போருக்குப் பின்னர் மே மாதம் 21ம் தேதி வெளியான நக்கீரன் இதழில் “யுத்த துரோகம்” என்னும் பெயரில் ஜெகத் கஸ்பர் எழுதிய கட்டுரையில் ;

PMK takes liquor fight to ‘unhygienic’ side eats

By G Saravanan
Published on January 29,2010:
CHENNAI: Pro-prohibition Pattali Makkal Katchi has decided to hit bars where it hurts.
Though the party’s avowed opposition to alcohol has not stopped its flow in the State and protected people from its effects, its latest move could get the thumbs up from people who drink. One of the party’s leaders has now decided to target the “unhygienic” side eats sold at TASMAC bars.
R Jayaraman, the PMK floor leader in Chennai Corporation, on Thursday urged the civic body’s public health department to test the quality of “side dishes” and other food items sold at TASMAC bars.
Chennai has around 400 TASMAC bars and they are permitted to sell snacks like fried grams and water sachets but all of them sell side eats like fried chicken, mutton and fish apart from omelettes, cauliflower pakoras and sundal. To sell these items, they need to obtain food licences from the Corporation.
Speaking at the council meeting, Jayaraman said, “There have been several complaints that food items sold at these bars are prepared in unhygienic conditions.” He said most of the bars were given licences to sell snacks only, but they used it to come up with impromptu restaurants, selling many products.
Supporting the PMK leader, Congress councillor Rukmangathan also voiced concern over the rampant sale of unhygienic food at TASMAC bars. Both councillors wanted the food items sold at these bars tested.
Reacting to the councillors’ statements, Mayor M Subramanian said the civic body’s health department officials would begin conducting regular checks at TASMAC bars for quality.
Jayaraman made it clear that his party’s objective was closure of bars.

CHENNAI: 8 new zones in mega civic body
Published Date: 28/1/2010
By G Saravanan
Chennai, January 27: WITH the task of planning new divisions (wards) and zones in the proposed greater Chennai Corporation gaining pace, the committees set up for the process have zeroed in on eight new zones for the mega civic body.
Besides the existing 10 zones in the civic body from Tondiarpet to Thiruvanmiyur, different committees after series of discussions at the Ripon Building have decided to create eight more zones — Thiruvottiyur, Manali, Madhavaram, Ambattur, Porur or Valsaravakkam, Alandur, Perungudi or Pallikaranai and Sholinganallur — to cope with the effective management.
The proposed new zones wo uld annexe the adjacent village and town panc hayats. Wh ile the names of new zones are in its final stages, creation of new wards are gaining momentum.
Though the government order issued for the creation of mega civic body suggests that wards can be drawn on population pattern, it is learnt that the committees are in the opinion to limit the yardstick to thickly populated areas alone and it can’t be employed arbitrarily on the to-be annexed local bodies since their density differs from one to other.
For example, most village panchayats have less than 5,000 population and accumulating them into a single civic body ward on population pattern (say of 50,000 population as one ward) would not be a wise decision.
Since the move would diminish their representations at Ripon Building and council meetings, it is learnt that the committees have planned to take consideration of their size of land areas. Also, the revenue officials have sent detailed letters to the to-be-annexed local bodies seeking their financial conditions to draw comprehensive revenue pool structure.

Fishermen threaten stir on Marine Bill
Published Date: 28/1/2010

Chennai, January 27: IRKED by Union Agriculture Minister Sharad Pawar’s “backdoor” attempt to bring in the controversial Marine Fisheries (Regulation and Management) Bill-2009 for “orchestrated consensus”, Tamil Nadu fisher men on Wednesday warned the Centre not to meddle with their livelihood. If it became a law, the Bill could affect the fishermen, they said and threatened to launch agitations if the Union government went ahead with it.
“It is a clear case of backstabbing on lakhs of traditional fishermen by the Centre and the Union Agriculture Ministry which had earlier promised to desist from tabling the Bill in Parliament after huge protest from people living in coastal areas,” said K Bharathi, president of South Indian Fishermen Welfare Association.
The so-called consultation meeting among stakeholders and traditional fishermen scheduled in New Delhi on Thursday by the Minister is nothing, but a ploy to create an “artificial scenario” that the fishermen were actually supporting the controversial Bill, said Bharathi.
S A Mahesh, a Kanyakumari- based fishermen and president of All India Traditional Fishermen Association, also expressed strong resentment on the secrecy of the “consultation” meeting on the Bill, that too in the national capital.

