மாண்புமிகு அமைச்சர் டக்ளஸ் தேவானந்தா அவர்களுக்கு ஒரு பகிரங்க மடல்



மாண்புமிகு அமைச்சர் டக்ளஸ் தேவானந்தா அவர்களுக்கு ஆனந்தசங்கரி ஐயாவின் தொழிலை இப்போது நானும் செய்யலாமென எண்ணுகின்றேன் என்று தெரிவித்து ஓர் பகிரங்க மடலை யாழ்ப்பாணத்திலிருந்து சனீஸ்வரன் என்பவர் வெளியிட்டுள்ளார்.

இணக்கப்பாட்டு அரசியல் மூலம் இருநூறாண்டாக புரையோடிப் போயிருக்கின்ற தமிழரின் பிரச்சினைகளுக்கு தீர்வு காணப் போகின்றேன். புறப்பட்டிருக்கின்றீர்கள் நல்லது யார் குற்றியாவது அரிசி ஆகட்டும் என்று விட்டுவிட முடியாத விடயம் இது. தமிழீழ விடுதலைப்புலிகளின் தற்போதைய பின்னடைவிற்கு முன்பு தங்களின் தாரக மந்திரமாக “மத்தியில் கூட்டாட்சி – மாநிலத்தில் சுயாட்சி – எக்காலமும் பிரிக்கப்படாத வடக்கு கிழக்கு ஓர் இணைந்த அலகு என்று பிதற்றிக் கொண்டு திரிந்தீர்கள்.
பிரபாகரனிடமிருந்து தப்புவதற்கு பகைவனின் கூடாரத்துக்குள் பதுங்க வேண்டிய கட்டாயத்தில் தாங்கள் உளறியவைகள் அவை. இப்போது புலிகளின் அச்சுறுத்தல் இல்லை நந்திக்கடலோரம் பிரபாகரனதும் தளபதிகளினதும் சங்காரம் முடிந்துவிட்டதென்று தாங்களும் தங்கள் எஜமானர்களும் கூக்குரலிட்டுக் கொண்டிருக்கும் இந்நேரத்திலும் கூட மலிவான அரசியல் செய்து கொண்டிருக்கிறீர்களே உங்களுக்கு வெட்கமாகவில்லையா?

தமிழர்கள் நொந்து வாழ்விழந்து வாழும் மண்ணிழந்து தன்மானம் தனையிழந்து அகதிகளாக அடிமைகளாக அவலப்பட்டுக் கொண்டிருக்கும்போது இன்னும் அந்த மலினமான ஈனப்பிழைப்பைச் செய்து கொண்டிருக்க உங்களுக்கு வெட்கமாகவில்லையா..?
உங்களின் தாரக மந்திரம் வடக்கு கிழக்கு இணைந்த அலகு எங்கே ஐயா போய்விட்டது? மத்தியில் கூட்டாட்சி மாநிலத்தில் சுயாட்சி என்றீரே! மாநிலத்தில் கூட மகிந்தவுடன் கூட்டாட்சி செய்யவேண்டிய நிலை வந்துவிட்டதே என்ன சொல்லப் போகின்றீர்..?

என்ன செய்யவதையா ஒரு மதகுகட்டும் அதிகாரம் உள்ள மாநகரசபைத் தேர்தலில் கூட உங்களால் தனித்து நின்று போட்டியிட முடியவில்லை. நீரா அரசியல் தீர்வு பெற்றுத் தரப் போகிறீர்.
நாலு பேருக்கு ஆஸ்பத்திரி பரிசாரகர் உத்தியோகம் பல்கலைக்கழத்தில் பத்து பேருக்கு புல்லுவெட்டும் தொழில், 2 தொண்டர் ஆசிரியருக்கு நிரந்தர நியமனம், 2 மதவு திறந்து வைத்தல் மூடிக்கிடந்த 2 பாதைகளை திறந்து வைத்தல், ஒரு சலூன் திறந்து வைத்தல் போன்றவற்றை உமது இணக்கப்பாட்டு அரசியல் மூலம் சாதிக்க முடியும். எரிந்து கொண்டிருக்கும் எங்கள் மனங்களை உம்மால் அணைக்க முடியுமா..?
எத்தனை ஆயிரம் இன்னுயிர்களை இழந்தோம் நாம். எமது இளமைக்காலம் முழுவதனையும் எங்கள் சொத்துகளையும் எங்கள் அருமந்த இரண்டு லட்சத்திற்கு மேற்பட்ட உயிர்களையும் இழந்துவிட்டிருக்கின்றோம். நீர் என்னடாவென்றால் மூடிக்கிடந்நத பாதையொன்றை ஆயிரம் கட்டுப்பாடுகள் சோதனைகளுடன் திறந்துவிட்டு தமிழரின் பிரச்சனை தீர்ந்து விட்டது என்று பிதற்றிக் கொண்டிருக்கின்றீர்.
வேலைகேட்டு வரும் வேலையில்லாப் பட்டதாரிகளையெல்லாம் பஸ்களிலேற்றி நீர் போகும் கூட்டங்களுக்கெல்லாம் கூட்டிச் சென்று ஆள்கூட்டம் காட்டுகின்றீர்களே வெட்கமாகவில்லையா..?

