Indians in Lanka’s Welikada Prison Send SOS to Jaya

Chennai: Thirty seven Indian convicts, including four women, who had been imprisoned in Colombo’s Welikada Prison for smuggling banned drugs into Sri Lanka, have appealed to Tamil Nadu Chief Minister J Jayalalithaa to rescue them from the island nation’s jail under the Agreement on Transfer of Sentenced Prisoners between India and Sri Lanka.

The convicts have asked that they be shifted into any of Tamil Nadu’s prisons to complete the remainder of their sentences in India.
According to sources, the four-page letter, written by the 37 convicts and smuggled out of the prison some three weeks ago, had reached the Chief Minister’s office on Thursday through a citybased emissary. 
Of the 37 prisoners, 30 are from different districts of Tamil Nadu while the remaining seven hail from the neighbouring state of Kerala.
According to a copy of the letter, which is available with Express, all the 37 Indian prisoners have begged Jayalalithaa for a new lease of life in Indian jails. The letter, undersigned by all the convicts, had reached the city-based human rights organisation Manitham recently with a request that the organisation hand over the convict’s plea to the Chief Minister’s office for immediate action.
According to Manitham’s executive director Agni Subramaniam, most of the Indian convicts in Welikada Prison had been imprisoned for more than 10 years and were living in agony in the foreign country. 
Ever since the ‘Prisoners Exchange Treaty’ was entered into by India and Sri Lanka in June last year, they had been hoping to be relocated to Indian jails. But nothing had happened so far. Hence, this urgent plea to the Chief Minister, Subramaniam said. 
The handwritten letter details the plight and mental agony faced by the convicts, stuck in a foreign country, where even their relatives can’t visit them.

 அன்பிற்கும் மதிப்பிற்கும் உரிய தமிழ்பேசும் மக்களே,

 ஜூலை- 05 கரும்புலிகள் நாள்.

 எம் மக்களை அழித்து எம் மண்ணை ஆக்கிரமிக்க பெரும் படைப்பலத் துணையுடன் வந்த எதிரியை எதிர்கொள்ள தம் உயிரையே ஆயுதமாக்கி, உடலை வெடிமருந்தாக்கி மனபலத்தை எமது இனத்தின் கவசமாக்கிய உத்தமர்களின் நினைவு நாள்.

 கரும்புலிகள் காலத்தால் மறைந்து போகாத வரலாற்றைப்  பதித்து, இரும்பையொத்த வீரத்தை விதைத்து, எம்மினத்தின் வரலாற்றைப் புதுப்பித்த புனிதர்கள்.

 ஜனநாயகம் என்கின்ற போர்வையில் அரச பயங்கரவாத ஆட்சியாளர்களால் ஆயுத பலத்துடன்  தமிழினம்மீது  கட்டவிழ்த்துவிடப்பட்ட, மனித நாகரீகமே வெறுக்கத்தக்க தமிழர் படுகொலைகளுக்கும் நில ஆக்கிரமிப்புக்கும் எதிரான எமது போராட்டத்தின் அதியுச்ச எதிர்ப்பு ஆயுதமாகவே எமது  தற்கொடையாளர்கள்  களமிறங்கினார்கள்.

இன்று தமிழர் தாயகத்தில் எமது மக்கள் தொடர்ந்தும் அவலங்களை எதிர்கொண்டே வாழ்கின்றனர். எமது மக்கள் தமது பூர்வீகமமான வாழிடங்களில் ஆயுதம் தரித்த சிங்களப்படைகளின் அச்சுறுத்தலின் மத்தியில் அடிமைகளாகவே வாழ நிர்ப்பந்திக்கப்பட்டுள்ளார்கள். காலங்காலமாகச் சிறுகச்சிறுக தமிழர் நிலங்களை ஆக்கிரமித்து ஏப்பம் விட்ட சிங்கள அரசு இப்போது தனது ஆக்கிரமிப்பை எந்தத் தடைகளுமற்று பெருமெடுப்பில்  சிங்கள பெளத்த  மயமாக மாற்றிவருகின்றது.

