Hunt on for 4th V-C, in just 5 years in Indian Maritime University

Source:http://www.sagarsandesh.com/news/hunt-on-for-4th-v-c-in-just-5-years/

--IMU responsible for glut of unemployed cadets

The finalising of broad criteria is taking shape and by next month, the process for selecting a new Vice-Chancellor for Indian Maritime University, a Central University under the Union Ministry of Shipping, would begin, it is reliably learnt.
According to latest Media reports, the President’s office has approved a three-member panel for the selection of a new V-C for IMU and the process is likely to begin after Aug. 15.
Besides Mr. R. Manohar, former Secretary of Inland Water Transport, Dr. R. Sivaraman, a retired professor of Madras Medical College, and Mr. S. Muthukumaran, former Vice-Chancellor of Bharathidasan University, are the three-member new V-C search panel.

However, it is not clear why the President’s office has given its nod for searching a new V-C for IMU, when the incumbent, Capt. Mukesh Baveja, an experienced hand among the maritime academicians, has just started as the third administrator of the institution in March this year.

Capt. Baveja succeeded Prof. Raghuram, another well-known academician from the Indian Institute of Management-Ahmedabad, who put in his paper due to differences with the Union Shipping Ministry over appointment of permanent faculty for the growing institution.
It is learnt from reliable sources that once the new V-C emerges after thorough scrutiny, Capt. Baveja, who is now continuing his duties (besides V-C) as Head of Indian National Database of Seafarers (INDoS) Cell, Mumbai, and Director (in-charge) of Kandla Port campus, is likely to be moved out to either of his other responsibilities.

It is stated in Media reports that Mr. Sivaraman, one of the members in the search panel, was quoted as saying that the selection process would be transparent and would follow the norms set by the UGC and IMU Acts.
When the Government of India through a Parliament Act in 2008 formed the exclusive university for maritime education and training (MET) and made Chennai its headquarters, Mr. P. Vijayan, who was then Director of National Maritime Academy, Chennai, was made the Vice-Chancellor of the university for a three- year term.
Sources said that during Mr. Vijayan’s stint as V-C, there were several allegations that he was instrumental in giving IMU’s nod for mushrooming of private institutes sans good facilities, adequate infrastructure and fully qualified teaching faculty.
Experts also charged that the IMU management has diluted the quality of maritime education and training across the country and created a pool of unemployed youths who had completed Diploma in Nautical Sciences (DNS), without the mandatory sea-time training.

Besides, there were also allegations of irregularities in the admission process in 2009 when Mr. Vijayan was at the helm. Meanwhile, the CBI registered a case of owning disproportionate assets against Mr. Vijayan and searched the IMU campus in Uthandi, near Chennai, his house in connection with the case.
As the IMU earned disgrace among the student community as well as in the national media due to its VC, the Shipping Ministry had decided to go for a new candidate as V-C and selected Prof. Raghuram as its second administrator.
Mr. Vijayan, the Director of IMU’s Chennai campus (left) and Prof. Raghuram, fmr VC.

However, he also resigned in short time and Capt. Baveja became the third V-C of the institution.
Though it is unclear whether the CBI is still continuing with the case against Mr. Vijayan, he is continuing as the Director of IMU’s Chennai campus. When Sagar Sandesh tried to meet Mr. Vijayan in person or to contact him on phone, he refused to respond claiming that “he is busy on official work.”
It may be mentioned here that after the resignation of Prof. Raghuram, IMU’s Registrar also resigned in quick succession.

Source: http://www.dinamalar.com/news_detail.asp?id=751973

JNPT celebrates 24th year anniversary

Source:http://www.sagarsandesh.com/news/jnpt-celebrates-24th-year-anniversary/

--Port users’ patronage is vital: Vasan

As a mark of appreciating and acknowledging their support in making Jawaharlal Nehru Port Trust (JNPT) the number one container port in the country, Union Shipping Minister G. K. Vasan said the patronage of port users is essential for a port.
In his special address at the 24th anniversary celebration of JNPT, he said: “I am happy that JNPT is striving to provide a user-friendly environment by placing a lot of value on its users by recognizing their invaluable contribution. I take this opportunity to congratulate all the award winners for their outstanding performance for which they have been recognized today. But for their contribution, JNPT would not have been in the position as it’s today”, he added.

