Karaikal Port enters ‘Box Club’ of ports, begins container handling

It was a red-letter day for the management MARG Karaikal Port on Feb. 15, as Bengal Tiger Line (BTL) has commenced the Container Feeder service from the port to Colombo.

The inaugural call of the 1,900 TEUs container vessel M.V. Tiger Bridge was marked with the exchange of mementoes with Capt. Celerian Dennis, Captain of the vessel, and the operators with the port.

With the fete, Karaikal Port becomes the fourth port in the TN & Pondy region to have facility for handling containerized cargo after Chennai, Tuticorin and Kattupalli ports.

Initially, the feeder vessel is expected to call the port every fortnight and later would become a weekly service as volumes stabilize. The inaugural call witnessed the export of 50 laden containers of CMA-CGM, the French container shipping giant which is one of the world’s largest container shipping lines.

According to port officials, this service, which offers connections throughout the world, is expected to be of immense value to the agro-industrial heartland of Central Tamil Nadu, Karaikal and Pondicherry, enabling business establishments in the hinterland to competitively access the world’s marketplace.

In addition to providing a competitive gateway for the exports and imports from this area, it will also help in reducing the carbon footprint of the industries by substantially reducing the distance through which the cargo has to be moved by road leading to benefits for the society of the entire region, the port officials added.

LIQUID CARGO

Continuing and strengthening its presence in handling liquid cargo, the newly constructed tankages in Karaikal Port, augmenting the total capacity of the port to 19,000 cbm, was commissioned on Feb. 8.

The commissioning of the new oil tankages was marked with the arrival of the first shipment of Crude Palmolein vide vessel M.T.MAPLE for M/s BUNGE. Also, Karaikal Port is regularly handling refined edible oil for M/s KTV Health Pvt. Ltd.

GRAINS EXPORT

This year also saw the commencement of wheat export from Karaikal Port. Food Corporation of India (FCI) has been exporting wheat through the port and till date, more than 1, 25, 000 MT of wheat has been exported. Another addition to the agro commodities, maize is getting ready for export. The commodity has already started to stockpile at the port’s warehouses and will be ready for loading onto the vessel shortly.

With the recent additions of Palmolein, Crude Edible Oil, wheat and maize to its cargo portfolio coupled with the commencement of the container service, MARG Karaikal Port offers a comprehensive and competitive logistics solution to businesses not only in the immediate hinterland but also throughout the length and breadth of the country.

Minister traces Sagar Sandesh feats on 1st Anniversary

Sagar Sandesh Maritime tabloid English Weekly Newspaper, the undisputed ‘Voice of Indian Shipping,’ celebrated its First Anniversary on Feb. 8 in Chennai.
Union Minister of Shipping G K Vasan, who launched Sagar Sandesh exactly one year ago in Mumbai, was the Chief Guest at the glittering ceremony to release the anniversary special issue in the presence of Dr. R. Lakshmipathy, the Publisher and Editor of Sagar Sandesh; Mr. L. Radhakrishnan, Chairman, JNPT, Mumbai; Mr. Atulya Misra, Chairman, Chennai Port Trust; Mr. M. A. Bhaskarachar, CMD, Ennore Port Limited (EPL); Mr. S Natarajan, Chairman (in-charge) of V O Chidambaranar Port Trust, Tuticorin and Dr. R. Krishnamurthy, Printer of Sagar Sandesh.
On the occasion, the Minister also launched an exclusive online portal (www.porttoport.in), a dedicated web service for exporters and importers from the house of Sagar Sandesh on daily vessel movement and updates in Indian ports.
Port to Port is an open database of ships sailing schedules all over India that provides the EXIM fraternity with a real-time view of the forward sailing schedules, from national overview to single port.
Mr. Vasan commented: “I compliment the Publisher Dr. Lakshmipathy and his dedicated team on the completion of one year of its publication and wish them good luck for years ahead.
Outlining the importance of newspaper and media, the Minister said: “Print and electronic media plays a critical role in bringing the focus on public issues and highlighting the various steps taken by the Government for the development and welfare of people.”
He noted: “The objective of Sagar Sandesh, which was launched last year, is indeed laudable. Its aim is to address the problems faced by various stakeholders in the maritime sector and draw attention to the Government for the policy issues that help in resolving those problems.

Sagar Sandesh has been playing the role of connecting to the Ministry of Shipping, the Directorate General of Shipping and various other Government agencies like the port trusts with the industry, agents, port users and academia, the Minister observed.
As a guide to shipping industry, Sagar Sandesh and its online version endeavoured to cover wide range of subjects like shipping, ports, logistics, seafaring and entire gamut of maritime sector leaving no aspect untouched, the Minister remarked.

