Anna University student Jothi's suicide row snowballs

CHENNAI: A fact-finding team of the Arunthathiyar Human Rights Forum (AHRF) on Wednesday claimed that M Jothi, a first-year engineering student from the community who committed suicide at her village a few days ago, was forced to take the extreme step due to ill-treatment meted out to her on the college campus.

Taking suo motu cognizance of the incident, the four-member AHRF team, including a woman, visited Jothi’s village Mullukurichi near Namagiripettai in Namakkal on Monday and conducted an inquiry into the events that led to the suicide.

Speaking to Express, K Kumar, a team member, said, “After speaking to about 200 families in the village, including the victim’s, it became evident that she was ill-treated at Anna University because of her community and her classmates ragged her.”

Elaborating the findings, Kumar said, “For two weeks before she committed suicide, Jothi had been calling her father Mathavan, a driver, and brother Deepak and informing them about the ill-treatment.”

Out of desperation, Jothi also contacted her neighbour (at the village), who helped her to continue education, and informed her about her plight, Kumar said.

The fact-finding team also found that Jothi hadn’t initially intended to visit her village. But the humiliation forced her to come home to meet her family.

According to Jothi’s brother Deepak, ever since she returned home, she was in a state of trauma and continued weeping the whole day.

A two-page report with recommendations seeking immediate action against those students who drove her to take the extreme step would be handed over to the Namakkal district collector on Thursday, Kumar said.

கோவையில் கடந்த சனிக்கிழமை நடந்த காங்கிரஸ் பொதுக்கூட்டம், அக்கட்சியினரின் காமராஜர் ஆட்சிக் கனவுகளுக்கு தூபம்போட்டது. அதேசமயம், திமுக.வுடனான கூட்டணியை சுகமான சுமையாகத் தாங்க வேண்டிய கட்டாயம் இருப்பது, தலைவர்களின் அடக்கமான பேச்சில் வெளிப்பட்டது.

இதற்காக, கோவை நகரின் பல பகுதிகளில் பெரிய அளவிலான கட்அவுட்கள் வைக்கப்பட்டிருந்தன. காங்கிரஸ் கட்சியின் மாநிலத் தலைவர் கே.வீ.தங்கபாலு, மத்திய உள்துறை அமைச்சர் ப.சிதம்பரம் உள்பட பல்வேறு கோஷ்டியினரின் வரவேற்பு விளம்பரங்கள், திராவிடக் கட்சிகளுக்கு போட்டியாக வைக்கப்பட்டிருந்தன. இந்த விளம்பரங்களில் மரியாதைக்குரிய பெரியவர் சி.சுப்பிரமணியத்தைத் தேட வேண்டியிருந்தது.

"விரலுக்கேற்ற வீக்கம்' போல, காங்கிரஸ் பொதுக்கூட்டத்தில் கூட்டம் திரண்டிருந்தது. இதையே பல்லாயிரக் கணக்கான தொண்டர்கள் குழுமிவிட்டதாக, மேடையில் முழங்கியவர்கள் குறிப்பிட்டனர். பல கோஷ்டியினர் இந்தப் பொதுக்கூட்டத்தைப் புறக்கணித்தும் கூட, நிகழ்ச்சி நடந்த சிறு மைதானம் நிறைந்தது அவர்களுக்கு பூரிப்பை அளித்தது. ஆனால், வராத காங்கிரஸ் கோஷ்டியினர் குறித்த கவலையே எங்கும் தென்படவில்லை.

கட்சி பொதுக்கூட்ட அழைப்பிதழில் முன்னாள் மத்திய அமைச்சர் ஈவிகேஎஸ். இளங்கோவன் பெயர் விடுபட்டது அவரது ஆதரவாளர்களுக்கு அதிருப்தி அளித்தது. அதன்விளைவாக, விழாவில் மாநிலத்தலைவர் கே.வீ.தங்கபாலுவுக்கு கருப்புக்கொடி காட்டுவதாக அறிவித்ததால், இளங்கோவன் ஆதரவாளர்கள் 6பேர் கட்சியிலிருந்து நீக்கப்பட்டனர்.அதன் காரணமாக,ஈவிகேஎஸ். இளங்கோவனும் அவரது ஆதரவாளர்களும் இந்த விழாவைப் புறக்கணித்தனர்.

