Ease congestion: Vasan to Chennai Port Trust

CHENNAI: Hours after an Express report on the  congestion at the Chennai Port Trust was published in these columns, Union Shipping Minister G K Vasan on Tuesday held a two-hour-long review meeting with the top officials of the ChPT  and directed them to take swift measures to set it right.


The minister’s unscheduled visit and subsequent review meeting came in the backdrop of the ChPT’s ‘all  izz well’ claim. Express had reported that container evacuation from the port was badly hit due to growing congestion and that the port management was yet to take measures to address this.
As per a statement released by the port management during the meeting, which saw the participation of all the top officials including its chairman Atulya Misra, Vasan deliberated on the steps needed to ease the traffic congestion on roads and the port gates. He also highlighted the need to find ways to immediately reduce the import and export inventory at the terminals.
Interestingly, while the port management and the Minister were taking these all-important decisions pertaining to the evacuation of containerised cargo at the meet, the main stakeholders— like exporters and importers using the Chennai Port— were not even informed about the meeting.
“Had we been invited, we would have apprised the minister about the real situation on how the whole congestion has started inside the port and the simplest methods to alleviate it,” a regular port user told Express,
Meanwhile, R Santhanam, general secretary of the Port and Dock Labour Union, said, “We are thankful to the minister for reacting to our appeal made via Express on Monday to save the port from doom.”
Further, “We would be doubly happy if the directions given by the minister on Tuesday are implemented by the management in letter and spirit,” he added.
During the meeting, it was also decided that an additional bay could be opened at Gate Zero to facilitate the quick entry of trailers into the port.
With the assistance of the city police, efforts would also be made to open Gate 2A and 10 for cargo evacuation for a longer duration, the release stated.

CHENNAI: 16 Lankans out from special camps

CHENNAI: In the aftermath of the hunger strike by inmates of special camps meant for Lankan Tamils at Chengalpet and Poonamalle, the government has released 16 of them. According to sources, 15 inmates were released from the Chengalpet camp on Sunday evening while one person was released from the Poonamalle camp on Monday.
Q-Branch sources identified the released inmates as Daniel, Devagaran, Suryakumar, Ananthakumar, Chandrakanth, Sudarshan, Prasanna, Dharmaraja, Sudhakaran, Giridharan, Narayanadas, Sankar, Seelan, Sudhan and Sethu Barith (all from Chengalpet Camp) and Amalan (Poonamalle Camp).
The released inmates were from different areas in Northern Sri Lanka and held in the camps for about three years, sources said.
With the release, the number of Lankan inmates at the Chengalpet camp now stands at 26 and just three at Poonamalle camp.
According to sources, the remaining inmates at the camps would be released in a phased manner within a couple of months.
A section of inmates at the Chengalpet Camp had launched a fast in September seeking freedom.  After 12 days of fast, some of them were admitted to the Government Hospital, Chengalpet after their health deteriorated.
Since then, there were rumours that some of the inmates would be released.Of those who were released six inmats from Chengalpet had taken part in the fast.