Speaking about the importance of communication, Mr. Vasan pointed out: “With the advent of information and communication technology, the world has shrunk into a global village where voice, video and data are transmitted at an unimaginable pace. Internet is a powerful tool which can be used for communicating information throughout the world in a matter of second or even less.”
Having successfully established Sagar Sandesh and its online edition, Dr Lakshmipathy and his team are now venturing into web-based services with the launch of exclusive online portal on daily vessel movement and updates in Indian ports, the Minister said.

“The website www.porttoport.in, I am sure that it would definitely serve the professionals engaged in maritime sector in India and across the world in the quest for instant access to emerging developments,” he added.
Encouraged over the presence of heavyweights of EXIM trade at the anniversary celebrations, Mr. Vasan stated: “Today, we have with us wide representations of container terminal operators, freight forwarders, container freight stations (CFSs), steamer agents and also from the Railways. It shows the keen interest the launch of the website has evinced among various stakeholders.”

“I feel it is appropriate that the Chairmen of four major ports have chosen to present here at the launch of this website, which is another vehicle for information dissemination,” the Minister quipped.
Patting the maritime weekly from his heart, the Minister declared: “You would agree with me that Sagar Sandesh has stepped in to fill a void in the maritime sector. I am sure that in future Sagar Sandesh will not only bring mariners and logistics managers together but also bring more awareness about the role and contribution of maritime sector to the common people of the country.”
Earlier, Dr. R. Lakshmipathy welcomed the gathering.

