ஐ.நாவின் 196 பக்க அறிக்கை: சுருக்கக் குறிப்புகள் தமிழில் !

ஐ.நாவின் 196 பக்க அறிக்கை தமிழில் மொழிபெயர்க்கப்பட்டு வருகிறது. பெரும்சிரமத்துக்கு மத்தியில், ஆங்கிலத்தில் உள்ள அந்த அறிக்கையை தமிழ் மக்களும் படிக்கவேண்டும் என்ற நோக்கத்தோடு சில உணர்வாளர்களால் இது தமிழாக்கம் செய்யப்பட்டு வருகிறது. இருப்பினும் இதில் உள்ள சாராம்சத்தையும், முக்கிய குறிப்புகளையும் நாம் இங்கே தருகிறோம்.

சுருக்கமான தமிழாக்கம் செய்யப்பட்டுள்ள 196 பக்கங்கள் கொண்ட அறிக்கையின் மொழிபெயர்ப்புக்கு உதவிய ஊடகவியலார்களளுக்கு நாம் எமது நன்றிகளை தெரிவித்துக்கொள்கிறோம்.

ஐ.நாவின் போர்க்குற்ற ஆலோசனைக்குழு சமர்ப்பித்துள்ள அறிக்கை:

சிறீலங்காவில் இடம்பெற்றபோரில் இடம்பெற்ற மனித உரிமை மீறல்கள் மற்றும் போர்க்குற்றங்கள் தொடர்பில் ஐ.நாவின் குழு மேற்கொண்ட ஆய்வுகளை தொடர்ந்து சிறீலங்காவில் பெருமளவான போர்க்குற்றங்களும், மனித உரிமை மீறல்களும் நடைபெற்றுள்ளது கண்டறியப்பட்டுள்ளது. எனினும் 2008 ஆம் ஆண்டு செப்ரம்பர் மாதத்தில் இருந்து 2009 ஆம் ஆண்டு மே மாதம் வரையிலும் இடம்பெற்ற மனித உரிமை மீறல்களை நாம் அதிகமாக ஆராய்ந்துள்ளோம்.

வன்னியில் 330,000 மக்கள் போரில் சிக்கியிருந்தனர். அவர்களில் பலர் சிறீலங்கா படையினரின் எறிகணை தாக்குதல்களில் கொல்லப்பட்டனர். விடுதலைப்புலிகளும் மக்களை கேடையமாக பயன்படுத்தினர். போரில் நடைபெறும் சம்பவங்கள் வெளியில் தெரியவருவதை தவிர்ப்பதற்காக சிறீலங்கா அரசு ஊடகவியலாளர்களையும், ஏனைய பணியாளர்களையும் மிரட்டிவந்துள்ளது. வெள்ளைவான் கடத்தல் மூலமும் மக்கள் காணாமல்போகச் செய்யப்பட்டனர்.

மூன்று பாதுகாப்பு வலையங்களை அறிவித்த சிறீலங்கா அரசு அதன் மீது செறிவான எறிகணை தாக்குதல்களை மேற்கொண்டு மக்களை படுகொலை செய்துள்ளது. கனரக ஆயுதங்களை பயன்படுத்துவதில்லை என சிறீலங்கா அரசு தெரிவித்தபோதும், அவர்கள் அதனை மீறியுள்ளனர். ஐ.நா அலுவலகம் மீதும், வைத்தியசாலைகள் மீதும், அனைத்துலக செஞ்சிலுவைச்சங்கத்தின் உணவு விநியோக நிலையம் மீதும் சிறீலங்கா அரசு எறிகணை தாக்குதல்களை மேற்கொண்டுள்ளது. சிறீலங்கா அரசின் எறிகணைத்தாக்குதல்களினாலேயே பெருமளவான மக்கள் கொல்லப்பட்டுள்ளனர்.