Absence of future plan leaves Chennai Port Trust in chaos

CHENNAI: While the Chennai Port has registered a phenomenal growth in containerised cargo handling over the years, lack of future planning by the Chennai Port Trust for timely cargo evacuation via its gates is hampering its growth.
Though the port had four main gates (Gate Zero, Two, Two (A) and Ten) for round-the-clock container evacuation in 2001, the scenario has changed dramatically over the last 10 years and now it has only one gate (Gate Zero) for the full-fledged movement of containers. While the number of gates has been reduced from four to one, the port added one more private container terminal two years ago and the revenue from container handling is booming every year.
“Though the port has been heralded as the eastern gateway port of the country for providing the shortest sea-connectivity for Chinese and Malaysian ports, the lack of gates for moving containers has made it a port without gates,” lamented R Santhanam, general secretary of the Port and Dock Labour Union, an affiliate of Bharatiya Mazdoor Sangh (BMS).
“We feel that the port management has failed to envisage its future plans like opening more gates for transporting containerised cargoes and it has been directly affecting the port’s future,” Santhanam said.
While the volume of containers has now increased five times (15 lakh) from the 2001 figure of just three lakh boxes, the Chennai Port, instead of opening more gates and facilities for container movements, has only one gate for the round-the-clock movement now.
Though the other three gates are in existence, cargo movements through them are restricted and happend only for five hours at night. Besides Gate Zero, Gate Two (A) has been used for container movement in night hours.While the port’s three gates (Gate Zero, Two and Two-A) are located in Royapuram and Kasimedu areas, Gate -Ten is located in front the War Memorial.
Consistent failure to formulate proper strategies for evacuating containerised cargo over the years has finally resulted in utter congestion.
Though the Port Trust officials maintained that ‘there was no congestion and all media reports are figment of imagination’ and the inventory of containers is within its ‘capacity,’ many container trailer drivers said that they were waiting in a queue for more than three days to enter the port. Santhanam also appealed to the Union Shipping Minister G K Vasan to take steps to solve the congestion issue, which could eat into the port’s revenue in the long run.

Burmese rebels block Asia's 'Suez Canal'

BURMESE rebels are blocking construction vehicles using a road linking Thailand to a proposed $US60 billion ($A61.7 billion) development project at a sleepy Burmese seaport that its backers say will reshape Asia's trade routes.
Rebels of the Karen National Union say the building of a massive transport and manufacturing hub at Tavoy, also called Dawei, on Burma's east coast, will destroy the environment and cause people to suffer.
Zipporah Sein, the Karen union's general secretary, called on the Italian-Thai Development company to carry out an environmental impact assessment before continuing with the $US8 billion first-stage building of a deep-sea port and other facilities.
''The people must have the right to decide. They need to know about the impact of the project,'' Ms Sein said.
Documents show the company plans a deep-sea port in a 250-square-kilometre special economic zone that would create a short cut for trade between Europe and Indochina.
Traders would save fuel and time by avoiding the journey of several thousand kilometres through the Strait of Malacca.
A little-known agreement signed late last year between Burma's military-dominated rulers and Italian-Thai Development, one of Thailand's largest civil construction companies, approves a deep-sea port with shipbuilding and maintenance facilities, a petrochemical industrial estate with oil refining and gas separation plant and other medium and light industries such as car and garment factories.
Plans also include five-star resorts on pristine islands in the area. Italian-Thai Development documents obtained by The Age show plans for an eight-lane highway and railway linking Tavoy to Thailand, forming part of a southern economic corridor in the Greater Mekong Sub-region, which would run from Ho Chi Minh City in Vietnam to Burma.
A north-south railway and pipeline running from Kunming in China's Yunnan province through the Burmese towns of Mandalay and Pegu to Tavoy is also planned.
Thant Myint-U, a US-educated Burmese academic and former UN official who has published a book titled Where China Meets India, compares the development of a new trade route through Burma with the opening of the Suez Canal joining Europe to the Indian Ocean.
He says China has long wanted an alternative route to the Strait of Malacca, which it sees as a natural choke point where future enemies could cut off foreign energy supplies.
Work began months ago to upgrade a road linking the Tavoy site to Kanchanaburi in western Thailand.
Karen rebels, who have waged war against the Burmese central government since 1949, inhabit the hills around Tavoy and control areas along the road to Thailand.
The rebels say they will allow vehicles carrying humanitarian aid to use the road but not vehicles belonging to Italian-Thai Development.
They informed the company of the ban two weeks ago.

