்டுமே பயன்படக் கூடியவையல்ல. அவை ஸ்மார்ட்போன்களாகிவிட்டன. ஒரு "கிளிக்' அல்லது ஒரு "டேப்' தொலைவில்தான் ஜிமெயிலும், பேஸ்புக்கும் கைக்குள் அடக்கமாக இருக்கின்றன. உலகத்தில் என்ன நடந்தாலும், அடுத்தநொடியில் தகவல்கள் அனைத்தும் நம் ஸ்மார்ட் போன்கள் வழியாகத் திணிக்கப்படுகின்றன.
உலகத்தில் பெரும்பாலானோர் ஸ்மார்ட்போன்களுக்கும், சமூக வலைத்தளங்களுக்கும் அடிமையாகிவிட்டனர் என்று கூறுவது பழங்கதை. அவற்றின்மீது அன்பு செலுத்தத் தொடங்கிவிட்டார்கள் என்பதுதான் புதிய பரிணாம வளர்ச்சி. பேஸ்புக்கின் சுவர்களை ஏதோ உண்மையான சொத்தைப் போலக் கருதி, "இது என்னுடைய சுவர், அது அவனுடைய சுவர்' என உரிமை கொண்டாடுவதைக் கேட்க முடிகிறது. 
மார்க் ஸýக்கர்பெர்க் நினைத்தால் எல்லாச் சுவர்களையும் ஒரே நாளில் தரைமட்டமாக்கிவிட முடியும் என்பதைக்கூட இந்த "அன்பர்கள்' புரிந்து கொள்வதில்லை.
"12 பி பஸ்ஸýக்காக மந்தைவெளியில் காத்திருக்கிறேன்' என்பதில் தொடங்கி, "காலை உணவுக்கு பழைய சோறு சாப்பிடுகிறேன்' என்பதுவரைக்கும் உடனுக்குடன் டுவிட்டரிலும் பேஸ்புக்கிலும் சொல்லிவிட கைகள் பரபரக்கும்.
"எங்கள்வீட்டு மாட்டின் கறந்தபால் வெள்ளையாக இருக்கிறது' என்று யாராவது எழுதினால்கூட அதற்கு ஓடோடிச் சென்று "லைக்' போட்டாக வேண்டும். "வாவ் சூப்பர்' என்று கருத்துச் சொல்லியாக வேண்டும். நமது கருத்துக்கு யார் எதிர்க்கருத்து இடுகிறார்கள், நாம் யாருக்கு என்ன கருத்து எழுத வேண்டும் என மனதைக் குறுகுறுக்கச் செய்யும் பல உடனடிக் கடமைகள் இருக்கின்றன. இதற்காகவே பேஸ்புக்கையும், டுவிட்டரையும் எப்போதும் திறந்து வைத்திருக்க வேண்டிய அவசியம் இவர்களுக்கு. இதுதான் வலைத்தள அடிமைத்தனத்தின் அறிகுறி.
இன்னும் சிலருக்கு மின்னஞ்சல் வந்திருக்கிறதா என்று எப்போதும் பார்த்துக் கொண்டே இருக்காவிட்டால், பிற வேலைகளைக் கவனிக்க முடியாது. உருப்படியாக எந்த மின்னஞ்சலும் வராது என்று தெரிந்தாலும்கூட ஒரு வெற்று எதிர்பார்ப்பில் மின்னஞ்சல் பெட்டியைத் திறந்து வைத்திருப்பது இவர்களது பழக்கமாக மாறியிருக்கும்.
இந்தப் பழக்கங்கள் மிக மோசமானவை என்றோ, பிறருக்குத் தீங்கிழைப்பவை என்றோ கூறவரவில்லை. சம்பந்தப்பட்டவரின் செயல்பாட்டுத் திறனுக்கே பிரச்னையாக இருக்கிறது என்பதுதான் இப்போது நிபுணர்கள் விடுக்கும் எச்சரிக்கை. வலைத்தளங்களும் அரட்டைப்பெட்டிகளும் இணையத்தில் உலவும் நேரத்தில் பெரும்பகுதியைத் தின்றுவிடுகின்றன. அதனால், என்ன நோக்கத்துக்காக இணையத்தில் நுழைந்தோமோ அதிலிருந்து விலகி சிந்தனையும் செயலும் திரிந்துவிடுகின்றன. இதுதான் முதலாவது பிரச்னை.
ஸ்மார்ட் போனையும் லேப்டாப்பையும் படுக்கைவரை கொண்டு செல்வது, சாப்பிடும் நேரம்தான் ஓய்வு நேரம் எனக் கருதி அந்த நேரத்தில் தொலைபேசி அழைப்புகளைச் செய்வது என நம்மை அறியாமலேயே பல கெடுதலான பழக்கங்களுக்கு ஆளாகியிருக்கிறோம்.
இதற்கு என்னதான் தீர்வு? தொழில்நுட்ப வளர்ச்சியையோ, தாராளமயமாக்கலின் பிற விளைவுகளையோ தடுக்க முடியுமா என்று கேட்டால், நிச்சயமாக முடியாது என்பதுதான் பதில். ஆனால் மோசமான விளைவுகளில் இருந்து நம்மைத் தற்காத்துக் கொள்ள முடியும். ஸ்மார்ட்போன்கள், லேப்டாப், கணினி உள்ளிட்ட அனைத்துமே வெறும் ஜடப் பொருள்கள்தான். பேஸ்புக், டுவிட்டர், அரட்டைப் பெட்டிகள் போன்றவையும் மனிதனால் உருவாக்கப்பட்டவைதான்.
நம்முடைய அடிமை வழக்கம்தான் திருத்தப்பட வேண்டிய அம்சமே தவிர, தொழில்நுட்ப வளர்ச்சியைக் குறைசொல்லி எந்தப் பயனும் இல்லை. செல்போன், பேஸ்புக், டுவிட்டருடன்தான் நாம் வாழ்ந்தாக வேண்டியிருக்கிறது.
ஆன்லைனில் இருப்பதையே ஒட்டுமொத்தமாக கைவிட்டுவிட முடியாது. ஆனால், அதை நம் கட்டுப்பாட்டில் வைத்திருக்க வேண்டும். நேரமும், சக்தியும் விரயமாவதைத் தடுக்க வேண்டும். இல்லையென்றால், குடும்பம், நண்பர்கள், சமூகம் என ஆஃப் லைனில் இருக்கும் உன்னதமான வாழ்க்கையை இழக்க நேரிடும்.

