Cargo volumes at 12 (Indian) Major Ports down by 2.5%

As a cascading effect of the existing ban on export of iron ore from Karnataka and Goa, the volume of cargo handled by the Government-controlled 12 major ports during the period of April 2012 to March 2013 had declined by 2.58 per cent.
According to the tentative statistics released by the Indian Ports Association (IPA), Kandla Port in the State of Gujarat emerged as ‘numero uno’ port among the 12 Major Ports by handling a volume of 93.62 MT cargo.
Kandla Port, which has retained the top position for the sixth year now, had registered a modest increase of about 13.48 per cent (in volume) in the financial year while its last year’s volume stood at 82.5 MT.
On the other hand, Mormugao Port in Goa registered a massive slump in its cargo volume due to ban on export of iron ore from the tiny state for the past few months. The port’s annual volume, which had remained at about 39 MT in 2011-12, nosedived to 17.69 MT registering a decrease of -54.63 per cent.
In overall terms, the 12 Major Ports put together handled 545.68 Million Tonnes (MT) of various commodities such as coal, iron ore, crude oil, petroleum products, containerized cargo and fertilizers in the financial year 2012-13.
In terms of increase in percentage of volume handling in the last fiscal alone, Ennore Port Limited, country’s only corporatized port located near Chennai Port, had recorded a healthy increase of about 20 per cent.
While in 2011-12, EPL had handled a volume of 14.95 MT, due to that 20 per cent modest jump, this fiscal, the port had handled about 17.88 MT.
According to the statistics available, movement of containers (TEUs) reduced by just one per cent.
While these major ports (excluding Ennore, which does not have container handling facility) had handled about 77.79 lakh TEUs in 2011-12 period, this fiscal, the figure had come down to 77.08 lakh TEUS.
The latest figure also revealed that Jawaharlal Nehru Port Trust (JNPT) climbed to the No. 2 spot (after Kandla Port) by virtue of volume handled, while Vizag Port slipped to third position.
Due to Madras High Court ban on handling of iron ore and coal, Chennai Port suffered a massive decrease in volume and is pushed to sixth position with 53.04 MT after Paradip, which had handled 56.55 MT in the financial year.

Rajiv Gandhi was ‘entrepreneur’ for Swedish jet, U.S. cable says

Much before he became Prime Minister, during his years as an Indian Airlines pilot, Rajiv Gandhi may have been a middleman for the Swedish company Saab-Scania, when it was trying to sell its Viggen fighter aircraft to India in the 1970s.

The astonishing revelation that he was the “main Indian negotiator” for a massive aircraft deal for which his “family” connections were seen as valuable, is contained in the Kissinger Cables, the latest tranche of U.S diplomatic cables obtained by WikiLeaks and accessed by The Hindu as part of an investigative collaboration. The cables will be released on Monday.

The British SEPECAT Jaguar eventually won the race, from which Saab was forced to withdraw by the U.S.

Rajiv Gandhi, who kept away from politics until he was pushed into it by his mother Indira after the death of his brother Sanjay in 1980, came into public life with a squeaky clean image. Years later, a controversy over bribes paid in another military deal with a different Swedish company, Bofors, was to lead to Rajiv’s and the Congress’s defeat in the 1989 elections.

A series of 41 cables between 1974 and 1976 give glimpses into the “fighter sweepstakes” in India, with one wryly observing that the Swedish company had “understood the importance of family influences in the final decision in the fighter sweepstakes.”

Dassault, the French aircraft maker, too had figured this out. According to the cable, their negotiator for the Mirage fighter aircraft was the son-in-law of Air Marshal O.P. Mehra, then Air Chief.

An October 21, 1975 cable from the New Delhi U.S. Embassy (1975NEWDE14031_b, confidential) details information given to it by a diplomat in the Swedish Embassy. “Mrs Gandhi’s oler [sic] son’s only association with the aircraft industry (to our knowledge) has been as a pilot for Indian Airlines and this is the first time we have heard his name as entrepreneur.”

Having noted what the Swedes had said, the cable makes the comment that there was no additional information to either refute or confirm the information.

The cable goes on to say, “Mrs Gandhi (according to the Swedish info) has made the personal decision not to purchase the British Jaguar because of her prejudices against the British. The decision would be between the Mirage [Dassault Mirage F1] and the Viggen.”

Importance of ‘family’

In another cable (1976NEWDE01909_b, confidential), the Swedes also made it clear they “understood the importance of family influences” in the final decision. The cable adds: “Our colleague describes Ranjiv Gandhi [sic] in flattering terms, and contends his technical expertise is of a high level. This may or may not be. Offhand, we would have thought a transport pilot [is] not the best expert to rely upon in evaluating a fighter plane, but then we are speaking of a transport pilot who has another and perhaps more relevant qualification.”

The first cable adds that Air Marshal Mehra’s son-in-law was the chief negotiator for the competing Mirage, but it does not give his name.

Contacted in New Delhi, Navin Behl, the former Air Chief’s son-in-law, denied that he was ever involved in any such negotiations. “I was never an arms dealer. We’ve got nothing to do with it. I am a chartered accountant, [I was] practising then [in the 1970s], and now we're in the manufacture and export of home furnishings,” he told The Hindu.