Burma's convicts become unwilling pawns in a long and bitter civil war


Prisoners forced to serve as military porters in army's decades-long fight against insurgency

The scars on their shoulders and backs give it away. Its leaders may suggest otherwise, but Burma is a country riven by the world's longest running civil war.
And the pawns are the Burmese convicts forced to work as porters on the frontlines. Made to carry heavy supplies, they are regularly beaten and used as human shields against landmines.
Those who have escaped form a growing underclass of refugees on the Thai border, where they eke out a meagre living and face deportation at any time. "I work for a day, eat for a day but I am now free," said Thay Utoo Ong at the secret location where he and three others met the Guardian. "With the army, I had to carry 35kg of water on my back for 13 hours every day, without food or water. I knew I was going to die if I stayed … I would either starve to death or be shot dead."
In January, the 32-year-old was one of 1,200 convicts taken to bolster a military offensive against ethnic insurgents. Many were subjected to torture or summary executions, or placed directly in the line of fire, recounted Maung Nyunt.
"One porter stepped on a mine and lost his leg; he was screaming but the soldiers left him there," he added. "When we came back down the mountain he was dead. I looked up and saw bits of his leg in a tree."
Since 1948 the Burmese army, or Tatmadaw, has been fighting a civil war against armed groups including the Karen, whose members want greater autonomy and an end to what they describe as ethnic cleansing.
Tens of thousands of civilians, historically press-ganged to work as military porters, fled to Thailand, forcing the army to use prisoners instead. "These are petty criminals with no understanding of the conflict or desire to be a part of it," said David Mathieson, a researcher with US-based Human Rights Watch.
Alongside Karen Human Rights Group (KHRG), Mathieson has written a report that documents nearly 60 testimonies. It says prisoners have been used this way since 1992.
The report also stresses the army's continued use of teenage soldiers, such as Nyew Sing, 18, who was abducted from the streets of Rangoon in 2009 at the age of 17, and escaped in March.
"I was leaving a [Buddhist] festival when a plainclothes policeman offered to drive me home," said Nyew Sing. "But he took me to an army recruitment centre where I was held in a dark room for two weeks with other [young] guys, then sent to the frontlines."
Nyew Sing only realised his battalion would be fighting insurgents when "the convict porters arrived". He said: "I was put on night sentry duty and told by my officers to shoot any porters trying to escape. Then they said: 'If you try to escape we'll shoot you.'"
The report describes the army's repeated use of young people and convicts, as well as rape, torture and extrajudicial killings, as "abuses that amount to war crimes … committed with the involvement or knowledge of high-level civilian and military officials".
The UK and 15 other countries have backed calls for a UN-led inquiry. However, the Association of South East Asian Nations (Asean), of which Burma is a member, has remained silent.
Last week Burma created its own human rights commission, aimed at implementing the new constitution. Rangoon declared a civilian government in 2008 but many critics are doubtful about the 15-member commission's motives, especially as Burma has yet to acknowledge the 2,000 political prisoners thought to be in custody.
The KHRG report is a blow to Burma, which held elections in November 2010 for the first time in 20 years and released the long-time political prisoner Aung San Suu Kyi. Many have called the new civilian government – which largely comprises retired army officers – a sham. Although the regime recently acknowledged the use of convict porters, it says they serve voluntarily and do not fight on the frontline.
This government statement does not ring true for Thay Utoo Ong and Nyew Sing, who escaped their battalions in the nighttime and fled to the Thai border.
They now survive on menial work for £2.50 per day, with some, including Nyew Sing, sleeping on factory floors. They are not safe even here. Stateless and paperless, they face deportation if caught by Thai authorities, and arrest or death if they return to Burma.
Some 150,000 Burmese refugees live in nine camps along the border. But that could soon change as the local Thai authorities recently called for the camps' closure, citing their "shelter to a resistance movement".
Poe Shan of the KHRG warns that repatriation could be disastrous for the refugees.
"Some came because they lost their homes or villages, others because of human rights abuses, or forced labour, or attack. This can't be just a discussion between the Thai and Burmese governments. It has to include the refugees themselves."Thay Utoo Ong, who risked arrest by stealing back across the Burmese border to find his wife, says he will stay in Thailand until freedom arrives in his native land. "We could achieve democracy in Burma if we combined all of our individual battles," he said. "The rebels aren't just fighting for their ethnic rights, they're fighting for freedom in Burma. As Burmese, we must be thankful for that."