பல்வேறு தடைகள் மற்றும் பிரச்னைகளால் சென்னை- எண்ணூர் இடையேயான துறைமுக இணைப்புச் சாலைகள் திட்டப் பணிகள் குறிப்பிட்ட காலத்துக்குள் நிறைவேறுமா என சந்தேகம் ஏற்பட்டுள்ளது. தடைகள், பிரச்னைகள் நீடிப்பதற்கு மத்திய, மாநில அரசு அதிகாரிகளின் மெத்தனபோக்கே காரணம் என பொதுமக்கள் புகார் தெரிவித்துள்ளனர்.
வடசென்னை கன்டெய்னர் நெரிசல் பிரச்னை மற்றும் சென்னை, எண்ணூர் துறைமுகங்களின் கட்டமைப்பு வசதிகளை மேம்படுத்தும் பொருட்டு அறிவிக்கப்பட்ட ரூ.600 கோடி மதிப்பீட்டிலான துறைமுக இணைப்புச் சாலை திட்டப்பணிகள் தற்போது நடைபெற்று வருகிறது. பொன்னேரி நெடுஞ்சாலை, எண்ணூர் விரைவு சாலை, மாதவரம் உள்வட்டச் சாலை, எண்ணெய் சுத்திகரிப்பு சாலை உள்ளிட்ட சாலைகளில் பணிகள் ஒரளவு நிறைவு பெற்றுள்ளன. இருப்பினும் தொடர் பிரச்னைகளால் இணைப்புச் சாலை பணிகள் பாதிக்கப்பட்டுள்ளன.
மீனவர்கள் எதிர்ப்பால் பணிகள் நிறுத்தம்: துறைமுகத்தின் நுழைவு வாயிலிலிருந்து காசிமேடு மீன்பிடித் துறைமுகம் வழியாக என்.4 காவல் நிலையம் வரை 1.6 கி.மீ தொலைவுக்கு சாலை அமைக்கும் பணி மீனவர்கள் எதிர்ப்பு காரணமாக நிறுத்தி வைக்கப்பட்டிருந்தது. மீனவர்களின் கோரிக்கையை அடுத்து 186 மீன் கடைகள், மீன்பிடித் துறைமுகத்திற்கு வாகனங்கள் தங்கு தடையின்றிச் சென்று வர மேம்பாலம் அமைத்துத் தரப்பட்டது.
தற்போது மீன் ஏல விற்பனை நடைபெற்று வந்த இடத்தில் பாலம் வருவதால் அதற்கு ஈடாக 45 நாள்களில் துறைமுகத்தை ஆழப்படுத்தி உள்பகுதியிலேயே மேடு ஏற்படுத்தி அங்கு விற்பனைத் தளம் அமைத்துத் தரப்படும் என சென்னைத் துறைமுகம் சார்பில் உறுதி அளிக்கப்பட்டது. இதையடுத்து தடுப்புச் சுவர், சாலை அமைக்கும் பணிகள் கடந்த நான்கு மாதங்களுக்கு மேலாக நடைபெற்று வந்தன.
இந்நிலையில் துறைமுக அதிகாரிகள் அளித்த உறுதிமொழி 6 மாதங்களாகியும் செயல்படுத்தப்படவில்லை. எனவே இனியும் சாலைப் பணிகளைத் தொடர அனுமதிக்க மாட்டோம் என மீனவர்கள் சார்பில் எதிர்ப்புத் தெரிவிக்கப்பட்டு வந்தது. இந்நிலையில் சனிக்கிழமை பணியில் இருந்த ஒப்பந்ததாரரை சந்தித்து உடனடியாக  வேலையை நிறுத்திவிட்டு வெளியேறும்படி மீனவர்கள் தெரிவித்தனர். இதனையடுத்து திங்கள்கிழமைமுதல் பணிகள் நிறுத்தப்படும் என ஒப்பந்ததார் தெரிவித்துவிட்டதாகக் கூறப்படுகிறது.
எண்ணூர் விரைவுசாலை-பவானியம்மன் கோயில்: இச்சாலையை ஒட்டி மீன்பிடித் துறைமுகப் பகுதியில் பவானியம்மன் கோயில் அமைந்துள்ளது. இந்த இடத்தில்தான் 1.6 கி.மீ. சாலையும் எண்ணூர் விரைவு சாலையும் சந்திக்கிறது. இதனால் கோயிலை வேறு இடத்திற்கு மாற்ற வேண்டிய நிலை ஏற்பட்டது.
இதற்கு மீனவர்கள் தரப்பில் பலத்த எதிர்ப்பு ஏற்பட்டது. இதனையடுத்து அருகிலேயே கோயிலை இடமாற்றம் செய்து தர துறைமுக நிர்வாகம் உறுதியளித்தது. இந்த உறுதிமொழியும் இதுவரை செயல்படுத்தப்படவில்லை. இதனால் இப்பகுதியில் சாலை அமைக்கும் பணிகள் தொடங்கப்படவில்லை.
குடிசை மாற்று வாரிய செரியன் நகர்: எண்ணூர் விரைவு சாலையில் செரியன் நகரில் குடிசை மாற்று வாரியம் சார்பில் வீட்டுமனைகள் தரப்பட்டு வீடுகள் கட்டப்பட்டுள்ளன. ஆனால் ஒதுக்கீடு பெற்றவர்கள் வீட்டு மனைகளுக்கு முழுத் தொகையையும் கட்டி விற்பனைப் பத்திரத்தை வாரியத்திலிருந்து வாங்கவில்லை. தற்போது சாலை விரிவாக்கத்தின்போது இடிக்கப்பட வேண்டிய வீடுகளுக்கான இழப்பீட்டுத் தொகையை பெறும் உரிமை யாருக்கு என்பதில் குடிசை மாற்று வாரியம், ஒதுக்கீட்டாளர்களிடையே ஆரம்பம் முதலே குழப்பம் இருந்து வந்தது.
அதிகாரிகளின் மெத்தனத்தால் இதுவரை இழப்பீட்டை வழங்க முடியவில்லை. இரண்டுபுறமும் சாலை அமைக்கப்பட்டுவிட்டாலும் சுமார் 300 அடி தொலைவுக்கு நடுவில் அப்படியே பணிகள் நிறுத்தி வைக்கப்பட்டுள்ளன.
நல்லதண்ணீர் ஓடைக்குப்பம்: இப்பகுதியில் கடலோரத்தில் வசித்த மக்களுக்கு எர்ணாவூரில் அடுக்கு மாடி வீடுகள் ஒதுக்கப்பட்டுள்ளன. ஆனால் சாலைக்கான இடம் தவிர எஞ்சிய இடத்தில் தங்களை தொடர்ந்து வசிக்க அனுமதிக்க வேண்டும் இல்லையெனில் இத்திட்டத்திற்கு ஒத்துழைப்பு தர இயலாது என மீனவர்கள் தெரிவித்து போராட்டத்தில் ஈடுபட்டு வந்தனர்.
திருவள்ளூர் மாவட்ட ஆட்சியர் தலைமையில் பலமுறை பேச்சுவார்த்தை நடத்தியும் எவ்வித உடன்பாடும் எட்டப்படவில்லை. இதனால் இப்பகுதியிலும் சுமார் 250 மீட்டர் தொலைவுக்கு சாலை அமைக்கும் பணி அப்படியே நிறுத்தி வைக்கப்பட்டுள்ளது.
ஒண்டிக்குப்பம் பகுதியில் ஒரு கிறிஸ்தவ அழைப்பு கூடம் ஒன்று செயல்பட்டு வந்தது. இந்த அமைப்பினர் 3 ஆண்டுகளுக்கு முன் உயர்நீதிமன்றத்தில் தடையாணை பெற்றனர்.  இத்தடையை நீக்க அதிகாரிகள் போதிய முயற்சி எடுக்கவில்லை. இதனால் சுமார் 100 மீட்டர் தொலைவுக்கு பணிகள் தடைபட்டுள்ளன. 
செவிமடுக்காத சென்னைக் குடிநீர் வாரியம்: திருவொற்றியூர் இடுகாட்டினை ஒட்டி பொதுமக்கள் இடையூறு இல்லாமல் சென்று வரும் வகையில் ஒரு உயர்மட்ட பாலம் அமைக்கும் திட்டம் உள்ளது. இப்பகுதியில் அமைந்துள்ள பாதாளச் சாக்கடை குழாய்களை வேறு இடத்திற்கு மாற்றும் பணியை சென்னைக் குடிநீர் வாரியம் இதுவரை முடித்து தரவில்லை.
இதற்கான இழப்பீட்டுத் தொகையை தேசிய நெடுஞ்சாலை ஆணையம் இரண்டு ஆண்டுகளுக்கு முன்பே செலுத்திவிட்டது குறிப்பிடத்தக்கது.
இதனால் உயர்மட்டப் பாலம் அமைக்கும் திட்டத்தை கைவிடப்போவதாக தேசிய நெடுஞ்சாலை ஆணைய அதிகாரிகள் முடிவு செய்துள்ளதாகக் கூறப்படுகிறது. இவ்வாறு இங்கும் பாலம் அமைக்கப்படாவிட்டால் இறுதியாத்திரைக்கு இடுகாட்டுக்கு வரும் மக்கள் விபத்தில் சிக்க நேரிடும் அபாயம் உள்ளது.
அதிகாரிகளுக்குப் பொறுப்பு வேண்டும்: பொதுமக்கள் புகார் இத்திட்டம் வடசென்னை மக்களின் கனவுத் திட்டம். இதனை விரைவாக நிறைவேற்ற வேண்டிய துறைமுகம், குடிசைமாற்று வாரியம், மீன்வளத்துறை, சென்னை குடிநீர் வாரியம், வருவாய்த்துறை உள்ளிட்ட துறைகளின் அதிகாரிகளுக்கு இதில் மிகுந்த பொறுப்புகள் உள்ளன. ஒருவருக்கொருவர் இணைந்து தொடர்புடைய மக்களிடம் பேசி பிரச்னைகளுக்குத் தீர்வு கண்டு, தடைகளை நீக்கும் முயற்சியில் ஈடுபட வேண்டும்.