நாடாளுமன்றத் தெரிவுக்குழு! தமிழரின் அரசியல் அபிலாஷைகளுக்கான சவப்பெட்டியா? -வி.தேவராஜ்


தமிழ்த் தேசியக் கூட்டமைப்பை இன்னொரு பேச்சுவார்த்தைப் பொறிக்குள் இழுத்துவிட அரசாங்கத் தரப்பு முனைப்புக்காட்டி வருகிறது. ஏற்கனவே பேச்சுவார்த்தை என்ற போர்வையில் தமிழ்த் தேசியக் கூட்டமைப்பை அழைத்து ஒரு வருடத்தை விரயமாக்கி அரசாங்கத் தரப்பு கைகழுவி விட்டது. தற்போது நாடாளுமன்றத் தெவுக்குழு என்ற பொறிக்குள்'' கூட்டமைப்பை இழுத்துவிட திட்டங்கள் வகுக்கப்பட்டுவிட்டன.

இது உண்மையில் பெரிய பொறி என்பதில் எவ்வித கருத்து வேறுபாடுகளுக்கும் இடமில்லை. இந்தப் பொறியில் கூட்டமைப்பு சிக்குவதன் மூலம் தமிழ் சமூகத்தின் ஒட்டுமொத்த அரசியல் அபிலாஷைகளுக்கும் அரசாங்கத் தரப்பு பெரும்பான்மையின ஜனநாயகத்தின் மூலம் சவப்பெட்டிக்கான இறுதி ஆணியை அடிப்பதாகவே அமையும்.

பெரும்பான்மையின் ஜனநாயகம் தமிழ் மக்களின் தலைவிதியை தனது இஷ்டம்போல் தீர்மானித்ததை கடந்த கால வரலாற்றில் நிறையவே பார்க்கலாம். 1948 ஆம் ஆண்டு சுமார் 10 இலட்சம் இலங்கை இந்திய வம்சாவளி மக்களின் தலைவிதியையே மாற்றியமைத்து அம் மக்களை அரசியல் அனாதைகளாக்கியது இந்த பெரும்பான்மையின ஜனநாயகமே.

அது மாத்திரமல்ல இந்த பெரும்பான்மையின ஜனநாயகம் எப்பொழுதும் தனக்கு சார்பான விடயங்களை நிறைவேற்றிக் கொள்வதில் தொடர்ந்தும் எதேச்சதிகார போக்கினையே கடைப்பிடித்து வந்துள்ளது என்பதும் இலங்கை வரலாற்றில் பதிவுகளாக உள்ளன. இப்பத்தியில் ஏற்கனவே ஒரு விடயத்தை மிகத் தெளிவாகக் குறிப்பிட்டிருந்தோம்.