The Swedish diplomat quoted in this cable said his country’s neutral position in world politics was offsetting the Viggen’s higher cost. The cable also records the official’s “irritation at the way Mrs Gandhi is personally dominating negotiations, without [the] involvement of Indian Air Force officers. According to him, negotiations with the Swedes are for 50 Viggen aircraft to be delivered at $4-5 million per aircraft with the Swedes believing that the Indians have made the decision not to purchase any more Soviet military aircraft.”

U.S. blocks deal

But Sweden had to do an abrupt about turn with what appears to be a bit of arm-twisting. An August 6, 1976 cable (1976STOCKH04230_b, secret) titled “Saab-Scania requests for U.S. permission to export Viggen and license to India” appears to confirm this with a blunt message: The USG, after careful consideration, has concluded that no version of the Viggen containing any classified U.S. components would be acceptable for transfer to India. It would also oppose any transfer to India, for local production, of the advanced U.S. technology represented in the Viggen’s aerodynamic design, engine and flying controls, navigation system, electronic components and weapons systems.”

Another 1976 cable (1976STOCKH04231_b, secret) details the negative USG response to Saab-Scania president Curt Mileikowsky’s informal request for export of Viggen aircraft to India and licence to manufacture such aircraft to India. Senior Swedish officials have also emphasised “that [the] most important consideration to their government was preservation of cooperation with the U.S. on military R&D, which they recognised as vital to maintenance of a viable Swedish defence effort and that the sale of the Viggen to India was of secondary consideration to them in comparison with the value of military cooperation with the U.S.”

Scramble for contract

The earliest reference to the IAF upgrade plan is in a 1974 cable (1974LONDON00554_b, secret), which elaborates how the Indians had nearly completed negotiations for two Navy Corvettes and an unspecified number of Jaguar aircraft, though negotiations temporarily stalled because of the oil crisis.

India, according to the FCO South Asian Department head, had “expressed desire for [a] modest alternative to the Soviets as an arms supply source, and had begun discussions with the British early last summer.” The British were smelling a deal “in the neighbourhood of 30-35 million pounds, probably only the first tranche of an ongoing program which could reach 100-120 million pounds over a period of time.”

The Viggen pitch to India was of immense interest to the U.S. As one cable (1975STATE270066_b, secret) said, the aircraft “contains a large number of parts and components of U.S. origin which are therefore subject to USG control in third-party sales.”

Jaguar, meanwhile, was aggressively in the hunt. A November 19, 1975 cable (1975NEWDE15350_b, confidential), said: “London has now decided to offer the Government Of India a more favorable financing arrangement, 71/4 percent over five years, than was earlier the case. The GOI has asked for two percent over 15 years, but the British tell us this is impossible. The GOI still wants 40 aircraft to be delivered within 36 months. The original British offer was 60 months, but they are now talking in terms of 40 odd months.” The cable ends by saying that the final decision was expected to be political and made by the Prime Minister.

Another cable (1975PARIS33184_b confidential) details French concern that “Mrs Gandhi’s advance toward dictatorship is now irreversible, and that French Prime Minister Chirac was unhappy with the idea of appearing to condone this development through his official visit” but also nursed the hope that the visit would be able to improve sales prospects for the Mirage F-1.

By the next year, the French Embassy is convinced (1976NEWDE00845_b, confidential) that it is Prime Minister [Indira] Gandhi alone who will make the final decision, and it will be on political grounds. The Swedes are also pushing their product. The French believed that the Swedes had dropped their price and offered to take rupees in payment. They were seen as moving towards delivering the first 24 to 36 aircraft to India, with the next aircraft being assembled in India under licence.

A wise man flees from the tempest which he cannot control. This may be the fact as to why the two successive resignations at the country’s only Central university for maritime education, Indian Maritime University (IMU) by its Vice-Chancellor and Registrar, have set tongues wagging among the fraternity on whether all is well in the institution.

First, it was Prof. Raghuram, who had held the post of V-C at IMU for about eight months from July 2012, resigned during the last week of March.

Then, it was Commander M. Anand (retd), said to be the trusted deputy of Prof. Raghuram and who has joined IMU as Registrar (after 26 years of Commissioned Service in the Education Branch of Indian Navy) in November last year, resigned within days of Prof. Raghuram’s exit.
Though both the resignations could not be linked from any side, these resignations indeed sent out a strong message to the maritime academics that all is not well in the four-year-old Central university formed by an Act of Parliament.
According to sources, Prof. Raghuram’s resignation is seen as a desperate act after being caught in the red-tape of bureaucracy. However, Mr. Anand’s sudden resignation, that too within just three and a half months since he took over the post, puzzled many in the fraternity and enquiries to the regard met with no definitive answers.
While Prof. Raghuram sat in the VC chair for just eight months, he did try to recruit permanent faculties for the varsity and relied on the latest modules of interview to scuttle any delays in the process.