ஒரு சிறு தையல் பயிற்சி நிலையம் அதை ஒரு விதானை அல்லது ஒரு ஓய்வு பெற்ற வயோதிபர் திறந்து வைக்கலாம்தானே..! ஒரு அமைச்சரா அதையும் திறந்து வைக்க வேண்டும். அதைத்திறந்து வைக்க நீங்கள் படும் பந்தாக்கள் அப்பப்பா இந்திய அரசியல் தோற்றது போங்கள். கண்ணாடி முன்னால் நின்று உங்கள் சுட்டுவிரலையே உங்கள் முகத்திற்கு முன்னால் நீட்டி வடிவேலு பாணியில் “இந்த அவமானம் உனக்கு தேவையா…” என்று கேட்டுக் கொள்ளுங்கள்.
ஏதோ யாழ் மாவட்டத்து மக்கள் மின்சாரத்தையோ தொலைபேசியையோ காணாதது போலவும் 1980 களுக்கு முன்பு அவை கிடையாத ஒன்று மாதிரியும் அவற்றிற்காகத்தான் நாங்கள் எல்லாம் ஏதோ போராடப் போனதாகவும் இப்போது அவையெல்லாம் கிடைத்துவிட்டது ஆகவே தமிழன் பிரச்சனை தீர்ந்தது என்பது போல பிதற்றுகின்றீர்களே இது கொஞ்சம் ஓவராக இல்லையா அமைச்சர் அவர்களே!
இதுவரைகாலமும் உங்கள் இணக்கப்பாட்டு அரசில் மூலம் நீங்கள் சாதித்தது என்ன..? அரசு ஏதோ அள்ளிப் போடும் பிச்சையை உங்கள் தயவால்தான் அது மேற்கொள்ளப்படுவதாக காட்டுவதற்கு என்னவெல்லாமோ பித்தலாட்டங்களை செய்து வருகிறீர்கள். அது என்ன ஐயா சந்திரசிறி றிபன் வெட்டி கட்டிடம் திறந்து வைக்கிறார் நீங்கள் இடிபட்டுக்கொண்டு றிபனைப் பிடித்துக்கொண்டு நிற்கிறீர்கள். எப்படியாவது அந்த நிகழ்வில் நீங்கள் கலந்து கொண்டுவிடவேண்டும் என்ற உங்கள் ஆதங்கம் தெரிகிறது. வடிவேலு பாணியில் சொன்னால் நானும் ரவுடிதான் …. நானும் ரவுடிதான் …. நானும் ரவுடிதான் ….
ஐயா ஒரு விடயம் கவனித்துக் கொள்ளுங்கள். இலங்கைத் தமிழன் ஒன்றும் கேனயன் இல்லை. நீர் வீசும் எலும்புத் துண்டைக் கௌவியபடி உமக்கும் உம்முடைய சிங்கள எஜமானனுக்கும் வாலாட்டுவதற்கு. ஒரு சாண் வயிறு இருக்கிறதே வாழவேண்டுமே அதற்காக ஒரு அரச உத்தியோகம் வேண்டும் என்பதற்காக உமது தியேட்டருக்கு வருகிறார்களே தவிர அடிமைகளாய் சாசனம் எழுதுவதற்கு அவர்கள் வரவில்லை.

அவர்களையெல்லாம் திரட்டி வந்து கூட்டம் போடுகின்றீர். ஊர்வலம் வைக்கின்றீர். சிங்கள அமைச்சர் விஜயத்தின் போது அவர்களைக் கொண்டு மாலைகள் போடுவிக்கின்றீர்கள். உங்களை தோழர் என்று அழைப்பதைவிட மாமா என்று அழைக்கலாம்தானே.
கே. சி. நித்தியானந்தா என்னும் உன்னதமானவரின் வளர்ப்பில் வளர்ந்தவர் நீங்கள். புரட்சிகரமான கம்யூனிஸட் கொள்ளை உங்களில் ஊறியிருந்தது அல்லவா…? தமிழ் மக்களுக்கு ஏதோ செய்ய வேண்டும் என நினைக்கும் உங்கள் செயல் பாராட்டப்பட வேண்டியதுதான் இருந்தாலும் இணக்கப்பட்டு அரசியல்தான் இடிக்கின்றது. பிரபாகரனும் அவரது போராட்டமும் வலுப்பெற்றிருந்தபோது உங்கள் தேவை அரசிற்கு இருந்தது.
இப்போது எல்லாம் முடிந்துவிட்டதாக கூறப்படும் இந்நேரத்தில் உங்கள் தேவை அரசிற்கு இல்லை என்பதையே ஒரு பௌத்த மேலாண்மைக்கட்சியின் பெயரில் நீங்கள் தேர்தலில் நிற்கவேண்டி வந்ததற்குகக் காரணம். சக தமிழ் கட்சிகளுடன் கூட இணக்கத்திற்கு வர முடியாத நீங்கள மேலாண்மைச் செருக்குக் கொண்ட சிங்களக் கட்சியொன்றுடன் இணக்கப்பாடு செய்வதென்பது நகைப்புக்குரியதானது
.
முதலில் மாற்றுக் கருத்துக் கொண்ட தமிழ் கட்சிகள் நீங்கள் ஒன்றுபடுங்கள். அதன்பின்னர் இணக்கப்பாட்டு அரசியல் மூலம் ஏதாவது தீர்வு பெறமுடியுமா என்பது பற்றி சிந்தியுங்கள். புலி எதிர்ப்பு பேசிக்கொண்டே எத்தனை காலத்திற்கு அரைத்த மாவையே அரைக்கப் போகின்றீர்கள்.
தோழரே….! ஆயிரக்கணக்கான போராளிகளினாலும் மக்களினாலும் வளர்க்கப்பட்ட விடுதலைப் போராட்டம் இன்று பின்னடைவை சந்தித்திருக்கின்றது. அந்த மாவீரார்கள் இங்கிலாந்திலிருந்து வந்தவர்கள் இல்லை. இந்த மண்ணின் மைந்தர்கள். உங்களிடம் வேலை தேடிவருபவர்களிடம் கூட அவர்களின் உறவுகள் இருக்க முடியும்.
எனவே தியாகங்களை கொச்சைப்படுத்தாதீர்கள். பிரபாகரனுக்காக உலகம் முற்றிலும் உள்ள தமிழன் கண்ணீர் வடிக்கிறான் என்றால் அது அவரது தியாகத்திற்கு கிடைத்த பரிசு.. நாளை உங்களுக்காகவும் ஒரு சொட்டு கண்ணீரை உங்களின் மறைவுக்குப் பின்னர் நாம் வடிக்க வேண்டும். தயவு செய்து புரிந்து கொள்ளுங்கள்.
தெரிந்தோ தெரியாமலோ அரசியல் தலைமை என்னும் ஆயுதத்தை எடுத்துவிட்டீர்கள். மறப்போம் மன்னிப்போம் என்பதை சிங்களவருக்கு மட்டும் கடைப்பிடிக்காது சக அரசியல் கட்சிகளிடமும் கடைப்பிடியுங்கள். தவறுகள் செய்யதவன் மனிதனே இல்லை. காலம் காலமாக நடந்த எமது விடுதலைப் போராட்டத்தை அற்ப சலுகைகளுக்காக கேவலப்படுத்தாதீர்கள். தாங்களும் போராட்டங்களில் பங்குபற்றியவர். புரிந்து கொள்வீர்கள் என நினைக்கின்றேன்.

