Inclement weather hits fishing activities

CHENNAI: The persisting bad weather and intermittent heavy downpours have largely affected fishing activities along the Chennai-Kancheepuram- Tiruvallur coast.

Poor weather conditions resulted in the sinking of a mechanised fishing boat, off the Ennore and Palaverkadu stretch, that had set out from the Kasimedu fishing harbour with an eight-member crew. The crew was rescued.

While traditional fishermen avoid venturing into the sea, mechanised fishing trawlers were also kept inside the harbour fearing gusty wind over sea for the fourth consecutive day.

Speaking to Express, M E Raghupathy, president of the Chennai - Tiruvallur - Kancheepuram District Mechanised Boat Fishermen Association, said, “Since the Met department advised us against going into the sea, the boats are now anchored inside the fishing harbour.” About 300 mechanised boats that had already ventured into sea from Kasimedu about a week ago have been asked to take shelter along the Andhra Pradesh coastline, he said.

He said the weather conditions looked to improve soon and therefore, the boats anchored at the Kasimedu harbour would set off for fishing in the next 48 hours.

Though the catch has been greatly reduced due to the abatement in fishing, prices of fish have not registered any sharp increase as consumption is down owing to the Margazhi season.

City back to normalcy after heavy downpour

With the onslaught of torrential rains lessening into just a drizzle on Wednesday, the city limped back to normalcy.

Though water-logging and falling of avenue trees were reported from several parts of the city, the Chennai Corporation acted swiftly and cleared stagnant waters using high powered motors.

'EMRIP project to be revived in 2 months'

CHENNAI: Despite the recent blow to the much-needed Ennore Manali Road Improvement Project (EMRIP) in North Chennai for better shipping trade, Chennai Port Trust chairman Capt Subhash Kumar on Tuesday vowed that the project would be revived in another two months.

Ever since the tendering process for EMPRIP was cancelled recently due to the unsettled financial problems, there were apprehensions about the future of the project among the traders and the local people living in the (project) area and bearing the brunt of badly maintained roads as well as the choking traffic of goods-laden container trailers everyday.
Allaying fears about the future of the project, Capt Subhash said, “Since we understand that any development to the port would not come until we assure better road and rail connectivity up to the berths, EMRIP would not be let down so simply as its failure would largely affect the growth of the historic Chennai Port.”

EMRIP was conceptualised in 1998 for widening and improvement of roads at a cost of Rs 160 crore. It covers four major roads in the industrial hub of north Chennai — Thiruvotriyur- Ponneri-Panchetti Road, Ennore Expressway, Manali Oil Refinery Road and northern portion of the Inner Ring Road from Madhavaram to Manali. But, there was no development on the project until 2003.
In June 2003, a special purpose vehicle (SPV) was formed wherein Chennai Port Trust was one of the partners and was called Chennai-Ennore Port Road Company Limited, along with National Highways Authority of India and the State and the project cost was escalated to Rs 309 crore.
Since the project failed to take off, its cost again revised and now it is understood to have escalated to around Rs 650 crore from Rs 309 crore earmarked in 2003.
Denying the charge that ChPT is fully responsible for the delay of the all important road improvement project, Capt Subhash said, “When the project was finalised at Rs 160 crore several years ago, the Trust had paid its share of Rs 38 crore, but it is illogical to say we are fully responsible for the delay.”
Nationwide dock strike from Jan
As the bipartite wage negotiations for revision of wage structure and liberalisation of service conditions of port and dock workers at all major ports of the country failed, the five recognised federations met in New Delhi on Tuesday and unanimously decided to begin an indefinite strike on January 4. G M Krishnamurthy, general secretary of the Madras Port Trust Employees’ Union, said even after three years, no settlement could be reached on wages and service conditions.
Taking into account the present economic situation, Indian Ports Association would concede to the legitimate demands of port and dock workers to prevent the strike.