Study sinks Japan's 'scientific whaling' program

A report released in Tokyo by the International Fund for Animal Welfare shatters the justifications used by the Japanese government and the whaling industry to continue the slaughter of whales.
Of all the statistics, culled from official sources, that are cited in the International Fund for Animal Welfare's (IFAW) study "The Economics of Japanese Whaling," Dr. Ralf Sonntag, director of the IFAW's operations in Germany, says the one that shocked him the most was the sheer amount of taxpayers' money that had been sunk into an industry for a product that so few people want to buy.

"That was perhaps the most surprising thing for me," said Sonntag, who was in Tokyo for the launch of the study. "It's a figure around 400 million US dollars over the last 25 years and that's a lot of money.
"Really, that sort of money could have been spent in a far better way than on supporting an industry that could not survive without government backing."

Thanks to the support of the conservative members of the Japanese government and bureaucrats within the Japan Fisheries Agency, the whaling fleet is presently exploiting a loophole within the rules of the International Whaling Commission (IWC) to operate in the Southern Ocean Whale Sanctuary.

'Research whaling'

Established by the IWC in 1994, the sanctuary is a swathe of the Antarctic Ocean that covers 50 million square km where all commercial whaling is banned. Japan gets around the ban by claiming that the whales it harpoons in these waters are part of its research program and that only the by-product of that research is then sold to consumers in Japan.

Sonntag, 54, believes that is a cynical manipulation of the wording of the IWC's resolution and is in Tokyo to raise awareness of the issue, along with the new report, among the diplomatic corps here.

"The German public is very much against whaling and most of the people that I talk to are aware that the claim Japan makes about scientific whaling is a sham," he told DW. 