வைத்தியசாலைகள் என தெரிந்திருந்தும் சிறீலங்கா படையினர் அதன் மீது மோட்டார் மற்றும் பீரங்கி தாக்குதல்களை மேற்கொண்டுள்ளனர். மக்களுக்கான உணவு மற்றும் மருந்து விநியோகங்களையும் சிறீலங்கா அரசு திட்டமிட்டு தடுத்துள்ளது. வன்னியில் இருந்த மக்கள் தொகையையும் அது குறைத்து கூறியிருந்தது. போரின் பின்னரும் மக்களை தடுப்புக்காவலில் வைத்திருந்த சிறீலங்கா அரசு திட்டமிட்ட ரீதியில் அவர்களை பிரித்து பலரை படுகொலை செய்ததுடன், பெண்களை பாலியல் வல்லுறவுக்கும் உட்படுத்தியுள்ளது. பெருமளவானோர் காணாமல்போயுள்ளனர். பொதுமக்கள் மூடிய முகாம்களுக்குள் அடைக்கப்பட்டனர்.

சிறிய பகுதிக்குள் பெருமளவான மக்களை அடைத்து அனைத்துலகத்தின் விதிகளை அரசு மீறியுள்ளது. முகாம்களில் அடைக்கப்பட்ட பலர் துன்புறுத்தப்பட்டுள்ளனர். அங்கிருந்து பிரிக்கப்பட்ட விடுதலைப்புலிகள் என சந்தேகிக்கப்படுபவர்களுடனான தொடர்புகள் துண்டிக்கப்பட்டுள்ளது.

போரின் போது மேற்கொள்ளப்பட்ட முக்கியமான வன்முறைகள்:

சிறீலங்கா அரசினால் மேற்கொள்ளப்பட்டவை

� எறிகணைத் தாக்குதல்கள் மூலம் பெருமளவான பொதுமக்களை படுகொலை செய்தது.

� வைத்தியசாலைகள் மற்றும் மனிதாபிமான நிலையங்கள் மீது தாக்குதல் நடத்தியமை.


� மனிதாபிமான உதவிகளை தடுத்தமை.


� போரில் பாதிக்கப்பட்ட மக்கள் மீதும், விடுதலைப்புலிகள் மீதும் மனித உரிமை மீறல்களை மேற்கொண்டமை.


� போர் நடைபெற்ற பகுதிக்கு வெளியில் மேற்கொள்ளப்பட்ட பெருமளவான வன்முறைகள், ஊடகத்துறை மீதான வன்முறைகள்.

விடுதலைப்புலிகளால் மேற்கொள்ளப்பட்டவை:

� மக்களை கேடையமாக பயன்படுத்தியமை.


� வெளியேற முனைந்த மக்களை படுகொலை செய்தமை.


� பொதுமக்களின் பிரதேசத்தில் படை உபகரணங்களை வைத்திருந்தமை.


� பலவந்தமாக சிறுவர்களை படையில் சேர்த்தது.


� பலவந்தமாக மக்களை பணியில் அமர்த்தியது.


� தற்கொலை தாக்குதல்களில் பொதுமக்களுக்கு பாதிப்புக்களை ஏற்படுத்தியது.

எனவே இரு தரப்பினராலும் மேற்கொள்ளப்பட்ட வன்முறைகள் மற்றும் அனைத்துலக விதிகளின் மீறல்கள் தொடர்பில் முழுமையான விசாரணைகள் மேற்கொள்ளப்பட வேண்டும்.

இந்த குற்றங்களில் ஈடுபட்ட சிறீலங்கா படை அதிகாரிகள், படை சிப்பாய்கள், சிறீலங்கா அரச அதிகாரிகள், விடுதலைப்புலிகள் மற்றும் ஏனையவர்கள் தண்டிக்கப்படவேண்டும்.

சிறீலங்கா அரசு நல்லிணக்க ஆணைக்குழு ஒன்றை அமைத்துள்ளது. அதன் முன் பெருமவளாக மக்கள் சாட்சியமளித்துள்ளனர். ஆனால் இந்த குழு அனைத்துலகத்தின் தராதரத்தை கொண்டிருக்கவில்லை. அவர்கள் மனித உரிமை மீறல்கள் தொடர்பிலும் விசாரணைகளை நடத்தவில்லை.

சிறீலங்காவில் தீர்க்கப்படாத ஏனைய பிரச்சனைகள்:

� விடுதலைப்புலிகளை முறியடித்துள்ளதாக சிறீலங்கா அரசு தெரிவித்துவரும்போதும், தமிழ் மக்களின் அரசியல் பிரச்சனைகள் அங்கு தீர்க்கப்படவில்லை.

