N. Korea says its satellite failed to enter orbit

SEOUL, April 13 (Yonhap) -- North Korea acknowledged Friday its long-range rocket failed to put a satellite into orbit, while South Korea, the United States and other regional powers condemned the lift-off as a provocative act.

   "The earth observation satellite failed to enter its preset orbit," the official Korean Central News Agency said in a brief dispatch, noting scientists, technicians and experts were looking into the cause of the failure.

   The rare admission came hours after South Korea and the U.S. said the launch seen as a test of a ballistic missile ended in failure soon after the blast off on Friday morning.

   The Unha-3 rocket exploded in just one to two minutes after lift-off at 7:39 a.m. and disintegrated into about 20 pieces as it crashed into international waters off South Korea's west coast, according to South Korea's Defense Ministry.

   The ministry said South Korea's military was searching the area to try to recover rocket fragments. The North has threatened to immediately and mercilessly retaliate against any country that intercepts a North Korean rocket booster or collects the rocket debris.

   The North's official admission of a failed rocket launch came more than four hours after the launch.

   South Korea condemned the rocket launch as a provocative threat to peace and stability in Northeast Asia and pressed the North to take full responsibility for any repercussions.

   "Despite the failure of its attempted missile launch, North Korea's provocative action threatens regional security, violates international law and contravenes its own recent commitments," White House Press Secretary Jay Carney said in a statement.

   Foreign Minister Kim Sung-hwan and U.S. Secretary of State Hillary Clinton pledged to take "resolute" action against the launch and agreed to refer the issue to the U.N. Security Council, an official said.

   During a 10-minute conversation, Kim and Clinton "shared the view that the international community should send a clear and strong message to North Korea," the official said on the condition of anonymity.

   The U.N. body has already slapped tightened sanctions on the communist country over its previous missile and nuclear tests.

   The failure came as North Korea's rubber-stamp parliament was to hold a session on Friday, the latest in a string of political events apparently aimed at consolidating new leader Kim Jong-un's power.

   On Wednesday, Kim assumed the top post of the country's ruling Workers' Party in a special session. He was named the party's first secretary and also elected as a member of the Presidium of the Political Bureau of the party's Central Committee.

   There is no word yet in the KCNA whether the North's Supreme People's Assembly has convened.

   Meanwhile, the North's Rodong Sinmun praised Kim in an apparent propaganda campaign to help boost the image of the young leader who inherited power following the December death of his father, long-time leader Kim Jong-il.

   "Kim Jong-un is the sun whom all the party members, service personnel and people of the (North) acclaimed out of their heartfelt desire," the newspaper said Friday in an editorial carried by the KCNA.

North Korea opens 5-day launch window for rocket

PYONGYANG: North Korea's five-day window to launch a rocket opened Thursday with Asian countries on alert, as Washington told G8 world powers that the communist state was in flagrant violation of a UN ban.

The communist state has said it will launch the rocket between Thursday and Monday, most likely between 2200 GMT and 0300 GMT, to mark Sunday's centenary of the birth of its founding leader Kim Il-Sung.

His grandson Kim Jong-Un is now in charge of the poor but nuclear-armed country, where food shortages remain endemic, and has cemented his rule with a series of top titles including now chairman of the Central Military Commission.

North Korea says the rocket will place a satellite in orbit for peaceful research purposes, promoting the Kim dynasty's goal for the isolated country to attain the rank of a "
powerful and prosperous state" this year.

But Western critics see the launch as a thinly veiled ballistic missile test, banned by United Nations resolutions. The United States has suspended a deal agreed just in February to give food aid for North Korea.

The North says it has installed the satellite payload and fuelled the 30-metre (100-foot) rocket, but officials in South Korea and Japan said there was no sign that liftoff was about to happen on Thursday morning.

"So we believe there is very little possibility of the rocket being launched today, as it said earlier the launch would take place between 7:00 am and noon," a South Korean government official told Yonhap news agency.

Japanese Prime Minister Yoshihiko Noda said his country was on full alert, while urging North Korea to show "self-restraint until the last minute".

"But we want to be fully prepared for any possible contingency," Noda said, after ordering the deployment of anti-missile batteries on land and at sea to shoot down the rocket if it threatens Japanese territory.