"The German parliament has voted unanimously against whaling and has a strong commitment to making those countries that still do this - Japan, Iceland and Norway - stop.
"The important thing is to trigger a dialogue within Japanese society on this issue and I think it's very important that people here consider it critically," he says.
"The report shows us that whaling is highly subsidized for a product that is completely unnecessary because people are indifferent to it."
The research, carried out by Japanese companies for the IFAW, paints a very different picture to the rosy image that whaling authorities manage to put on the same figures.
Japan's whaling fleet, for example, is financially supported to the tune of around Y782 million (nearly 8.5 million US dollars) a year, yet the Institute of Cetacean Research still operates at an annual loss.

Consumption declining:
At the same time, consumption of whale meat among the Japanese public today is around 1 percent of its peak, in the early 1960s, and stockpiles of unsold whale meat have increased to nearly 5,000 tons - more than four times more than 15 years ago.

Even an advertising campaign and a series of auctions have failed to shift the surplus whale meat, with three-quarters of the meat unsold.
The study also claims "The Japanese government has engaged in a concerted effort to change the direction of the International Whaling Commission by recruiting new members to vote on its side" by linking overseas development aid to supporting votes.
The claim that Japan is conducting valuable "scientific whaling" is also shown to be a lie as despite killing 14,000 whales since 1988, the IWC's science committee found that the research had failed to achieve any of its stated objectives.
A section of the study is given over to the appropriation of funds designed to assist communities affected by the March 11 earthquake in Tohoku to the whaling industry, pointing out that some Y2.28 billion were diverted to supporting "research whaling, stabilization promotion and countermeasure expenses."

Billions in subsidies
Over the past 25 years, direct subsidies from the Ministry of Agriculture alone have cost the Japanese taxpayer more than Y30 billion.
And it's not as if the Japanese public is particularly keen on the final product, the study shows. More than 54 percent of Japanese are indifferent to whaling and a mere 11 percent replied to the poll that they are strongly in favor of Japan continuing its whaling program.
Nearly 90 percent of people surveyed have not bought whale meat in the last 12 months and 85 percent were opposed to billions of yen in taxpayers' money being used to build a new factory ship.

Sonntag also points out that the claim often put forward by those in favor of whaling that it is an important part of Japan's culture and history is incorrect as it was only introduced on an industrial scale in the lean years immediately after World War II.
"In any case, other countries that used to carry out high-seas whaling gave it up because they saw no future in it," he points out.
 According to the report, the 'research' had failed to achieve any of its stated objectives since 1988.
According to Patrick Ramage, director of IFAW's global whale program, meetings with Japanese politicians over the past week have gone "very positively" and vast majority of them are aware of the public anger that had been stoked by the revelation that emergency funds for the victims of the March 2011 earthquake and tsunami had been diverted to the whaling industry.

Whale watching
He added that there was also renewed interest in IFAW's proposal for an alternative to commercial whaling in the form of whale watching, which would not require government subsidies and create far greater income from domestic tourism.
"The good people of Japan are paying billions to support a dying industry," Ramage says. 
"If their government wants to generate income and help coastal communities, it should support whale watching.  "Whaling is an economic loser in the 21st century."

Mumbai: In an interview with DNA, Deepak S, former national fraud control manager with ICICI bank talks about how misappropriation of funds by ICICI and cover-ups. During his tenure of nearly 5 years with fraud control unit, he had reported involvement of more than 500 ICICI Lombard (a subsidiary of ICICI Bank) employees/channel partners in different frauds.

Even as his company introduced whistle-blower policy back in 2007 intending to protect its employees from any kind of harassment and encourage them to inform the company about frauds, nothing much seems to have changed. He says that the whistle blower policy is selectively applied for junior level employees only and senior and top management is provided immunity for frauds committed by them.

Deepak who was earlier heading fraud control unit as National Manager - Fraud Control Unit since its inception has now been transferred to Human Resource department no or little work, which he says is retaliation by his company for being upright in highlighting frauds by the management.

Interview: Ten questions for Deepak Srivastava, former national fraud control manager with ICICI Lombard.

When was the first time that you detected anomalies in the implementation of government funded insurance schemes by ICICI?

DS: The first fraud came to my knowledge was in 2004 - 05 in Uttar Pradesh. The name of the policy was Panjikrit Kisan Bima Yojana in which the company deliberately withheld genuine claims of farmers for no faults of their and in some cases the claims were rejected on flimsy grounds. I was in Lucknow handling some portion of this policy and I was told by my senior management to ensure that not more than 1100 - 1200 cases are settled as against approx. 5000 reported cases. Settling more cases would have made policy loss making to the bank.