முள்ளிவாய்க்கால் போருக்குப் பின்னர் புதிய ஸ்ரீலங்கா ஒழுங்கமைப்பை உருவாக்குவதற்கான முனைப்பில் அரசாங்கத் தரப்பும், கொள்கை வகுப்பாளர்களும் தீவிரவாத சக்திகளும் வேலைத் திட்டத்தை முன்னெடுப்பதாக இப்பத்தியில் (01.04.2012) இல் குறிப்பிட்டிருந்தோம்.  இந்தப் பயணத்திற்கு நாடாளுமன்றத் தெரிவுக் குழு மேலும் வலுவூட்டும் என்பதில் எவ்வித ஐயமில்லை.

தெரிவுக் குழுவிற்கு எவ்வித நிபந்தனையும் இன்றி திறந்த மனதுடன் அதாவது அரச தரப்புடனான பேச்சுவார்த்தைக்கு கூட்டமைப்பு எவ்வாறு திறந்த மனதுடன் வெறுங்கையுடன் சென்றதோ அதேபோல் மீண்டும் வாருங்கள் என்று முன்நிபந்தனையாக அரச தரப்பு கூறியுள்ளது.

இனவிவகாரத் தீர்வு நோக்கிய பயணத்தில் பல பேச்சுவார்த்தைகளை, ஒப்பந்தங்களை, வட்டமேசை மகாநாடு, சர்வகட்சி மகாநாடு என தமிழ்த் தலைமைகளும் சளைக்காது சென்று வெற்றியுடன் வெறுங்கையுடன் திரும்பிய வரலாற்றை தமிழ் மக்கள் அறிவர்.

பண்டா செல்வா உடன்படிக்கை, டட்லி செல்வா ஒப்பந்தம் என்ற வசையில் 1992 ஆம் ஆண்டு மங்கள முனசிங்க தெரிவுக் குழு அறிக்கை அரசியல் தலைமைத்துவங்களின் இணக்கப்பாடு எட்டப்படாத நிலையில் மரணித்தது. சர்வகட்சிப் பிரதிநிதிகள் குழுக்களைக் கொண்ட குழுவை ஜனாதிபதி மஹிந்த ராஜபக்ச நியமித்தார்.

அமைச்சரும் பேராசிரியருமான திஸ்ஸ விதாரண தலைமையில் 18 மாதங்கள் இந்த குழு கூடியது. 64 கூட்டத் தொடரை நடத்தி அறிக்கையை ஜனாதிதியிடம் கையளிக்கப்பட்டும் இதுவரை அது நடைமுறைக்கு வரவில்லை.

இந்த ஒரு நிலையில் மீண்டும் ஒரு நாடாளுன்றத் தெரிவுக்குழுவை அமைத்து இன விவகாரத்திற்கு தீர்வைக் காணப் போவதாக அரசாங்கம் உரத்துக் கூறுகின்றது.  தமிழீழ விடுதலைப் புலிகள் இல்லாத நிலையில் இன விவகாரத்திற்கான தீர்வு குறித்து அரசாங்கம் தென்னிலங்கை சக்திகளும் எதைக் கூறினாலும் தென்னிலங்கை மக்கள் செவிசாய்க்கும் நிலையில் உள்ளனர்.

போரின் போது இனவிவகாரத்திற்கு தீர்வு காணப்பட வேண்டும் என சிந்தித்த சிங்கள மக்கள் முள்ளிவாய்க்கால் போருடன் பெரும்பாலான சிங்கள தலைமைத்துவங்கள் சிந்திப்பது போல் இன விவகாரம் என்ற ஒன்று இல்லை என்ற நிலைப்பாட்டுக்கு வந்துவிட்டனர். உண்மையில் அரசாங்கத் தரப்பை பொறுத்து குறிப்பாக ஜனாதிபதி இன விவகார தீர்வு குறித்து தனக்கு இருக்கும் பொறுப்பை தட்டிக் கழிக்கும் வகையில் நாடாளுமன்ற தெரிவுக் குழுவை பயன்படுத்த முனைகிறார்.

தெரிவுக் குழு மூலமாக அதிகாரப்பகிர்வு குறித்த பேச்சுவார்த்தை நடைபெறுவதாக காட்டி ஜெனீவா மனித உரிமை பேரவையின் செயற்பாட்டை முடக்குவதும் நாடாளுமன்ற தெரிவுக் குழு நகர்வின் ஒரு அங்கமாகும்.  நாடாளுமன்றத்தில் அங்கம் வகிக்கும் கட்சிகள் பல தமிழ் மக்களின் அரசியல் அபிலாஷை குறித்த கடுங்கோட்பாட்டினைக் கொண்டிருக்கின்றன.