Like Japan, the Philippines ordered flights to divert to avoid being in the Pacific area where debris from the rocket might fall. The UN's maritime agency has also warned shipping to be on alert.

But noon in North Korea came and went with no sign of the launch, as the country prepared mass festivities to mark the anniversary on Sunday with tens of thousands expected to appear in Pyongyang's vast Kim Il-Sung Square.

North Korea says it has invited between 150 and 200 foreign journalists to watch the launch and the commemorations, which is believed to be the largest number of overseas media ever invited to the reclusive state.

A large television screen has been installed at a specially inaugurated international press centre in Pyongyang, apparently to relay live footage of the rocket blasting off.

But there was no sign that a takeoff was imminent, and weather websites showed that conditions were cloudy over the launch site in northwest North Korea's Cholsan peninsula.

At the start of a Group of Eight meeting in Washington, US Secretary of State Hillary Clinton said the powerful club of industrialised nations was united in wanting stability on the divided Korean peninsula.

"North Korea is readying a long-range ballistic missile launch over the East China Sea. It comes just weeks after North Korea agreed to a moratorium on missile testing," Clinton said, referring to February's food aid deal.

"It violates multiple UN Security Council resolutions," she told fellow G8 foreign ministers.

The G8 includes the United States, Russia and Japan, which comprise half of the nations involved in moribund talks on ending North Korea's nuclear programme.

North Korea is adamant its rocket launch does not amount to a banned intercontinental missile test and says it has every right to send the satellite up, as it promotes the untested leadership of Kim Jong-Un who is in his late 20s.

He was elected chairman of the Central Military Commission -- which controls the 1.2-million-strong military -- at a conference of the ruling communist party on Wednesday, the North's official news agency said overnight.

The announcement came after the Workers' Party of Korea declared Jong-Un its "first secretary", an apparently new title.

His father Kim Jong-Il, who died in December, was declared "eternal"general secretary of the party, the post he had held in his lifetime.


"This means that the North has completed the transfer of party power from the late leader to Kim Jong-Un," professor Yang Moo-Jin of Seoul's University of North Korean Studies said, noting the dynastic symbolism ahead of Sunday.

சுங்கத் துறையில் 40% பணியிடங்கள் காலி: வெளிநாட்டு வர்த்தகம் கடும் பாதிப்பு

 துறைமுகத்துக்கு உள்ளே, வெளியே செல்லும் சரக்குகளை ஆய்வு செய்வதற்கு போதிய சுங்கத் துறை அதிகாரிகள் இல்லாததால் நீண்ட வரிசையில் சுமார் 20 கி.மீ. தூரத்துக்கு லாரிகள் காத்திருக்கும் அவல நிலை தொடர்கிறது.