இது தமிழ் மக்களையும், சிறீலங்காவின் போர்க்குற்றங்கள் தொடர்பில் கருத்துக்களைத் தெரிவித்துவரும் மேற்குலகத்தையும் அவமதித்த செயலுமாகும். இரண்டாம் உலகப்போருக்கு பின்னர் மாற்றமடைந்த உலக விதிகளை தனக்கு சாதகமாக சிறீலங்கா அரசு பயன்படுத்திய போதும், அதில் உள்ள சில நுட்பமான சரத்துக்களை தமிழர் தரப்பும் பயன்படுத்தி சிறீலங்கா அரசின் இனவாதத்தையும், இறுமாப்பையும் சிதறடித்துள்ளது.
ஐ.நாவின் 66 ஆவது கூட்டத்தொடரில் கலந்துகொண்டு பேசிய அமெரிக்க அதிபர் ஒபாமா தெரிவித்த கருத்தும் சிறீலங்காவின் சர்வாதிகார அரசாட்சிக்கு அனுகூலமானதல்ல. வட ஆபிரிக்காவிலும், வளைகுடா நாடுகளிலும் தோற்றம் பெற்றுள்ள எழுச்சிகள் மற்றும் போராட்டங்கள் என்பன அங்கு ஆட்சியில் உள்ள கொடுங்கோல் ஆட்சியாளர்களுக்கு (Autocratic rulers) எதிரானது என அவர் தெரிவித்துள்ளார். இந்த கருத்து சிறீலங்கா ஆட்சியாளர்களுக்கும் கச்சிதமாக பொருந்தும் என்பதுடன், சிறீலங்காவில் ஜனநாயக விதிகள் நடைமுறைப்படுத்தப்பட வேண்டும் என்பதையும் அமெரிக்கா தனது ஒவ்வொரு அறிக்கையிலும் வலியுறுத்தி வருகின்றது.
ஐ.நா மனித உரிமைகள் ஆணைக்குழுவின் 17 ஆவது கூட்டத்தொடரில் சிறீலங்கா அரசு மீது ஒரு தீ£மானம் கொண்டுவரப்படும் என்ற எதிர்பார்ப்புக்கள் எழுந்திருந்தன. ஆனால் சிறீலங்கா அரசின் ஊடாக தமிழ் மக்களுக்கு ஒரு அரசியல் தீர்வை பெற்றுக்கொடுக்க முடியும் என இந்தியா தெரிவித்த கருத்தை தொடர்ந்து சிறீலங்கா அரசு மீதான தீ£மானம் தற்போது நடைபெறும் 18 ஆவது கூட்டத்தொடருக்கு ஒத்திவைக்கப்பட்டது.
எனினும் செப்ரம்பர் மாதம் நடைபெறும் கூட்டத்தொடரில் தமக்கு எதிரான தீர்மானம் கொண்டுவரப்படலாம் என்பதை அறிந்துகொண்ட சிறீலங்கா அரசு, அனைத்துலக சமூகத்தை ஏமாற்றுவதற்காக அமைக்கப்பட்ட நல்லிணக்க ஆணைக்குழுவின் இறுதி அறிக்கை நவம்பர் மாதம் சமாப்பிக்கப்படும் என்ற புரளியை கிளப்பி தனக்கு ஒரு கால அவகாசத்தை கேட்டிருந்தது. ஏற்கனவே ஆறு மாதங்களுக்கு முன்னர் சமர்ப்பிக்கப்பட வேண்டிய அறிக்கையை சிறீலங்கா அரசு திட்டமிட்டு நவம்பர் மாதத்திற்கு பிற்போட்டிருந்தது.