கோவை மாநகர மேயராக இருப்பவர் ஆர்.வெங்கடாசலம்; முன்னாள் மத்திய அமைச்சர் பிரபுவின் தீவிர ஆதரவாளர். பிரபுவுக்கு தகுந்த முக்கியத்துவம் தராததால், இவரும், பிரபு ஆதரவாளர்களும் காங்கிரஸ் பொதுக்கூட்டத்தைப் புறக்கணித்தனர். விமானநிலையம் சென்று பிரணாப் முகர்ஜியை வரவேற்ற கோவை மேயர், நாணய வெளியீட்டு விழாவிலும் கலந்துகொள்ளவில்லை; பொதுக்கூட்டத்திலும் கலந்துகொள்ளவில்லை. மாநகரின் முதல்குடிமகன் தங்கள் கட்சிக்காரராக இருந்தும், அவர் வராதது குறித்து யாரும் கவலைப்பட்டதாகவும் தெரியவில்லை.

மற்றொரு மத்திய அமைச்சரான ஜி.கே.வாசன் தரப்பினரும், தங்கள் தலைவருக்கு உரிய கெüரவம் தரப்படாததால், இந்நிகழ்ச்சிகளைப் புறக்கணித்தனர். சட்டப்பேரவை உறுப்பினர்கள் கோவை தங்கம் (வால்பாறை), விடியல் சேகர் (காங்கயம்), ஆர்.எம்.பழனிசாமி (மொடக்குறிச்சி) ஆகியோரது புறக்கணிப்பு காரணமாக, மக்கள் பிரதிநிதிகள் பலர் இருந்தும் பயனின்றி விழா நடந்தது. சிதம்பரம் ஆதரவாளரான எம்என்.கந்தசாமி (தொண்டாமுத்தூர்) மட்டுமே விழாவில் பங்கேற்றார்.

÷மகாத்மா காந்தியின் ஓர் அறைகூவலுக்காக, வீடு,வாசல், குடும்பம் அனைத்தையும் விட்டுவிட்டு ராட்டைக்கொடி ஏந்தி விடுதலைப் போராட்டத்தில் ஈடுபட்ட தியாகிகள் நிறைந்த காங்கிரஸ் கட்சியின் தற்போதைய நிலை, அழைப்பிதழில் பெயரில்லை என்பதற்காக கோஷ்டிகானம் இசைக்கும் அளவுக்கு தாழ்ந்துவிட்டது வேதனைதான்.

இத்தனைக்கும் காரணம், அனைத்து தரப்பினரையும் அரவணைத்துச் செல்லாத மாநிலத் தலைமையே என்றாலும், சி.சுப்பிரமணியம் என்ற மகத்தான மனிதருக்காகவேனும், காங்கிரஸ் கட்சியினர் தங்கள் கோஷ்டி மனப்பான்மையைக் கைவிட்டு இந்நிகழ்ச்சியில் கலந்துகொண்டிருக்க வேண்டும்.

பொதுக்கூட்டத்தில் பேசிய பலரும், காங்கிரஸ் ஆதரவு இல்லாமல் தமிழகத்தில் யாரும் ஆட்சி அமைக்க முடியாது என்று முழங்கினர்; காமராஜர் ஆட்சியை மீண்டும் அமைக்க பலர் சூளுரைத்தனர். நிகழ்ச்சியில் பேசிய மத்திய நிதியமைச்சர் பிரணாப் முகர்ஜி, "தமிழகத்தில் 40 ஆண்டுகளாக காங்கிரஸ் ஆட்சியில் இல்லை. ஆட்சி அதிகாரத்தில் அமர்வதற்கான கடும் முயற்சியை தமிழக காங்கிரஸ் மேற்கொள்ள வேண்டும்' என்று உருவேற்றினார்.