 இவையனைத்தும் காசிமேடு அருகே உள்ள முதல் நுழைவு வாயில் வழியேதான் செல்ல வேண்டும். இங்கு ஏற்கெனவே 2 வாயில்கள்தான் இருந்தன. ஒரு ஷிப்டில் 2 அதிகாரிகள் பணியில் இருந்தனர். இப்போது 6 வாயில்கள் திறக்கப்பட்டுள்ளன. ஆனாலும் அதே 2 அதிகாரிகள்தான் பணியில் ஈடுபடுத்தப்படுகின்றனர்.
 மேலும் தொழில் பாதுகாப்புப் படை காவலர்கள், சுங்கத் துறை காவலர்களும் போதிய அளவில் இங்கு நியமிக்கப்படவில்லை. இதனால் 6 வாயில்களைத் திறந்தாலும் வரிசையில் நிற்கும் வாகனங்களின் எண்ணிக்கையைக் குறைக்க முடியவில்லை. 24 மணி நேரத்தில் சுமார் 4 ஆயிரம் கன்டெய்னர்களுக்கான ஆவணங்களைச் சரிபார்க்க வேண்டும். இதே நிலைதான் சரக்குப் பெட்டக முனையங்களிலும் உள்ளன. இறக்குமதி, ஏற்றுமதிக்கு தலா 3 வழிகள் உள்ளன. ஆனால், 2 அதிகாரிகள்தான் பணியில் உள்ளனர். இவர்களால் 24 மணி நேரத்தில் சுமார் 4 ஆயிரம் ஆவணங்களைச் சரிபார்ப்பது என்பது சாத்தியம் இல்லாதது. இதனால், நீண்ட வரிசையில் கன்டெய்னர்களை ஏற்றிய லாரிகள் உள்ளேயும், வெளியேயும் சுமார் 20 கி.மீ தூரத்துக்கு வரிசையில் காத்திருக்கின்றன.
 30 சரக்குப் பெட்டகங்களுக்கு 10 அதிகாரிகள்: சென்னையில் ஐந்தாண்டுகளுக்கு முன்புவரை 15 சரக்குப் பெட்டக நிலையங்கள்தான் இருந்தன. இப்போது இதன் எண்ணிக்கை இரு மடங்காகி உள்ள நிலையில் அதற்கேற்ற வகையில் அனைத்து நிலையிலும் கூடுதல் அதிகாரிகள், ஊழியர்கள் நியமிக்கப்படவில்லை. ஏற்கெனவே இருந்த அதிகாரிகளின் எண்ணிக்கையும் பணிஓய்வு, மாறுதல் போன்ற காரணங்கள் வெகுவாகக் குறைந்துவிட்டது.
 இப்போது சுங்கத் துறையின் கட்டுப்பாட்டில் உள்ள 30 சரக்குப் பெட்டக நிலையங்கள் வழியாகத்தான் பெரும்பாலான கன்டெய்னர்கள் கையாளப்படுகின்றன. இதற்கேற்ற வகையில் கூடுதல் அதிகாரிகள் நியமிக்கப்படவில்லை. 10 நிலையங்களில் பணியில் உள்ள அதிகாரிகளை கொண்டே 30 நிலையங்களிலும் மேலாண்மை செய்யப்படுகிறது.
 இதனால் ஏற்றுமதி, இறக்குமதி சோதனைக்காக நீண்ட நாள்கள் கிடங்குகளில் சரக்குகளை இருப்பு வைக்கும் அவல நிலை இருந்து வருகிறது. சுங்கத் துறையில் போதுமான அதிகாரிகள் பணியில் இல்லை என்பதே இதற்கு காரணமாகக் கூறப்படுகிறது.
 காலி பணியிடங்களை உடனே நிரப்ப வேண்டும்: இது குறித்து தமிழ் சேம்பர் ஆப் காமர்ஸின் தலைவர் சோழநாச்சியார் கூறியது:
 சென்னை சுங்க இல்லத்தில் சுமார் 40 சதவீதம் அளவுக்கு அதிகாரிகள், ஊழியர்கள் பணியிடங்கள் காலியாக உள்ளன. கண்காணிப்புப் பிரிவில் 175 அதிகாரிகள் பணியில் இருக்க வேண்டிய நிலையில் சுமார் 90 பணியிடங்கள் காலியாக உள்ளன. சென்னை, எண்ணூர் துறைமுகங்கள் மூலம் 8 கோடி டன் சரக்குகள் கையாளப்படுகின்றன. சென்னையில் மட்டும் ஆண்டுக்கு சுமார் ரூ.20 ஆயிரம் கோடிவரை சுங்க வருவாய் வசூலிக்கப்படுகிறது. இந் நிலையில் அதிகாரிகள், ஊழியர்கள் பற்றாக்குறையால் வெளிநாட்டு வர்த்தகம் கடுமையாகப் பாதிக்கப்பட்டுள்ளது. கூடுதல் செலவினங்கள், வரிசையில் நாள்கணக்கில் காத்திருப்பது உள்ளிட்ட பல்வேறு சிரமங்கள் உள்ளன.
 இப்போது பணியில் இருக்கும் அதிகாரிகளுக்கும் பணிச்சுமை அதிகமாக இருப்பதால் எதிர்பாராத தவறுகள் ஏற்படுகின்றன. எனவே உடனடியாக காலியாக உள்ள பணியிடங்களை நிரப்ப வேண்டும். கூடுதல் பணியிடங்களையும் ஏற்படுத்த வேண்டும். இதில் தாமதம் ஏற்பட்டால் ஏற்றுமதி இறக்குமதி வர்த்தகம் கடுமையாகப் பாதிக்கப்படும் என்பது உண்மை. இது குறித்து மத்திய ஆயத்தீர்வை மற்றும் சுங்கத்துறை வாரியத்துக்கு பல முறை கோரிக்கை கடிதம் அனுப்பி உள்ளோம் என்றார் சோழநாச்சியார்.