CHENNAI: If container carriers lining up for a few kilometres and clogging vehicular traffic on the Ennore Expressway has been a matter of concern for Thiruvotriyur residents, they can now rest assured as the Chennai Port Trust has woken up to the gravity of the problem.

The main grouse of the locals - that the container-trailer parking yard, leased to the trust by Thiruvotriyur Municipality for streamlining its congestion on road, had not been developed as promised - would be addressed in the next two months, Chennai Port Trust chairman Capt Subhash Kumar told Express.

The trust had received the necessary orders from the Commissionerate of Municipal Administration, extending the lease period of the 11-acre plot along the beach to 30 years from the existing three years, a few days ago.

“We fully acknowledge the problem of container trailers parked along the Ennore Expressway due to delay in developing the dedicated yard, which could hold more than 500 trailers at a time. The order received a few days ago could help us develop it soon,” said Capt Subhash.

“We would be soon floating tenders for handing over the land to private players engaged in running container terminals inside the port on a long-term basis, which in turn would help them concrete the whole area for better usage,” he added.

Of the two terminals at the port, Chennai Container Terminal Limited (CCTL) is managing the first container terminal while Chennai International Terminals Pvt. Ltd (CITPL) runs the second terminal.

Ever since the trailer yard was leased to Chennai Port Trust some three years ago, it has been sub-leased to CCTL and the agency is using it as a hub for trailers reaching its terminal. On the other hand, CITPL’s connectivity to Inland Container Depot (ICD) destinations is enhanced by its own seamless rail connection.

As CCTL was the sub-lessee and the period was limited to just three years, the agency could not invest money to concrete the area. According to the agency, had the trust given the land to CCTL on long-term basis, it could have concretised the usage area.

According to sources, both these private operators would be eligible for participating in the tendering process going to be floated in the coming days by the trust. Once the facility is fully developed, it could considerably reduce traffic congestion on the expressway.

Sri Lankan war crimes video is authentic: Times

Video footage that appears to show Sri Lankan troops committing war crimes by summarily executing captured Tamil Tiger fighters on the battlefield was not fabricated, as claimed by the Sri Lankan Government, an investigation by The Times has found.

The findings come after General Sarath Fonseka, the former head of the army, alleged that Gotabhaya Rajapaksa, the Defence Minister, had ordered that surrendering Tiger leaders be killed rather than taken prisoner in the final days of the brutal 26-year civil war that ended in May.

The claims, vehemently denied by the Government, added to a lengthy list of war crimes allegations against it.

The video of the alleged battlefield executions, which was aired on Channel 4 in August, shows a naked man, bound and blindfolded, being made to kneel.
Another man, dressed in what appears to be Sri Lankan army uniform, approaches from behind and shoots him in the head at point-blank range. “It’s like he jumped,” the executor laughs. The camera then pans to show eight similarly bound corpses.

It is impossible to confirm when and where the filming occurred or the identities of the men shown. Pro-Tamil groups alleged that the video was filmed by troops on a mobile phone in January, when they overran the Tiger stronghold of Kilinochchi in the north of the country. Those claims were denied by government officials, who said they had “established beyond doubt” that the footage was fake.

An analysis for The Times by Grant Fredericks, an independent forensic video specialist who is also an instructor at the FBI National Academy, suggests otherwise. He found no evidence of digital manipulation, editing or any other special effects. However, subtle details consistent with a real shooting, such as a discharge of gas from the barrel of the weapon used, were visible.

“This level of subtle detail cannot be virtually reproduced. This is clearly an original recording,” said Mr Fredericks, who was previously the head of the Vancouver police forensic video unit in Canada.

There was also strong evidence to rule out the use of actors. “Even if the weapons fired blanks, the barrel is so close to the head of the ‘actors’ that the gas discharge alone leaves the weapon with such force it would likely cause serious injury or death,” Mr Fredericks said.

The reactions of those executed was consistent with reality, he added. “The victims do not lunge forward . . . [they] fall backward in a very realistic reaction, unlike what is normally depicted in the movies.”