� அரசியல், கலாச்சாரம் மற்றும் பொருளாதார ரீதியாக தமிழ் மக்கள் புறக்கணிப்புக்கு உள்ளானதே இனப்பிரச்சனைக்கான முக்கிய காரணம்.

� போர்க்கால நடவடிக்கைகள் அங்கு தொடர்கின்றன. அவசரகாலச்சட்டம், பயங்கரவாதத்தடுப்புச்சட்டம் என்பன தொடர்கின்றன. இராணுவமயப்படுத்தல்களும், துணைஇராணுவக்குழுக்களின் நடவடிக்கைகளும் நிறுத்தப்படவில்லை.

� ஊடகங்கள் மீதான வன்முறைகளும் தொடர்கின்றது.

பொதுமக்களை பாதுகாப்பதில் அனைத்துலக சமூகத்தின் பங்களிப்பு

இறுதிக்கால போரில் ஐக்கிய நாடுகள் சபையோ அல்லது அனைத்துலக சமூகமோ பொதுமக்களை பாதுகாப்பதில் இருந்து தவறியுள்ளன. ஐக்கிய நாடுகள் சபையின் மனித உரிமைகள் அமைப்பு கொண்டுவந்த தீர்மானம் கூட 2009 ஆம் ஆண்டு தவறான தகவல்களால் தோற்கடிக்கப்பட்டுள்ளது.

பரிந்துரைகள்:

சிறீலங்கா அரசும், ஐக்கிய நாடுகள் சபையும் இணைந்து பின்வரும் நடவடிக்கைகளை மேற்கொள்ளவேண்டும் என நாம் பரிந்துரை செய்கிறோம்.

பரிந்துரை -1: விசாரணைகள்

நாம் முன்வைத்துள்ள மனித உரிமை மீறல்கள் தொடர்பில் சிறீலங்கா அரசு நீதியான விசாரணையை உடனடியாக ஆரம்பிக்க வேண்டும்.

சிறீலங்கா அரசின் விசாரணைகளை அவதானிப்பதற்கு ஐக்கிய நாடுகள் சபையின் செயலாளர் நாயகம் உடனடியாக சுயாதீன அனைத்துலக கண்காணிப்பு குழு ஒன்றை அமைக்கவேண்டும்.

இந்த குழு பின்வரும் செயற்பாடுகளை கொண்டிருத்தல் வேண்டும்:

� சிறீலங்கா அரசின் விசாரணைகளை உன்னிப்பாக அவதானித்து, செயலாளர் நாயகத்திற்கு தெரியப்படுத்த வேண்டும்.

� நீதியான சுயாதீன விசாரணைகளையும் அது மேற்கொள்ள வேண்டும்.

� ஆதாரங்களை சேகரித்து, அதனை பாதுகாத்து வழங்கவேண்டும்.

பரிந்துரை -2: உடனடியான சிறப்பு நடவடிக்கைகள்

வன்னியில் போரினால் பாதிக்கப்பட்ட மக்கள் தொடர்பில் சிறீலங்கா அரசு பின்வரும் நடவடிக்கைகளை உடனடியாக மேற்கொள்ள வேண்டும்.

1. சிறீலங்கா அரசினாலும், அதனுடன் இணைந்து இயங்கும் துணைஇராணுவக்குழுக்களினாலும் மேற்கொள்ளப்படும் வன்முறைகள் அனைத்தும் உடனடியாக நிறுத்தப்பட வேண்டும்.

2. போரில் கொல்லப்பட்டவர்களின் இறுதி சடங்குகளை மேற்கொள்ளும் முகமாக அவர்களின் எச்சங்கள் கையளிக்கப்படுவதுடன், அதற்கான வசதிகளும் ஏற்படுத்திக் கொடுக்கப்பட வேண்டும்.

3. காணாமல்போனவர்கள் மற்றும் இறந்தவர்களுக்கான மரணச்சான்றிதழ் வழங்கப்படவேண்டும். அதற்கான கட்டணங்கள் அறவிடப்படக்கூடாது.

4. போரில் தப்பியவர்களுக்கு சமூக மற்றும் உளவியல் உதவிகளை வழங்கவேண்டும்.

5. தடுப்புக்காவலில் உள்ளவர்கள் அனைவரும் உடனடியாக விடுதலைசெய்யப்பட்டு அவர்கள் விரும்பிய இடங்களில் குடியமர்த்தப்பட வேண்டும்.