 சுங்கத் துறையில் ஏராளமான பணியிடங்கள் காலியாக இருப்பது உண்மைதான். சென்னையில் மட்டுமல்ல. நாடு முழுவதும் இப்பிரச்னை உள்ளது. இது குறித்து நிதி அமைச்சகத்துக்கு 33 சதவீதம் பணியிடங்களை நிரப்பக் கோரி பரிந்துரை செய்துள்ளோம். இதற்கு மத்திய அமைச்சரவை ஒப்புதல் அளித்த பிறகு பணியாளர் தேர்வு வாரியம் மூலம் இப் பணியிடங்கள் நிரப்ப வேண்டும் என்பதுதான் நடைமுறை. இதற்கு சற்று காலதாமதம் ஏற்படும் என்றாலும் வாரியத்துக்கு வேறு வழியில்லை என்பதே யதார்த்தம் என்றார்.

Myanmar: Not the Burma I used to know


But the opportunity to right the wrong is here and the reformation needs to be irreversible

A CENTURY ago, Rangoon (now Yangon) was one of Asia's great trading centres and home to a diverse ethnic mix. Its 19th century population of 100,000 has since swelled to about 6 million in greater Yangon, which now suffers from cracking infrastructure, electricity brown-outs, traffic congestion and growing pollution.
I first visited the city in the mid-60s as a young central banker (and have been back often until the 90s), working alongside prominent bankers and economists at the Union Bank of Burma (the central bank).
Its colourful history is reflected in the city's heart, where ancient Buddhist pagodas sit next to churches and cathedrals, Sunni and Shia mosques, Hindu and Parsee temples, and a Jewish synagogue. I well recall at its very centre stands the magnificent Shwedagon Pagoda sitting serenely in gold glittering amid the city skyline.
Then, Yangon was the home to hundreds of Victorian and Edwardian-era buildings, including the edifices of Lloyds and HSBC bank, and the all-teak Pegu Chub where Rudyard Kipling stayed.
I am told many have since been demolished to make way for development. But even then, I was glad the Victoria-era Strand Hotel (that once welcomed George Orwell) has been transformed from a run-down budget hotel into an elegant 5-star. Before the make-over, I recall seated at lunch in the sparsely furnished hotel caf and was told that its original 8-page menu (dating back to pre-WWII) now carried only plain sandwiches all else were just not available. Even so, the Yangon of today is nothing like the quaint 60s Rangoon I used to know.
No more Burma
With the combined size of France and Britain, resource rich Myanmar sits strategically between India and China and alongside South-East Asia, with ports on the Indian Ocean and Andaman Sea. As such, it is coveted by China's western provinces as a strategic energy-security asset. Bordering five nations (including Bangladesh, Thailand and Laos) with Malaysia to the South, Myanmar offers multiple avenues for Asian engagement as the United States shifts its focus to the growth axis within the Asia-Pacific region.
Yet poverty is jarringly endemic, especially outside Yangon. While the European Union has started to unwind sanctions, punitive US measures continue to cut deep into the domestic economy. Bear in mind Myanmar was among Asia's most prosperous before the 1962 military coup ushered in the disastrous Burmese Way to Socialism that brought sweeping nationalisation and rapid global isolation.
After 50 years of often brutal military rule, Myanmar is today one of the world's poorest. One-third of its 60 million people live on less than US$1 a day! The International Monetary Fund (IMF) estimated its GDP to be just over US$50bil. Its neighbour Thailand, with 67 million, has a GDP (US$350bil) that is 6 times larger. Similarly, Malaysia's GDP (US$285bil) is nearly 6 times its size but has less than one-half its population.
Years of mismanagement by a corrupt and inept military regime have left Myanmar without a functioning economy. I am told a trip to the country-side can feel like a ride in a time machine back to pre-industrial society oxen drives ploughs where houses are thatched and bamboo is used extensively. Most areas are devoid of sewage, paved roads or cell-phone reception. Residents power light bulbs with car batteries, even though there are few cars in sight.
Myanmar is poised at an important juncture in its often tragic history. Reform, to paraphrase Victor Hugo, is an idea whose time has come. In the 12 months since he became President, U Thien Sein has led his nation down a radical path away from dictatorship to elections, vowing to “root out the evil legacies deeply entrenched in our society.”
By all accounts, the bookish 66-year old leader is no radical reformer I have heard visiting generals refer to him as the Gorbachev of Myanmar, prematurely I think. An advisor to the former president described him as: “Not ambitious; not decisive; not charismatic; but very sincere.”
Despite the nascent signs of change, Aung San Su Kyi sums up the outlook best early this year to a group of visiting Malaysians: “I don't think it's past the point where you can say it's irreversible. But we are going to have to make it irreversible... I think, the (investors) should wait a little.”
IMF optimistic
The IMF's economic report in January 2012 concluded: “The new government is facing a historic opportunity to jump-start the development process and lift living standards. Myanmar has a high growth potential...” It needs to “turn its rich natural resources, young labour force and proximity to some of the most dynamic economies in the world into its advantage.”
Its recent efforts are in the right direction, starting with establishing macro-economic stability, mainly at improving monetary and fiscal management. It has started the process with working plans to unify the exchange rate and to gradually lift exchange restrictions on current international payments and transfers.
Modernising the economy will also involve removing impediments to growth: from enhancing the business and investment climate, to modernising the financial system, to liberalising trade and foreign direct investment (FDI). However, foreign banks are unlikely to be let in before 2015. There is still much to change. Given decades of neglect, “you name it, we need to reform it,” remarked a government advisor. Fortunately, they are open to outside help with the reform process, unusual for a regime that used to regard global institutions with great suspicion.