ஒன்றும் கொடுக்கக் கூடாது என்ற நிலைப்பாட்டில் உள்ளவர்ளுடன் பேசுவதால் என்ன பயன் என்று தெரியவில்லை. மொத்தத்தில் நாடாளுமன்றத் தெரிவுக் குழு மேலும் காலத்தை இழுத்தடித்து தமிழ் மக்களின் அரசியல் அபிலாஷைகளுக்கு ஒரேயடியாக சாவு மணி அடிப்பதாகவே அமையும்.

அது மாத்திரமல்ல நாடாளுமன்ற தெரிவுக் குழுவின் மூலமான பெரும்பான்மையின ஜனநாயக முடிவினை உலகத்திற்கு உரத்து சொல்வதாகவும் அமையும். தமிழ்த் தேசியக் கூட்டமைப்பை பொறுத்து நாடாளுமன்றத் தெரிவுக் குழுவால் ஒன்றும் நடைபெறாது என்ற நிலைப்பாட்டில் கூட்டமைப்பில் ஒரு சாரார் இருக்கின்றனர்.

ஒன்றும் நடைபெறாது என்பதற்காக தெரிவுக் குழுவுக்கு போகாமல் இருக்க முடியாது போய்த்தான் பார்ப்போமே! இது இன்னொரு சாராரின் நிலைப்பாடாக உள்ளது. நாடாளுமன்றத் தெரிவுக் குழுவுக்கு போகுமாறு அமெரிக்காவும் இந்தியாவும் வலியுறுத்துகின்றன. இவை கூறுவதை தட்டாது தெரிவுக் குழுவுக்குப் போவோம். தெரிவுக் குழு மூலம் ஒன்றும் நடைபெறவில்லை என்பதை உலகிற்கு உணர்த்துவோம். இது இன்னொரு சாராரின் நிலைப்பாடு.

மொத்தத்தில் கூட்டமைப்பு நாடாளுமன்றத் தெரிவுக்குழுவுக்கு போகும் நிலையில் இருக்கின்றது. இது தொடர்பாக கடந்த வெள்ளிக்கிழமை கூடி ஆராயப்பட்டுள்ளது. இக்கூட்டத்தில் இருவர் தெரிவுக் குழுவுக்குப் போவது பற்றி தெரிவித்த போது பெரும் சலசலப்பு ஏற்பட்டுள்ளது.

நாடாளுமன்றத் தெரிவுக் குழுவில் பங்கு பற்றுவதா இல்லையா என்ற இழுபறிக்கு மத்தியில் தமிழ்த் தேசியக் கூட்டமைப்பை ஒரு கட்சியாகப் பதிவு செய்வது குறித்த நீண்டகால இழுபறி விவகாரம் கூட்டத்தில் விஸ்வரூபம் எடுத்துள்ளது.

கூட்டமைப்பை அரசியல் கட்சியாகப் பதிவு செய்யவில்லையெனில், கூட்டமைப்பில் அங்கம் வகிக்கும் பெரும்பாலானவர்கள் பிரிந்து சென்று கட்சிப் பதிவை மேற்கொள்ள இருப்பதாக அறிவித்ததாகவும், இது பற்றி முடிவெடுக்க ஒரு வாரம் அவகாம் கேட்கப்பட்டதாகவும், தகவல்கள் தெரிவிக்கின்றன.

அதாவது கூட்டமைப்பு ஒரு தேர்தல் கூட்டாக அன்றி தமிழ் மக்களுக்கான அரசியல் கட்சியாக கட்டுப்பாட்டுடன், தூரநோக்குடன் செயற்பட வேண்டும் என்பதையே பதிவு பற்றி அக்கறை காட்டுவோரின் நிலைப்பாடாகவுள்ளது. 

