Corporation Council to set ball rolling

CHENNAI: With the Tamil Nadu government announcing its intention of expanding the boundaries of Chennai Corporation by assimilating adjacent local bodies, the civic body’s Council meet slated for Thursday is expected to formally set the ball rolling on the merger and reorganisation by tabling the government order (GO) on the subject at the meeting.

According to sources, the government notification issued a few days ago would be placed at the Council meet for acceptance of by the councillors.
Within the next few days, the civic body is expected to form a team of officials drawn from all departments with an IAS officer at its helm.

Besides preparing a list of issues faced by the local bodies that are to be amalgamated with the Chennai Corporation, the team would study their financial condition.
A detailed report on proposals, such as the number of new wards that need to be created, basic amenities in different local bodies and the absorption of employees from municipalities, is expected to be submitted to the State government within six months.

As the government notification revolves around delimitation of all Corporation wards (including the existing 155) based on population, the number of wards in the bigger corporation is expected to be around 200.

The delimitation process may reduce the number of wards in the existing Chennai Corporation limit to 120 (from 155) and the other 42 local bodies annexed to the new corporation may get their share of wards based on the respective head count.

அமெரிக்கா ஈராக் மீது நடாத்திய வளைகுடா போரில் ஏறிய விலைகளை விட மோசமான விலையேற்றத்தால் இலங்கையில் உள்ள சிங்கள மக்கள் பாதிக்கப்பட்டுள்ளதாக நத்தார் விடுமுறையில் இலங்கை சென்று திரும்பும் புலம் பெயர் தமிழர் தெரிவிக்கிறார்கள். போரினால் பாதிக்கப்பட்ட தமிழருக்கு நிவாரணமாவது கிடைக்கிறது. வெற்றி என்ற வெறும் வார்த்தை சோறு போடாது என்பதை சிங்களவரின் பசித்த வயிறுகள் உணரத் தொடங்கியுள்ளதாகவும் கூறுகிறார்கள்.

புலிகளை அழித்துவிட்டால் சிங்களத் தீவில் பாலும் தேனும் ஓடும் என்று பேசிவந்த சிங்கள அரசியல் வாதிகள் கூட கற்பனை பண்ணாத ஒரு முடிவு வன்னிப் போர்க்களத்தில் ஏற்பட்டதால் கதி கலங்கியுள்ளனர். புலிகளை சொல்லிக்கொண்டே சிங்களவரின் வயிற்றில் ஈரத்துணியை போட்டுவந்த ஆட்சியாளர் இப்போது சிங்களவரின் வயிற்றுப்பசிக்கு பதில் சொல்ல வேண்டிய அபாயமான நிலை வந்திருக்கிறது. காலம் தாமதித்தால் வெள்ளம் தலைக்கு மேல் போய்விடும் என்று கருதியே அதிபர் தேர்தலை அவசரமாக நடாத்துகிறார்கள் என்கிறார்கள்.

கொத்து றொட்டி 450 ரூபா, சாதாரண மதிய உணவு 280 ரூபா, இரண்டு கறிகள் ஓடர் கொடுத்தால் 750 ரூபாவாகிவிடும். யாழ் – கொழும்பு, திருமலை – கொழும்பு என்று 2005 சமாதான காலத்தில் இருந்த மினிவான் சேவைகளுக்கான விலை இரண்டு மடங்கு அதிகரித்துள்ளது. ஐரோப்பாவில் விற்கும் சாதாரண தலை முழுகும் சாம்போ இங்குள்ள விலையிலேயே கொழும்பில் விற்கிறது. வாழ்க்கைச் செலவு 2005 ம் ஆண்டுடன் ஒப்பிட்டால் மூன்று மடங்கிற்கு மேல் அதிகரித்துள்ளது. வன்னிப்போருக்கு இலங்கை மக்கள் கொடுத்துள்ள பெரிய விலை இதுவாகும். அதிபர் தேர்தல் முடிந்ததும் உயரப் போகும் விலைகளே வன்னிப் போரினால் ஏற்பட்ட இழப்பிற்கான சுமையாக அமையப் போகிறது என்ற அச்சம் மேலோங்கியுள்ளது.

மகிந்த ராஜபக்ஷவின் பிரமாண்டமான கட்டவுட்டுக்கள் சிங்களப் பகுதி முழுவதும் அலங்கரிக்கின்றன. அதுபோல பிரமாண்டமான கட்டவுட்டுக்களை சரத்பொன்சேகாவினால் வைக்க முடியவில்லை. தமிழ் மக்களில் பலர் மகிந்த ராஜபக்ஷவிற்கு வெற்றி வாய்ப்பு அதிகம் என்று கூறுகிறார்கள். ஆனால் சிங்கள மக்களில் பலர் சரத்பொன்சேகாவே வெற்றி பெறுவார் என்கிறார்கள். எனினும் தேர்தல் முடிவுகள் சிறிய வித்தியாசமே காணப்படும். தேர்தல் முடிவுகளுக்கு பின் வரும் கலவரத்தில் தமிழ் மக்கள் அடிபட வாய்ப்பிருப்பதாக சிலர் கூறுகிறார்கள். புலிகளுக்கு பயந்து தமிழருக்கு அடிக்காமல் இருந்த காடையர்கள் இனி மறுபடியும் தாலியறுக்க புறப்படலாமென்று சிலர் மறைவாகக் கூறுகிறார்கள்.