Farmers’ body serves ultimatum to government


CHENNAI: Farmers of Kaverirajapuram village led by the All India Kisan Sabha on Tuesday served an ultimatum to the State government to retrieve the over 200 acres of government poromboke land allegedly encroached upon by Karnataka Chief Justice P D Dinakaran at the village by October-end.
Else, the locals would remove the fencing and distribute the land among the landless Dalits there, they warned.
After a day-long protest by thousands of farmers who demanded that the government retrieve the vast tracts of land illegally held by influential people across the State, K Varadarajan, general secretary of AIKS, told Express: “Since it is now almost clear that Justice Dinakaran is illegally holding more than 200 acres of poromboke land in Kaverirajapuram village limits, we ask the government to retrieve it before October-end, otherwise farmers in the village would be forced to remove fencing erected on encroached land and distribute it to the landless poor living there.” Though the Tamil Nadu government had said that the State had 50 lakh acre of wasteland and wanted to distribute two acre each to the landless, the promise seemed to exist only on paper since influential people had already encroached upon most of the wasteland. Retrieving the land from them could be a daunting task for the government, he said.
Earlier, addressing the farmers, CPI(M) leader N Varadarajan said, “The land retrieval movement was not just focussed on Kaverirajapuram poromboke lands encroached by Justice Dinakaran; it is a State-wide movement to retrieve land for the landless poor.”

K Balakrishnan, general secretary of the Tamil Nadu Farmers Association, said, “When the DMK government ordered an enquiry on the Siruthavur land issue almost instantly upon receiving a memorandum, farmers are wondering why the government is now dilly-dallying on the land occupied by Dinakaran.” He also sought a CBI enquiry on the alleged encroachment of government land by Justice Dinakaran.

இலங்கை ஜனாதிபதி ராஜபக்சவை சந்தித்து பேசிய தமிழக எம்பிக்கள் குழுவினர் முகாம்களில் தங்க வைக்கப்பட்டுள்ள தமிழர்களை அவர்களது சொந்த இடங்களில் விரைவில் குடியமர்த்த நடவடிக்கை எடுக்க வேண்டும் என வலியுறுத்தியுள்ளனர்.
இலங்கையில் போரினால் பாதிக்கப்பட்ட 3 லட்சத்துக்கும் மேற்பட்ட தமிழர்கள் பல்வேறு முகாம்களில் உள்ளனர். அவர்களின் நிலைமையை நேரில் ஆய்வு செய்வதற்காக, திமுக நாடாளுமன்ற குழு தலைவர் டி.ஆர்.பாலு தலைமையில் தமிழக திமுக கூட்டணி எம்.பி.க்கள் குழுவினர் கடந்த 10ஆம் தேதி மதியம் கொழும்பு புறப்பட்டுச் சென்றனர்.முதலில் விடுதலைப்புலிகளின் ஆதரவு பெற்ற தமிழ் தேசிய கூட்டமைப்பின் எம்.பி.க்கள் குழுவினருடன் ஆலோசனை நடத்திய தமிழக குழுவினர், கடந்த 11ஆம் தேதி யாழ்ப்பாணம் சென்று, தமிழ் மக்களிடம் குறை கேட்டனர்.மாலையில், வவுனியாவில் உள்ள மனிக் பார்ம் வளாகத்தில் உள்ள 5 முகாம்களில் தங்கி இருக்கும் தமிழர்களை தமிழக குழுவினர் பார்வையிட்டனர். 5 மணி நேரம் நடைபெற்ற இந்த ஆய்வு நிகழ்ச்சி, முழுமையாக வீடியோ படமாக எடுக்கப்பட்டது. பின்னர் குழுவினர் பல பிரிவுகளாக சென்று தமிழ் அகதிகளிடம் குறை கேட்டனர்.பின்னர் இந்திய வம்சாவளி தொழிலாளர்கள் பெரும்பான்மையாக வசிக்கும் மலையகப்பகுதிக்கு தமிழக குழுவினர் திங்கட்கிழமை சென்றிருந்தனர். இலங்கை அமைச்சர் ஆறுமுகன் தொண்டமான் அழைப்பின் பேரில், ஹெலிகாப்டர் மூலம் நோர்வூட் மைதானத்தில் தமிழக குழுவினர் வந்து இறங்கினார்கள். பின்னர் அங்கிருந்து ஹட்டன் நோக்கி வாகனத்தில் பயணம் செய்தனர்.திங்கள்கிழமை காலை 10.45 மணிக்கு ஹட்டன் நகருக்கு வந்து சேர்ந்த அவர்களுக்கு, வர்த்தகர்கள் மற்றும் பொது மக்கள் திரண்டு வந்து வரவேற்பு கொடுத்தனர்.தேயிலை தோட்டங்கள் நிறைந்த நுவரேலியாவுக்கும் தமிழக குழுவினர் சென்றனர். தொண்டமான் பெயரில் அமைந்துள்ள தோட்டப்பயிர் பயிற்சி மையத்தையும் குழுவினர் பார்வையிட்டனர். இரவில், மலையக பகுதியில் தமிழக குழுவினர் தங்கினார்கள்.இலங்கை ஜனாதிபதி ராஜபக்சவை தமிழக குழுவினர் திங்கட்கிழமை சந்தித்து பேசுவதாக இருந்தது. அதில் மாற்றம் செய்யப்பட்டு, இன்று (செவ்வாய்க்கிழமை) ராஜபக்சவுடன் சந்தித்து பேச ஏற்பாடு செய்யப்பட்டது. அதன்படி இன்று திமுக கூட்டணி எம்பிக்கள் அந்நாட்டு ஜனாதிபதி ராஜபக்சவை சந்தித்து பேசினார்கள்.
தமிழர்களை அவர்களது சொந்த இடங்களில் விரைவில் குடியமர்த்த உரிய நடவடிக்கை எடுக்க வேண்டும் என தமிழக எம்பிக்கள் ராஜபக்சவிடம் வலியுறுத்தினர். இந்த சந்திப்பின் போது இலங்ûகை அமைச்சர் ஆறுமுகம் தொண்டமானும் உடனிருந்தார்.
இதன்பொழுது மு.க.கனிமொழி, தொல்.திருமாவளவன், ரி.ஆர்.பாலு ஆகியோரை உள்ளடக்கிய இந்திய நாடாளுமன்ற உறுப்பினர்கள் குழுவால் மகிந்த ராஜபக்சவிற்கு பொன்னாடை போர்த்தி மதிப்பளிக்கப்பட்டது. இதேயிடத்தில் பசில் ராஜபக்சவை ரி.ஆர்.பாலு ஆரத்தழுவிக்கொண்டார்.