ஐ.நா மனித உரிமைகள் ஆணைக்குழுவின் கூட்டத் தொடருக்கு ஐ.நா செயலாளர் நாகயம் பான் கீ மூன் தனது நிபுணர் குழுவின் அறிக்கையை அனுப்பியதுடன், தனிப்பட்ட கடிதம் ஒன்றையும் அனுப்பியிருந்தார். வடஅமெரிக்க நாடு ஒன்றின் ஊடாக சிறீலங்கா மீது ஒரு தீர்மானத்தை முன்வைக்கும் பாவனையையும் மேற்குலகம் ஏற்படுத்தியிருந்தது.
கடந்த வியாழக்கிழமை (22) மதியம் ஒரு மணிக்கு முன்னர் தீர்மானம் நிறைவேற்றப்பட வேண்டும் என்பதை அறிந்த சிறீலங்கா அரசு கொழும்பு திரும்பிய தனது அமைச்சர் மகிந்தா சமரசிங்காவை அவசரமாக மீண்டும் ஜெனீவாவுக்கு அனுப்பிய போதும், சிறீலங்கா அரசின் நல்லிணக்க ஆணைக்குழுவிற்கு காலஅவகாம் வழங்கும் நோக்கத்துடன் தீர்மானம் ஒத்திவைக்கப்பட்டுள்ளதாக தகவல்கள் வெளிவந்துள்ளன. இதில் நாம் ஏமாற்றப்பட்டு வருகிறோம் என்பதற்கு அப்பால் சிறீலங்கா அரசின் ராஜபக்ச கூட்டணி கடுமையாக மிரட்டப்பட்டுள்ளது என்பதும் உண்மையானது.
கொழும்பு வந்து சென்ற அமெரிக்காவின் தெற்கு மற்றும் மத்திய ஆசியாவுக்கான துணை வெளிவிவகாரச் செயலாளர் றொபேட் ஒ பிளேக்கும் சிறீலங்கா அரசின் நவம்பர் மாதக் காலக்கெடுவை திட்டவட்டமாக உறுதிப்படுத்தியே சென்றுள்ளார். எனவே எதிர்வரும் நவம்பர் மாதமும், அடுத்துவரும் மார்ச் மாதம் நடைபெறவுள்ள ஐ.நா மனித உரிமைகள் ஆணைக்குழுவின் 19 ஆவது கூட்டத்தொடரும் சிறீலங்கா அரசுக்கு அனுகூலமாக இருக்கமாட்டாது. அதனை உறுதிப்படுத்த வேண்டிய கடமை புலம்பெயர் தமிழ் மக்களுக்கே உண்டு.
அனைத்துலக மட்டத்தில் நாம் முன்னெடுக்கும் அரசியல் மற்றும் இராஜதந்திர நகர்வுகள் பல மாற்றங்களை ஏற்படுத்தலாம். இந்து சமுத்திரப் பிராந்தியத்தில் ஒருங்கிணையும் தமிழ் மக்களின் பலமும் அதற்கு வழியை ஏற்படுத்தும். இஸ்ரேல், பாலஸ்த்தீனம் என்ற இரு தேசங்கள் ஐ.நாவின் அங்கீகரிக்கப்பட வேண்டும் என்ற பாலஸ்த்தீன அதிபர் மகமூட் அபாஸ் இன் கோரிக்கையும் தமிழர் தரப்புக்கு சில தகவல்களை எடுத்துரைத்துள்ளது.
63 வருடங்களாக பாலஸ்த்தீன மக்கள் சந்தித்த துன்பங்களும், இழப்புக்கள் போதும் என்ற அவரின் வாதம் ஐ.நா வட்டாரத்தை அனுதாபத்திற்குள் தள்ளியுள்ளது. 1967 ஆம் ஆண்டு காணப்பட்ட எல்லைகளின் அடிப்படையில் இரு நாடுகள் என்ற கொள்கைகள் செயற்படுத்தப்படும் என கடந்த மே மாதம் அமெரிக்க அதிபர் தெரிவித்தபோதும், கடந்த வாரம் இடம்பெற்ற அவரின் பேச்சில் அது தொடர்பில் எதுவும் தெரிவிக்கப்படவில்லை.