மொத்தத்தில் எந்தவொரு விடயத்திலும் உறுதியான நிலைப்பாட்டினை எடுக்க முடியாத நிலையில் கூட்டமைப்புத் தடுமாறிக் கொண்டிருக்கின்றது என்பதே உண்மையாகும். அரசாங்கத் தரப்பினரின் சாணக்கியம், பேச்சுவார்த்தைப் பொறிக்குள் மாத்திரம் கூட்டமைப்பை வீழ்த்தி விடவில்லை. கூட்டமைப்பின் இருப்பையே ஆட்டம் காண வைத்துள்ளது. தமிழ் மக்களுக்கு தற்போது இருக்கும் ஒரே ஒரு பற்றுக்கோடு கூட்டமைப்பு தான். அதனைக் காப்பாற்றிக் கொள்ள வேண்டிய பாரிய பொறுப்பு அதில் அங்கம் வகிக்கும் தலைமைகளுக்கு உண்டு.தமிழ் மக்களின் சார்பில் மீண்டும் இப்பத்தி மூலம் கோரிக்கையினை முன்வைக்கின்றோம். 
திறந்த மனதுடன் நிபந்தனைகள் எதுவுமின்றி நாடாளுமன்றத் தெரிவுக் குழுவுக்கு வருமாறு நிபந்தனையுடன் கூடிய அழைப்பை அரசாங்கத் தரப்பு கூட்டமைப்பை நோக்கி விடுக்கும் இவ்வேளையில், கூட்டமைப்பு கடந்த காலங்களைப் போன்று வெறுங்கையுடன் பேச்சுவார்த்தை மேசைக்கு சென்றது போலல்லாது தமிழ் மக்களின் சார்பில் உறுதியான தீர்வுப் பொதியுடன் தெரிவுக்குழுவுக்கு செல்வதே நல்லது.

அத்துடன் இன விவகார தீர்வு குறித்து கால அட்டவணைக்குள் தீர்வினை எட்ட வேண்டும் என்ற நிபந்தனையுடன் பேச்சுவார்த்தைக்கு செல்வதாக இருந்தால் செல்ல வேண்டும். ஏனெனில் நாடாளுமன்ற தெவுக்குழு என்பது தமிழ் மக்களின் அரசியல் அபிலாஷைகளை சவப் பெட்டிக்குள் வைத்து இறுதி ஆணி அடிக்கும் இறுதி நிகழ்வாக இருக்கும் என்பதை மனதில் கொண்டு கூட்டமைப்பும் தமிழ் தலைமைத்துவங்களும் தமது நகர்வை மேற்கொண்டாக வேண்டும். மொத்தத்தில் இனவிவகாரத் தீர்வுக்கென கூட்டமைப்பு சர்வதேச மத்தியஸ்தத்தை நாடுவதைத் தவிர வேறு வழி இருப்பதாகத் தெரியவில்லை.

சிங்கக் கொடியும்! புலிக்கொடியும்!