Recalling the glorious past, the Shipping Minister stated that JNPT was established primarily to ease congestion in Mumbai Port. When the port was conceptualized, the economic model of the country was very different from the conditions the port had to operate after its commissioning. The financial and economic crisis of 1991 spurred the country to undertake liberalization and changed the economic paradigm.
This resulted in economic revival and launched the country in a trajectory of unprecedented growth in maritime sector.
While recounting the milestones crossed by the port, he pointed out: When we look back, within this short time, the port has delivered and grew by leaps and bounds to become India’s largest container port catering to about 44$ of container trade. As you know, JNPT is currently ranked 26th among the top 100 container ports in the world.
Many people have contributed to the success of JN Port.
The UPA Government has been able to resolve a longstanding demand of Project Affected Persons (PAPs) to make the 12.5% scheme of the State Government applicable to them. The Government after much deliberation approved to allot 111 hectares of land to PAPs who sacrificed their land to set up this port, he said and directed the officials concerned to implement the scheme promptly.
Mr. Vasan observed: “In 2012-2013, amidst global economic recession, we have been able to award a record number of 32 port projects at an estimated cost of Rs. 6,765 crores to add capacity of about 136 Million Tonnes Per Annum (MTPA). This financial year the Ministry is targeting to award 30 projects to increase the capacity by 282 MTPA at an investment of around Rs. 25,000 crores. “We have already awarded one project in VPT for Rs. 940 crores”.

On an emphatic note, the Minister noted that JNPT has drawn up a plan to increase its capacity to handle projected container traffic of 10 million TEUs by 2016-17. The port has recently awarded the project to extend a container berth by 330 metres. JNPT has also re-invited the tender for the 4th container terminal which is designed to add 4.8 million TEUs capacity at an estimated cost of Rs. 7,000 crores.

IMU handicapped with many ills, craving for a healing touch

Source: http://www.sagarsandesh.com/news/imu-handicapped-with-many-ills-craving-for-a-healing-touch/

The days of Indian Maritime University (IMU) are numbered even though it is trying its level best to cross the age of 5, if the present scenario is any indication.
As the university, established in November 2008 as a Central University, is facing a severe crunch of trained permanent faculties coupled with mounting evidences of irregularities in running the institution over the years, the million dollar question that perturbs the minds of parents and the cadets is: Will the understaffed IMU deliver students’ seafarer dream?

While the authorities at IMU headquarters, Chennai, are certain that more students would opt them for having legacy maritime institutions under their fold, experts of maritime education feel that IMU is “simply cheating the gullible students, who knock the doors of the institute with truckloads of dream, with its under-staffed institutes.”
IMU encompasses seven legacy maritime institutions namely National Maritime Academy – Chennai, T S Chanakya – Mumbai, Lal Bahadur Shastri College of Advanced Maritime Studies and Research – Mumbai, Marine Engineering Research Institute – Mumbai, Marine Engineering Research Institute – Kolkata, Indian Institute of Port Management – Kolkata and National Ship Design and Research Centre – Visakhapatnam.
IMU has six established campuses – Chennai, Cochin, Kandla Port, Kolkata, Mumbai and Visakhapatnam – and 38 maritime institutions affiliated to it.
For the current academic year, counselling for different UG courses like B.Tech (ME)/ (NA & OE), B.Sc (NS)/ (MS)/ (SBR), DNS leading to B.Sc (Nautical Science) is slated for seven days starting from July 8.
About 7800 students, who had cleared common entrance test in June, are vying for 3200-odd slots available in its campuses as well as in its affiliated institutes.
Though IMU aims to play a key role in the development of Indian Maritime and related Logistics sectors, experts in the Maritime Education and Training (MET) sector terms that the institution, which could have set its benchmark in the field with best faculties by now, is still struggling with a plethora of problems, which are growing day by day.
According to sources, barring its legacy maritime institutions, fully trained faculty strength in IMU, which had never been achieved since its inception, was the main reason for the deteriorating quality of MET in the institution.
Sources brought to the notice of Sagar Sandesh that the faculty strength in IMU’s Chennai Campus is abysmally declining over the years and it has reached an alarmingly low level recently, when the management came out with a “punishment” order transferring about 20 of the newly recruited to other campuses for seeking legal recourse in Madras High Court to save their jobs.
Speaking to Sagar Sandesh, a senior faculty, seeking anonymity, said: Due to prolonged tug-of-war between the management and the Shipping Ministry over appointment of permanent faculties in IMU, previous Vice-Chancellor Prof. Raghuram resigned. After his departure, several things have happened and the situation has reached such a level now that nobody wants to work here due to shadow power centres.”
It may be noted that campus recruitment from IMU also suffered heavily after it has emerged that the quality of students churned out from the institution lacks quality in comparison to candidates from private institutes.
According to sources, the response for P-G courses from IMU also suffered heavily this time and it is evident that only three candidates attended the counselling against the 20-odd called for in law stream.
“When this is the prevailing situation of IMU headquarter and its campuses, does it not amount to cheating the students who enroll themselves in IMU with the hope of becoming a seafarer on completing the course,” questioned an old student.