பாலஸ்தீனத்தின் கோரிக்கைக்கு எதிராக அமெரிக்கா தனது வீட்டோ அதிகாரத்தை பயன்படுத்தக்கூடும் என்ற கணிப்புக்கள் எழுந்துள்ளபோதும், மத்தியகிழக்கில் அமைதியை உருவாக்குவதற்கு பாலஸ்தீன மக்களின் கோரிக்கைகளை ஏற்றுக்கொள்வதே முதலாவது படியாகும் என்பதையும் அமெரிக்கா நன்கு அறியும்.
சோவியத்தின் உடைவு, மத்திய கிழக்கு நாடுகளில் ஏற்பட்டுவரும் ஆட்சி மாற்றங்கள், ஈராக், ஆப்கானிஸ்த்தான் போர், லிபியாவில் து£க்கி எறியப்பட்டுள்ள கேணல் கடாபியின் ஆட்சி என்பன ஒன்றை உணர்த்தியுள்ளன. அதாவது எதிர்காலத்தில் இஸ்ரேல் என்ற நாட்டின் உதவி அமெரிக்காவுக்கு தேவையா என்பதே அதுவாகும். பசுபிக் பிராந்தியத்தில் இருந்து, இந்து சமுத்திரப் பிராந்தியத்தை நோக்கி நகர்ந்துள்ள பூகோள அரசியலும் அதற்கு வலுச்சேர்த்துள்ளது.
விடுதலைப் புலிகளை முற்றாக ஒழித்துவிட்டோம், தமிழ் மக்கள் மீண்டும் ஆயுதவழிகளில் போரிட முடியாது என்ற சிறீலங்கா அரசின் கற்பனைகள் எல்லாம் ஈழத்தமிழ் மக்களின் அரசியல் பிரச்சனைகளை சிறீலங்கா அரசு எவ்வாறு கையாளப்போகின்றது என்பதில் தான் தங்கியுள்ளது. ஏனெனில் ஒரு நாட்டில் உள்நாட்டு போரை சில மணிநேரத்திற்குள் உருவாக்குவது எவ்வாறு என்பதற்கு லிபியா மீதான நேட்டோ படையின் தாக்குதல் மிகச்சிறந்த உதாரணம். எதிர்க்கட்சிகள் அற்ற நிலையில், எந்த ஒரு ஆயுதக்குழுக்களும் அற்ற நிலையில் 42 வருடங்களாக கடாபியின் ஆட்சியில் இருந்த லிபியாவில் சில மணி நேரத்திற்குள் ஒரு உள்நாட்டு போர் ஏற்படுமாக இருந்தால் சிறீலங்காவில் அதனை உருவாக்குவது மிகவும் சுலபமானது.
அதனை உணர்ந்துதானோ என்னவோ சிறீலங்கா அரசு வடக்கு கிழக்கில் தனது படை வளத்தை அதிகரித்து வருகின்றது. ஆனால் மூன்றாவது நாடு ஒன்றின் துணையுடன் மேற்கொள்ளும் படை நடவடிக்கையை எதிர்கொள்ளும் நிலையில் சிறீலங்கா படைத்தரப்பு உள்ளதா என்பதே தற்போதைய கேள்வி. லிபியாவின் வான்படை மற்றும் பீரங்கிப்படைகள் முடக்கப்பட்ட நிலையில் நடைபெற்ற போரை தமிழர் தரப்பு நன்கு நினைவில் கொண்டுள்ளது. அம்பாந்தோட்டையை அடைமானம் வைத்து தமிழர்களின் தாயகப்பகுதிகளை சிறீலங்கா அரசு கைப்பற்றுவது சாத்தியமானதாக இருந்தால், திருமலை துறைமுகத்தையோ அல்லது காங்கேசன்துறை துறைமுகத்தையே அடைமானம் வைத்து இழந்த பகுதிகளை தமிழர் தரப்பு மீட்டுக்கொள்வதும் சாத்தியமானது ஒன்றே.