However, his ‘eagerness’ to recruit more and more permanent teaching staff for the varsity reportedly ruffled feathers with higher officials in the Union Shipping Ministry.
Speaking to Sagar Sandesh, a senior member of maritime fraternity seeking anonymity, said that Prof. Raghuram, a committed academician who took up the VC post with the sole objective of cleansing the system, failed to understand the intricacies in appointing permanent faculties for the university.
Though the Cabinet Committee on Economic Affairs in April 2010 approved a proposal to provide financial support of Rs. 282.25 crores to Indian Maritime University (IMU), Chennai, to meet capital expenditure as well as recurring deficit, there was no clear mention about recruitment of permanent faculties and their benefits for the institution.
According to information available, the annual income of the IMU would be generated from three major sources -fees and other income, donations / receipts and grants from the Government. 
Most importantly, there was a mention that the revenue streams should be utilized for meeting the non-plan expenditure – that is understandably the salary for faculties.
In the absence of specific regulations, procedures and directions for remuneratory benefits for permanent faculties at IMU, Prof. Raghuram’s move for recruiting these faculties irked the Shipping Ministry as this move was falling well beyond the procedures adopted for such appointments in the varsity.
Spelling out its stand on the procedural lapses by the IMU while recruiting 22-odd faculties on permanent basis, the Shipping Ministry had constituted a committee to look into the issue.
In the meantime, when Prof. Raghuram came to know about the procedures and the web of red-tape in appointing permanent faculties, he decided to take the issue on its stride.
However, he could not succeed in his convincing efforts with the Shipping Ministry and it has forced him to take the final decision, which brought in Capt. Mukesh Baveja as the new Vice-Chancellor of the university.

Gulf has been the chosen destination of average Malayalee for more than half a century. Kerala’s economy thrived with NRI money as it receives around Rs.60,000 crore foreign exchange annually from its 2.2 million strong NRI community. Political leaders and policy makers including the Prime Minister had praised them for contributing in the economic growth of the country in Pravasi Bharatiya meets. But the poor NRKs (non-resident Keralites), who constitute 70 per cent of the community, never attended pravasi meets where they can be proud and honourable.

They donated their hard earned money to the politicians without party colour who visit them frequently during the elections.  They believed the politicians who offered too much and delivered nothing to them because they had no time or energy left after toiling in the deserts for making their families comfortable back home. Now they realise that they are being cheated as thousands of them were deported after Kingdom of Saudi Arabia enforced strict Nitaqat labour laws from 27 March 2013.

According to Shamseer Mohammed who reached Kozhikode airport on 28 March, the home department of KSA (Kingdom of Saudi Arabia) have started raids in the labour camps and detained more than 1000 expatriates including Indians since Thursday evening.

“I’ve been working in Saudi for almost 8 years as a salesman in a small shop. Now such jobs are reserved only for Saudis as the government is going to implement strict labour laws called Nitaqat. If I had stayed in Saudi, I would have been arrested. So I took the first flight back home,” said 31-year old Shamseer.

His passport has been stamped with exit and he may not be able to return to Saudi again.

“I will try to get another visa to another place. What I will do here? ” lamented Shamseer who hails from Nilambur. The exodus from Saudi has started as hundreds of expats reached airports in Kerala with carry bags and the state received them with empty hands. No politicians greeted them on arrival.

“We have been living in Saudi with fear for the last one year. Two years ago, Saudi government announced that it’s going to enforce Nitaqat laws in unskilled and semi skilled labour sector, we all knew that we would have to return one day. But we hoped Indian government would do something to save us. But India never came for our rescue,” said Shabeer ali who returned on 26 March, before the deadline.

It’s a classic example of how politicians deal with a major crisis that’s going to affect minimum one lakh Keralaites working in Saudi Arabia.

Chief Minister Oommen Chandy shot a letter to the Prime Minister Manmohan Singh seeking his intervention in the matter on 27 March.

In his letter to the Prime Minister, Chandy appealed to the Saudi Authorities to give a breathing space for expats before implementing Nitaqat. He also wanted to avoid immediate deportations.

“Kindly intervene in this matter and use our cordial relation with Kingdom of Saudi Arabia authorities. So that they may take a liberal approach regarding the implementation of Nitaqat,” Chief Minister pleaded.

The letter of Chief Minister reflects the grave concern of people of Kerala. But his last minute letter is certainly not going to change the fate of poor NRIs who are going to be deported from KSA within a week.

Many people ridiculed the way both state and central governments dealt with the crisis. Their responses were idiotic and casual.

Vayalar Ravi, Union Minister for Pravasi Welfare told the media that he had directed the Ambassador of Saudi to intervene in the matter and help the NRIs who are facing deportation. But Ravi, one of the senior most leaders of Congress party, has no clue how many of them are going to return immediately.

E. Ahamed, Union Minister of state, who represents NRI belt in Malappuram, held discussions with Saudi foreign affairs Minister and got few assurances. But God knows what assurances Ahmed got from him. He too is playing the role of a good samaritan for the television channels.

“I feel disgusted with many politicians when I watch television. It’s a fact that we all knew that Saudis are going to implement strict labour laws from 27 March. But our governments have done nothing to help the poor people who were working in Saudi Arabia. All ministers would have rushed to Saudi if the government had banned some rich businessman for his wrong doings. The big statements of all these leaders are only a political treachery,” said PT Kunju Muhammed, noted film maker and an expert on pravasi affairs.

Majority of the people working in Saudi Arabia are very poor, earning between  Rs 6000 and 12000 monthly.  Many of them do not have valid work permits. They remain there due to their family commitments,” said Kunju Muhammed.

The ground situation tells their sad fate and bleak future. According to the Migration survey conducted by Centre for Development Studies Thiruvananthapuram, around 2.28 million NRKs are working abroad and 5,74,739 people from Kerala are working in Kingdom of Saudi Arabia and 8,83,313 are working in UAE and another 1,27,782 are in Kuwait.