விலங்குகள் பற்றியதான உறவாடற் புலத்தில் காட்டு ராஜாவாக கருதப்படும் சிங்கத்துக்கு சவால்விடக்கூடிய பலத்துடன் கூடிய விலங்காகக் கொள்ளப்படுவது புலிதான். ஆனாலும் இந்த இரு விலங்குகளுமே பூனைக் குடும்பத்தின் இருவேறு பிரிவுகள்தான்.
இதனால்தான் வாளேந்திய சிங்கத்தை கொடியாகக் கொண்டுள்ள அரசுக்கு எதிராகப் போராடுவதற்கு பாயும் புலியைத் தமது சின்னமாகவும், கொடியாகவும் விடுதலைப் புலிகள் அமைப்பினர் வரித்துக் கொண்டார்கள்.
ஒருகட்டத்தில் தொண்ணூறுகளுக்குப் பின்னர் இலங்கைத் தமிழர்களின் தேசியக் கொடியாகவும் புலிக்கொடி பிரகடனப்படுத்தப்பட்டது.
தமிழர்களின் போர்த் திறனை வெளிப்படுத்தி வெற்றிகளைக் குவித்த சோழப் பேரரசின் கொடியாகவும் புலிக்கொடியே இருந்ததால் அநேக தமிழர்கள் புலிக்கொடியை தமது தேசியக் கொடியாக ஏற்றுக்கொண்டார்கள்.
இலங்கையில் தமிழ் அரசியல்வாதிகள் ஆரம்பத்தில் யாழ்ப்பாணத்தின் கடைசி மன்னனான சங்கிலி என்றழைக்கப்படும் பரராஜசேகரமன்னனின் கொடியான நந்திக் கொடியையே தமிழ்மக்களை அடையாளப்படுத்தும் கொடியாக கொண்டு வரமுயற்சித்திருந்தனர்.
ஆயினும் நந்தியைப் புலி தோற்கடித்திருந்தது. பின்னொரு நாளில் நந்திக் கடலில் புலிகள் தோற்கடிக்கப்படும்வரை புலிக்கொடியே தமிழர்களின் தேசியக் கொடியாக அங்கீகாரம் பெற்றிருந்தது.
புலிப்படம் பொறிக்கப்பட்டிருந்த எந்தவொரு பொருளையும் இலங்கைக்கு எடுத்து வருவதற்கு முடியாத நிலை தோன்றியிருந்தது. கொட்டியா (புலி) என்ற பதம் சிங்களப் பேரினவாதத்துக்கு எதிரான ஒரு சொல்லாகவே மாறியிருந்தது.
எங்கள் பெரிசுகளிடம் முன்னர் பச்சை குத்துதல் என்பது ஒரு பொழுது போக்கான விடயமாக இருந்தது. ஒவ்வொருவரும் தமக்குப் பிடித்த உருவங்களை, பெயர்களை உடல்களில் பச்சை குத்திக் கொண்டார்கள்.
அவ்விதம் புலியின் உருவங்களைப் பச்சை குத்திக் கொண்டவர்கள் பின்னாள்களில் படைத்தரப்பின் கெடுபிடிகளையும், விசாரணைகளையும் அடிக்கடி சந்திக்க வேண்டியிருந்தது. அந்தளவுக்கு புலி சார்ந்த எந்தவொரு விடயமும் சிங்களத் தரப்புக்கு ஒவ்வாமையாகியிருந்தது.
உலக நாடுகளில் பெரும்பான்மையானவை தமது நாட்டின் கொள்கை, தனித்துவம், அரசியற் பண்பு, மரபு என்பவற்றைப் பிரதிபலிக்கும் வகையிலேயே தத்தம் நாடுகளின் தேசியக் கொடிகளை அமைப்பது வழமை. தமது நாட்டுக் கொடியில் விலங்குகளின் உருவத்தைப் பொறித்து சொந்தம் கொண்டாடும் நாடுகள் உலகில் மிகக்குறைவு.
பூட்டான் கொடியில் உள்ள ட்ரகனும், தென்னமெரிக்க நாடொன்றில் உள்ள கழுகும் தவிர வேறு நாடுகளின் கொடிகளில் உயிரினங்களைக் கண்டதாக நினைவில்லை.
வாளேந்திய சிங்கம் உண்மையில் பௌத்த பேரினவாதத்தின் சொந்தக் கொடியில்லை என்பது சுவாரசியமான விடயம். கண்டி இராச்சியத்தை நாயக்க வம்சவழிவந்த பரம்பரையினர் ஆண்ட போது, இப்போதுள்ள இலங்கைத் தேசியக் கொடியை ஒத்த சிங்கக்கொடியே பயன்பாட்டில் இருந்துள்ளது.
ஆனால் இப்போது நான்கு மூலைகளிலும் உள்ள அரச மர இலைகளுக்குப் பதிலாக அதில் மாவிலைகள் (மாவிலைகள் இந்து சமயத்தைக் குறிப்பவை) இருந்துள்ளன. பின்னர் அதையே ரீமிக்ஸ் செய்து, விஜயன் சிங்கத்தின் வம்சத்தில் வந்தவன் என்ற மகாவம்சக் கதையுடன் வாளேந்திய சிங்கத்தை இணைத்து, மாவிலைகளுக்குப் பதிலாக புத்தரின் போதனைகளைக் குறிக்கும் அரசமிலைகளைப் பொருத்தி, இப்போதுள்ள இலங்கைக் கொடி உருவாக்கப்பட்டது.