In Mr Fredericks’s opinion “the injury to the head of the second victim and the oozing liquid from that injury cannot be reproduced realistically without editing cuts, camera angle changes and special effects. No [errors] exist anywhere in any of the images that support a technical fabrication of the events depicted,” he said.

The Sri Lankan Government said in a statement in September that the footage was “done with a sophisticated video camera, dubbed to give the gunshot effect and transferred to a mobile phone.”

Mr Fredericks’s research showed that code embedded in the footage appeared to match with software used in Nokia mobile phones.” He said: “The recording is completely consistent with a cell phone video recording and there are no signs of editing or alterations.”

The strong evidence that the footage does show real executions could reinforce international calls for an independent war crimes investigation — something that the Sri Lanka Government has resisted. A Sri Lankan army spokesman requested that a copy of Mr Fredericks’s report be sent to him yesterday, but did not reply when it was.

Mr Fonseka, who resigned from the army last month after being sidelined, is campaigning to unseat President Rajapaksa, the Defence Minister’s brother, at elections next month.

Coming soon: Stamp on historical Ripon Building

CHENNAI: Exactly 100 years after its foundation was laid (December 12, 1909), the Ripon Building, the seat of the oldest civic body in the country, is all set to reach another landmark: getting its image on a postal stamp.

According to Chennai Corporation sources, the mandatory procedure for putting the historical structure on a postage stamp was initiated recently with a formal letter to the Chief Post Master General.
A few months ago, a senior official of the postal department had indirectly asked the Chennai Corporation to explore the possibility of bringing out a stamp on heritage structures, such as Ripon Building.
Senior civic body official sent a detailed letter a few days ago to initiate the stamp procedure. The entire process would be over in another three to five months, a senior Chennai Corporation official told Express.
Ripon Building would join a select league of historical buildings in the city that figure on stamps, such as the Central Railway Station and St Paul’s Church (Choolai).
Ripon Building, fondly called as local ‘White House’ by Chennaiites due to its colour, is located near the Central station. Commissioned in 1913, it was built by a builder named Loganatha Mudaliar. It took four years to build the Indo-Saracenic vision in white.
Earl of Minto, the then Viceroy and Governor General of India, laid the foundation on December 12, 1909.

விடுதலைப் புலிகளின் நினைவிடங்களை அழித்தலும் இராணுவ தூபிகளை நிறுவுதலும

விடுதலைப்புலிகளை மீள ஞாபகமூட்டக்கூடிய எந்த தடயங்களையும் அழிப்பதன் மூலம் தமிழர்களது விடுதலைப் பற்றை அழிக்கலாம் என மகிந்த அரசு கருதுகின்றது. விடுதலைப்புலிகளின் நிர்வாக மையங்களை முற்றாக அழித்து அகற்றுவதுடன் மாவீரர் துயிலும் இல்லங்களை முற்றாக இருந்த இடம் தெரியாமல் அழிக்கும் நடவடிக்கையில் மகிந்த அரசு ஈடுபட்டுவருகின்றது. மக்களை மீளக்குடியேற்ற முதல் அவற்றினை அழித்துவிடுவதில் அரச நிர்வாகம் கவனம் செலுத்திவருகின்றது. இராணுவ தகவல் மூலம் ஒன்றின் கருத்துப்படி தர்மபுரத்தில் அமைந்திருந்த மாவீரர் துயிலும் இல்லம் புல்டோசர் மூலம் உழுது கிளறி அழிக்கப்பட்டுள்ளது.

இவ்வாறு மாவீரர் துயிலும் இல்லங்களை அழிப்பதன் மூலமே எதிர்காலத்தில் விடுதலைப் போராட்ட முளைவிடாமல் தடுக்கமுடியுமென சிங்கள அரசாங்கத்தின் அமைச்சர்களில் ஒருவரான கருணா குறிப்பிட்டுள்ளார். வன்னியில் மட்டுமல்லாது யாழ்ப்பாணத்திலும் கிழக்கு மாகாணத்திலும் துயிலும் இல்லங்களை புல்டோசர் மூலம் அழிக்கும் நடவடிக்கை முன்னெடுக்கப்பட்டுவருகின்றது.