How many cases of irregularities, committed by ICICI Lombard employees, have you reported?

DS: Can't put a number but my unit handled more than 2000 employee/channel related frauds in last 5 years. Also, not all cases are reported to Fraud Control Unit, many cases are reported to the Insurance regulatory and development authority (IRDA), the Govt., the senior management, compliance officer, ICICI bank and others.

Has your company taken any action on your investigation reports? If yes in how many cases and if not, what are the reasons?
No action was taken by ICICI when the perpetrators were directors and senior management employees. I was told that things were done in the interest of the company. On one occasion I was told that fraudulent enrolment is done to increase the premium income and to offset losses.

Also, I was asked to dilute the findings in internal report as true findings may be detrimental to the company and its officials in the event of scrutiny by law enforcement agencies.

Left with no option I escalated the matter to chairman of ICICI Lombard and MD and CEO of ICICI bank Chanda Kochar on 12th March 2011 in response to which I got a call from Sanjay Choughale - head - Internal Audit, ICICI bank who promised to form a team to look into the matter and promised independent probe.

I contacted bank after nine months in December'11 to know the status of the case to which I was told that they cannot share the findings and I was asked to forget about it.

Has anyone from top management is ever been removed for their involvement in any insurance fraud?

No, not to my knowledge, though top management is directly involved along with the auditors, ICICI bank, fairfax, Canada and others. It is not only the story on one insurance scheme, the fraud runs across many.

Is government aware of such frauds in ICICI Lombard? Have you ever reported such cases to government? What happened to those reports?
IRDA - The insurance regulator keep getting complaints as per my unofficial knowledge but they have collude with my company. It was quiet evident in the manner they handled Panjikrit Kisan Bima Yojana and Shetkari Apghati Bima Yojana complaints by siding with the management against the interest of policy holders.

The Maharashtra government even filed a case before national consumer forum against ICICI Lombard for denying genuine claims. I risked my career and my life and informed CBI several times and gave all the proofs but got no response from them.

I have referred a few matter to CBI and sent several reminders later on. I did it when I found that attempts were being made by ICICI bank and ICICI Lombard to scuttle the issue. Have also recently written to PM and marked cc to Anand Sharma, Montek Singh Ahluwalia, Veerappa Moily, Salman Khursheed, RBI governor and many other important officials and I am yet to hear from them.

Please explain in detail the different type of frauds committed by ICICI Lombard?

Denial of genuine claims - in policies like Panjikrit Kisan Bima Yojan in UP and Shetkari Apghati Bima Yojana of Maharashtra the company wilfully rejected claims for the losses exceeded the premium. As per the basic insurance principle you cannot reject genuine claims. There were unconfirmed reports which suggested that company first settles all the claims genuine or fake so as to show performance to the govt. Subsequently, the company would start rejecting even the genuine claims if the losses exceeded premium. It happened in Assam in RGSSBY and Weavers policy in the year 2008-2009.

Fake enrolment - Making use of the weak government machinery fake enrolment of ineligible and non-existing people is done and a huge sum of premium is collected from the govt.

Furnishing incorrect numbers and information to Govt. – Incorrect enrolment numbers are submitted to the government. During my investigation, I found out that numbers were always fudged to suit the policy terms and conditions. In one of the cases, when my bank came to know about fraud by its senior management submitted misleading letter to ministry of textiles and ministry of agriculture, Govt. of Rajasthan. It only shows that such thing is quiet rampant and company has no regard for the law of the land.

Non distribution of health cards - I found that in few cases in states like UP and Tripura the health cards pertaining to RGSSBY and Health Insurance Scheme (weavers policy) were deliberately not distributed by the company. In case of Rajasthan under RGSSBY the company's management decided to destroy the cards.

Can you explain how the company benefits from these frauds? If suppose a fraud is committed, so does the entire money swindled goes to the company’s coffer as profit or the officers involved?
DS: Obviously, such ill-gotten money enhances the top line and bottom line of company. Management does not get direct benefit but it enhances their performance on which depends their bonus, salary increment, continuity in the company and value of the stock.

Have these frauds been brought to the notice of Chanda Kochhar the Managing Director (MD) of ICICI Bank? What is her stand on this?
DS: Yes, I have informed her. She is also involved as she chose to keep quiet on the whole matter. She through her team, appointed to look into the matter, asked me to keep quiet.

Does IRDA play a competent role in detecting these frauds and punishing the culprit? If No, then what is the reason?


No. Over a period of time IRDA has become stooge of insurance companies and not discharging its responsibilities in the interest of the nation and policy holders. Their officials are hands in glove with my company.