“Among them, around 100,000 persons from Malappuram and Kozhikode districts are going to lose their jobs due to Nitaqat. Now Kuwait is also going to implement similar laws. At least one lakh families in the two districts are going to be affected. It’s serious situation,” said A Vijayaraghavan, CPIM Central Committee member who is in charge of Pravasi affairs of the party.

According to him, rehabilitation of gulf returnees should be the priority of the government.

“The government should offer free flight tickets to the deported expats from Kerala as they have no money to pay for their tickets. Certainly rehabilitation of gulf returnees is the second priority. I was told that Indian Embassy is doing nothing to help them,” said Vijayaraghavan.

While the UPA government battles for survival, who has the time for poor expats who are facing severe Nitaqat laws.

பிரசாத் கரியவாஸத்தின் மின்னஞ்சல் முகவரியில் இருந்து இலங்கையைத் தலைமையிடமாகக் கொண்ட தனியார் ஊடக மக்கள் தொடர்பு நிறுவனத்துக்கு கடந்த 19-ம் தேதி இந்த மின்னஞ்சல் அனுப்பப்பட்டுள்ளது. அந்த நிறுவனம் மூலம் இலங்கைத் தூதரின் மின்னஞ்சல் தற்போது தில்லியில் உள்ள ஊடக நிறுவனங்களுக்கு அனுப்பப்பட்டுள்ளது. அந்த மின்னஞ்சலின் விவரம் வருமாறு: ""அசோக சக்ரவர்த்தி ஆட்சி நடைபெற்ற கிறிஸ்து பிறப்பதற்கு 3 நூற்றாண்டுகளுக்கு முன்பே (கி.மு. 300) கலிங்கத்துக்கும் இலங்கைக்கும் இடையிலான உறவுகள் பதிவாகியுள்ளன. புத்த மதத்தால் ஈர்க்கப்பட்ட அசோகர், தனது மகன் அர்ஹத் மஹிந்தாவையும் மகள் சங்கமித்ராவையும் இலங்கைக்கு புத்த மத செய்தியைப் பரப்ப அனுப்பி வைத்தார். இலங்கையில் புத்த நிலையங்களை அவர்கள் நிறுவினர்.
இந்தியாவில் புத்த கயையில் போதி மரத்தடியில் புத்தர் ஞானோதயம் பெற்ற மரத்தின் கன்றை இலங்கையின் அனுராதபுரத்தில் சங்கமித்ரா நட்டார். புனிதம் மிக்க அந்த மரம் இன்றும் பாதுகாக்கப்பட்டு உலகின் மிகப் பெரிய மரமாகத் திகழ்கிறது.
2500 ஆண்டுகளுக்கு முன்பு கலிங்கத்தில் இருந்து எட்டு குடும்பங்களாக அரிஹத் மஹிந்தாவும் சங்கமித்ராவும் வந்த நிகழ்வை இப்போதும் இலங்கை கொண்டாடி வருகிறது.
அந்த வகையில் தற்போது இலங்கையில் உள்ள 75 சதவீத சிங்கள சமூகத்தின் பூர்விகம் கலிங்கத்தையும் அதைச் சுற்றியுள்ள பகுதியில் இருந்தும் உருவானதாக நம்பப்படுகிறது. இலங்கையில் உள்ள சிங்கள மக்கள் ஒடிசா, வங்கம் ஆகியவற்றை பூர்விகமாகக் கொண்டவர்கள்.
மொகலாயர் ஆட்சி, ஆங்கிலேயர் ஆட்சியில் இந்தத் தொடர்பு துண்டிக்கப்பட்டு விட்டது. ஆனால், இந்தியாவின் வட மாநிலத்தை குறிப்பாக கலிங்கத்தை சிங்கள மக்கள் தற்போது இணைத்து வருகின்றனர். ஆண்டுக்கு இரண்டு லட்சத்து 50 ஆயிரம் இலங்கையர்கள் இந்தியாவுக்கு வந்து செல்கின்றனர்.
ஆனால், தமிழ்நாட்டில் இன ரீதியாக தொடர்பில் உள்ள 12 சதவீத இலங்கைத் தமிழர்களுக்காக இந்தியா கவலை கொள்கிறது. ஒடிசா, வட இந்தியாவுடன் வரலாற்றுத் தொடர்பைக் கொண்டவர்கள் சிங்களர்கள். ஹிந்தி, ஒரியா, வங்காளி ஆகியவற்றுடன் தொடர்புடைய இந்தோ ஆரிய மொழியான சம்ஸ்கிருதத்தை சிங்களர்களால் பேசவும் எழுதவும் முடியும்.
இந்தியா அவர்களின் பாதுகாப்புக்காகவும் அவர்களின் உரிமைக்காகவும் கவலைப்பட வேண்டும். இலங்கையில் பிரிவினைவாத சக்திகளை ஒடுக்கி, இந்திய பிரதமர் ராஜீவ் காந்தியின் கொலைக்குக் காரணமாக இருந்த விடுதலைப் புலிகளை அழித்த அதிபர் மகிந்த ராஜபட்ச பாராட்டுக்குரியவர்'' என்று பிரசாத் கரியவாஸம் மின்னஞ்சலில் கூறியுள்ளார்.
இந்தியாவில் பணியாற்றும் வெளிநாடுகளின் தூதர்கள் உள்நாட்டு அரசியல் நடவடிக்கையில் கலகம் ஏற்படுத்தும் செயல்களில் ஈடுபடக் கூடாது என்ற கட்டுப்பாடு உள்ளது.
இந்த நிலையில், தில்லி ஊடகங்கள் வட்டாரத்தில் பிரசாத் கரியவாஸத்தின் மேற்கண்ட மின்னஞ்சல் தகவல் தற்போது வேகமாகப் பரவி வருகிறது. இலங்கை விவகாரம் தொடர்பாகத் தமிழகத்தில் நடைபெற்று வரும் போராட்டங்கள் தீவிரமாகி வரும் நிலையில், பிரசாத் கரியவாஸத்தின் மின்னஞ்சல் தகவல் புதிய சர்ச்சையை ஏற்படுத்தியுள்ளது.