போரிடும் நாடுகள் தத்தம் நாட்டுக்கொடிகளை கௌரவத்தின் அடையாளமாகக் கொண்டிருப்பது வழமையானது. அதனால்தான் தமக்கு எதிரான நாடுகளின் கௌரவத்தின் குறியீடான கொடிகளை எரித்தும், காலால் மிதித்தும், காறி உமிழ்ந்தும் குறித்த நாட்டின் மீதான ஆத்திரத்தைப் பிறநாட்டு மக்கள் தீர்த்துக்கொள்வ துண்டு.
இலங்கையிலும் போர்க் காலத்தில் மட்டுமல்லாது சமாதான காலங்களிலும் கூட புலிக்கொடியும் சிங்கக்கொடியும் தமக்குள் போரிடுவதை நிறுத்தவில்லை.
சமாதான காலத்தில் பல இடங்களில் புலிக்கொடி ஏற்றுவதை படைத்தரப்பு குழப்பமுயன்றது. புலிக்கொடியை ஒரு போர் ஆயுதமாகவே அது கருதியது. அதேபோன்று புலிகளின் கட்டுப்பாட்டுப் பிரதேசங்களில் சிங்கக்கொடி செயலிழந்து போயிருந்தது.
அதைவிட புலிகள் தமது கட்டுப்பாட்டை இழந்திருந்த பிரதேசங்களில் மாவீரர்நாள், கரும்புலிகள் நாள், திலீபன் நினைவுதினம் போன்ற விசேட தினங்களில் ஊடுருவி, புலிக்கொடியை இரவோடிரவாகப் பறக்கவிட்ட சம்பவங்களும் நிறைய உண்டு.
அடுத்த நாள் விடிந்ததும் விடியாததுமாக படைத்தரப்பு அந்தக் கொடிகளை அறுத்தெறிந்துவிட்டு, அருகில் குடியிருந்த மக்களையும் ஒரு கை பார்த்துவிட்டே மூச்சுவிடும்.
புலிகளின் வீழ்ச்சிக்குப் பின்னரும் இந்தக் கொடிவிவகாரம் கொஞ்சமும் ஓயவில்லை.(புதிதாக வெள்ளைக்கொடி விவகாரமும் இந்தக் கொடிவிடயத்தில் இப்போது சேர்ந்து கொண்டுள்ளது) பின்னர் எல்லா நிகழ்வுகளிலும் சிங்கக்கொடி ஏற்றுவதுடன், தேசிய கீதமும் இசைக்கப்படுதல் வேண்டும் என்ற கட்டளை சிரமேற்கொண்டு இலங்கை எங்கும் நிறைவேற்றப்பட்டது.
எவரும் எதிர்க்குரல் எழுப்பவில்லை. பெப்ரவரி 4 இலங்கையின் சுதந்திர தினத்தன்று எல்லா வீடுகளிலும் கட்டாயம் சிங்கக் கொடியைப் பறக்கவிட வேண்டும் என்று பலவந்தப்படுத்தல்கள் ஒவ்வொரு வருடமும் தமிழர் பகுதிகளில் தொடரவே செய்கின்றன.
இந்த நிலையில் இந்த மாதத்தின் முதல்நாளில் தொழிலாளர் தினத்தில் மீண்டும் புலிக்கொடியும், சிங்கக்கொடியும் மோதியுள்ளன. ஆனால் புலிக்கொடியை படைத்தரப்பின் எடுபிடிகளும், சிங்கக்கொடியை தற்போது தமிழர் தரப்புக்கு எஞ்சியுள்ள அரசியல் அமைப்பின் தலைவரும் ஏந்தியதுதான் விசித்திரம்.
வரலாற்றில் முதன்முறையாக எதிர்க்கட்சிகள் அனைத்தும் ஒன்றிணைந்து யாழ்ப்பாணத்தில் நடத்திய மே தினப் பேரணிக்கு புலிச்சாயம் பூசி, சிங்கள தேசத்தில் எதிர்க் கட்சிகளை, புலிகளுக்கு மீண்டும் உயிரூட்ட விளையும் பயங்கர சக்திகளாக உருவகப்படுத்தவே புலிக்கொடி நாடகத்தை அரசுத் தரப்பு அரங்கேற்றியதாகச் சொல்லப்படுகின்றது.
பேரணியில் வந்த ஒருவர் தனது பொக்கற்றில் இருந்த புலிக்கொடியை எந்தவித பதற்றமுமில்லாமல் வீடியோவுக்கு காட்டுகிறார் (வீடியோவில் அவரது முகமும் தெளிவாகத் தெரியவும் செய்கிறது) இன்னொருவர் தனது பெனியனில் பொறிக்கப்பட்டிருந்த தமிழீழச் சின்னத்தை ஒரு துள்ளலுடன் காட்டி ஓடுகிறார். இவ்விரு செயற்பாடுகளையும் சூட்டோடு சூடாக அரச தொலைக்காட்சிகள் ஒளிபரப்பின.