Did your company protect you as per the whistle blower policy of the company?

DS: I was assured by ICICI Bank that my rights will be protected and that there will not be any impact on my promotion and appraisal. However, bank backtracked and asked me to forget the issue. I was threatened with dire consequences. They asked me resign else they will transfer me forcibly. And indeed in the month of Feb'12 they transferred me to HR with no or little work.

Indian seafarers released after 40 days of captivity

Medallion Marine, operators of MT SP Brussels, has reported that the five crew members (Indian seafarers) who were taken from the vessel by armed men off the Niger Delta in December have been released.

Confirming the release in an e-mailed statement to Sagar Sandesh, the shipping company said that all the five seafarers are believed to be in good health after their ordeal.

Medallion Marine has also expressed their admiration for the crew and their families who have shown great courage and fortitude throughout this very difficult situation, the statement said. Following medical examinations, the crew members have now been flown home in order to be reunited with their families.

On Dec. 16, 2012 five Indian seafarers who were on board the mercantile vessel SP BRUSSELS, belonging to the German company Medallion Reederei GmbH, were abducted by the sea pirates in Nigeria. Second Officer Thomson Britto, from Kanyakumari District in Tamil Nadu, was one among the five seafarers. They  were abducted by the pirates for ransom.

Though the company statement did not elaborate on how the crew were released, unconfirmed reports reaching here has suggested that ransom was indeed paid to secure the release of the five Indian seafarers.

According to information available, the seafarers were released by the pirates on Jan. 25 after receiving the ransom from the ship company.

Meanwhile, Fr. Churchil, General Secretary, South Asian Fishermen Fraternity, thanked the ship company and the Government of India for taking all the initiatives for release of the abducted seafarers.

It may be noted that Fr. Churchil along with others including Tamil Nadu Meenavar Peravai took up the matter with the Government of India and with the shipping company for securing the safe release of all the five Indian seafarers from the pirates’ custody.

இலங்கையில் தமிழர்கள் வாழும் பகுதிகளில் அவர்களின் தடயங்கயை அழிக்கும் முயற்சியில் ராஜபக்சே அரசு ஈடுபட்டு வருகிறது. அங்கு சிங்களர்களின் குடியேற்றம் ஒருபுறம் நடப்பதைப்போல அங்கிருந்த இந்து ஆலயங்கள் சத்தமில்லாமல் அழிக்கப்பட்டுவிட்டன.