IMF estimates GDP growth in Myanmar will rise by 5% in FY2011/12 and then by 6% in FY2012/13, stimulated by buoyant commodity exports and fixed investment reflecting improved business confidence. Inflation is expected at 4.2% currently with the recent fall in food prices, but anticipated to rise to 5.8% in FY2012/13 as oil prices rise. The “market” exchange rate had appreciated by about one-third (to 830 in January 2011) since end FY2009/10 following large foreign capital inflows. International reserves rose to US$5.3bil at end FY2010, sufficient to finance seven months of imports.
On the fiscal front, further improvements can be expected. Exchange rate unification should improve revenues, although the losses of state-economic enterprises (SEEs) will become more apparent and transparent. The fiscal deficit had averaged 5%-5% of GDP in the past two years but, should improve mainly due to new gas exports as they come on stream. It is expected that additional revenues will go towards building human capital, health care and infrastructure.
Tax reform would emphasize direct taxation over indirect taxes to protect the poor. The FY2012/13 budget has targeted a lower deficit of 4.6% of GDP. Privatisation of SEEs would boost private-sector led growth. Recent steps to improve competition in key sectors can be expected to reduce informal market activity and reduce prices.
New exchange regime
Reforming the highly complex exchange rate system is top priority, and rightly so. It will remove a constraint on growth. Indeed, its success will help establish a monetary policy framework for price stability. But theCentral Bank of Myanmar (CBM) needs to be empowered with operational autonomy and policy independence to meet its mission, including bringing about market determined interest rates to help build efficient financial intermediation, including a stock exchange.
Myanmar is one of only 17 nations with dual exchange rates (i.e. different exchange rates for different purposes). Officially, US$1=6.4 kyats (pegged to the IMF's Special drawing rights since 1977). Unofficially (in the streets' “black market”), it had far exceeded 1,000 (in 2009) and now hovers around 800 kyats. The official rate is used for government revenue and for imports by some SEEs. As a result, state revenue is grossly underestimated.
From April 1 the kyat was allowed to float against the US dollar, managed using an auction system. The CBM will conduct sealed bids for a given amount of US dollar, from 14 authorised domestic bank dealers. In practice, market forces will be allowed to determine the kyat's value, within a trading band of 0.8% on either side of the reference rate set daily by the CBM (at 818 on April 2).
This move also calls for enhanced regulation and supervision of banks. From continuing trials over the next 12 months, interbank currency and money markets are expected to emerge. According to IMF: “Certain exchange restrictions can be removed immediately, for example, by allowing the use of all foreign currency bank account balances for imports, easing import licensing requirements and access to the newly-established foreign exchange retail counters.”
Currency reform is a delicate process and can have far reaching impact on ordinary folks. People still remember 1987 when the cancellation of certain bank notes by the late dictator Ne Win wiped out people's savings, and led to pro-democracy uprising the following year which the military crushed and killed thousands. Poor implementation could easily destabilise the economy.
The business community remains nervous with the latest move: (a) the new rate could become unstable given the narrow market; or worse, (b) strengthen further to the detriment of exports; or (c) prove difficult to maintain stable due to speculative influences. To be successful, the value of the kyat has to be seen as determined by the orderly interplay of market supply and demand.
New investment laws
The new investment laws, while likely to significantly improve Myanmar's business climate, won't solve its massive infrastructure deficit, or answer concerns over its unpredictable legal system, its dysfunctional banking system (ATMs and credit cards are not widely used), and its opaque policy making process. Still, the new laws are keenly awaited.
Foreign investors will be (i) granted a 5-year tax holiday; (ii) free from needing a local partner to start businesses; (iii) free to form joint ventures (with at least 35% foreign capital); (iv) allowed to lease land for up to 30 years, to be extended twice, 15 years each time; (v) required after five years, to employ at least 25% skilled local labour; (vi) exempted to export; (vii) guaranteed against nationalisation; (viii) free to repatriate 100% of profits; and (ix) allowed to import skilled labour.
A new telecommunications law is also expected to create four new phone licences, open to foreigners to bid. Myanmar has only 2-3 million (some estimate much less) mobile phone users today. The number of internet users is even smaller 110,000. The government's target is 50% wireless penetration by 2015.
What, then, are we to do?
The push is on for a really “open door” society. Developments are still evolving. All round support is needed to accelerate and secure political and economic reforms. They have come a long way from where they were a year ago. Today presents a real opportunity for permanent change.
We hear from Aung San Suu Kyi that the President is “sincerely motivated.” He has since moved firmly on both political and economic fronts. The challenge is for the West to recalibrate its response to reciprocate the bold reform initiatives. It would appear there is a new mind set in Myanmar.
The country has been secluded for so long that this time around, people with their new found freedom may understandably, have set their expectations too high to be realistic. Implementation can easily fall short. They have lost everything over the past 50 years. They have nothing more to lose. They want and deserve more in terms of really improving the plight of its impoverished people. They expect much better healthcare and education. Quick reforms in land and agriculture are also badly needed.
All this will require serious political effort by the West commensurate with that made by Myanmar. They urgently want to achieve enough progress to make the process irreversible. For them, there can be no turning back. “People have high hopes (and)... like to see progress on the streets.” I wish them well.