Corpn plans door-to-door diabetes survey

Published Date: 27-01-2010
By G Saravanan
Chennai, January 26: IN a first of its kind exercise by the Chennai Corporation’s health department to document the prevalence and trends of diabetes in the city, the civic body is embarking on a massive door-to-door survey from Wednesday.
Speaking to Express, Corporation Health Officer, Dr P Kuganantham said, “The large scale exercise expected to cover several thousand families in the next few days across the city would unearth the trend of prevalence and also help the civic body get comprehensive details about the disease.”
More than 700 health department officials, including sanitary inspectors and health workers, would go on a door-to-door diabetes detection survey and also campaign among residents insisting that they attend the mega diabetes camp to be organised by the civic body on Saturday at 30 different locations. After the survey, those with suspected diabetes and identified diabetic patients would be referred to the mega diabetes camp for further remedy.
Explaining the need for such a detailed survey, Dr Kuganantham said, “Currently even the metropolitan cities like New Delhi and Mumbai do not have any authenticated records on diabetes prevalence there and the survey in Chennai would help the civic body to approach the problem in a systematic manner.”
During the survey, civic body staff would enquire the families about the living environment, food habits, family medical history, occupation and alcohol consumption besides several other important details.
The comprehensive survey results are expected in the next couple of weeks. During the mega camp (scheduled on Saturday) Corporation medical officers would study the patient’s diabetic complications in heart, eye, kidney and foot. And those requiring further medical attention would be referred to government hospitals, Dr Kuganantham said.
Mosquito menace gives Chennaites sleepless nights

By G Saravanan
Chennai, January 26:
Despite Chennai Corporation’s tall claims that mosquito menace had been contained in the city by its continued remedial measures, there have been a spurt in such complaints from different parts of the metropolis in the past few weeks.
According to sources, out of total complaints registered at the Corporation’s Helpline number (1913), about sixty percent were on mosquito-related problems.
The statistics also revealed that most of the cases of mosquito menace were being from Velachery, Mylapore, Ashok Nagar, Adyar and most parts of the North Chennai.
“The situation in North Chennai, especially for those living close to clogged canals and drains, is terrible and even the mosquito repellents are not making any change,” rued Maheswari, a resident of Kodungaiyur.
Few months ago when there were hue and cry from people on the menace, the civic body conducted a massive fogging and spraying programme to arrest the problem, but nothing seems to be happening nowadays even after several repeated complaints on density, said another resident from Mylapore.
Not only winged visitors affect the residential areas with their existence, there are several office complexes in the city, which are also feeling their presence and shell out huge money on repellents.
Though people contend that density of mosquitoes have originally increased in the recent weeks (after the end of rainy period), officials at Ripon Building maintain that it has actually declined below 30 per ten-man hour.
The civic body selects 10 different spots based on complaints and the mosquito density was arrived at by dividing the total number of mosquitoes caught by the number of minutes taken to catch them. The result obtained through the process is multiplied by 600 minutes (10 man-hours).
According to an official, when the Corporation health department conducted a survey few weeks ago at 10 selected locations from all zones, it was 56 per ten-man hour, but a similar survey done recently showed that it has declined to mere 24, which according to them is low.
Besides, the department has also identified 120 mosquito nuisance spots (based on rampant complaints) across the city and intense fogging and spraying are being done (at these spots) to kill mosquitoes at larvae level.