6. விடுதலைசெய்யப்பட்டவர்கள் தமது இயல்பு வாழ்வுக்கு திரும்பும்வரை தொடர்ச்சியாக உதவிகள் வழங்கப்பட வேண்டும்.

7. காணாமல்போனவர்கள் தொடர்பில் சிறீலங்கா அரசு விசாரணைகளை மேற்கொள்ளவேண்டும் என்பதுடன், காணாமல்போனவர்கள் தொடர்பான ஐ.நாவின் அமைப்புக்கும் அது அனுமதி வழங்கவேண்டும்.

8. அவசரகாலச்சட்டம், பயங்கரவாதத்தடுப்புச்சட்டம் என்பன நீக்கப்பட வேண்டும். அல்லது அதனை அனைத்துலக தராதரத்திற்கு மாற்றவேண்டும்.

தடுப்புக்காவலில் உள்ள விடுதலைப்புலிகளின் உறுப்பினர்கள் தொடர்பில் பின்வரும் நடவடிக்கைகள் மேற்கொள்ளப்பட வேண்டும்.

� தடுப்புக்காவலில் உள்ளவர்களின் பெயர் விபரங்களும், அவர்கள் தடுத்துவைக்கப்பட்டுள்ள இடமும் வெளியிடப்பட வேண்டும்;.

� அவர்களை பார்வையிடுவதற்கு உறவினர்களும், சட்டவாளர்களும் அனுமதிக்கப்பட வேண்டும்.

� நீதிமன்றத்தின் மூலம் அவர்களுக்கு நீதி வழங்கப்பட வேண்டும்.

� குற்றவாளிகளுக்கு தண்டனை வழங்கப்படுவதுடன், ஏனையவர்கள் விடுதலை செய்யப்பட வேண்டும்.

� சுதந்திரமான நடமாட்டங்களை தடைசெய்யும் சிறிலங்கா அரசின் வன்முறைகள் நிறுத்தப்பட வேண்டும்.

பரிந்துரை -3: நீண்டகால சிறப்பு விசாரணை நடவடிக்கைகள்

போர் உருவாகியதற்கான காரணங்கள், அரசியல் நடவடிக்கைகள் மற்றும் குற்றங்கள் தொடர்பில் பின்வரும் விசாரணைகள் மேற்கொள்ளப்பட வேண்டும்.

1. பொது அமைப்புக்களுடன் இணைந்து சமூகப்பிரச்சனைகளை சிறீலங்கா அரசு ஆராயவேண்டும். அதற்கு நல்லிணக்க ஆணைக்குழுவின் தகவல்களையும் பயன்படுத்திக் கொள்ளலாம்.

2. போரின் இறுதி நாட்களில் இடம்பெற்ற பொதுமக்களின் இழப்புக்களுக்கு சிறீலங்கா அரசு பகிரங்க மன்னிப்பு கோரவேண்டும்.

3. இறுதிக்கட்ட போரின் போது மேற்கொள்ளப்பட்ட வன்முறைகளில் பாதிக்கப்பட்டவர்களுக்கு சிறீலங்கா அரசு அனைத்துலக தராதரத்திற்கு அமைவாக சிறப்பு நடவடிக்கைகளை மேற்கொள்ள வேண்டும்.

பரிந்துரை -4: ஐக்கிய நாடுகள் சபை

வன்னியில் இடம்பெற்றபோரின்போதும், அதன் பின்னரும் ஐக்கிய நாடுகள் சபையின் நடவடிக்கைகள் குறித்து பின்வரும் பரிந்துரைகள் முன்வைக்கப்படுகின்றன.

1. 2009 ஆம் ஆண்டு ஐக்கிய நாடுகள் சபையின் மனித உரிமைகள் ஆணைக்குழு முன்வைத்த தீர்மானத்தை அது மீண்டும் பரிசீலனை செய்ய வேண்டும். அதற்கான கோரிக்கையை மனித உரிமை ஆணைக்குழு மேற்கொள்ளவேண்டும்.