Indian maritime environment fragile, says ICG

CHENNAI: Sending out an early warning to the country’s security establishments about the prevailing conditions on the high seas, a senior Coast Guard official on Thursday said that the Indian maritime environment was ‘fragile.’ 
Addressing a gathering of past and future mariners during the culmination of 49th National Maritime Day celebrations here, Inspector General Satya Prakash Sharma, Commander of Coast Guard (East Region), said, “Not many incidents of sea piracy and petty thefts on board vessels on Indian waters were being reported to the Indian Coast Guard as much as they were reported with international organisations outside the country.”
“I am pained to inform you that not on many occasions, these incidents (of piracy and petty thefts encountered at mid-sea) get reported at the Maritime Rescue and Coordination Centre (MRCC) of the Indian Coast Guard,” Sharma said.
However, instant communication (about such events) is made to the Piracy Reporting Centre of the IMB (International Maritime Bureau) at Kuala Lumpur and ReCAAP (Regional Cooperation Agreement on Combating Piracy and Armed Robbery against Ships in Asia) of Singapore, the Commander said.
“It is important for us to neutralise any such incidents instantly rather than give it wide publicity as it does not help as far as India’s maritime security is concerned,” Sharma added. 
GRK Reddy, chairman and managing director, MARG group and promoter director, Karaikal Port Pvt Ltd, said, “As India charts itself as the port of call for world trade, ports and terminals need to meet the growing demand in terms of both infrastructure and capacity.”
As one of the fastest growing economies in the world and possessing such a large coastline, India can accelerate growth rate by providing superior infrastructure at its ports and shipyards and focusing on the overall logistics and supply chain efficiencies, Reddy added. Development of India’s port and shipping industry is, therefore, critical to achieving higher levels of growth, he said.

ஏதும் செலுத்தவில்லை என டி.சி.யிலேயே எழுதியுள்ளனர்.