Adhivasies speak out : Government’s “Offensive” is a formula for “Bloodshed and Injustice”

The Campaign for Survival and Dignity, a national platform of adivasi and forest dwellers’ mass organisations from ten States, unequivocally condemns the reported plans for a military “offensive” by the government in the country’s major forest and tribal areas. This offensive, ostensibly targeted against the CPI (Maoist), is a smoke screen for an assault against the people, especially adivasis, aimed at suppressing all dissent, all resistance and engineering the takeover of their resources. Certain facts make this clear:
• The government tells us that this offensive will make it possible for the “state to function” in these areas and fill the “vacuum of governance.” This is grossly misleading. The Indian state is very, very active in these areas, often in its most brutal and violent form. A vivid example is the illegal eviction of more than 3,00,000 families by the Forest Departments a few years ago. Laws have been totally disregarded; Constitutional protections for adivasi rights blatantly ignored and their rights over water, forest and land (jal, jangal, jamin) glaringly violated. Every month an increasing number of people are jailed, beaten and killed by the police. If this is the picture of what “absence” of the state means, people are terrified of what the “presence” of the state will mean. It can only mean converting brutalized governance into militarized rule, a total negation of democracy.
• This is not a war over “development.” People’s struggles in India today are over democracy and dignity – Meaningful development must contribute to strengthening the right of all people to their resources and their production, and thereby to control over their own destiny. For generations, adivasis have fought for their Constitutional rights and entitlements. More recently, mass democratic movements have fought for new laws and policies, such as the Panchayats (Extension to Scheduled Areas) Act (PESA), the Forest Rights Act, the right to work and the right to food, in addition to earlier laws like the Minimum Wages Act, the Restoration of Alienated Lands Acts, and land reform and moneylending laws. These laws make it possible for people to fight for greater control over their lives, their livelihoods, their lands and their forests. However these laws are respected more in the breach; if the government wants “development”, let it first stop the blatant disregard of its own laws. Let people determine the path of their own development, in accordance with their rights over their resources and the type of infrastructure they desire. The Constitution itself requires this kind of planning. The claim that “development” can be provided through military force is both absurd and ridiculous.
• This war is not about “national security”; it is about ‘securing’ the interests of global and Indian capital and big business. Any government worried about security would send its troops against mining mafias, the forest mafias, violent vigilante groups like the salwa judum and others. Rather than being curbed, these killers are in fact supported by the police. Have the security forces ever been deployed to defend the people struggling to protect themselves, their forests, their livelihoods and their futures? The answer is no. The notion of “security” being advanced by the government clearly has nothing to do with the people. Rather, it is to enable big business to engage in robbery and expropriation of resources, which they have decided will be one of their main sources of accumulation. Hence, mining, “infrastructure”, real estate, land grabbing, all aimed at super-profits, are being projected as “development” needed by the people. Huge amounts of international and government money are being pumped into so-called “forestry projects” which displace people from their lands and destroy biodiversity (even while they are trumpeted as a strategy for climate change). The UPA is rushing into agreements with the US and other imperial countries to throw open mining and land to international exploitation. But where do the forests, land, water and minerals lie? They are found in the forest and tribal areas, where people – some organised under the CPI (Maoist), some organized under democratic movements, some in spontaneous local struggles, some simply fighting in whatever manner they can – are resisting the destruction of their homes, resources and their lives. The “offensive against the Maoists” is only a subterfuge to crush this citizens’ resistance and to provide an excuse for more abuse of power, more brutality and more injustice.
• The government knows perfectly well that it cannot destroy the CPI (Maoist), or any people’s struggle, through military action. How can the armed forces identify who is a “Maoist” and who is not? The use of brute military force will result in the slaughter of thousands of people in prolonged, bloody and brutal guerrilla warfare. This has been the result of every “security offensive” in India’s history from Kashmir to Nagaland. So why do this? And why now? Unless the goal has nothing to do with “wiping out the Maoists” and everything to do with having an excuse for the permanent presence of lakhs of troops, arms and equipment in these areas. To protect and serve whom?
• Hence the need for fear mongering and hysteria about Maoist “sympathisers” and their “infiltration” into “civil society.” The government has a very long history of labeling any form of dissent as “Naxalite” or “Maoist.” The Maoists’ politics are known; their positions are public; the only secret aspect of their work is their personal identities and military tactics. We who work in these areas do not fear this bogey of “infiltration” in our groups by Maoists, for the different stands taken by our organizations and theirs are clear, and in some areas there are open disputes. This scaremongering is just an excuse to justify a crackdown on all forms of dissent and democratic protest in these areas, a crushing of all people’s resistance, and the branding of any questioning, any demand for justice, as “Maoist.”
In the final analysis, peace and justice will only come to India’s workers, peasants, adivasis, dalits and other oppressed sections through the mass democratic struggle of the people. A democratic struggle requires democratic space. The conversion of a region into a war zone, by anyone, is unacceptable. In the forest areas in particular, there is now a need for a new peace, one that can only be achieved through a genuine democratic dialogue between the political forces involved. For this to happen, this horrific “offensive” must first be called off. If the government really wishes to claim that it is committed to protecting people and their rights, let its actions comply with the requirements of law, justice and democracy.