Researchers in Antarctica rely on Carrier Transicold ThinLINE units to keep their food at the right temperature

Source:http://www.carrier.com

Carrier Transicold container refrigeration units have been enlisted in an unconventional application, serving as stationary freezers in support of environmental researchers working in one of the most remote parts of the world – Antarctica.
Carrier Transicold helps improve global transport and shipping temperature control with a complete line of equipment for refrigerated trucks, trailers and containers, and is a part of UTC Climate, Controls & Security, a unit of United Technologies Corp.
Mounted on 20-foot containers, two ThinLINE® refrigeration units are in service at Palmer Station, a small U.S. scientific environmental research base located along the rocky shoreline of Anvers Island, just west of the Antarctic Peninsula. Protecting food supplies year round, they provide a vital service for a small, transient population that ebbs and flows each year as new teams of scientists change with the seasons.
“The two milvans sit side by side near our main building and are used strictly for food storage,” said Robert Farrell, Palmer Station area manager, Antarctic Support Contract, the prime logistical contractor to the U.S. Antarctic Program. “Milvan” or just “van” – short for military van – is the nickname the staff has given to the refrigerated storage units at the station. The two units can hold a six- to eight-month supply of food for the station, according to Farrell.
While the climate is consistently cold at Palmer Station, the research station is situated north of the Antarctic Circle making it relatively mild compared to the international research operations that ring the continent at latitudes further south.
Thanks to the warmer ocean water, winter temperatures at Palmer Station average 14 degrees
Fahrenheit (-10 degrees Celsius), seldom dropping below 0 degrees Fahrenheit (-17 degrees Celsius). During the research season, temperatures average 36 degrees Fahrenheit (2 degrees Celsius).
However, reliable refrigeration is essential for the Palmer Station population, which ranges from a low of 16 research staff in winter to as many as 44 in the austral summer. Researchers stay in dormitory-style bedrooms and eat in a cafeteria-style dining hall with a small kitchen and walk-in freezer, supported by the two ThinLINE-equipped freezer containers located nearby.
Concrete blocks and a steel and wooden deck support the Palmer Station milvans, which have wooden storage shelves inside.
The ThinLINE units are set to maintain internal temperatures at -5 degrees Fahrenheit (-20 degrees Celsius). The freezers store, beef, poultry, vegetables, fruit and ice cream – everything you would keep in a normal freezer,” Farrell said.
With hundreds of thousands of units in service around the world, the ThinLINE unit is ubiquitous in marine shipping applications. Although seafaring refrigerated containers are sometimes retired into landside service for portable refrigerated storage, the purchase of new units for use on land, as in the Palmer Station application, is not typical.
“The vast majority of Carrier Transicold container units help to safely transport food across the oceans,” said Kartik Kumar, director, marketing and strategic planning, Global Container Refrigeration, Carrier Transicold.