இறுதியாகப் பேசிய ப.சிதம்பரமும், "தமிழகத்தில் அடுத்த தேர்தலுக்குப் பிறகு, காங்கிரஸ் கட்சிக்கு இடம்தரும் அரசு அமையும்' என்று பேசி தொண்டர்களை உற்சாகப்படுத்தினார். அடுத்த தேர்தலில் எந்தக் கட்சியுடன் கூட்டு என்பதை அவர் சொல்லவில்லை.

÷திமுக கூட்டணி ஆட்சியை "வலி'ப்படுத்தியதாலேயே ஈவிகேஎஸ்.இளங்கோவன் இந்நிகழ்ச்சிகளில் கண்டுகொள்ளாமல் விடப்பட்டதாக அவரது ஆதரவாளர்கள் குற்றம் சாட்டுகின்றனர். அதேசமயம், பொதுக்கூட்டத்தில் பேசியவர்கள், அதிமுக.வை விமர்சிப்பதைத் தவிர்த்தனர். மாநில அரசின் நலத்திட்டங்கள் பல மத்திய நிதியால் நடப்பதை சிலர் குறிப்பிட்டனர்.

எது எப்படியோ, காங்கிரஸ் கட்சியினருக்கு மிகுந்த உத்வேகம் அளித்திருக்க வேண்டிய கோவை பொதுக்கூட்டம், வெறும் சம்பிரதாய நிகழ்வாக மாறிவிட்டது. ஆயினும், காமராஜர் ஆட்சி, மாநில அரசில் பங்கு, கூட்டணி அரசு உள்ளிட்ட முழக்கங்களுக்கு காங்கிரஸ் தலைவர்கள் குறை வைக்கவில்லை.

அரசியல்கட்சி என்றால் ஆட்சிக்கனவு இருப்பதில் தவறில்லை. ஆனால் என்ன செய்ய? ஆளுக்கொரு கோஷ்டி, நாளுக்கொரு சண்டை என்று தொடரும்போது, கனவு நனவாவது எப்படி?

Woman appeals to MEA to bring back her brother from Libya

CHENNAI: It is yet another tale of trauma at workplace abroad. This time the location is Libya. Kalappan Munuswamy (40), along with 60 others from Tamil Nadu went to the Shamno construction site near Sabha city in Libya with hopes of a good earning.

Now, he desperately wants to return home. Of course, the `90,000 paid to an agent who arranged for his transit is not a bother to him. Reason: ill-treatment at workplace.

Munuswamy is now seriously engrossed in exploring every single avenue to escape from the ‘torture camp’. In India, his elder sister Andal is trying her best to ensure his safety. A Tondiarpet resident, she has taken up the case with the Chennai office of the Ministry of External Affairs (MEA) on Friday narrating the abuse meted out to his brother. Her plea: “Rescue my brother alive.”

Andal told Express that she managed to speak to Munuswamy over phone after a long time on Thursday evening. At that time, he told her about the slave-like treatment at workplace. Andal said the workers had only salty water to drink and poor quality food to eat.

She alleged that Munuswamy, who was promised a salary of around `Rs 15,000 per month, had not been paid ever since he joined work in December 2009.

Ever since two Indian and two Bangladeshis manhandled a Libyan engineer after an argument over non-payment of salaries and heavy workload, the local police had been tormenting all the workers, including Munuswamy.

The workers from Tamil Nadu, now trapped in the construction sites in Mottai Brak and Shamno, are mainly from Nagapattinam, Cuddalore, Ramanathapuram and Sivaganga districts.

Like Andal, around 10 relatives of workers have already sought MEA’s intervention. Kannan from Sivaganga district, who returned last month from the Shamno camp, told Express that the work and living conditions at the sites were horrible. “I was selected as a steel-fitter and promised a salary of more than `15,000. But, I was paid only `7,000 in the first month and then they stopped paying at all,” he said.

Kannan said an engineer in the same work site was not allowed to leave even when he received a message from home saying that his wife was in hospital in a serious condition. By the time he was relieved of his duties after his family send him money, his wife had died.

However, the Chennai-based manpower agent, who sent 38 workers, said the Libyan employers normally held back three months’ salary fearing that the workers might leave abruptly. In this case also, only three months’ salary had been withheld.