LANKA: தமிழ்த் தேசியத்தை விழுங்க முயற்சிக்கும் சிங்கள தேசியம்




இராணுவ ரீதியாகத் தமிழ் மக்களின் விடுதலைப் போராட்டத்தை அடக்கிய சிங்கள அரசு, இப்போது வரலாற்று ரீதியாக அவர்களை அடிமைப்படுத்தி, தமிழ்த் தேசியத்தைச் சிதைக்கும் முயற்சியில் இறங்கியுள்ளது.
தமிழ் மக்களின் விடுதலைப் போராட்டத்தின் ஆணிவேரே - வடக்கும் கிழக்கும் தமிழரின் மரபுவழித் தாயகம், தமிழர்கள் ஒரு தேசிய இனம், தமிழ் மக்களுக்கு தன்னாட்சி உரிமை உள்ளது ஆகிய விடயங்கள் தான்.
தமிழ் மக்களின் தாயகக் கோட்பாட்டைச் சிதைத்து, அவர்களின் தனித்துவமான தேசிய அடையாளங்களை அழிப்பதன் மூலம் தன்னாட்சி உரிமைக்கான எழுச்சியையும் கோரிக்கையையும் பலவீனப்படுத்துவது தான் சிங்களத்தின் நாசகாரத் திட்டம்.
தமிழீழ விடுதலைப் புலிகளை இராணுவ ரீதியாகத் சிதைத்துள்ள நிலையில் - எதிர்காலத்தில் புலிகளின் எச்சங்களே நாட்டில் இருக்காத வகையில் - சிங்களம் நடவடிக்கைகளை மேற்கொண்டு வருகிறது.
அடுத்த கட்டமாக ‘ஈழம் என்ற வார்த்தையையே இல்லாமல் செய்வதற்கு சிங்கள அரசாங்கம் குறிவைத்திருக்கிறது. ஈழம், தமிழ், முஸ்லிம் போன்ற வார்த்தைகளைக்கொண்ட கட்சிகளின் பெயர்களைத் தடைசெய்ய அரசாங்கம் முயற்சிப்பதாகத் தகவல்கள் வெளியாகின்றன.

இது எதிர்காலத்தில் ~ஈழம் என்ற பெயரிலோ, அல்லது தமிழ் மக்களைப் பிரதிநிதித்துவப்படுத்தும் தனித்துவமான கட்சிகள் - அமைப்புக்கள் இயங்குவதை, தோன்றுவதை முழுமையாகத் தடைசெய்ய எடுக்கப்படும் நடவடிக்கையாகும்.

தேர்தல் திணைக்களத்தின் ஊடாக அரசியல் கட்சிகளின் பெயர்களை மாற்றியமைக்கக் கொடுக்கப்படுகின்ற நிர்ப்பந்தமானது - தமிழ்த் தேசியத்தை அழிப்பதற்கு சிங்களத்தின் மீது அரசாங்கம் கொண்டிருக்கின்ற கரிசனையையே பிரதிபலிக்கின்றது. இதைச் செய்து விட்டால் நாட்டில் ஒருமைப்பாடு வந்து விடும், பிரிவினை ஏற்படாது என்று கருதுகிறது இலங்கை அரசு.

இந்தச் சட்டம் நடைமுறைக்கு வந்தால் தற்போது தமிழ் மக்களைப் பிரதிநிதித்துவப்படுத்தும் அரசியல் கட்சிகள் எதுவுமே இப்போதைய பெயர்களில் இயங்க முடியாது. இனம் ஒன்றைப் பிரதிநிதித்துவம் செய்யும் அல்லது பிரதேசம் ஒன்றின் பிரதிநிதித்துவத்தை வெளிப்படுத்தும் வகையில் அரசியல் கட்சிகள் செயற்படக்கூடாதென்று அரசாங்கம் சட்டம் ஒன்றைக் கொண்டுவருவதன் மூலம் எந்தவகையிலும் ஒருமைப்பாட்டை ஏற்படுத்திவிட முடியாது.

கட்டாயமாக – நிர்ப்பந்தத்தின் பேரில் செய்யப்படும் இத்தகைய எந்த நடவடிக்கையுமே சிறுபான்மை மக்களிடத்தில் இன்னும் அதிகமான வெறுப்பையும் பிரிந்து போகும் எண்ணத்தையுமே ஏற்படுத்தும்.சிங்களம் மட்டும் ஆட்சிமொழி என்ற சட்டத்தைக் கொண்டுவந்தது எத்தகைய நிலையை ஏற்படுத்தியது என்பதை இலங்கை அரசு இன்னமும் புரிந்து கொள்ளவில்லைப் போலும். ஆனால், சிங்கள அரசின் நோக்கம் பிரிவினையைத் தடுப்பதோ ஒருமைப்பாட்டைப் பேணுவதோ அல்ல.அதன் ஒரே நோக்கம் சிங்களத் தேசியத்துக்குள் அனைத்து இனங்களையும், அனைத்து மொழி பேசும் மக்களையும் உள்வாங்கிக் கொள்வது தான்.

பயங்கரவாதம் என்ற போர்வையில் தமிழர்களின் காப்பரணான விடுதலைப் புலிகளை வெற்றிகொண்ட பின்னர் நடத்திய விழாவில் பேசிய மகிந்த ராஜபக்ஸ - இனிமேல் நாட்டில் சிறுபான்மை இனங்கள் என்று எதுவுமில்லை என்று கூறியிருந்ததை மறந்து விடக்கூடாது.அதாவது அனைத்து இனங்களையும் சிங்களத்துக்குள் உள்வாங்கிக் கொள்வது தான் அவரது திட்டம். இது சாத்தியமானால் - தமிழ்த் தேசியமே இல்லாமல் போய், அனைவரும் சிங்களத் தேசியத்துக்குள் சிக்கிக் கொள்ள நேரிடும். இப்படியான நிலையில் இருந்து தனித்துவமான வகையில் தமிழ்த் தேசிய இனத்தால் போராட்டங்களை முன்னெடுக்க முடியாத நிலை ஏற்படும்.இலங்கைத் தேசியம் அல்லது சிங்களத் தேசியத்துக்குள் அனைத்து மக்களையும் உள்வாங்கிக் கொண்டு தமிழ்த் தேசியத்தையும் முஸ்லிம் தேசியத்தையும் இல்லாது அழித்து விடுவதே அவர்களின் நோக்கம்.

இது வெறுமனே மகிந்தவின் கனவு மட்டுமல்ல. ஐ.தே.க.வின் எண்ணமும் கூட. போர் முடிந்த சில நாட்களின் பின்னர் ஐ.தே.க.வின் தரப்பில் இருந்து இது போன்றதொரு கருத்து முன்வைக்கப்பட்டிருந்ததை மறந்துவிட முடியாது. ஈழம் என்பது அரசியல் ரீதியாகத் தோற்கடிக்கப்படவில்லை. இன்னமும் ஈழம் என்ற பெயரில் அரசியல் கட்சிகள் இயங்குகின்றன. அனைத்துத் தமிழ்க் கட்சிகளினது பெயர்களிலும் ஈழம் என்பது இருக்கிறது. எனவே, ஈழம் என்பதை அரசியல் ரீதியாகவும் தோற்கடிக்க வேண்டும் என்று கூறியிருந்தது ஐ.தே.க.இது, இலங்கையின் இரு பெரும் சிங்களக் கட்சிகளினதும் பேரினவாதச் சிந்தனைகள் ஒன்றுபட்டிருப்பதை வெளிப்படுத்தும் விடயமாகும்.