எமது  போராளிகள் தங்களைத் தற்கொடையாளர்களாக அர்ப்பணித்ததன் பின்னணி, சூழல்  ஆகியவற்றைச் சீர்தூக்கிப் பார்க்காமலும் அவர்களின் ஆத்ம உணர்வுகளின் ஆணிவேரைப் புரிந்துகொள்ளாமலும்  எமது இனவிடுதலை தொடர்பான எந்த ஆய்வுகளும் நிறைவடைய முடியாது. எம் இன விடுதலைக்கான தேவையினையும் அவசியத்தினையுமே கரும்புலிகளின் உணர்வுகள் பதிவு செய்துள்ளன.

 போர் முடிந்துவிட்டதாகக் கூறும் சிங்கள அரசு இன்னமும் தமிழர் தாயகத்தைப் போர்ச்சூழலிலேயே வைத்திருக்கின்றது. தினமும் கொலைகள், அச்சுறுத்தல்கள், காணாமற்போதல்கள், பெண்கள் மீதான வன்முறைகள் தொடர்ந்த வண்ணமே இருக்கின்றன.

 பெயரளவிற்கு விடுவிக்கப்பட்டதாகக் கூறும் எமது ஆண், பெண் போராளிகள்    நேரடியாகவும் மறைமுகமாகவும் சித்திரவதைகளுக்கு உள்ளாக்கப்படுவதும் காணாமற் போவதும்  படுகொலை செய்யப்படுவதும் நாளாந்தம் நிகழ்ந்தேறி வருகின்றன.

 தமிழர்களால் ஜனநாயகரீதியில் தெரிவுசெய்யப்பட்ட தமிழ் நாடாளுமன்ற உறுப்பினர்களின் மக்கள் சந்திப்புக்களிற்கூட சிங்களக் கூலிப்படைகளின் வன்முறைகள் கட்டவிழ்த்து விடப்படும் நிகழ்வுகள்  நடந்தேறி வருகின்றன. இந்நிலைதான் கடந்த பல தசாப்தங்களாக  சிங்களப் பேரினவாத அரசாங்கங்களினால் மேற்கொள்ளப்பட்டு வந்திருக்கின்றன.

 சிங்கள ஆட்சியாளர்களின் இத்தகைய நடவடிக்கைகளானது உலக நாகரிகங்களையும்  மனிதவிழுமியங்களையும் தொடர்ச்சியாக அவமதிக்கும் செயலாகவே பார்க்க முடிகின்றது. மேலும் மனித உரிமை தொடர்பில் அனைத்துலகத்தின் அழுத்தங்களை சிங்களம் செவிமடுக்கவில்லை என்பதனையே காட்டுகின்றது. காலங்காலமாக தமிழர்மேல் அடக்குமுறைகளை ஏவியே வளர்ந்துவந்த இப்பேரினவாத அரசு இன்றைய நிலையில் மென்மேலும் மோசமான நிலையை நோக்கியே நகர்ந்து செல்கின்றது.

 சிங்கள அரசின் இத்தகைய தொடர் செயற்பாடுகளால் நீறுபூத்த நெருப்பாக இருக்கும் எமது மக்களின் சுதந்திர உணர்வை  அழித்துவிட முடியாது. தொடர் ஆக்கிரமிப்புக்களால் சிங்கள பௌத்த பேரினவாத அரசிடமிருந்து எமது மக்கள் விடுதலை பெற வேண்டிய தேவை இன்னுமின்னும் வலுவடைந்து கொண்டே வருகின்றது.

 எமது போராட்டம் ஆயுதவழியில் ஆசை கொண்டோ  வெடிமருந்தில் மோகம் கொண்டோ  முகிழவில்லை. மாறாக சாத்வீக வழியிலான எல்லாப் பொறிமுறைகளும் தோற்றுப்போன பின்பே ஆயுதப்போராட்டம் உருவானது. இன்றைய உலக ஒழுங்கு எமது விடுதலைப்பயணத்திற்கான ஆயுதப்போராட்டம் எனும் பாதையினை ஏற்றுக்கொள்ள மறுத்து வந்ததோடு தமிழினத்தின் விடுதலைப் போராட்டத்தைத் தலைமை தாங்கி நின்ற எமது இயக்கத்தை அழித்துவிடும் கொடிய போர் குறித்து பாராமுகமாக இருந்ததையும் சில நாடுகள் அதற்கு ஒத்துழைப்பு வழங்கியதையும் எமது இனம் வேதனையுடன் பார்க்கின்றது.

