CHENNAI:  The Revenue Department of the Chennai Collectorate is burning midnight oil for the past few decades to find its three grounds of prime property worth over Rs 40 crore on Chamiers Road in posh R A Puram locality (after the land mysteriously vanished from the permanent land register (PLR).

According to the documentary evidence, that was available with the Collector of Madras in 1923 and sourced by Express, the Revenue department’s revenue survey (RS) no-3920 off Chamiers Road had five grounds of land, which was allocated for Boyyamoli Varasiddhi Vinayagar Temple and its garden (nandavanam) in R A Puram.

Though the Vinayagar temple still exists in the same locality, the land size (that was allocated by the then Collector A H Cox to Guruswamy Mudaliar in 1923) has been mysteriously shrunk from five grounds to a meagre two grounds over the decades.

The Revenue Department was woken up from deep slumber after an activist R Natarajan moved RTI petition with the Tahsildar of Mylapore-Triplicane Taluk in 2005 to get more details about the RS no-3920 after locals grew suspicious.

“After the RTI petition, the department replied me that the RS no-3920 consists of only two grounds of land and the whole area was under illegal encroachment by eight persons,” Natarajan told Express.

After his persistent efforts, the Tahsildar of Mylapore-Triplicane Taluk in 2010 began cracking down on encroachers but hasn’t cleared the area off any encroachment. In the meantime, Natarajan was able to get a startling evidence from the Revenue Department that the particular survey number had marking of five grounds of land, but the PLR at Mylapore-Triplicane Taluk had shown it as just two grounds.

With the mystery still continuing about the systematic disappearance of the three grounds of land, which could have been encroached upon by anybody, Natarajan is pursuing the matter with the Chief Secretary to get it back for public purposes.

CHENNAI: With the shipping liners yet to take a decision on the withdrawal of ‘Chennai Trade Recovery’ (CTR) surcharge on traders using Chennai Port, various trade bodies have started urging the Chennai Port Trust management to take proactive role and persuade the liners to withdraw it at once.

Going a step ahead from just sending letters to the port management on the issue, representatives of the different trade bodies, including the Confederation of Indian Industries (CII) have met the port officials on Thursday to prevail upon them to regulate shipping liners who have been collecting hefty USD $200 as CTR surcharge from importers and exporters.

According to traders, despite being served with a show cause notice by the port trust for collecting CTR when there was no congestion in the port, a shipping liner continued to collect the surcharge on Thursday too.

Besides strongly pitching for regulating the shipping liners, the CII representatives who met the port officials have requested the port management to open additional gates with 24 hours entry and exit to reduce the congestion inside the Port.

CII also urged the port to undertake the re-laying of 1.6 km road, leading from the port to S N Chetty Street (Kasimedu) running through the fishing harbor, to facilitate speedy evacuation of containerised cargoes to Ennore Expressway. Traders blame that the delay in evacuation leads to congestion and as a cascading effect, it also affects the shipping liners financially.

Meanwhile, Chennai Feeder Operators in a statement said that they are prepared to have a dialogue on the CTR with the port management if they solve the perennial issues in the port.

“We are prepared to have a dialogue on the CTR provided this is linked to improvements, namely, suitable gate access enhancement, at least two gates open 24 hours per day and the lanes increased at Zero gate to three each direction from the current two each way,” they said in a statement.

However, port trust officials maintained that the representatives of the shipping lines have taken note of these developments and are now making a case to withdraw CTR to their principle ship lines.

Chennai Corporation's Rs 225-crore scheme to boost basic amenities in added areas

CHENNAI: With the ‘develop our area’ chorus gaining momentum from residents of the recently merged areas, the Chennai Corporation is set to submit to the State government a detailed report to improve basic amenities in all of these areas at an estimated cost of Rs 225 crore.

According to Ripon Building sources, Chennai Corporation authorities are in the process of finalising the report that could be a blue print for planned development in the annexed areas and are expected to submit it to the government by November 15. Given the poor basic amenities in the newly-added areas (compared to the existing corporation areas), three core areas — roads, streetlights and solid waste management — have been given major thrust in the project, which are also part of the State’s Rs 500-crore ‘mega city’ initiative.

Of the Rs 225-crore total plan layout, Rs 100 crore has been allocated for road laying and improvement, Rs 50 crore for streetlights installation and upgradation and Rs 75 crore for solid waste management, sources said.

Upon clearance from the government, the Rs 225 crore scheme is likely to be implemented within a period of 12 to 18 months.

As part of the solid waste management scheme, the Corporation has planned to reorganise dumpyards, collection system, setting up of new collection centres, new garbage bins and other facilities in the new areas.