Though the agent claimed that he had records to prove that the workers had been paid regularly, he said he could produce them only by Tuesday.

On the alleged ill-treatment of labourers, the agent said: “A few workers have ganged up to create problems to the employers. But they are not facing any other problem at the workplace.”

80 Tamil Nadu workers trapped in Libya

CHENNAI: As many as 80 workers from Tamil Nadu have been trapped in two construction sites in southern Libya for the past eight mon ths, and are waiting for the Indian government to rescue them from “suffering under inhuman living conditions”.

Relatives of half-a-dozen such labourers, who managed to return from the sites near Sabha city of the North African country to their native place, have appealed to the Ministry of External Affairs to intervene and help bring back the fellow employees — all of whose salaries have “not been paid”.

The workers, including engineers, were sent by two manpower agencies in Chennai and Madurai last December. While six of the 86 workers managed to come back spending their own money, the rest are caught in the two places — Mottai Brack and Shamno.

The Chennai-based manpower agency that sent 36 of the workers denied the charges, and claimed payment. “The August salary will be given by September 10 or 12,” a representative of the agency said.

However, Kannan, who returned from Shamno to Sivaganga, told Express that the work was virtual slavery. “I got leave only after my family sent the air fare of Rs 38,000,” he said.

திருவொற்றியூர் நகராட்சி டெண்டரில் தொடரும் தில்லுமுல்லு 40 சதம்வரை கமிஷன் பங்கீடு: நகர்மன்றத் தலைவர் குற்றச்சாட்டு

திருவொற்றியூர்: திருவொற்றியூர் நகராட்சியின் டெண்டர்களில் தொடர்ந்து தில்லுமுல்லு நடைபெறுவது உறுதிப்படுத்தப்பட்டதை அடுத்து இனி செங்கல்பட்டில் உள்ள நகராட்சி மண்டல நிர்வாக இயக்குனர் அலுவலகத்தில் மட்டுமே திருவொற்றியூர் நகராட்சி பணிகள் நடைபெறும் என அரசு உத்தரவிட்டுள்ளது.

மேலும் நகராட்சி டெண்டர் பணிகளில் ஆளும் கட்சியினரின் துணையுடன் 40 சதவீதம் வரை கமிஷன் பங்கீடு செய்யப்படுகிறது என நகர்மன்றத் தலைவர் ஆர்.ஜெயராமன் குற்றச்சாட்டு கூறியுள்ளார்.

திருவொற்றியூர் நகர்மன்ற மாதாந்திரக் கூட்டம் செவ்வாய்க்கிழமை நடைபெற்றது. கூட்டத்திற்கு தலைவர் ஆர்.ஜெயராமன் (மார்க்சிஸ்ட்) தலைமை வகித்தார்.
கூட்டம் தொடங்கியவுடன் துணைத் தலைவர் வி.ராமநாதன் (தி.மு.க) எழுந்து,"தி.மு.க கவுன்சிலர்களின் பெரும்பான்மையான ஆதரவுடன் நகர்மன்றத் தலைவராக உள்ள ஜெயராமன் தொடர்ந்து ஆளுங்கட்சிக்கு எதிராக போராட்டம் நடத்தி மக்கள் மத்தியில் அவப்பெயரை உண்டாக்கி வருகிறார். எனவே அவர் பதவி விலக வேண்டும்" என கோரிக்கை எழுப்பினார்.

பதவி விலக அவசியம் இல்லை என ஜெயராமன் மறுத்ததை அடுத்து தி.மு.க கவுன்சிலர்கள் அனைவரும் கூட்டத்திலிருந்து வெளிநடப்பு செய்தனர்.

பின்னர் பேசிய நகர்மன்ற எதிர்க்கட்சி தலைவர் கே.குப்பன், "திருவொற்றியூர் நகராட்சி டெண்டர்கள் இனி செங்கல்பட்டில்தான் நடைபெறும் என அரசு உத்தரவிட்டுள்ளது. இதனால் நகராட்சியில் ஊழல்கள் வெளிச்சத்திற்கு வந்துள்ளன. இது குறித்து ஆணையர் பதில் அளிக்க வேண்டும்" என பேசினார்.