 நாம் எமது ஆயுதங்களை மௌனிப்பதாக அறிவித்த நாளிலிருந்து   எமது மக்கள் தமது உரிமைக்கான போராட்டத்தினை  மாற்று வடிவங்களில் முன்னெடுத்து வருகின்றார்கள்.  அதேவேளை எமது மக்களோடு சேர்ந்து, எமது இனத்தின் மீதான உரிமை மீறல்களைப்  புரிந்துகொண்டு, அதற்கான நீதியினைப் பெற்றுக்கொடுக்க அக்கறை செலுத்துகின்ற நாடுகளுக்கும் அமைப்புக்களுக்கும் நாம்  ஒத்துழைப்புக்களைத் தொடர்ந்து வழங்கத் தயாராகவேயுள்ளோம்.

 எமது இனவிடுதலைக்கான போராட்டத்தை  அனைத்துலக அரசியல்  நகர்வுகளுக்கு ஏற்ப எமது மக்களை அணிதிரட்டி  நாம் தொடர்ந்தும் போராடுவோம். அதற்கான ஆதரவினையும் ஒத்துழைப்பினையும் சர்வதேசத்திடம் வேண்டி  நிற்கின்றோம்.

 காலத்தின் கட்டாயம் தான் கரும்புலிகளை உருவாக்கியது. தரையில் எதிரிகளின் இரும்பு கோட்டைகளை ஊடறுத்துத் தகர்த்தார்கள்; கடலில் எதிரிக்கலங்களை மூழ்கடித்தார்கள்; வான்வழி சென்று வரலாறு படைத்தார்கள். தமிழர் போராட்ட வரலாற்றில் நீங்கா இடம்பெற்ற எம் காவிய நாயகர்கள்  என்றும் எம்மினத்தின் காவல் தெய்வங்களாய் நிலைப்பார்கள்.

 தியாகங்களின் உச்சத்தைத் தொட்ட எமது தற்கொடையாளர்களின் கனவை நாம் என்றென்றும் நெஞ்சில் நிறுத்திப் பூசிப்போம்.

CHENNAI CORPORATION:No more gold rings for newborns

CHENNAI: The city Corporation’s ambitious project of free gold rings for newborn babies, has hit a roadblock as the nod needed for floating fresh tenders hasn't come since the new government took over.

With a view to popularise pure Tamil names for children, Mayor M Subramanian announced the new scheme in 2009, where a child born at any of the civic body-run maternity hospitals and named in Tamil would get one-gram gold ring as birthday gift.

Since 2009 up to February this year, the civic body had distributed about 4,500 gold rings to newborns with Tamil names across its 10 zones.

According to Corporation sources, about 500 gold rings, valuing around Rs 11 lakhs in current market price, were recalled to civic body’s treasury on March 1, the day when a general election for the State was notified.

On March 1, Mayor Subramanian was scheduled to distribute 1,000 such gold rings to beneficiaries selected from all 10 zones. But the election’s immediate effect of model code of conduct had halted the gold ring distribution that day.

However, civic body officials were able to distribute about 500 rings to its beneficiaries until the model code came into effect in the evening.

Though the remaining 500 gold rings, weighing about half a kilo, are now safe in the Corporation treasury, the future of the free scheme is uncertain as the civic body has stopped floating fresh tenders for the supply of rings since February this year.

While no reason has been given for stopping the ongoing free scheme that was aimed at popularising Tamil names, sources in the Corporation told City Express that concurrence to continue the scheme hasn’t come from the state government yet.

It may be noted that Mayor Subramanian had launched the scheme on the then Chief Minister M Karunanidhi’s 86th birthday (June 3, 2009) and the then Deputy Chief Minister M K Stalin distributed rings to the first batch of beneficiaries on July 23, 2009.

Besides other beneficiaries, Rajeshwari, Chennai Corporation’s Councillor for Ward number-19, has also received a gold ring for naming her son, Thiruchelvan from the first distribution. She delivered her baby boy at one the Corporation’s maternity hospitals.

CHENNAI Corporation seeks expertise of local bodies

CHENNAI: That the limits of the Chennai Corporation were going to expand was clear after the new government gave out a clear signal. Now, the expansion process is gaining momentum as the Chennai Corporation officials are in talks with other bigger city Corporations in the country that were expanded in recent years.  They are seeking their expertise on how to take systematic steps towards integrating neighbouring local bodies for creating a better network of facilities and establish a sound system of governance.