இலங்கைத் தூதரின் மின்னஞ்சல் தொடர்பாக வைகோ கூறியதாவது: ""இலங்கையின் நாகரிகத்தைக் காத்து வருபவர்கள் இலங்கைத் தமிழர்கள்; இலங்கை மண் தமிழர்களுக்கான உரிமை; கரியவாஸத்தின் கூற்றுக்கு வரலாற்று ஆதாரம் கிடையாது. இந்தக் கருத்தை வெளியிட்டதற்காக அவரை நாட்டை விட்டே வெளியேற்ற வேண்டும். இந்தியாவில் உள்ள இலங்கைத் தூதரகத்தையும் மூட வேண்டும். இலங்கைக்கு இனியும் இந்தியா தொடர்ந்து ஆதரவு அளித்தால், இந்திய ஒருமைப்பாட்டை ஒருபோதும் காப்பாற்ற முடியாது'' என்று வைகோ கூறினார்.

இலங்கைத் தமிழர் பிரச்னையில் சர்ச்சைக்குரிய கருத்துகளை வெளியிடுவது அவருக்கு இது முதல் முறையல்ல. சிங்களரின் பூர்விகம் பற்றி கருத்து வெளியிட்டு மறைமுகமாக, அந்த சமூகத்தினருக்கு இந்தியா ஆதரவாக இல்லை என்ற கருத்தை பிரசாத் கரியவாஸம் திணிக்க முற்பட்டுள்ளார். அவரது பேச்சும், செயலும் உள்நோக்கம் கொண்டது என்று சந்தேகிக்கிறோம். அவரை நேரில் அழைத்து மத்திய அரசு விளக்கம் கேட்க வேண்டும் என்று ராஜா கூறினார்.

அன்புடைய ஊடக நண்பர்களுக்கு,
2009ல் உலக நாடுகள் அனைத்தும் ஒன்றிணைந்து தமிழீழத்தில் நடத்திய இனப்படுகொலையின் கோரக்காட்சிகளைக் கண்டு உலக மக்கள் அனைவரும் மௌனம் காக்க தாய்த் தமிழகத்தில் இருக்குக்கூடிய மாணவர்களாகிய நாங்கள் தமிழினத்திற்கு கிடைக்க வேண்டிய நீதியைத் தேடி இந்திய அரசின் கவனத்தை ஈர்க்க எங்களை நாங்களே வருத்திக்கொண்டு அறவழியில் உண்ணாநிலை போராட்டத்தை துவங்கினோம்.
குறிப்பாக நாங்கள் வைத்த கோரிக்கைகள் 8. அதில் முக்கியமானதும் முதன்மையானதுமான அமெரிக்கா கொண்டு வரும் அயோக்கியத் தீர்மானத்தை புறக்கணித்து இந்தியாவே தமிழீழ மக்களுக்கு நீதி கிடைக்க அங்கு பொது வாக்கெடுப்பு என்பன போன்ற கோரிக்கைகளை முன்வைத்து தமிழீழ விடுதலைக்கான மாணவர்கள் கூட்டமைப்பு என்ற பெயரில் போராட்டத்தை துவக்கினோம்.

ஆனால் ஐந்தாவது நாள் முதல் சில கல்லூரி மாணவர்கள் இதே பெயரை பயன்படுத்தி ஆனால் அமெரிக்காவின் தீர்மானத்தை ஆதரிக்கக் கோரி உண்ணாநிலை போராட்டத்தை தொடங்கியது வருந்தத்தக்க செயல். நாங்கள் யாரொருவரின் தலைமையில் இயங்காமல் இந்த 8 கோரிக்கைகளையே மையமாக வைத்து போராட்டத்தை துவங்கினோம். கிட்டத்தட்ட 15 நாட்களுக்கு மேல் மாணாவர்கள் ஆங்காங்கே போராட்டத்தில் ஈடுபட்டுக் கொண்டிருக்கின்றனர்.
பொதுவில் பகிர்ந்துகொள்ளமுடியாத சில காரணங்களால் எங்கள் போராட்டம் 4வது நாளிலேயே முடிவுக்கு வந்தது. இருப்பினும் தமிழகத்தில் உள்ள மற்ற மாணவர்கள் இந்த போராட்டத்தை தொடர்ந்து நடத்தி தமிழகம் முழுக்க விழிப்புணர்வும், தமிழர்களுக்கு உணர்வையும் ஊட்டியுள்ளனர்.