Indian seafarer missing for 12 years, off Barcelona

Published in Sagar Sandesh Maritime Tabloid (www.sagarsandesh.com)

Coming September, it will be 12 long years for Mr. Raju Kuppan, a retired Chennai Port Trust employee, whose young seafarer son Mr. Venkatesh went missing from a cargo vessel off Barcelona, Spain, in 2001.
Though Mr. Kuppan had taken relentless efforts (ever since he got the ill-fated information) to trace his missing son by regularly writing to the concerned officials for the last 11 years, the Government’s insensitive “actions” poured cold water on his all efforts.
“While my wife and I lead a dejected life for being unable to trace our missing son for the past 12 years, the Ministry of External Affairs (MEA), instead of taking affirmative steps to find him using its well-established communication channels with Spain, recently sent us a letter saying the matter cannot be pursued with Spanish authorities (now) due to a gap of over 10 years,” a visibly irate Mr. Kuppan told Sagar Sandesh.
Rebutting the MEA's ‘10-year gap’ story, Mr. Kuppan, in a strongly worded letter, contended that from the date of disappearance of his son, the matter is pursued in all earnestness and there is no gap in the number of years theory. In the detailed letter to MEA, he also listed out the dates of the letters (starting from June 2002 up to 2012) sent from his side to corroborate that no such gap has occurred while pursuing the matter with Indian Embassy in Madrid, Spain.
“We appeal to the Government of India, the Prime Minister’s Office (PMO), Ministry of External Affairs (MEA) and the Office of the Shipping Ministry to take whatever steps are possible find out our missing son,” Mr. Kuppan told this scribe in a choked voice.
Recalling the whole story, he narrated how his son, Chief Engineer, contacted him over phone on the evening of Sept. 30, 2001 and complained about poor conditions onboard; subsequently he went mysteriously missing within 24 hours.
Mr. Venkatesh joined the vessel MV Federal Fraser on July 3, 2001 manned by M/s Univan Ship Management Limited, Hong Kong.

On Sept. 30, 2001 (possibly in the morning), Mr. Venkatesh, who was aged about 32 years then, had faxed a letter from the vessel to M/s Univan, Hong Kong expressing his willingness to sign off in Barcelona, Spain, at his own cost.

My son had made telephone calls to us in Chennai from the vessel the same evening and informed me that he was having stomach discomfort and burning sensation after drinking water kept in his cabin. After hearing my son’s voice in such a condition, my initial apprehension was that his drinking water could have been poisoned, as he complained about poor conditions onboard the cargo vessel,” he added.
Astounded with his son’s disclosure over phone, Mr. Kuppan, within a few minutes, alerted Mr. Anurag Singh in Univan Hong Kong office and sought his urgent help to save his son, who had complained of severe stomach discomfort after consuming water laced with mysterious substance.
Assuring him with immediate action, Mr. Anurag over phone told Mr. Kuppan that the company was inclined to take all possible steps and his son would be reaching Chennai within two days after signing off at Barcelona, Spain.
But to shock and surprise, Mr. Kuppan was informed by the company the very next day (Oct. 1, 2001) that Mr. Venkatesh gone missing from the vessel since midnight.
When my son himself was willing to sign off in Barcelona at his own cost and the manning agent had also agreed to relieve him, there was no need for my son to disappear a few hours before reaching Barcelona.” Mr. Kuppan also categorically discounted the “Man over board theory” by the manning agent as a concocted story to suppress facts from being coming out in public.
“We fear that the Captain of the vessel for the best reasons best known to him skillfully schemed, meticulously planned and surreptitiously executed the diabolic design of eliminating my son by poisoning the drinking water before the vessel reached Barcelona Port and threw the body over board under the cover of darkness and destroyed all the evidence,” charged Mr. Kuppan.
The man-missing case took a curious turn when the global law and order agency Interpol’s Spain branch had sent a letter (seeking more information) to its wing in New Delhi stating that Mr. Venkatesh, the Chief Engineer of the vessel MV Federal Fraser, had a telephonic conversation with his father (in Chennai, India) and mentioned about the threat to his life by the Captain of the vessel.
Mr. Kuppan lamented that neither the Interpol’s enquiry nor the efforts of other agencies concerned reached the logical end.
As the efforts by manning agents did not yield any positive results, Mr. Kuppan had no other go but to write directly to the President, the Ministry of External Affairs and Shipping Ministry with a hope that someday he would get news about his missing son.

For the past more than10 years Mr. Kuppan has been visiting different offices with an expectation that some news about his missing son would ultimately reach him. But nothing has happened so for.

“Had our appeals and prayers been considered sympathetically with human approach by the Embassy of India, Madrid, Spain, through concerned authorities, justice would have been rendered to us. But till date, the whereabouts of my son are not known and we are not aware of the status quo in this matter for years,” a visibly shaken Mr. Kuppan deplored.