தமிழ்த் தேசியத்தைச் சிதைத்து சிங்களத் தேசியத்துக்குள் தமிழ் மக்களின் வாழ்வை அடிமைப்படுத்துவதே சிங்களத்தின் திட்டம்.
புலிகள் இயக்கத்தில் இருந்து கருணா பிரிந்து சென்று தமிழ் மக்கள் விடுதலைப் புலிகள் கட்சியை உருவாக்கினார். ஆனால், பின்னர் கருணாவைத் தனித்து இயங்க சிங்களத் தேசியம் விடவில்லை. வளைத்துப் போட்டு சிறிலங்கா சுதந்திரக் கட்சிக்குள் உள்வாங்கிக் கொண்டது. பிள்ளையான் தலைமையிலான தமிழ் மக்கள் விடுதலைப் புலிகள் கட்சியின் பெயரை மாற்றும்படி மகிந்தவும் அவரது சகோதரர்களும் கருணாவும் பெரும் நெருக்கடிகளைக் கொடுத்தனர்.ஆனால், அது சாத்தியமற்றதாகிப் போக, அந்தக் கட்சியையே இல்லாதொழிக்கும் வகையில் ஒவ்வொருவராக சிறிலங்கா சுதந்திரக் கட்சிக்குள் கொண்டு வரும் இரகசிய நடவடிக்கைகள் மேற்கொள்ளப்படுகின்றன. இந்த நடவடிக்கைகளின் இறுதிக் கட்டத்தில் பிள்ளையானும் சிறிலங்கா சுதந்திரக் கட்சிக்குள் உள்வாங்கப்படுவார். இது தான் சிங்களத் தேசியத்தின் சதி.கிழக்கில் மோசடிகளின் மூலமும், கிழக்கைப் பிரதிநிதித்துவம் செய்வதாகக் கூறிக்கொண்ட கட்சிகளின் முதுகில் சவாரி செய்தும் சிறிலங்கா சுதந்திரக் கட்சி ஆட்சியைப் பிடித்தது. வெற்றிலையின் கீழ் பிராந்தியக் கட்சிகளைப் போட்டியிட வைத்து கிழக்கில் வெற்றி பெற்றது போன்று - வடக்கிலும் அழுத்தங்களைக் கொடுத்து தமிழ்க் கட்சிகளை அதேபோன்று போட்டியிட வைத்திருக்கிறார் மகிந்த ராஜபக்ஸ.அரசாங்கத்தின் நிர்ப்பந்தங்களால், வடக்கில் ஈ.பி.டி.பி., சிறி ரெலோ, ஈரோஸ் போன்ற கட்சிகள் வெற்றிலைச் சின்னத்துக்குள் உள்வாங்கப்பட்டிருக்கின்றன. இந்தத் தேர்தலில் எப்படியாவது வெற்றிலையை வெற்றி பெறவைத்து தமிழ்த் தேசியம் சிதைக்கப்பட்டு விட்டது - சிங்களத் தேசியமே வடக்கிலும் கிழக்கிலும் ஆதிக்கம் செலுத்துகிறது என்பதை சிங்கள மக்களுக்கும், வெளியுலகுக்கும் பிரகடனம் செய்வது தான் மகிந்தவின் திட்டம்.வடக்கே பருத்தித்துறை தொடக்கம் தெற்கே தெய்வேந்திர முனை வரைக்கும் ஒரே கொடி - சிங்கக்கொடி தான் பறக்கிறது என்று கூறிப் பெருமைப்பட்ட சிங்களத்தின் அடுத்தகட்ட நடவடிக்கையே இது.வடக்கில் யாழ்ப்பாணத்தில் இருந்து தெற்கே தங்காலை வரைக்கும் சிறிலங்கா சுதந்திரக் கட்சி தான் ஆட்சி செய்கிறது என்ற சிங்களத் தேசியத்தை உசுப்பிவிடும் முயற்சியில் இறங்கியிருக்கிறது மகிந்தவின் அரசு. சிங்களத் தேசியத்தின் இந்த இரகசியச் சதிக்கு தமிழ் அரசியல் சக்திகள், ஊடகங்கள் பலவும் பலியாகிக் கொண்டிருப்பது தான் வேதனையான விடயம்.

தமிழீழ விடுதலைப் புலிகள் இராணுவ ரீதியாகப் பலமமாக இருக்கும் வரைக்கும் அவர்களோடு இருந்து - அவர்களின் பின்னணியில் இயங்கிய இந்தச் சக்திகள் இப்போது சிங்களத் தேசியத்துக்கு வால் பிடிக்க முற்படுவது தான் வேடிக்கை.வன்னி மாவட்ட நாடாளுமன்ற உறுப்பினர் ஒருவர் அவசரகாலச் சட்டத்துக்கு எதிர்ப்புத் தெரிவிக்காமல் இருந்திருக்கிறார். காரணம் கேட்டால், இடம்பெயர்ந்த வன்னி மக்களை குடியமர்த்த அரசின் உதவி தேவையாம். அதற்காகவே எதிர்க்கவில்லை என்று சப்பை நியாயம் சொல்கிறார்.அவசரகாலச் சட்டத்தைப் பயன்படுத்தித் தான் இலங்கை அரசு மூன்று இலட்சம் மக்களையும் ஆடு, மாடுகளைப் பட்டியில் அடைப்பது போன்று - முகாம்களுக்குள் அடைத்து வைத்திருக்கிறது என்பது அவருக்குத் தெரியாதா என்ன?இதே அவசரகாலச் சட்டம் தான் இடம்பெயர்ந்த மக்களின் மீள்குடியமர்வுக்குத் தடையாக இருக்கிறதென்று புரியாதா என்ன?ஆனாலும் இப்படியொரு நியாயத்தைச் சொல்லித் தப்பிக்க முனைகிறார் என்றால் தமிழ்த் தேசியம் தூங்கிக் கொண்டிருக்கிறது என்று நினைத்துக் கொண்டிருக்கிறாரா அவர்?