வன்னிப் போர் பற்றியும் அங்கு நடந்தவைகள் பற்றியும் புலம் பெயர் நாடுகளில் ஊடகங்கள் போடும் கூச்சலைப்போல அங்கிருப்போர் கூச்சலிடவில்லை. போர் பற்றி அதிக அக்கறை காட்டாதது போலவே நடந்து கொள்கிறார்கள். பிள்ளைகளின் படிப்பை விருத்தி செய்வதில் மறுபடியும் தமிழ் பெற்றோர் ஆர்வம் காட்ட ஆரம்பித்துவிட்டார்கள். மாதம் 12.000 ரூபா கட்டி தனியார் கல்வி நிலையங்களுக்கு போகும் கலாச்சாரம் மறுபடியும் களைகட்டிவிட்டது. இங்கிருந்து பிழைப்பு நடத்த இயலாது படித்து முடித்து வெளிநாடு போவதே சிறந்தது என்ற கருத்து நிலவுகிறது. நன்கு படித்த இளம் யுவதி ஒருவர் இங்கிலாந்தில் வேலை கிடைத்துள்ளதாக தெரிவித்தார்.

அதேவேளை பொருளாதார மந்தத்தில் சிக்குண்டிருக்கும் புலம் பெயர் தமிழரின் கரங்களை நம்பியிருப்பதால் பல தமிழர் சிங்களவரைவிட சிறப்பாக வாழ முடிகிறது. வெளிநாடுகளில் பணம் அனுப்ப ஆட்கள் இல்லாதவர் நிலை சாதாரண சிங்களக் குடியானவன் மோசமாகவே இருக்கிறது.

யாழ்ப்பாணம் போகும் வீதிகள் விரைவுச் சாலைகளாக திருத்தப்பட்டுவிட்டன. கிளிநொச்சியை தாண்டிப் போகும் வாகனங்கள் பாதுகாப்புடனேயே போகின்றன. வாகனங்களை நிறுத்த முடியாது. இராணுவம் ஓடும் அதேவேகத்தில் ஓடிச் செல்ல வேண்டும். அப்பகுதியில் இன்னமும் பிண வாடை வீசுவதாக சிலர் கூறுகிறார்கள். வன்னிக் குடியேற்றம் தாமதமாக இதுவும் ஒரு காரணம் என்கிறார்கள். 50.000 பேர் புதைக்கப்படவில்லை ஓர் இலட்சத்திற்கும் மேல் புதைந்துள்ள பிரேதங்கள் உள்ள பகுதியாக உள்ளதாக சிலர் கூறுகிறார்கள். கண்ணி வெடிகளை விட இவைகளை தோண்டி எரிக்க அதிக காலமாகும். இப்போதே அங்கு மக்கள் போனால் சர்வதேச போர்க்குற்றத்திற்கு மண்டையோடுகள் கிடைத்துவிடும் என்ற அச்சம் நிலவுகிறதோ என்றும் யோசிக்கத் தோன்றுகிறது.

அங்கு போவோருக்கு யாதொரு கெடுபிடியும் கிடையாது சமாதான காலத்தைவிட இயல்பாக உள்ளது. கட்டுநாயக்கா விமான நிலையத்தில் லைப் மியூசிக்காக பாட்டுக்கச்சேரி களை கட்டுகிறதாகக் கூறுகிறார்கள். அங்கு நடக்கும் பொப்பிசைப் பாட்டில் பழைய எம்.எஸ்.பெர்ணாண்டோவின் தங்கக் கொடி சரி பண்ணுவேன் என்ற பாட்டு கேட்கிறதா என்றும் இனிப்போவோர் அவதானிக்க வேண்டும். வன்னியில் எடுத்த கொடிகளில் பல பித்தளையாக இருந்த கதையின் சோகம் அதில் தொனிக்க வாய்ப்பிருக்கிது. வன்னிப்போர் சிங்களவரை மட்டுமல்ல அங்குள்ள தமிழ் முஸ்லீம் மக்கள் உட்பட புலம் பெயர் தமிழரையும் பெரும் பொருளாதார நெருக்கடியில் தள்ளியுள்ளதையே காண முடிகிறது. ஒவ்வொரு தாக்கத்திற்கும் எதிர்த் தாக்கம் சமம் என்பார்கள் இப்போது அது தெரிய ஆரம்பித்துள்ளது. வன்னிப்போர் தமிழரை கொன்றது சிங்களவரை கொல்லாமல் கொல்கிறது என்கிறார்கள் அங்கு போய் வந்த பலர்.

நடப்பது சிங்கள தேசத்தின் அதிபர் தேர்தல். அதில் நமக்கென்ன வேலை என்று புலிகள் ஒதுங்கிவிட்டார்கள். யாரையும் தேர்தலில் வாக்களிக்க வேண்டாம் என்று புலிகள் கூறவில்லையே! ஏன் நீங்களும் உங்கள் பரிவாரங்களும்கூட அப்பொழுது வாய்திறக்கவில்லையே!