சென்னை துறைமுகத்தில் தொடரும் நெரிசல்: இடம்பெயரும் ஏற்றுமதியாளர்கள்

திருவொற்றியூர், அக்.2: சென்னைத் துறைமுகத்தில் தற்போது சுமார் 15 ஆயிரம் கன்டெய்னர்கள் தேங்கியுள்ளன. நீண்ட நாள்களாக இருந்துவரும் நெரிசல், அசாதாரண நிலைமையைச் சரி செய்வதில் துறைமுக நிர்வாகம் போதிய கவனம் செலுத்தவில்லை என ஏற்றுமதியாளர்கள் புகார் தெரிவித்துள்ளனர்.

சென்னை வழியாக ஏற்றுமதி செய்து வந்த ஏற்றுமதியாளர்கள் தற்போது தூத்துக்குடி, விசாகப்பட்டனம், கொச்சி உள்ளிட்ட துறைமுகங்களை நோக்கி இடம் பெயர்கின்றனர். இதே நிலை தொடர்ந்தால் சென்னைத் துறைமுகத்தின் எதிர்காலம் வெகுவாகப் பாதிக்கப்படும் என்கிறார் இப்பிரச்னையைக் கூர்ந்து நோக்கும் துறைமுக உபயோகிப்பாளர் ஒருவர்.
நீண்ட காலமாக பல்வேறு தரப்பினர் போராடியும் இப்பிரச்னை முற்றிலுமாக தீர்க்க முடியாததற்கு காரணங்கள் இதோ....
போதிய நுழைவு வாயில்கள் இல்லை: 131 ஆண்டு வரலாற்றுச் சிறப்புடைய இத்துறைமுகத்துக்கு காசிமேடு முதல் போர் நினைவுச் சின்னம்வரை 14 நுழைவு வாயில்கள் இருந்தன. ஆனால் தற்போது 4 அல்லது 5 வாயில்களில் மட்டுமே போக்குவரத்து நடைபெறுகிறது.
சோதனை செய்வதில் தாமதம்: சுங்கவரி, பாதுகாப்பு, சர்வே, சரக்குப் பெட்டக முனைய அனுமதி உள்ளிட்டவற்றை முடிக்க ஒரு லாரிக்கு 5 நிமிடங்கள் ஆகும். மேலும் சுங்க அதிகாரிகள், பாதுகாப்பு படையினர் ஷிப்ட் மாற 2 மணி நேரம் வரை பணிகள் நிறுத்தப்படும். இதில்தான் இறக்குமதியாகும் கன்டெய்னர்களும் காலை 6 மணி முதல் இரவு 11 மணிவரை செல்ல வேண்டும். சுமார் 5 ஆயிரம் கன்டெய்னர்கள் தினமும் ஏற்றுமதி, இறக்குமதிக்காக நுழைவு வாயில்களைக் கடந்து செல்ல வேண்டும். தற்போதுள்ள மூன்று கேட்-கள் வழியாக ஒரு நாளின் 1,440 நிமிடங்களில் எத்தனை லாரிகளை அனுப்ப முடியும் என்பது துறைமுக அதிகாரிகளுக்கே வெளிச்சம்.
துறைமுகத்தில் கட்டமைப்பு குறைபாடு: தட்டுத் தடுமாறி நுழைவு வாயில்களைக் கடந்தாலும் குண்டும் குழியுமான சாலைகளைக் கடந்து நுழைவு வாயிலை அடையவே குறைந்தது 4 முதல் 5 மணி நேரம் பிடிக்
கிறது.