சென்னையில் எங்கள் உண்ணாநிலை போராட்டத்தை முடித்துக்கொண்டு மாணவர்களாகிய நாங்கள் தமிழகம் முழுக்க பயனித்து ஆயிரத்துக்கும் மேற்பட்ட மாணவர்களை சந்தித்து போராட்ட களத்தில் உடனிருந்து அவர்களை ஒருங்கிணைக்கும் பணியில் ஈடுபட்டோம். இதுவரையில் 21 மாவட்டங்களில் உள்ள போராட்ட குழுவை சந்தித்துள்ளோம். எங்களில் சிலர் இன்னும் பல்வேறு மாவட்டங்களுக்கு பயனித்து கல்லூரி ஒருங்கினைப்பளர்களை சந்தித்து வருகின்றனர்.
சென்னையில் போராட்டங்கள் சிறப்பாக நடந்தேரியது. அதைவிட திருச்சி, தஞ்சை, மதுரை, நெல்லை, திருப்பூர், ஈரோடு, கோவை மாவட்டங்களில் தமிழீழ விடுதலைக்கான மாணவர்கள் கூட்டமைப்பு சார்பாக நடந்த போராட்டங்கள் நெகிழ்ச்சியாக இருந்தது.
இந்த மாணவர் போராட்டம் ஏதோ லயோலா கல்லூரி மாணவர்கள் துவங்கியதால் அவர்களுக்கே சொந்தமானது அல்ல. மாறாக தமிழகத்தில் உள்ள அனைத்து கல்லூரி மாணாவர்களும் இந்த போராட்டத்தை வழிநடத்தி செல்ல உரிமை உண்டு. ஆனால் தயவு செய்து தனிப்பட்ட கட்சியின் கொள்கைகளுள் நாட்டம் உடையவர்கள் இந்த மாணவர்களின் போராட்டத்தை விட்டுவிடுங்கள். மாணவர்கள் போராட்டத்தை இவர்களைப் போன்றவர்கள் வழிநடத்தினால் அவர்களின் சொந்த கட்சியின் சித்தாந்தத்தை மற்ற மாணவர்களிடம் மறைமுகமாக திணிக்கமாட்டார்கள் என்பதற்கு என்ன உத்திரவாதம்?
போர் துவங்கி கடந்த ஐந்து வருடங்களாக எந்த அரசியல் கட்சியாலும் அவலங்களை தடுக்க முடியாத சூழல். நீதி பெற்று தரமுடியாத நிலை. இதை மாற்ற நினைத்து மாணவர்கள் தன்னெழுச்சியாக இந்த போராட்டத்தை துவக்கியுள்ளளோம். இங்கும் வந்து தங்களுடைய சுயைலாபத்திற்காக மாணவர்களை அரசியல் கட்சிகள் ரீதியாக பிரித்து மீண்டும் களத்தை பழைய நிலைக்கு கொண்டு சென்றுவிட வேண்டாம். தொலைவில் இருந்து மாணவர்கள் கவனித்தால்தான் எல்லா கட்சிகளின் கருத்துகளையும் உள்வாங்கி ஒரு முடிவுக்கு வர இயலும்.
மாணவர்கள் இணைந்து எல்லா பொதுப் பிரச்சனைகளுக்கும் பொது மேடை அமைத்து தருகிறோம். அதில் வந்து உங்களுடைய வாதங்களையும் எதிர் வாதங்களை முன்வையுங்கள். அதில் எங்களுக்கு எது சிறந்ததென்று படுகிறதோ அதை நாங்கள் பொதுமக்களிடம் கொண்டு சேர்கிறோம். மாணவர்களை மாணவர்களாகவே இயங்க விடுங்கள்..
ஐநாவில் இந்த முறை தமிழர்களுக்கு பயனளிக்காத, எதிர்மறையான தீர்மானத்தை கொண்டுவந்த நாடு அமெரிக்கா என்ற வகையில்தான் அமெரிக்காவை எதிர்த்தோம். எங்களது அடுத்தக்கட்ட போராட்டம் என்பது மனிதநேயம் உள்ள தமிழர்கள் அனைவரையும் ஒரே குடையின் கீழ் இணைத்து ஈழத்தில் பொது வாக்கெடுப்பு வேண்டி இந்தியாவை நிர்பந்திக்கும் வகையில் அமையும். அதற்கான ஆதரவை இந்தியாவில் உள்ள அனைத்து மாநில கட்சிகளையும் அனைத்து மாநிலங்களில் உள்ள மாணவர்களையும் அனுகி நம் தரப்பு நியாயங்களை எடுத்துரைப்போம்.
தமிழர்களாகிய நம் நியாயமான கோரிக்கைகளை இந்திய நாடாளுமன்றத்தில் சிறப்பு கூட்டம் நடத்தி அதில் நிறைவேற்ற வேண்டிய வகையில் போராட்டம் அமையும்.
போராட்டக்களத்தில் எங்களுக்கு ஆதரவாக இருந்த சில அரசியல் கட்சிகளுக்கும் இயக்கங்களுக்கும் மற்றும் தமிழ் உணர்வாளர்களுக்கும் நன்றி கூற கடமைப்பட்டுள்ளோம். உறுதியான முறையில் அறவழியில் தொடர்ந்த இந்த மாணவர் போராட்டத்திற்கு ஒத்துழைப்பு கொடுத்த காவல் துறையை இவ்வேளையில் நினைத்து பார்க்கின்றோம். எங்களுடைய மாணாவர் போராட்டம் பெரும் எழுச்சி பெற உறுதுணையாக இருந்த ஜனநாயகத்தின் நான்காம் தூணான ஊடகங்களுக்கு நன்றி கூற கடமைப்பட்டுள்ளோம். இனி வரும் நாட்களிலும் இது தொடரும் என்று நம்பிக்கை கொள்கிறோம். சமூக அவசியத்துக்காக துவங்கப்பட்டுள்ள இந்த மாணவர்களின் இயக்கத்துக்கு கல்லூரிகள் ஒத்துழைப்பு நல்க வேண்டும் என்று பணிவண்புடன் கேட்டுக்கொள்கிறோம்.
பின்வரக்கூடிய நாட்களில் எங்களுடைய மாணவர்கள் போராட்டம் படிப்பிற்கும் பொது அமைதிக்கும் பங்கம் விலைவிக்காத வகையில் அதே சமயம் உறுதியான நம்பிக்கையுடன் அனைத்து மனிதநேயம் உள்ளவர்களையும் திரும்பிப்பார்க்கவைக்கும் வகையில் அறவழியில் தொடர்வோம்.
இதற்காக தமிழகம் முழுக்க பயணித்து வரும் ஏப்ரல் முதல் வாரத்திற்குள் மாணவர்கள் கட்டமைப்பு ஒரு இறுதியான வடிவம் பெறும்.