கோவில்களை அழிப்பது ஏன்?
மக்களின் வாழ்வை, அவர்களின் கலாச்சாரத்தை பறைசாற்றுபவை கோவில்கள். தமிழர்களை அழித்தது போல அவர்களின் கலாச்சாரத்தையும் அழித்து ஒழிக்க நினைக்கிறது இலங்கை அரசு. அதனால்தான் தமிழர்களின் பகுதிகளில் இருந்த கோவில்கள் சத்தமில்லாமல் அழிக்கப்பட்டுவிட்டன.
இலங்கையில் உள்ள, 89 தமிழ் கிராமங்களுக்கு, சிங்கள பெயர் சூட்டுதல், மாவட்ட, நகர, கிராம எல்லைகளை மாற்றி அமைத்தல், போன்ற வேலைகளை செய்த அரசு, அங்குள்ள 367 இந்து கோவில்கள் அழித்துவிட்டது. ஒரு மாபெரும் கலாசாரமும் பழங்கால மதமும் அனைவரின் கண்முன்னே நிர்மூலமாக்கப்பட்டு வருகிறது என்பது இதன்மூலம் தெரிவந்துள்ளது.
யாழ்பாணத்தில் 208 கோவில்கள்
யாழ்பாணத்தில்தான் அதிகபட்சமாக 208 கோவில்கள் அழிக்கப்பட்டுவிட்டன. அங்குள்ள நாகர்கோவில் கிழக்கு, வடக்கு, தெற்கு, செம்பியன்பட்டு வடக்கு, செம்பியன்பட்டு தெற்கு, வெட்டிலைக்கேணி, தந்தை செல்வபுரம் உள்ளிட்ட பல ஊர்களில் உள்ள பிரபலமான கோவில்கள் அழிக்கப்பட்டுவிட்டன. அதில் சோழசிவன் கோவில், கரம்பம் வயிரவர் கோவில், உச்சிமலை சிவன் கோவில், சுடலை ஞான வயிரவர் கோவில், மாங்கொல்லை வயிரவர் கோவில் உள்ளிட்ட பிரபல கோவில்கள் அடக்கம்.
திரிகோணமலையில் 17
தமிழர்கள் வாழும் பகுதியான திரிகோணமலை மாவட்டத்தில் உப்பரவு, லங்கபட்டிணம், சம்பல்தீவு உள்ளிட்ட பல கிராமங்களில் 17 இந்து கோவில்கள் அழிக்கப்பட்டுள்ளன. பிள்ளையார் கோவில், முருகன் கோவில், அம்மன் கோவில், மலையம்மன் கோவில், முத்துமாரியம்மன் கோவில், கோனேஸ்வர் கோவில் நாராயணன் கோவில் போன்ற ஆலயங்கள் அழிக்கப்பட்டு விட்டன.
மட்டக்களப்பில் 61 கோவில்கள்
மட்டக்களப்பு மாவட்டத்தில் உள்ள கட்டமுறிவு, கதிரவேலி, மலையர்கட்டு, மண்டூர் உள்ளிட்ட ஏராளமான கிராமங்களில் உள்ள கருணைமலைபிள்ளையார் கோவில், கன்னிகையம்மன் கோவில், சிவமுத்து மாரியம்மன் கோவில் உள்ளிட்ட பிரபலமான 61 கோவில்கள் எரிக்கப்பட்டும், இடிக்கப்பட்டும் அழிக்கப்பட்டுள்ளன.
அம்பாரையில் 11 கோவில்கள்
அம்பாரை மாவட்டத்தில் உள்ள நிந்தாவூர், ஆட்டப்பலம், பலமுனை உள்ளிட்ட கிராமங்களில் உள்ள பிள்ளையார் கோவில், முருகன் கோவில், கண்ணகியம்மன் கோவில், வயிரவர் கோவில் என 11 கோவில்கள் அழிக்கப்பட்டுவிட்டன.
கிளிநொச்சியில் 46 கோவில்கள்
கிளிநொச்சி மாவட்டத்தில் உள்ள இந்துபுரம், மாணிக்கபுரம், யூனியன் குளம், கந்தபுரம், ஜெயபுரம் உள்ளிட்ட பல ஊர்களில் இருந்த 46 கோவில்களை எரித்தும், இடித்தும் துவம்சம் செய்துவிட்டனர்.
முல்லைத்தீவில் 6 கோவில்கள்
முல்லைத்தீவு மாவட்டத்தில் மாங்குளம்,பெரியகுளம், ஒட்டுசுட்டான், உள்ளிட்ட ஊர்களில் 6 கோவில்கள் இருந்த இடம் தெரியாமல் முற்றிலும் அழிக்கப்பட்டுவிட்டன. அவற்றில் பிள்ளையார் கோவில், தான்தோன்றீஸ்வரர் கோவில், நாகாத்தம்மன் கோவில், உள்ளிட்ட பிரபலகோவில்களும் நாசமாக்கப்பட்டுவிட்டன.
மன்னாரில் 6 கோவில்கள்
மன்னார் மாவட்டத்தில் உள்ள வேட்டைமுறப்பு, குறிஞ்சன்குளம், பருந்து கடந்தான், பிள்ளையார் பட்டி ஆகிய ஊர்களில் உள்ள பிரபலமான ஆலயங்களான சித்திவிநாயகர் கோவில், துர்க்கையம்மன் கோவில், வழிவிடுவிநாயகர் கோவில், முத்துமாரியம்மன் கோவில் உள்ளிட்ட 6 கோவில்கள் அழிக்கப்பட்டுவிட்டன.
வவுனியாவில் 12 கோவில்கள்
வவுனியா மாவட்டத்தில் மொத்தம் 12 கோவில்கள் இடிக்கப்பட்டும், எரிக்கப்பட்டும் அழிக்கப்பட்டுவிட்டன. அங்குள்ள ரம்பைக்குளம், மரைலுப்பை, நெடும்கேணி, சிவநகர், தடையர்மலை உள்ளிட்ட ஊர்களில் இருந்த பிள்ளையார் கோவில், முருகன் கோவில், வீரபத்திரர் கோவில், பழைய கந்தசாமி கோவில் உள்ளிட்ட கோவில்களை எரித்து அழித்துவிட்டனர்.
அங்குள்ள தமிழர்கள், ஒடுக்கப்பட்ட நிலையில் வாழ்கின்றனர். கொல்லைப்புற வழியாக, மிகப்பெரிய கலாச்சாரத்தையும், பழமை வாய்ந்த மதத்தையும் அழிக்கும் முயற்சியில், இலங்கை அரசு ஈடுபட்டுள்ளது.