Biggest-ever haul of ‘party drug’ by DRI

CHENNAI: The Directorate of Revenue Intelligence (DRI) has seized a huge cache of 440 kg of ketamine hydrochloride, popularly known as party drug, at Tuticorin Port, its largest ever capture of the contraband.
Based on information that the banned drug was being smuggled out of the country in packages of salt and miscellaneous items via ports, the DRI increased its vigil at Tuticorin Port.
On Thursday, DRI sleuths of the Chennai office intercepted an export consignment covered under two shipping bills consigned to Malaysia containing iodised salt, fried grams, rice flakes and other miscellaneous items. In total, 519 bags of iodised salt weighing 13 metric tonnes were billed.
On examination, it was found that 22 of the 519 bags of iodised salt, though had exactly identical details including marks and printed description on the bags, were of slightly different external appearance.
When these 22 bags were opened for verification, they were found to contain substance resembling ketamine. Later, the sleuths recovered 440 kg of ketamine worth Rs 44 crore, filled in 589 retail packs resembling normal iodised salt packs.
Besides apprehending three persons in this connection, DRI officials also verified the Import Export Code (IEC), which turned out to be a bogus one.
Incidentally, one of the trios arrested was also involved in the smuggling of 100 kg of ephedrine in the year 2007. Sea route is much preferred by ketamine smugglers, sources said. Since 2006, the seizures of ketamine have been on the rise.

Customs seize illegally imported pesticides worth Rs 3.5 crore

Chennai Customs have seized a huge haul of pesticides worth Rs 3.5 crore illegally imported in six containers from China here on Thursday.
Speaking to reporters after displaying the seized pesticides to media at Gateway Container Freight Station in North Chennai, C Rajan, Commissioner of Customs (Seaport-Import), said, “On the basis of information that certain traders are attempting to smuggle pesticides and insecticides in the guise of chemicals, we intercepted six containers that were finally turned out to be a total misdeclaration of products and contained only pesticides instead of the declared chemicals.”
For importing pesticides and insecticides, importers have to obtain licence from Central Insecticides Board, New Delhi, and it comes with severe conditions. Since getting it is nothing less than a daunting task, these importers might have used this modus operandi to import pesticides under the name of chemicals, which do not require any import licence, Rajan said.
By this misdeclaration, the importers have evaded Customs duty of Rs 12 lakh, as the duty rate for pesticides is higher compared to chemicals, he further said.
The seized pesticides identified as buprofezin (48 Metric Tonnes), cyhalothrin (4 MT) and metribuzin (20 MT) were manufactured in China and loaded in these containers from the Port of Shanghai.
As the misdeclaration of cargo has been clearly established, Chennai Customs has registered cases against the seven importers, East West International, Chendur Enterprises, Ideal Traders, Rudhrag Biotics and Triton Logistics (all from Chennai), T Kumaran Traders, Kovilpatti and Tower Steels, Madurai.
According to another Customs official, these importers were engaged in importing chemicals via Chennai Port for the past two years. However, replying to a question on a possible collusion between Customs officials and importers for this misdeclaration, Rajan categorically denied of any such collusion.
Besides arresting a person for involvement in the case, licences of two Custom House agents had been cancelled and further investigations are in progress, Rajan said.

TN MPs lost golden opportunity to save one lakh Lankan Tamils: Poet Pulamaipithan

Had all the Tamil Nadu Members of Parliament stood firm on their resignations in October 2008, they as well as we would have saved more than a lakh innocent Tamils from death in Sri Lanka, pro-Tamil poet Pulamaipithan has said.
Addressing a gathering of people during the release of a book on massacres in Lankan Tamil areas from 1956 to 2008 here, Pulamaipithan said, “If those resignations by state MPs were not withdrawn in the last moment, the central government would have lost its chance to stay in power till May, thus not much help been sent to Sri Lanka to carry out its Tamils’ elimination mission.”
Not only the MPs were responsible for the death of more than a lakh innocent Tamils from October-2008 to May this year, we the seven crore Tamils living in the state were also equally responsible for the bloody massacre, he observed.
“If we think Lankan president Mahinda Rajapakse is alone the culprit for the mass extermination of innocent Tamils in the final days of Eelam War, we are wrong since we the Tamils in the state are also responsible for aiding it by silently let him to complete the task,” Pulamaipithan said.
Published in Tamil and English simultaneously on Thursday, the book comprehensively recounts 160 gory massacres including Veeramunai Massacre-1990, Saththrukkondan Massacre-1990, Vantharumoolai Massacre (Eastern University camp)-1990, Chemmani Massgraves-1996, Krishanthi-Rape and Murder-1996 and Bindunuwewa Rehabilitation Centre Carnage in 2000.
Manitham, a city-based human rights organisation, has published the book based on details compiled by a local NGO, North East Secretariat on Human Rights (NESoHR), operated from Kilinochchi.