ஈழத்தமிழர்களுக்காக இன்னுயிர் ஈந்த விக்ரம் மற்றும் கெளதமி அவர்களின் குடும்பங்களுக்கு ஆழ்ந்த இரங்கலை தெரிவித்துக் கொள்கிறோம். இந்த மாணவர்களின் போராட்டமானது வெற்றிகரமாக பயணித்துக்கொண்டுள்ளது. நாம் நமது இலக்கை நிச்சயமாக சென்றடைவோம். யாரும் இது போன்ற உயிர் மாய்த்துக் கொள்ளும் காரியங்களில் ஈடுபடவேண்டாம் என மாணவர் கூட்டமைப்பு சார்பாக வேண்டிக் கொள்கிறோம்.

அரசியலில் அனுபவமுள்ள நடுநிலையான பொதுவாழ்வில் எளிமையாக வாழும் தோழர் நல்லக்கண்ணு ஐயா மற்றும் நெடுமாறன் ஐயா போன்றவர்களை மாணாவர்களாகிய எங்களுக்கு ஆலோசனை வழங்க அழைப்புவிடுக்கப்போகிறோம்.

Geneva Resolution: Not A Victory For Tamils, But A Defeat For Sri Lanka

The resolution proposed by America at the Human Rights Council related to Sri Lanka was passed by a majority of 13 votes. Out of the Human Rights Council comprising of 47 member states, 26 voted for the resolution, 13 against and 8 abstained taking a neutral position.

The resolution proposed and adopted by America did not come close to Tamil people’s aspirations or expectations. We cannot consider this resolution, therefore as a victory for Tamils. However, we can definitely look at this as a defeat for Sri Lanka.
This resolution will be problematic to the family-based dynastic rule of Pres. Mahinda Rajapaksa, who continues to arbitrarily exercise power over the Tamil nation as well as other peoples in the island of Sri Lanka without any pressure from the international community.
The fact that this resolution was debated and passed in the United Nations Human Rights Council will help to expose the atrocities committed against the Tamils during the closing stage of the war which the Sinhalase would prefer to hide and forget
Compared to last year, support for Sri Lanka in the Human Rights Council (UNHRC) has 
declined. Mention should be made of a strong backer of Sri Lanka, Japan abstaining and not taking sides during the vote. 
It is appropriate to mention that the countries who voted in favor of Sri Lanka are not necessarily supportive of Sri Lanka, but opposed to U.S. foreign policy. The voting record demonstrates we are living in a epoch when the world is moving from a unipolar world order under the leadership of America to a multipolar world order.
The voting in the UNHRC points out to the fact that Sri Lanka is increasingly becoming isolated in the international arena in this new world.
As far as the Tamil people are concerned, it is important that any resolution submitted to the UNHRC should address two issues. First, the destruction in Mullivaikal constitutes an act of genocide by the Sinhala Government. Second, those engaged in genocide should be subject to an independent international investigation as a means for justice. 
The U.S.-led resolution does not address either of these crucial issues. Thus, we cannot consider this resolution acceptable or satisfactory to Tamils.
As people who know the “rationale” by which governments function in the UNHRC and the 
rest of the United Nations, where global powers act solely based on their own national interests, the ineffectiveness of this resolution on matters of survival for the Tamil People comes as no surprise to us.
At the very minimum, we are pained by the fact that there is no proper acknowledgment in the resolution that Tamil people have been subjected to injustice in the island of Sri Lanka. We condemn that the resolution, which notes that human rights are violated in the island of Sri Lanka on the basis of religion and belief, failed to pinpoint the fact that the most massive human rights violations have been directed against Tamils on account of their Tamil ethnicity.