இதன் அடுத்த கட்டமாக தமிழ் இராச்சியத்தை வெற்றி கொண்டதை குறிக்கும்முகமாக நினைவுத்தூபிகளை முல்லைத்தீவின் நந்திக்கடற்கரையில் அமைத்து அதனை மகிந்த ராஜபக்ச சென்று திறந்துவைத்துள்ளார் என்பதும் குறிப்பிடத்தக்கது.

புத்த விகாரைகளை நிர்மாணித்தலும் முக்கிய இடங்களில் புத்தர் சிலைகளை வைத்தல்

சிங்கள குடியேற்றங்களை படிப்படியாக ஊக்குவித்து தமிழரின் குடிப்பரம்பலை சிதைத்தல்

திருக்கோணமலை மாவட்டத்தில் நடந்துவருவதை போன்று – அறிவிக்கப்படாமல் – சிங்கள குடியேற்றங்கள் நிறுவும் நடவடிக்கைகள் வன்னிப்பிரதேசத்திலும் நடைபெற்றுவருகின்றது. சிங்கள பேரினவாத கட்சியான சிங்கள உறுமய கட்சியின் பொறுப்பின் கீழேதான் நிலங்களை கட்டுப்படுத்தும் அதிகாரம் இருக்கின்றது. இதனை பயன்படுத்தி அக்கட்சியின் ஏற்பாட்டில் சிங்கள மயமாக்கும் நடவடிக்கைகள் வன்னியில் நடந்துவருகின்றன.

இவ்வாறு ஐந்து முனைகளில் தமிழரின் அடையாளங்களை அழிக்கும் மகிந்தவின் அரசினை இன்னும் ஆறு ஆண்டுகள் பதவியில் அமர்த்தினால் தமிழரின் அடையாளங்களை மட்டுமல்ல தமிழரின் இருப்பையே கேள்விக்குள்ளாக்குவார்கள் என்பதில் சந்தேகமில்லை.

ஈழத்தமிழினம்:அரசியல்க் கட்சிகளின் விரிவாக்கமும் அந்தரங்க இராணுவக் களையெடுப்பும்

கடந்த மூன்று தசாப்தங்களுக்கு மேலாக ஸ்ரீலங்காவின் அரசியல் முன்னணிக் கட்சிகள் யாவும் தழிழீழத்தில் முற்றுமுழுதாகச் செயற்பாடிழந்து, மக்கள் சிந்தனையினின்றும் அகற்றப்பட்டு, அவற்றின் பெயரையே மக்கள் மனதில் மறைந்து போகும் அளவிற்கு முடக்கப்பட்டு இருந்தது.

ஆனால் கடந்த ஆறுமாத காலத்திற்குள் இலட்சக்கணக்கான தமிழர்களைக் கொன்று குவித்து, அவர்களின் படுகொலையால் ஓடிய இரத்தவெள்ளம் காய்வதற்கு முன்பாகவே அந்த இலட்சக்கணக்கான தமிழர்களின் சவக்குழியின் மேல் நின்றுகொண்டு அரசியல் கட்சிகளின் விரிவாக்கம் வெகு வெகமாகவும் கோலாகலமாகவும் தமிழீழம் எங்கும் தாரை, தப்பட்டைகள் முழங்க முன்னெடுக்கப்படும் ஓர் அநாகரீகமான செயற்பாடு களைகட்ட ஆரம்பித்துள்ளது.

அதற்கு முட்டுக்கொடுக்கவும் - முனைப்பெடுக்கவும், காட்டிக்கொடுப்பதையும் - கூட்டிக்கொடுப்பதையும் கைவந்த கலையாகக் கொண்ட கயவர் கூட்டம் தாரை, தப்பட்டை, தாள வாத்தியங்களுடன் தயார் நிலைக்கு வந்துவிட்டன.