கொள்ளை லாபம் ஈட்டும் கன்டெய்னர் நிலையங்கள்: துறைமுக வளாகத்திலிருந்து கன்டெய்னர்கள் துறைமுகத்திற்கு வெளியே பி.என்.ஆர் முறை மூலம் எடுத்துச் செல்ல 40 அடி கன்டெய்னர்களுக்கு ரூ.10 ஆயிரம் வாடகையாக இறக்குமதியாளர்களிடம் கன்டெய்னர் நிலையங்கள் வசூலிக்கின்றன. ஆனால் லாரி உரிமையாளர்களுக்கு கொடுப்பதோ வெறும் ரூ. 3,300-தான். இதில் நடைபெறும் ஊழல்கள் வெளிச்சத்துக்கு வந்தாலே நெரிசலுக்கு யார் யார் காரணமாக உள்ளனர் என்பது தெரிய வரும் என்கிறார் கன்டெய்னர் லாரி உரிமையாளர் பூபாலன்.
இப்படிப் பல காரணங்களை அடுக்கலாம். கடந்த ஒரு மாதத்திற்கும் மேலாக துறைமுக பெட்டக முனையம் நிரம்பி வழிகிறது. இதனால் ஏற்றுமதிக்கான கன்டெய்னர்களை துறைமுகத்தில் அனுமதிக்கும் படிவம்-13-ஐ அளிப்பதில் சிரமம் ஏற்பட்டுள்ளது. ஒரு லாரி சென்னை நகரின் எல்லையைத் தொட்டு துறைமுக பெட்டக முனையத்தை அடைய மூன்று முதல் ஐந்து நாள்வரை ஆகிறது. இதனால் லாரி வாடகை பன்மடங்காகி உள்ளது.
திசையை மாற்றும் ஏற்றுமதியாளர்கள்: இந்நிலையில் கப்பல் நிறுவனங்கள் சென்னைத் துறைமுகத்தின் வழியே செல்லும் அனைத்து கன்டெய்னர்கள் மீதும் ரூ. 13 ஆயிரம் கூடுதல் கட்டணம் விதித்துள்ளன. இக்கூடுதல் செலவினங்களை ஏற்றுக் கொண்டாலும் துரிதமாக கன்டெய்னர்களை அனுப்ப முடியவில்லை. இதனால் நிலைமைக்கு ஏற்ப தூத்துக்குடி, கொச்சி, விசாகப்பட்டினம் உள்ளிட்ட துறைமுகங்களை ஏற்றுமதியாளர்கள் நாடிச் செல்லத் துவங்கி விட்டனர். இதனால் சர்வதேச அளவில் சென்னைத் துறைமுகம் முக்கியத்துவம் இழந்து வருகிறது. பல பெரிய கப்பல் நிறுவனங்கள் சென்னைத் துறைமுகத்தை புறக்கணிக்கும் நிலை விரைவில் ஏற்படக் கூடும்.
நிலைமையை சரி செய்ய துறைமுக நிர்வாகம் தயாராக இல்லை என்பதே எதார்த்தமாக உள்ளது. கடந்த திங்கள்கிழமை துறைமுக நிர்வாகம் ஆலோசனைக் கூட்டத்துக்குப் பிறகு வெளியிட்ட செய்தியில், துறைமுகத்தில் எவ்வித நெரிசலும் இல்லை. ஏற்றுமதியாளர்கள் தாராளமாக கன்டெய்னர்களை எடுத்து வரலாம் எனக் கூறப்பட்டுள்ளது. இது துறைமுக நிர்வாகத்தின் மனநிலையைத் தெளிவாக்குகிறது. கத்தரிக்காய் முற்றினால் கடைத் தெருவுக்கு வந்தே ஆகும். அதிகாரிகள் முழுப் பூசணிக்காயை சோற்றில் மறைக்கும் முயற்சியில் ஈடுபடாமல், ஒவ்வொரு நாளும் எண்ணூர்வரை சுமார் 18 கி.மீ. தூரத்துக்கு ஏன் கன்டெய்னர் லாரிகள் வரிசை கட்டி நிற்கின்றன என்பதை ஆராய்ந்தால் பிரச்னை தீரும் என லாரி ஓட்டுநர்கள் கூறுகின்றனர்.