இப்பெற்றோர்கள் கட்டணம் கட்ட பலமுறை முயற்சி எடுத்தபோதும், முழுக்கட்டணத்தை செலுத்தினால் மட்டுமே பெறுவோம் எனக்கூறி தடுத்தது பள்ளி நிர்வாகம் தான். மேலும்,
அரசுக்கட்டணத்தை பதிவுத்தபாலில் செலுத்திய மாணவர்கள் சுமார் 20 பேருக்கு
பகுதிக்கட்டணம் மட்டுமே தாங்கள் செலுத்தியுள்ளதால் பள்ளி தீர்மானித்த
கட்டணத்தை ஏப்ரல்,5 க்குள் கட்டுங்கள், இல்லையெனில் நடவடிக்கை
எடுக்கப்படும் என்றும் எச்சரிக்கை கடிதம் அனுப்பப்பட்டுள்ளது.


சென்னை உயர்நீதிமன்றத்தில் எங்களது சங்கம் சார்பாக வழக்குத்
தொடுத்திருந்தோம். நீதியரசர்.சிங்காரவேலு விசாரித்து, அதிகக் கட்டணம்
பள்ளியில் வசூலிக்கப்படுகிறதா என இறுதித் தீர்ப்பு வழங்க வேண்டும் என
உயர்நீதிமன்றம் பரிந்துரை செய்த அடிப்படையில் விசாரணை நடைபெற்றுவருகிறது.

இந்நிலையில், நிர்வாகம் பள்ளி தீர்மானித்த கட்டணத்தை செலுத்தாத
பெற்றோர்களின் குழந்தைகள் மீது டிஸ்மிஸ் நடவடிக்கையை துவங்கியுள்ளனர்.

31-03-2012 அன்று தகுதி அட்டை(REPORT CARD) வழங்கப்படுவதாக நிர்வாகம்
அறிவித்திருந்தது. கட்டணத்தை முழுமையாக/பகுதியாக செலுத்தாத
குழந்தைகளுக்கு பதிவுத்தபாலில் அனுப்பிவைத்து விட்டோம் என தகவல் பலகை
வைக்கப்பட்டிருந்தது. 

அரசு தீர்மானித்த கட்டணத்தை செலுத்திய பெற்றோர்களைத்தான் பகுதிக்கட்டணம் கட்டியவர்களாக சித்தரித்துள்ளனர்
நிர்வாகம். பின்னர் சுமார் 50 பெற்றோர்கள் பள்ளி முதல்வரை சந்தித்தோம்.
அனைத்து குழந்தைகளும் இன்று தகுதி அட்டை பெறுகையில் எங்கள் குழந்தைகள்
மனநிலை பாதிக்கப்படும் என்று கூறினோம். ஆனால், வீட்டுக்கு செல்லுங்கள்
வந்திருக்கும் எனக்கூறினார் பள்ளி முதல்வர். பின்னர், இதை ஒரு கடிதமாக
தரவேண்டுமென பெற்றோர்கள் கேட்டுக்கொண்டபடி, திருவொற்றியூர் காவல் துணை
ஆய்வாளர் திரு.பரமசிவம் முன்னிலையில் நிர்வாகம் அனைவருக்கும் அளித்தது.
ஆனால், அன்று தான் அதனை அனுப்பியுள்ளனர். ஆனால்,30-03-2012 அன்றே டி.சியை
மாணவர்களுக்கு தபாலில் அனுப்பும் வேலையையும் நிர்வாகம் செய்துவிட்டது.

குறிப்பாக, 31-03-2012 அன்று பள்ளிக்கு வந்த காவல்துறை துணை ஆய்வாளர்
திரு.  பரமசிவம்   அவர்களிடம், இப்போது கூட கட்டணம் முழுவதையும்
செலுத்துகிறோம், பில் தரச்சொல்லுங்கள் என்று கூறினோம்.  மேலும், நாங்களாக
அலுவலம் சென்ற போது அங்கு மற்றொரு தகவல் பலகை இருந்தது. அதில், இன்று
பள்ளிக் கட்டணம் வசூலிக்கப்படமாட்டாது(Today, No Fees Collection) என
போர்டு வைக்கப்பட்டிருந்தது.இது போன்று பல முறை நடந்துள்ளது. கட்டணம்
கட்டத்தயாராக இருப்பதாக பல முறை நாங்கள் சங்கம் சார்பாக கடிதம்
அனுப்பியுள்ளோம். ஆனால், பள்ளி நிர்வாகம் தீர்மானித்த கட்டணம் மட்டுமே
பெறுவோம், அரசுக்கட்டணத்துக்கு என எங்களிடம் பில் இல்லை என்றும் மறுத்த நிர்வாகம், பணமாக கட்ட அவ்வைக்காப்பகத்துக்கு செல்ல வேண்டும்,