அதைவிட மோசமானது - தந்தை செல்வாவும், பிரபாகரனும் தமிழ்த் தேசியத்துக்காகப் போராடி தோற்றுப் போனவர்களாம் - இனியும் தமிழ்த் தேசியம் பேசிப் பயனில்லை என்று கொச்சைப்படுத்துகிறார்.அரசுக்குக் கால் பிடிப்பதும் வால் பிடிப்பதும் தான் தமிழ் மக்களைப் பாதுகாக்கும் என்று புதிய வழிகாட்ட முனையும் இவர்களெல்லாம் எப்படித் தலையெடுத்தார்கள் என்று ஒருமுறை திரும்பிப் பார்க்கட்டும்.

அதைவிட தமிழ்த் தேசியத்துக்காகப் போராடி மடிந்தவர்கள் எல்லாம் மடையர்கள் போன்று குறிப்பிடும் அவர் ஒரு முறை சிங்களத் தேசியத்துக்கு கால் பிடித்து விட்டவர்களால் என்னத்தைக் கிழிக்க முடிந்ததென்று ஒரு கணம் நினைத்துப் பார்க்கட்டும்.

சிங்களத்துக்குக் கால் பிடிப்பவர்களால் - ஒரே ஒரு நிமிடம் மட்டும், அகதி முகாம்களுக்குள் அடைபட்டுக் கிடக்கும் மக்களை வெளியே கொண்டுவந்துவிட முடியுமா?அதையே செய்ய முடியாதவர்கள் - தமிழ்த் தேசியத்தைக் கொச்சைப்படுத்திக்கொண்டு – அரசுக்குப் பின்னால் நிற்கப் போகிறார்களாம். கூரையில் ஏறியே கோழி பிடிக்க முடியாதவர்கள் வானத்தில் ஏறி வைகுண்டம் போகப் போகிறார்களாம். இவர்களையெல்லாம் தமிழ்த் தேசியத்தின் பிரதிநிதிகளாக நாடாளுமன்றத்துக்கு தெரிவு செய்ததற்காக யாரை நோக முடியும்?

சிங்களத் தேசியத்துக்குள் தமிழ் நாடாளுமன்ற உறுப்பினர்களை உள்வாங்கிக்கொண்டு தமிழ்த் தேசியத்தைச் சிதைக்கின்ற சதி இப்போது உச்சகட்டமாக நடந்து கொண்டிருக்கிறது.வடக்கில் கைப்பற்றப்பட்ட பிரதேசங்களில் சிங்களக் குடியேற்றங்களை நிறுவ வேண்டும் என்ற கோரிக்கைகள் தெற்கில் வலுப்பெறுகின்றன. கலப்புக் கிராமங்களை உருவாக்க வேண்டும் என்று கேட்கிறார்கள் சிங்களத்தின் காவலர்கள்.வடக்கில் மீள்குடியமர்வுக்கு முன்னதாக அங்கு சிங்கள மக்கள் வாழ்ந்ததற்கான தடயங்களை கண்டறியும் புதைபொருள் ஆராய்ச்சி மேற்கொள்ளப்பட வேண்டும் என்கிறார்கள். இவையெல்லாம் வடக்கும் கிழக்கும் தமிழ் மக்களின் மரபுவழித் தாயகம் அல்ல என்று காண்பிக்க மேற்கொள்ளப்படும் முயற்சிகளே.முப்பதாண்டுப் போரின் பின்பாதிக் காலத்தில் தமிழ் மக்களின் பலம்மிக்க தலைமைச் சக்தியாக விளங்கும் விடுதலைப் புலிகளின் ஆதிக்கம் அதிகமாக இருந்ததால் தமிழ்த் தேசியத்தை வரலாற்று ரீதியாக அழிக்கின்ற முயற்சிகள் எதுவும் கைகூடவில்லை.இந்த இடைவெளியை நிரப்பி சிங்களத் தேசியமே இலங்கைத்தீவு முழுவதும் ஆதிக்கம் செலுத்தியது என்று உறுதி செய்யும் முயற்சிகள் மேற்கொள்ளப்படுகின்றன.

இந்தக் கட்டத்தில் தமிழ்த் தேசியம் சற்று உறங்கிப் போனாலும் அதை விழுங்கி ஏப்பம் விட்டுக்கொண்டு போய்விடும் சிங்களம்.இதனைத் தடுப்பதற்கு தமிழ் மக்கள் அனைவரும் ஒரே குரலாக ஒலிப்பது அவசியம். எம்மிடையே உள்ள வேறுபாடுகள் பலவீனங்களைக் களைந்து ஒரே குரலாக ஒலிப்பது தான் தமிழ்த் தேசியத்தை காப்பாற்ற தமிழீழத் தேசியத்துக்காகப் போராடிய, களமாடிய மாவீர்களின் கனவுக்கு கொடுக்கும் மரியாதையாக அமையும்.

Mallya's diwali gift to MPs: A bottle of Black Dog whisky







New Delhi, Oct 13: Liquor baron Vijay Mallya faced an awkward situation when a BJP MP returned a bottle of alcohol that was given to him as a diwali gift by the former Rajya Sabha Member of Parliament.
Mallya is learnt to have sent across a bottle of “Black Dog” whisky along with a greeting card for Diwali to all MPs from both Houses.
BJP Rajya Sabha MP Prabhat Jha also wrote a letter to Mallya which says that though this gift may have been sent to him with affection, it had no place in his life.
The letter also pulls up Mallya for not keeping in mind the norms of "Parliament, Parliamentarians, and the Parliamentary system".
"I was surprised as by sending such gifts to Indian Parliamentarians, even without having any acquaintance with them, we are perhaps making fun of the MPs or treating them as worthy of a bottle," Jha said.
"I have returned your bottle as I don't want to feel belittled in my own house. In my home there is still respect for tradition and culture. Liquor is even today a problem and not a solution for the country," he said.

LAKE BAIKAL: Clear-water revival



Grass-roots tourism is triumphing over industrial polluters at the world's oldest lake, writes Leisa Tyler.

It's known as Russia's natural jewel, the soul of Siberia. Lake Baikal, the world's oldest lake, was formed after a unique geographical rift 25 million to 30 million years ago.

At 636 kilometres long and 79 kilometres wide, the banana-shaped lake is also the world's biggest, holding 20 per cent of the world's fresh water.