At this moment, I think it is important that I share certain matters we must take cognizance of with our people. In order to secure justice for our people, we must continuously campaign through political and diplomatic means with world governments.
It is not difficult to understand that the tyranny and oppression unleashed against the Eelam Tamil people by the Sinhala government in the island of Sri Lankan borders on genocide. Yet, world governments take the position that incidents that took place during the last phase of the war in Vanni were not an act of genocide, but war crimes committed by both sides.
If what happened in Vanni is acknowledged as an act of genocide, there arises a need for a protective mechanism based on the international legal and moral principles of self-defense and self-preservation. Further, the governments of this world will have to accept the establishment of an independent state of Tamil Eelam on the basis of remedial justice. However, while knowing the truth, these governments want to confine the problem within the boundaries of their own preference.

How are we going to approach such governments? We have to design good strategy and tactics.
One of the important lessons the Tamils and their friends learnt through the slaughter at Mullivaaikkaal is the fact that, irrespective of how just our cause may be, how much sacrifice we may make and the gallantry we possess, when powerful governments join hands with our adversary we cannot win.
Thus, today our strategy should center on how we are going to widen the distance between powerful global players and our enemy the Sinhala government, and how we are going to develop our relationship with these global powers. 
However, we should not sacrifice our own self-interests to these global powers. At the same time, we cannot expect the global powers to give up their interests fully and support us on the basis of justice. Thus, in order to deal with powerful governments, I believe we must employ twin tactics that will produce results.
First, we have to determine how to align our interests and the interests of the powerful global powers and design necessary plans. This should happen at the diplomatic level.
Second, we as people should engage ourselves with global powers through democratic and 
diplomatic means.
These twin tactics should go hand in hand. Governments revolve around the axis of their own self-interests. But, political leaders play a big role in running these governments. 
Winning popular support is an important self-interest of political leaders. Due to this, the interests of the government machinery and the political leaders are not aligned in all instances. On many occasions, in order not to lose the support of the people, leaders are forced to make changes in the political stances of their governments.
Against this background, if we look at students rising up in Tamil Nadu, the importance of their efforts can be easily understood. The Tamil Nadu students’ uprising, launched with the support of the people, has the power to change the stance of the political leaders of Tamil Nadu and India.
The ongoing Tamil Nadu students’ uprising affirms the need for an international inquiry into the genocide inflicted on the Tamil people and of a referendum among the Tamil people for an independent Tamil Eelam. The students have launched their struggle convinced that if Eelam Tamil people are to live with security, dignity and equality, there is no alternative other than an independent Tamil Eelam.
We hold hands in solidarity with the Tamil Nadu students who have leapt into the battlefield on behalf of the Eelam Tamil people. We also join hands with the political leaders and the people of Tamil Nadu who stand in solidarity with the students struggle.
The political reality is, whether we like it or not, the victory of the Tamil Eelam liberation struggle depends largely on the success of Tamil Nadu in engaging the Indian government. International diplomatic calculations are made on the premise that India is the dominant regional power in the Indian Ocean and South Asia. It is also a growing global power. International relations are determined on these bases of power. Thus, India’s role is important in the creation of a new state of Tamil Eelam in South Asia.
Thus, in our strategy for winning the liberation struggle for Tamil Eelam, our aim should be to convince the Indian government to recognize an independent Tamil Eelam. 
This may not be immediately possible. However, internal conditions can make significant impact on the foreign policy of that country.
As an example, Malaysia did not vote against the U.S.-led resolution, but abstained. The main reason is, though Malaysia is friendly with Sri Lanka, the Malaysian government has to give deference to the wishes of the Malaysian Tamils.
The emerging struggles and stances in Tamil Nadu in relation to the Eelam people have the ability to impact Tamil Nadu and other Indian States and thus influence the decisions of the Indian government. In this, the role of Tamil Nadu students is decisive. Students of Tamil Nadu have demonstrated their power fittingly. The call of the hour is for a plan of action to continue and widen the students’ struggle until conditions are created for India’s recognition of Tamil Eelam.
I would also like to record at this juncture that America is carefully and continuously observing what is happening in Tamil Nadu. Tamil Nadu is one of the dominant states in India. We can also understand America’s interest in Tamil Nadu through the former Secretary of State Hillary Clinton’s recent visit there. We have to take note of the fact that the ongoing struggle in Tamil Nadu has the ability to impact not only in India, but at the global stage as well.
We must not lose faith because the resolution adopted at the UNHRC is not fashioned in a way that will bring justice to our people. We need not feel frustrated either. We are progressing towards our goal.
Today we are launching – together with Human Rights and other Tamil organizations – a three month world-wide signature campaign to U.N. Secretary General Ban Ki-moon calling on him to appoint an international inquiry on the basis of his inherent power, as confirmed by his legal advisers, pursuant to Article 99 of the U.N. Charter.
Today we are also launching a global signature campaign urging Mr. AdamaDieng. Special Adviser of the Secretary General on the Prevention of Genocide, to release the 2007 annual report of his office that mentioned the likelihood of the Tamil people being victims of genocide or mass atrocities, as well as other reports related to Tamils in the island of Sri Lanka, as mentioned in the U.N. Internal Review Report. There is proverb current among us: If you beat the grinding stone again and again it will move!
The Thirst of the Tamils is Tamil Eelam.