காசோலையெனில் தேதி இல்லாமல் முழுமையான தொகையைக் கட்ட வேண்டும் என்றும் நிர்ப்பந்தப்படுத்தியதால் தான் பெற்றோர்களால் கட்ட இயலவில்லை.

தபாலில் சிலர் அனுப்பியுள்ளனர், அது முறையற்றது, அதைப்போல் யாரும்
கட்டத்தேவையில்லை என்றும் கூறியது பள்ளி நிர்வாகம் தான்.
மாற்றுச்சான்றிதழை தபாலில் அனுப்பி வைத்த பள்ளி நிர்வாகத்தின் செயலே
அவர்களின் நோக்கத்தை எடுத்துரைப்பதாக உள்ளது.

இக்கல்வியாண்டு துவங்கியது முதலே எங்கள் குழந்தைகள் ஏராளமான துயரங்களை
பள்ளியில் அனுபவித்து வந்துள்ளனர். கடந்தாண்டும் தகுதி அட்டை முதலில் தர
மறுத்து, திருவள்ளூர் மாவட்ட சி.இ.ஓ. தலையிட்டார். பின்னர் நோட் வழங்க
மாதவரம் தாசில்தார், புக் வழங்க திருவொற்றியூர் சட்டமன்ற உறுப்பினர்
திரு.குப்பன், மாதவரம் தாசில்தார், காவல்துணை ஆய்வாளர் எனப் பலர்
தலையிட்டுள்ளனர். ஏப்ரலில் கல்வியாண்டு துவங்கியது முதல் ஒரு கட்டண
விபரத்தை அமல்படுத்தினர். பின்னர், நீதிபதி.ரவிராஜபாண்டியன்
சீரமைப்புக்கட்டணம் அறிவிக்கப்பட்ட பின்னர், ஆகஸ்டு-2011 முதல் புதிய
கட்டண முறையை அமல்படுத்தினர். கல்வியாண்டின் இடையில் கட்டணத்தை
மாற்றக்கூடாதென்ற சி.பி.எஸ்.இ.விதிகளுக்கு இது முரணானது. மேலும், அரசுக்
கட்டணத்துக்கு முரணாக,TECHNOLOGY BASED EDUCATION  என்ற பெயரில்
எல்.கே.ஜி-யூ.கே.ஜி வகுப்புகளுக்கு ரூ.7,500யும், ஒன்று முதல் பத்தாவது
வகுப்பு வரை ரூ.4000யும் வசூலிக்கப்பட்டு வருகிறது. மேலும், optional
extra co-curricular என்ற பெயரில் 2250-3000 வரையும் வசூலிக்கப்பட்டு
வருகிறது. இதற்காக பள்ளி வேலை நேரமே ஆகஸ்டு முதல் மாற்றப்பட்டு,
அரசுக்கட்டணத்தை செலுத்திய மாணவர்களுக்கு ஒருவிதமாகவும்- பள்ளி கேட்ட
கட்டணத்தை செலுத்தியவர்களுக்கு மற்றொரு விதமாகவும் என இரண்டு கால
அட்டவணைகள் கொண்டு பள்ளி இயங்கிவருகிறது. ஆண்டுவிழா கூட நடத்தாத பள்ளி
நிர்வாகம் extra co-curricular day   என்று அரசுக்கட்டணம் செலுத்திய
குழந்தைகளை புறக்கணித்து விட்டு விழா நடத்தினார்கள். அதன் உச்சமாக இன்று
டிஸ்மிஸ் என்று நடவடிக்கை எடுத்துள்ளனர்.
எங்கள் குழந்தைகளின் கல்வியையும், வாழ்வையும் பாதுகாக்க உதவுமாறு கேட்டுக்கொள்கிறேன்.