ஆனால் ஆணையர் கலைச்செல்வன் பதில் அளிக்காததை அடுத்து அ.தி.மு.க கவுன்சிலர்கள் அனைவரும் ஆணையர் அறை முன்பு அமர்ந்து தர்ணா போராட்டத்தில் ஈடுபட்டனர்.

இதற்கிடையே கோரம் இல்லாததால் கூட்டம் ஒத்திவைக்கப்பட்டது. இதனால் பல்வேறு பணிகள் குறித்த 81 தீர்மானங்களும் நிறைவேற்றப்படவில்லை.
பின்னர் நகர்மன்றத் தலைவர் ஜெயராமன் செய்தியாளர்களிடம் கூறியது,
திருவொற்றியூர் நகராட்சி டெண்டர்களில் தொடர்ந்து தி.மு.க கவுன்சிலர்களின் தலையீடு இருந்து வருகிறது. முதலில் ஒப்பந்ததாரர்களைத் தடுத்து நிறுத்தினர். அதன் பின்பு டெண்டர் பெட்டியில் தண்ணீரை ஊற்றி நாசப்படுத்தினர். இதனால் பல்வேறு முறை டெண்டர்கள் தள்ளிவைக்கப்படுவதால் அடிப்படை பணிகள் முடங்குகின்றன.

இ-டெண்டரில் தில்லுமுல்லு:
இந்நிலையில் கடந்த ஜூன் 16-ல் சாலைகள் அமைக்க 42 பணிகளுக்கு ரூ.4.50 கோடிக்கான டெண்டர் நடைபெற்றது. இது இ-டெண்டர் முறையில் நடைபெறும் என அறிவிக்கப்பட்டாலும் பெரும்பாலான ஒப்பந்ததாரர்கள் கூடி 'சிண்டிகேட்' ஏற்படுத்தினர்.

இதனால் 32 பணிகளுக்கு போட்டியி்ல்லாத நிலை ஏற்பட்டது. மீதம் உள்ள 8 பணிகளுக்கு மட்டும் போட்டி இருந்தது. இதில் குறைவான மதிப்பீடு அளித்திருந்ததை அடு்த்து 4 பணிகள் எதிர் தரப்பினருக்கு கிடைத்தது.

ஆனால் இதனையும் விட மனதில்லாத ஆளும் கட்சியினர் நகராட்சி அதிகாரிகளின் துணையுடன் டெண்டருக்கான டெண்டருடன் இணைக்க வேண்டிய கிஷான் விகாஸ் பத்திரங்களை காணாமல் செய்தனர். மீண்டும் கே.வி.பி பத்திரம் அளிக்கும்படி அதிகாரிகள் உத்தரவிட்டனர். இதனை மறுத்த ஒப்பந்ததாரர் உயர்நீதிமன்றம் சென்று தடையாணை பெற்றார்.

மேலும் ஒரு வினோதம் என்னவெனில் நான்கில் ஒரு டெண்டர் கணக்கிலேயே காட்டப்படவில்லை. இதனால் அதிர்ச்சி அடைந்த சம்மந்தப்பட்ட ஒப்பந்ததாரர் இ-டெண்டர் முறையினை நிர்வகிக்கும் தேசிய தகவல் மையத்தை (என்.ஐ.சி) அணுகினார்.

ஆனால் டெண்டர் முறையாக பதிவு செய்யப்பட்டு திருவொற்றியூர் நகராட்சிக்கு அனுப்பப்பட்டுள்ளதா என்.ஐ.சி அதிகாரிகள் தெரிவித்தனர். இது குறித்து உள்ளாட்சித் துறை உயர் அதிகாரிகளிடம் புகார் அளித்தார்.