According to sources at the Ripon Building, the Chennai Corporation headquarters — top officials from the Chennai Corporation are now in touch with their counterparts in Greater Hyderabad Municipal Corporation and Bruhat Bengaluru Mahanagara Palike (Municipal Corporation of Bengaluru) for obtaining extensive department-wise details on the mergers.

After dwindling over the pros and cons for a long time, both Hyderabad and Bangalore municipal Corporations were expanded in 2007 by annexing the nearby smaller local bodies.

In April 2007, the Greater Hyderabad Municipal Corporation had grown from 175 sq km to 650 sq km by merging the 12 municipalities around it, namely LB Nagar, Malkajgiri, Quthbullapur, Patancheru, Gaddiannaram, Kapra, Kukatpally, Ramachandrapuram, Uppal Kalan, Alwal, Serilingampalli and Rajendranagar from the neighbouring Rangareddy and Medak districts.

In the same year, the Bengaluru Municipal Corporation that was established in 1949 by merging the city area and the cantonment area was further expanded by amalgamating eight adjoining municipalities as well as 110 peripheral villages. By 1995, the municipal area was 226 sq kms and after 2007 expansion, it had become 800 sq kms in extent.

According to experts, only a systematic integration of adjacent areas sharing boundaries with any big municipal corporation would ultimately help the government in planning its infrastructure development better. Besides, it would also help the government to manage them better.

Details from the recently expanded greater corporations would come in handy to the Chennai Corporation, to evolve a better mechanism for easy governance, especially when the proposed expansion would be taking place in a few months time, sources at the Ripon Building told City Express.

For a city like Chennai, expansion has become a buzzword of late, as the urban local body tended to lose its share of Central funds for infrastructure projects purely due to its expanse.

For the record, Chennai Corporation is smallest local body in terms of expanse when compared to the civic bodies governing other metro cities in the country.

It is but understandable that the civic body was seeking expertise from other bigger corporations in the country to emulate a better formula to run the expanded Chennai Corporation.

சென்னை சுங்கத்துறை அலட்சியத்தால் விளைபொருள் ஏற்றுமதி பாதிப்பு:

திருவொற்றியூர்:சென்னைத் துறைமுக சுங்கத்துறையில் மேற்கொண்டுவரும் நடவடிக்கைகளால் கடந்த ஒரு மாதமாக ஏற்றுமதி கடுமையாகப் பாதிக்கப்பட்டுள்ளது. இதனால் லட்சக்கணக்கான தொழிலாளர்கள் வேலையிழக்கும் அபாயம் எழுந்துள்ளது.