Lake Baikal is so big that if the world were to run out of fresh water tomorrow, the lake alone could sustain it for the next 40 years. It's also the deepest, its crevices growing and the water level rising by one millimetre a year.
With muscular vistas of thick taiga forests, hardy ramshackle settlements and craggy horizons of snow-capped peaks, Lake Baikal is both impossibly beautiful and a little intimidating. In winter, when it freezes to 1.5 metres thick, the lake becomes a temporary go-anywhere road for locals and their Ladas.
As with Siberia, a vast province covering most of Russia's eastern land mass and which became the dumping ground for Soviet dissidents and unlucky foreigners during Stalin's reign of terror, the lake has a tumultuous past.
Abundantly fertile and World Heritage-listed, Lake Baikal is home to about 1700 species of flora and fauna, of which 80 per cent are endemic. Believing the lake contained a self-cleaning organism, as an experiment Soviet officials built several industrial plants along the lake's shores in the 1960s.

The consequences sparked debate for decades and inspired the Soviet Union's first environmental movement. Ammunition was plentiful: in 1987-88 an epidemic killed thousands of freshwater Baikal seal, which have lived in isolation for hundreds of thousands of years; its closest relative lives in the Arctic Ocean.

The reason remains officially unexplained but the incident is largely blamed on exceedingly high levels of toxic effluent.
Now, following the recent closure of Lake Baikal's last big polluter, the Baikalsk Pulp and Paper Mill, residents are setting their sights on a new target – tourism.
In the vanguard is the Great Baikal Trail, a local organisation that began matching the trickle of visitors with local home-stays in 2002. The organisation is now building a series of walking tracks that will eventually almost circumnavigate the lake. About 150 kilometres of track is complete.
The project is organised and orchestrated by volunteers, including trainloads of Australians, Europeans and Americans who arrive throughout the year to work and revel in the lake's vast open spaces.

“Trails are the instruments of nature preservation, to keep the impact to a minimum. If we build them, hopefully more people will come and the government will see the benefit in eco-tourism,” the project co-ordinator, Natasha Luzhkova, tells me over black Russian tea in her office in Irkutsk, the regional capital.


“There are very few regulations for tourism or the environment here. We want to encourage tourism but so that locals and the lake benefit, not big companies.”
For tourists, there is a lot to be gained. Colonised by Russia in the 17th century, Siberia brims with gingerbread-style cottages featuring intricately carved window shutters, with plenty of opportunities for home-stays.

My parents and I explore the lake as a detour from our journey on the Trans-Siberian railway from Moscow to Beijing. We opt for home-stay accommodation while in the lakeside village of Listvyanka. For 500 roubles ($19) each we occupy two rooms and one bathroom on the top floor of a family house – a third of the price of two hotel rooms down the road with the same level of comfort.
Patronised by Siberia's nouveau rich, Listvyanka is famous for its incredible smoked omul, a white salmon found in abundance in Lake Baikal and smoked to perfection by the babushkas in the market. It's perfect teamed with Baltika beer and views across the lake to the Khamar-Daban mountains. Here, the lake is so still and pristine, you can see the bottom at a depth of more than 20 metres.
Unfortunately, the ambience of spectacular vistas and quaint cottages has been changed by a series of brash hotels, including one with pink walls and blue-mirrored windows. For Luzhkova and Baikal's other eco-warriors, it's this kind of unchecked development that threatens the nascent tourism industry. The government's post-Baikalsk recovery includes tapping into the region's natural beauty to develop a series of resort towns around the lake, including next to an old cellulose factory. Recent reports, however, claim the government is considering reopening the Baikalsk plant, which closed last October because it was too expensive to make environmentally sound.
“The politicians' ideas are far from ecological – they just have no idea!” emails Jennie Sutton, a Briton who heads the local lobby group Baikal Wave and who has lived in Irkutsk for 35 years.
Scientists also warn that climate change is having an irrevocable effect on the lake's ecosystem. The weather is certainly unpredictable. The day before we drove to Olkhon Island, one of 26 islands in Lake Baikal and believed by native Buryat tribes to be one of the world's centres of shamanic energy, Irkutsk was a balmy 32 degrees. That night, a foot of snow was dropped in a storm, sending the temperature to minus 10 degrees – both extremes out of character.

A barren slip of land six hours by road and ferry from Irkutsk, Olkhon Island is also embracing tourism. Little more than a smattering of cottages and a ramshackle fish-processing factory a few years ago, the only village, Khuzhir, is now filled with backpacker resorts under construction. The first was Nikita's, a cluster of stone and timber cottages owned by a former national table tennis champion, Nikita Bencharov, who moved to Olkhon Island from Irkutsk 20 years ago to open an eco-camp for children.


Nikita's – still dubbed a "home stay" – caters for 80 people and is expanding. Bencharov tells me there are no government regulations managing tourism on Olkhon Island – or erosion, water usage, tree felling or, alarmingly, rubbish disposal.
“Three years ago we got electricity. Since then there has been an influx of people and an influx of rubbish,” says Bencharov, through an interpreter. “Local people want tourism and they need tourism. But nobody is overseeing the development: It's just a free for all.”
The next day we pile into the back of an old van and drive to the north of the island. It's not for the faint-hearted. The driver fangs across the hilly terrain, throttling down 45-degree slopes and doing wheelies close to the precipice. We hold on for dear life while the scenery flashes past – vast open spaces whipped by an arctic wind; cliffs, hundreds of metres high, plummet into the lake where ice still clings to the shadows.

At Cape Khoboi, the northernmost tip of the island, the driver whips up a deliciously hearty meal of thick rye bread and omul soup. There is not another soul for miles, just the lake, the steppe and an ever-threatening sky; an extraordinary, terrible beauty that makes you realise how much Lake Baikal has to offer and how much it has to lose.

Getting there
The nearest major international airport is Beijing. Malaysia Airlines flies from Sydney and Melbourne via Kuala Lumpur for about $1284 (low-season return, including tax). Siberian Airlines and Hainan Airlines have regular flights from Beijing to Irkutsk for about $373 one way, including tax. Lake Baikal and the popular village of Listvyanka are about a 70-kilometre drive from Irkutsk. Australians require a visa to enter Russia and must be supported with an invitation from an accredited Russian tour agency.
Most people arrive in Irkutsk on the Trans-Mongolian or Trans-Manchurian trains, which run between Moscow and Beijing.