ஆனாலும் ஈழத்தமிழினம் தங்கள் உறவுகளையும், உடமைகளையும் பறிகொடுத்து, ஊண்-உறக்கமின்றி அநாதரவாக அலைந்து, சொந்த மண்ணிலேயே அரசியல் அகதிகளாக முட்கம்பி முகாம்களுக்கள் முடக்கப்பட்டதை முற்றாக மனதில் வடுக்களாகப் பதியவைத்துள்ளதை யாரும் அழித்துவிட முடியாது.

இவை எல்லாவற்றிற்கும் மகுடம் வைத்தாற்போல் “வீடுகொளுத்திய ராசாவும், கொள்ளி கொடுத்த மந்திரியும் போல்” இருபெரும் தமிழின அழிப்பின் ஜவாப்தாரிகளான மஹிந்த ராஜபக்சவும், சரத் பொன்சேகாவும் இலங்கையின் ஜனாதிபதி பதவிக்கு எதிரும் புதிருமாகக் களமிறங்கி இருப்பதுவும், அதற்காக தங்கள் பக்கபலமாக உள்ள இலங்கையின் அரசியற் கட்சிகளின் காரியாலயங்களை தமிழீழத்தின் பல பகுதிகளிலும் திறந்து வைத்து தமிழ்மக்களின் வாக்கு வேட்டைக்குத் தயாராகிக்கொண்டிருக்கின்றார்கள்.

அதே வேளை யாருக்கும் தெரியாமல் இன்னுமொரு வேட்டை அங்கே நடைபெற்றுக்கொண்டிருக்கின்றது. அதுதான் இராணுவ வேட்டை. தற்போது களமிறங்கி இருக்கும் இருவருக்கும் ஆதரவானவர்கள் சரிக்குச் சரி இராணுவத்தில் இன்றிருந்த நிலையை முற்றுமுழுதாக மாற்றி அமைக்கும் உள்நோக்குடன், தனது ஜனாதிபதி பதவி எனும் ஆயுதபலத்துடன் மஹிந்த ராஜபக்சே அவசர அவசரமாக பல உயர் இராணுவ அதிகாரிகளைப் பதவிமாற்றம், இடமாற்றம், இளைப்பாறுதல், பதவி உயர்வு என்னும் பெயரில் வேறு நாடுகளுக்கு அனுப்புதல் என மஹிந்த மேற்கொண்ட அதிரடி நடவடிக்கைகளால் சரத் பொன்சேகாவுக்குச் சார்பானவர்கள் இராணுவத்தில் பெருமளவு குறைந்துவிட்டது.

அதேவேளை அவரது பாதுகாப்புப் பகுதியும் குறைக்கப்பட்டு, அவருக்குப் பின்னால் பல சதிவேலைகளும் நடந்துகொண்டிருக்கும் அதே வேளை, சரத் பொன்சேகாவுக்குச் சார்பான இராணுவத்தினர் பலர் சாதாரண தரத்தில் இருந்துகொண்டு உளவு வேலைகளில் ஈடுபட்டு மஹிந்தரின் செய்றபாடுகளை சரத் பொன்சேகாவுக்கு உளவுத்தகவல் பரிமாறிவரும் இராணுவத்திரை இரவோடு இரவாகக் களையெடுக்கும் நடவடிக்கைகள் முடுக்கிவிடப்பட்டுள்ளன. இந்தக் களையெடுப்புக்களையும்கூட சாதாரண அப்பாவித் தமிழ்மக்கள் மேல் போடும் பாரிய சதித்திட்டமும் தீட்டப்பட்டுக்கொண்டிருப்பதும், அதனை இராணுவத்தினரின் மனவிரக்தியினால் தற்கொலை என்று தகிடுதத்தம் செய்வதற்கும் ஒரு கூட்டம் தயார் நிலையில் வைக்கப்பட்டுள்ளது.