சென்னைத் துறைமுகத்தில் ஆண்டுக்கு சுமார் 15 லட்சம் டன் சரக்குகள் கையாளப்படுகின்றன. இவற்றைக் கண்காணித்து, மேலாண்மை செய்து, சுங்க வரி வசூலிக்க சென்னைத் துறைமுகத்தை ஒட்டி முதன்மை ஆணையர், 3 ஆணையர்கள் உள்ளிட்டோர் தலைமையில் சுங்க இல்லம் செயல்பட்டு வருகிறது. சுங்கத்துறையின் கட்டுப்பாட்டில் உள்ள 30 சரக்குப் பெட்டக மையங்கள் வழியாகத்தான் சரக்குகள் ஏற்றுமதி, இறக்குமதி செய்யப்படுகின்றன.
 மீன், இறால் உள்ளிட்ட கடலுணவுகள், மக்காச்சோளம், தேங்காய்நார்க் கழிவுகள், வெங்காயம், மிளகாய், வேர்க்கடலை உள்ளிட்டவைகளை ஏற்றுமதி செய்ய போதிய கட்டமைப்பு வசதிகள் சரக்குப் பெட்டக மையங்களில் இல்லாததால் ஏற்றுமதியாளர்கள் தாங்களே அனைத்து வசதிகளையும் கொண்ட கிடங்குகளை அமைத்து ஏற்றுமதி செய்து வருகின்றனர்.
 இத்தகைய தனியார் கிடங்குகளிலிருந்து ஏற்றுமதி செய்ய வேண்டுமெனில் சுங்கத் துறையிடம் விண்ணப்பித்து மதிப்பீட்டு அதிகாரி, சோதனையிடும் அதிகாரி ஆகியோரை அழைத்துச் சென்று அவர்கள் முன்னிலையில் கன்டெய்னர்களில் சரக்குகளை ஏற்றவேண்டும். பின்னர் அந்த அதிகாரிகள் சீல் வைத்து துறைமுகத்திற்கு கொண்டு செல்ல அனுமதி வழங்குவார்கள். இதற்குரிய கட்டணத்தையும் ஏற்றுமதியாளர்கள் சுங்கத்துறையிடம் செலுத்த வேண்டும். இந்த நடைமுறை பல ஆண்டுகளாகக் கடைப்பிடிக்கப்பட்டு வருகிறது.
புதிய நடைமுறை விதிகள்: உதாரணமாக பூந்தமல்லியில் உள்ள ஒரு தனியார் கிடங்கில் ஏற்றமதி செய்யப்படும் கன்டெய்னர்கள் நேரடியாக துறைமுகத்தை அடையும். ஆனால் புதிய விதிமுறைகளின்படி பூந்தமல்லியில் சரக்குகளை கன்டெய்னர்களில் ஏற்றிய பிறகு சுங்கத்துறை அதிகாரிகள் சீலிட்ட பிறகும் மீண்டும் மாதவரம் சரக்குப் பெட்டக மையத்திற்கு வந்து அங்கு மறுபடியும் சீல்களை சுங்கத்துறை ஆய்வுக்கு உட்படுத்த வேண்டும். இது ஒரு மாதத்துக்கு முன்பு முதல் நடைமுறைக்கு வந்துள்ளது.
 நேரடியாகச் சென்றாலே வரிசையில் நின்று செல்ல இரண்டு நாளாகிறது. இந்நிலையில் மாதவரத்தில் ஒரு வரிசை, எண்ணூர் விரைவு சாலையில் ஒரு வரிசை என ஒரு கன்டெய்னரை ஏற்றி இறக்குவதற்கு ஐந்து நாள்கள் சராசரியாக ஆகின்றன.
அதிகாரிகள் பற்றாக்குறை: மேலும் ஒரு புதிய நடைமுறைவிதியையும் சுங்கத்துறை அறிவித்துள்ளது. இதன்படி ஏற்றுமதியை மேற்பார்வையிடச் செல்லும் அதிகாரிகளில் யார் மீதும் துறை ரீதியிலான விசாரணை ஏதும் நிலுவையில் இருக்கக் கூடாது (அவர்கள் பணியில் இருந்தாலும்) என அறிவிக்கப்பட்டுள்ளது.
 ஏற்கெனவே அதிகாரிகள் பற்றாக்குறை இருந்து வரும் நிலையில் பணியில் இருக்கின்ற அதிகாரிகளில் பெரும்பாலானோர் மீது விசாரணை நிலுவை இருக்கின்றன. தனியார் கிடங்குகளில் நாள் ஒன்றுக்கு சுமார் 300 கன்டெய்னர்கள் ஏற்றுமதி செய்யப்படுகின்றன. இதற்கென சுமார் 50 விண்ணப்பங்கள் தினமும் சமர்ப்பிக்கப்படுகின்றன. ஆனால் இதற்கென தற்போது 4 அல்லது 5 அதிகாரிகள் மட்டுமே உள்ளனர். இவர்களும் தங்களது அன்றாட வேலைகளை முடித்துவிட்டு இரவு நேரம், விடுமுறை நாள்களில் மட்டும்தான் இப்பணிகளில் ஈடுபடுகின்றனர்.