Besides, the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) is also preparing a similar report to improve drinking water supply and sewerage connectivity in these areas.

EXPRESS IMPACT: 'Surrender unused passes' ... SCI to seafarers

CHENNAI: Following a report published in these pages on the misuse of security passes issued at the Oil and Natural Gas Corporation’s installations, the Shipping Corporation of India on Tuesday issued a circular asking all seafarers to deposit the ones that are not in use now.

On Sunday, Express had reported the callous attitude of the SCI in managing details about the security passes issued to hundreds of seafarers.  

These passes enable people to board the offshore support vessels (OSVs) of the ONGC, which are operated between high-security oil rigs and other sensitive installations.

In an email advisory to the authorities concerned, SCI vice president (Fleet Personnel) Capt Philip Mathews said, “Kindly advise all the ratings (seafarers) serving through our manning contractors on board your good vessel, that ONGC pass in their possession must be deposited with the SCI Fleet Personnel officers upon their signing off from the vessels.”

While speaking to Express on Sunday, a top official of the SCI denied the report and claimed to have details about the security passes.

However, the latest circular vindicated the report that highlighted the potential threat to ONGC’s installations if such passes fell into wrong hands.

“In view of the 2008 episode (26/11 Mumbai attacks) and the increasing threat to national assets, it is imperative that the custody of the ONGC (security) passes remain with us (SCI) when the seafarer is not serving on board our vessel, to prevent any misuse,” the circular read. Further, the official also instructed all seafarers serving on board to adhere to the SCI instructions with immediate effect.

எனவே, மாவீரர் தினத்தை அண்மித்த நாட்களில் இது போன்ற பல தாக்குதல்களும், படுகொலைச் சம்பவங்களும் கூட அரங்கேற்றம் பெறலாம். ஆனாலும், மாவீரர் கனவுகளுடன் தங்களை இணைத்துக்கொண்ட புலம்பெயர் தமிழர்கள் இந்த சிங்களச் சதிகள் அத்தனையையும் முறியடிப்பார்கள் என்பது திண்ணம்.

Chennai Trade Recovery: Shipping liners pulled up

CHENNAI: Toughening its stand in the face of continuing collection of Chennai Trade Recovery (CTR) surcharge, the Chennai Port Trust issued show-cause notices to two shipping liners for their illegal act.

According to port trust sources, in a high-level meeting on Monday evening, it has been decided to send show cause notices to two liners for collecting congestion surcharge from traders when there was no congestion in the port.
Besides, the notices— that could create ripple among all the shipping liners who have been collecting exorbitant CTR surcharge from importers and exporters— the port trust management is also mulling a legal recourse to fix the issue at once.
With the issuance of notices that could jeopardise those liners’ priority berthing options at the port, there are enough indications from shipping liners’ side that the CTR surcharges could soon be withdrawn.
Meanwhile, Chozha Naachiar, president of Tamil Chamber of Commerce and one of the trustees in the Chennai Port Trust, has appealed to the shipping lines and feeder operators to withdraw the CTR immediately.
The Tamil Chamber also requested the Port Trust to give priority berthing only to those who are not charging congestion surcharge.
On the same note, Hindustan Chamber of Commerce  president Nimish C Tolia said, “...We will also be constrained to advise our members to boycott all such shipping lines.”

CHENNAI CORPORATION:Fanalca exits, leaves Neel Metal in limbo

CHENNAI: The Chennai Corporation, which is already struggling with shortage of manpower for its conservancy operations, could face a tough time ahead as the private player Neel Metal Fanalca’s staff strength has started ‘melting away’ with just two months left before they wound up operations.

Neel Metal Fanalca, which had been at the receiving end for its sluggish work since its inception, seems to have become embroiled in another crisis.
According to sources, the company’s joint-venture partner, Fanalca S A from Latin American country Colombia, has broken away from its partnership venture and Neel Metal is now managing all the conservancy operations in Chennai Corporation and Ambattur areas.
While the development has put more pressure on Neel Metal to carry on with its conservancy operations till December 31 in the city, the company has certainly become an albatross in the Corporation’s neck as the civic body’s staff are being now deputed at many of its locations to clear garbage.
The vanishing act by the Latin American firm has put a big question mark on the conservancy operations in the city. Besides, its employees are also feeling the heat and most of the management staff have resigned and are awaiting settlements.

The New Delhi-based Jay Bharat Maruti Ltd (JBM Group) in a joint venture with Fanalca S.A, Colombia floated the Neel Metal Fanalca Environment Management Pvt. Ltd in 2007 and won a bid for conservancy operations in Chennai Corporation. To carry on the operations, it had roped in about 2,500 staff for its four zones in the Corporation limits.