பின்னர் இந்த முறைகேடுகள் குறித்து விசாரணை நடைபெற்றது. தில்லுமுல்லுகள் உறுதி செய்யப்பட்டதை அடுத்து மறு உத்தரவு வரும்வரை திருவொற்றியூர் நகராட்சி டெண்டர்கள் அனைத்தும் இனி செங்கல்பட்டில் உள்ள நகராட்சி மண்ட நிர்வாக இயக்குனர் அலுவலகத்தில்தான் நடைபெறும் என தமிழக அரசு உத்தரவு அளித்துள்ளது.

நகர்மன்றக் கூட்டம் நடைபெற்றால் இவையெல்லாம் விவாதிக்கப்படும் என்பதால்தான் ராஜினாமா செய்யவேண்டும் என காரணத்தைக் கூறி கூட்டம் நடைபெறவிடாமல் தி.மு.கவினர் தடுத்துள்ளனர்.
40 சதம் கமிஷன் பங்கீடு:
நகராட்சியின் பல்வேறு மட்டத்திலும் ஊழல் தலைவிரித்தாடுகிறது. டெண்டர் பணிகளில் 40 சதம்வரை கமிஷனாக பங்கிடப்படுகிறது. மீதம் உள்ள தொகையில்தான் பணிகள் நடைபெறுகின்றன.

ராஜா சண்முகம்நகர், பேசின்சாலை, சத்தியமூர்த்தி நகர் உள்ளிட்ட இடங்களில் சுமார் ரூ.50 லட்சம் செலவில் மூன்று மாதங்களுக்கு முன்புதான் சாலைகள் அமைக்கப்பட்டன. ஆனால் தற்போது அந்த சாலைகளின் நிலை என்ன என உயர்அதிகாரிகள் விசாரணை நடத்தினாலே முறைகேடுகள் வெளியில் வரும் என்றார் ஜெயராமன்.
திருவொற்றியூர் மேற்கு பகுதியில் தொடர்ந்து சாக்கடை நீர் தேங்கிஉள்ளது எனக்கூறி நகர்மன்ற உறுப்பினர் மணிக்குமார் (அ.தி.மு.க) மண் பானையில் சாக்கடைநீரை எடு்த்து வந்து நகர்மன்றக் கூட வாயிலில் கீழேபோட்டு உடைத்தார். இதனால் கூட்டத்தில் பரபரப்பு ஏற்பட்டது.

High drama at Thiruvotriyur municipality council meet as DMK stages walkout

CHENNAI: In a dramatic development at the Thiruvotriyur municipality’s monthly council meeting on Tuesday, the ruling DMK councillors staged a walkout seeking immediate resignation of the chairman R Jayaraman of the CPM.

Due to the walkout, chairman Jayaraman postponed the meeting citing lack of quorum. About 81 resolutions, including a few important ones pertaining to the development of roads in the municipality, were on the agenda.

As the meet began, municipality vice chairman Ramanathan (DMK) hurled abuses at Jayaraman for staging a series of protests against the ruling DMK councillors. Continuing his tirade against the chairman, Ramanathan went on to say that the CPM chairman lost his moral leadership and sought his immediate resignation from the post.

Of the total 48 members, the DMK has 31, AIADMK 11, Congress four and the CPM two councillors respectively. Though one of the CPM councillors, R Jayaraman, is the chairman, DMK is the ruling party here. Disregarding their demands, the chairman tried to carry on with the business of the meeting. Irked over his attitude, all the DMK councillors, including the vice chairman Ramanathan, staged a walkout.

Seizing the opportunity, AIADMK councillors targeted both the chairman and the municipality commissioner S Kalaiselvan and sought their reply on the inordinate delay in executing public welfare projects. Being cornered on all sides in the House, Kalaiselvan citing a lack of quorum, retorted, “I will reply only when all members are present,’ and left the venue.

The dejected AIADMK councillors staged a dharna in front of the commissioner’s chamber and raised slogans against him.

Speaking to Express, chairman Jayaraman said, “DMK councillors were stalling the council meeting as they wanted all the tenders related to any developmental work in the municipality to be awarded to their people only.”

Sources linked the DMK’s walkout to a special resolution, which would bar the municipality from floating any tenders in future. If the special resolution was passed, it would be detrimental for the DMK-backed contractors in the municipality who pocket huge sums of money without finishing the work properly.