தொழில்களுக்காக அதிகாரிகளா, அதிகாரிகளுக்காக தொழில்களா? இப்பிரச்னை குறித்து கே.வி. மரைன் ஃபுட்ஸ் இயக்குனர் மோகன் கூறியது, நாங்கள் இறால், மீன் உள்ளிட்டவைகளை ஏற்றுமதி செய்கிறோம். இவைகளை ஏற்றுமதி செய்ய எந்த சரக்குப் பெட்டக நிலையத்திலும் குளிரூட்டப்பட்ட கிடங்கு உள்ளிட்ட வசதிகள் கிடையாது. நாங்களே வங்கிகளில் கடன் பெற்று அனைத்து வசதிகளும் நிறைந்த கிடங்குகளை அமைத்துள்ளோம்.
 கடலுணவு வகைகள் பதப்படுத்தப்பட்டு பின்னர் குளிரூட்டப்பட்ட கன்டெய்னர்கள் மூலம் வெளிநாடுகளுக்கு அனுப்புகிறோம். இதில் சரக்குகள் வரவேண்டும், கன்டெய்னர்கள் நேரத்திற்கு கிடைக்க வேண்டும், லாரிகள் கிடைக்க வேண்டும், கப்பல் தயாராக இருக்க வேண்டும். இது ஒரு சங்கிலித்தொடர் நடைமுறை.
இதில் சுங்கத் துறை சோதனை என்பது கண்காணிப்பு நடைமுறை மட்டுமே. ஆனால் அவர்கள் செய்யும் அலட்சியத்தால் ஒட்டுமொத்தத் தொழிலும் பாதிக்கப்பட்டுள்ளது.
முன்பு கன்டெய்னர்களை ஒரே நாளில் துறைமுகத்திற்குக் கொண்டு சென்று சேர்க்க முடியும். இப்போதைய தேவையற்ற நடைமுறைகளால் சென்னை புறநகரில் உள்ள எங்கள் கிடங்குகளில் இருந்து வெளியேறும் லாரிகள் துறைமுகத்தை அடைய குறைந்த பட்சம் 5 நாள்கள் ஆகின்றன.
இந்த ஐந்து நாளும் ஜெனரேட்டர் மூலம்தான் கன்டெய்னர்களை குளிரூட்ட முடியும். இதற்கு முன்பு ஜெனரேட்டரை இயக்க 10 லிட்டர் டீசல் தேவை என்றால் இப்போது 100 லிட்டர் டீசல் செலவாகிறது. இதில் எங்கேனும் தவறு ஏற்பட்டால் ரூ.50 லட்சம் மதிப்புள்ள சரக்குகளும் பாழாகிவிடும்.
தொழில் வளர்ச்சிக்காகத்தான் சுங்கத்துறை, துறைமுகம் உள்ளிட்டவைகள் எல்லாம் ஏற்படுத்தப்பட்டுள்ளன. அந்தத் தொழிலே நலிவடைய இவைகளே காரணமாக இருக்கின்றன. இதே நிலை தொடர்ந்தால் நிச்சயம் இத்தொழிலை தொடர முடியாது என்பது மட்டும் உண்மை. நடைமுறைக்கு ஒத்துவராத, எவ்வித வலுவான காரணங்களும் இல்லாத புதிய நடைமுறைகளை ஏன் செயல்படுத்துகிறார்கள் என்பது சுங்கத்துறைக்கே வெளிச்சம் என்றார் மோகன்.
ஒரு லட்சம் பேர் வேலையிழக்கும் அபாயம்: விவசாய விளைபொருள்களை ஏற்றுமதி செய்யும் ராஜாத்தி குழுமத்தை சேர்ந்த பெரியசாமி கூறியது, வெங்காயம், மிளகாய், மக்காச்சோளம் போன்ற பொருள்களை மாதம் 1,500 கண்டெய்னர்கள்வரை ஏற்றுமதி செய்கிறோம். கட்டுப்பாடு என்ற பெயரில் அறிவித்துள்ள புதிய நடைமுறைகளால் மாதம் 300 கன்டெய்னர்களைக் கூட ஏற்றுமதி செய்ய முடியவில்லை. விவசாயிகள், கூடை முடைவோர், சுமைதூக்கும் தொழிலாளர்கள் என ஒரு லட்சத்திற்கும் மேற்பட்டோர் இதனை நம்பியே உள்ளனர்.
ஏற்கனவே சென்னைத் துறைமுகத்தில் நிலவும் பல்வேறு பிரச்னைகளால் ஏற்றுமதி வர்த்தகம் பாதிக்கப்பட்டுள்ள நிலையில் சுங்கத்துறையின் புதிய நடைமுறைகளால் அபாய கட்டத்திற்கு சென்று கொண்டிருக்கிறது. இது குறித்து பலரது கவனத்திற்கு எடுத்துச் சென்றும் யாரும் இப்பிரச்னையில் தலையிடுவதாக இல்லை.