அந்த வீடியோக்களை பார்த்தவர்களுக்கு ஒரு விடயம் உடனேயே பிடிபட்டிருக்கும். அதாவது குறித்த நபர்கள் இருவரும் புலிக்கொடியைக் காட்டப்போகிறார்கள், அல்லது தமிழீழச்சின்னத்தைக் காட்டப்போகிறார்கள் என்பது வீடியோ எடுத்தவர்களுக்கு முன்னரேயே தெரிந்திருக்கிறது.
ஏனெனில் பேரணியில் வந்த மற்றவர்களை விட்டுவிட்டு, கமெராவின் பார்வைக்கோணம் குறித்த நபர்களை மையமாக வைத்தே நகர்ந்திருக்கிறது. இதனை அந்த வீடியோக்களே எந்த ஒளிவு மறைவுமின்றிக் காட்டிக் கொடுக்கின்றன.
எனவே பேரணியைக் குழப்பி அல்லது எதிர்க்கட்சிகளுக்கு புலிச்சாயம் பூச அல்லது எதிர்காலத்தில் இவ்வாறான பேரணிக்களுக்கு அனுமதியை மறுப்பதற்கான காரணத்தை இப்போதே உருவாக்கல் என்பன போன்ற விடயங்களுக்காகவே இவ்வளவு நாள்களும் உறங்கு நிலைக்குப் போயிருந்த புலிக் கொடியை மீளவும் உலவ விட்டிருக்கிறது அதிகாரத்தரப்பு.
இதைவிட தமிழ் மக்களை அதிர்ச்சியுற வைத்த அடுத்த கொடி விவகாரம் கூட்டமைப்பன் தலைவர் சம்பந்தன் மே தினப் பேரணியின் நிறைவில் நடைபெற்ற கூட்டத்தில் பல்லாயிரக் கணக்கானோர் முன்னிலையில் சிங்கக் கொடியை கைகளில் ஏந்தி அசைத்தமைதான்.
ஆயுதப் போராட்டம் தோற்கடிக்கப்பட்ட பின்னர் தமிழர்கள் தமது அரசியல் ரீதியான போராட்டத்தை முன்னெடுக்க நம்பியிருக்கும் ஒரே அமைப்பு கூட்டமைப்பு மட்டுமே. அதனால்தான் மற்றைய கட்சிகள் போல் கூட்டமைப்பு மக்களுக்கு அள்ளி வழங்கியிராத போதிலும், கூட்டமைப்பின் வேட்பாளர்களை மக்கள் தொடர்ந்தும் வெற்றிபெறச் செய்து வருகின்றனர்.
இந்த நிலையில் மக்கள் எந்தக் கொள்கைக்காக கூட்டமைப்பை ஆதரித்து வருகிறார்களோ அதற்கு நேரெதிராகக் கூட்டமைப்பின் தலைவர் சம்பந்தன் சிங்கக்கொடியை தூக்கிப் பிடித்ததால் தமிழ் மக்கள் மத்தியில் ஏமாற்றமும். கூட்டமைப்பின் மீதான வெறுப்புணர்வும் தலைதூக்கியுள்ளது.
ஆனால் உண்மையில் சம்பந்தர் தானே வலியச் சென்று சிங்கக் கொடியைப் பிடிக்கவில்லை. மிகத்தந்திரமாக ஐ.தே.க. தலைவர் ரணில் விக்கிரமசிங்க சம்பந்தர் கைகளில் அந்தக் கொடியைத் திணித்துவிட்டார் என்பதே உண்மை. ரணில் ஒரு நசுவல் மன்னன். புன்னகையை உதடுகளில் தவழவிட்டாவாறே நரிவேலைகளைச் செய்வதில் கெட்டிக்காரர்.
இப்படித்தான் சிரித்துக் கொண்டே புலிகள் அமைப்பிலிருந்து கருணாவை பிரித்தெடுத்து, புலிகளைப் பலவீனப்படுத்தியவர். அதேபோன்று இப்போது மே தினத்திலும் சமயம் பார்த்து சம்பந்தரின் கைகளில் சிங்கக் கொடியைக் கொடுத்து சிங்கக் கொடியின் கீழ் தமிழர்கள் வருவதற்கு தயார்.
தமிழர்களின் அரசியல் தலைமைத்துவமே சிங்கக் கொடியை எங்களால் ஏந்திவிட்டது என்று தென்னிலங்கையில் தன் அரசியல் செல்வாக்கை தம்பட்டம் அடிக்கத் தொடங்கிவிட்டார்.
ஆனால் கூட்டமைப்பின் தலைவர் சம்பந்தர் தேவையில்லாமல் கொடி பிடித்து, சிக்கல் சகதிக்குள் மாட்டிவிட்டார். என்னதான் கூட்டமைப்பின் தலைவர்கள் ஆயிரம் முறை மன்னிப்புக் கேட்டாலும் , நடந்த நிகழ்வு மறைந்து போய்விடுமா?
தலைவர்கள் எந்தக் கொடியைத் தூக்கினாலும் ஈழத்தமிழர்கள் அநேகரின் மனதின் ஆழத்தில் என்றும் சோழக் கொடியே எழுந்து நின்றாடும் என்பதே யதார்த்தம்.