வலுவான எவ்வித காரணங்களும் இன்றி இந்த நடைமுறைகள் கொண்டுவரப்பட்டுள்ளன. இதனால் ஏற்பட்டுள்ள பாதிப்புகள் குறித்து சுங்கத்துறை ஆணையரிடம் முறையிட்டும் எவ்வித நடவடிக்கையும் இல்லை.

 புதிய விதிகளை அறிவிக்கும் முன்பு அதற்கேற்ற கட்டமைப்பு வசதிகளை முதலில் ஏற்படுத்தாதது ஏன்? சென்னையைச் சுற்றிலும் சுங்கத் துறை கட்டுப்பாட்டில் உள்ள 30 சரக்குப் பெட்டக மையங்களிலும் கட்டமைப்பு வசதிகள் சரியாக இல்லை என்கிறபோது தனியார் நிறுவனங்கள் தாங்களே அமைத்துள்ள வசதிகளைப் பயன்படுத்திக்கொள்வதில் என்ன தவறு இருக்க முடியும்?
 ஊழலில் ஒட்டுமொத்த சுங்கத்துறையே புரையோடிப் போயிருப்பதாக புகார்கள் கூறப்பட்டு வரும் நிலையில் இந்தப் புதிய நடைமுறைகளைக் கொண்டு வந்ததில் பயன் அடைவோர் யார்? இதனால் ஏற்படும் விளைவுகள் என்ன என்பது குறித்து நிதித்துறையில் சுங்கத்துதுறைக்கு பொறுப்பு வகிக்கும் மத்திய இணை அமைச்சரான எஸ்.எஸ். பழனிமாணிக்கம்தான் பதில் கூற வேண்டும் என தெரிவித்தார் சுங்கத்துறை முகவர் ஒருவர்.

CHENNAI: A drawing competition organised by Slum Children Sports Talent and Education Development Society (SCSTEDS) among school-going children in and around Vyasarpadi locality on ‘My dream home’ saw a tremendous response.

As a culmination of the two-week long competition drive, SCSTEDS a few days ago had exhibited all the entries in a mega exhibition held at a community hall in Satyamurthi Nagar. Hundreds of local residents witnessed the children’s dreams of having a home for their families.

“The aim of the competition was to rekindle the slum children’s mind on owning a home and about 800 students expressed their dream home through nice paintings,” N Thangaraj, coordinator of the SCSTEDS, an NGO working for the betterment of slum children in Vyasarpadi and surrounding areas, told City Express.

 Based on visitors’ feedback at the exhibition, a plain sketch showing the facade of a home by Umega Anjali, a resident of Udayasooriyan Nagar, was selected for the first prize while a drawing by Ajit Kumar, a resident of Samanthipoo Colony, fetched the second prize. Another painting by Kannan Deva, a resident of Jega Jeevan Nagar, won the third prize.

“Barring a few, most of the participants (through the drawings) wanted their home to be located near a play ground (for activities), park (for greenery) and school (for education),” said Thangaraj.

The ironical part of the whole competition was that most of the participants – more than 90 per cent to be more precise — do not own a home and live in rented houses in the locality, he added.

Child rights NGO, CRY- Child Rights and You, had sponsored the competition. CRY also planned to give away consolation prizes to 100 participants to boost their morale.

Children from Samanthipoo Colony, Kalyanapuram (A, B and C), Jega Jeevan Nagar, Udaya Sooriyan Nagar, Kennedy Nagar, MGR Nagar, Malligaipoo Colony and Debar Nagar participated in the competition.

CHENNAI: The decades old legal battle between the Chennai Corporation and Hotel Picnic, located on land leased out by the civic body, has reached a crucial phase after the Chennai Metro Rail has approached the Corporation seeking more land near the Ripon Building for constructing ancillary buildings, escalators and ventilator shafts for a metro station.

Corporation sources said a detailed hearing in the legal battle between the civic body and the hotel is likely in the next couple of weeks in the Madras High Court.

The scheduled 'detailed daylong court hearing' gains more significance after Mayor M Subramanian on Wednesday went on record stating that the prime land (where the Hotel Picnic is now located) will be put to public use soon.

Subramanian said the civic body has leased out a section of its land located near the Ripon Building to Picnic Hotel, decades ago.

Contrary to the agreement clause with the civic body, the hotel authorities have violated several conditions and constructed buildings obstructing the scenic beauty of historical Ripon Building, the Mayor said.

Though the legal battle was going on with the hotel, senior officials of the civic body during a meeting last year stated that the Picnic Hotel land, located between Ripon Building and Victoria Public Hall, could be an ideal place to construct ancillary buildings and escalators.

With the Metro Rail seeking more land, the civic body is now building its case with an intention of a final showdown against the hotel.