2. மனித உரிமைகளை மற்றும் மனிதாபிமான நடவடிக்கைகளை நடைமுறைப்படுத்துவது தொடர்பில் போரின்போதும், போரின் பின்னரும் ஐக்கிய நாடுகள் சபை மேற்கொண்ட நடவடிக்கைகள் தொடர்பில் செயலாளர் நாயகம் ஆய்வுகளை மேற்கொள்ளவேண்டும்.

தமிழீழவிடுதலைப் புலிகளின் கிழக்கு மாகாண சிறப்புத் தளபதி கேணல் ரமேஷ் வதைகளுக்கு உள்ளாக்கப்பட்டு, அடித்துக் கொல்லப்பட்டிருப்பதாக புதிய போர்க்குற்ற ஆதாரங்கள் வெளியாகியுள்ளதாக, தமிழ்நெட் இணையம் சற்றுமுன்னர் செய்தி வெளியிட்டுள்ளது. நிழற்படத்துடன் வெளியிடப்பட்டுள்ள இந்தச் செய்தியில், குறிப்பிட்ட படத்தை தமிழீழ விடுதலைப் புலிகளின் முன்னாள் போராளி ஒருவர் அடையாளம் காட்டி உறுதிசெய்திருப்பதாகவும் தெரிவிக்கப்பட்டுள்ளது. போரின் இறுதிக் காலப்பகுதியில் மக்களுடன் மக்களாக, அல்லது சரணடையச் சென்ற பா.நடேசன் ஆகியோருடன் இலங்கைப் படையினரது கட்டுப்பாட்டுப் பிரதேசத்திற்குள் சென்றதாக நம்பப்படும் கேணல் ரமேசை படையினர் தடுத்து வைத்திருக்கும், மற்றும் கடும் தொனியில் விசாரணை செய்யும் காணொளிகள் முன்னர் வெளிவந்திருந்தன.

இராணுவத்தினர் அவரிடம் விசாரணை நடத்தும் காணொளிகள் வெளியாகியுள்ள நிலையில், இப் புகைப்படமானது வெளியாகியுள்ளது. கேணல் ரமேஸ் உயிருடன் இருக்கின்றரா இல்லையா என்ற சர்ச்சை நீடித்துவந்த பின்புலத்தில் வெளியாகியுள்ள இந்த நிழற்படம் மற்றொரு முக்கிய போர்க்குற்ற ஆதாரமாகும். தற்போது மீண்டும் ஒருமுறை சர்வதேசத்துக்கு நிரூபிக்கப்பட்டுள்ளது இலங்கை இராணுவத்தின் அகோரமான போர் குற்றங்கள். இப் புகைப்படமானது இலங்கை இராணுவத்தின் கொடூரங்களைக் கோடிட்டுக்காட்டுகிறது.

கேணல் ரமேஷ் அவர்களை இலங்கை இராணுவம் மே மாதம் 22ம் தேதி விசாரணைக்கு உட்படுத்தியது. அப்போது எடுக்கப்பட்ட காணொளிகள் ஏற்கனவே வெளியாகி இருந்தது. அதில் ரமேஷ் அவர்கள் சாதாரன உடையில் இருந்தார். ஆனால் விசாரணை நடைபெறும் வேளை அவரை இலங்கை இராணுவம் இராணுவ உடையை போடச் சொல்கிறது. அதனை அடுத்து அவர் இராணுவத்தின் சீருடையை அணிகிறார். அக் காட்சிகள் தெள்ளத் தெளிவாக பதிவாகியுள்ளது. இராணுவத்தின் சீருடையை அவர் அணியும்போது அவரை "டேய்" என்று இராணுவம் கூறி அழைத்து அவமானப்படுத்துகிறதும் பதிவாகியுள்ளது. அப்போது அவர் அணிந்த இராணுவ உடையில் தான் அவர் இறந்து கிடக்கும் புகைப்படமும் வெளியாகியுள்ளது.

தாம் அவரைக் கொல்ல இருக்கிறோம் என்பது இராணுவத்துக்கு நன்கு தெரியும். ஏதோ அவரிடம் முழுப்பெயரைக் கேட்டுத் தெரிந்துகொண்டு, அதனை எழுதி விசாரணை நடத்துவது போல நாடகமாடியுள்ளது இலங்கை இராணுவம். சரணடைந்த தன்னை இராணுவம் கொல்லாது என நினைத்த தளபதி ரமேஷ் அவர்களை இலங்கை இராணுவம் கடுமையாக தாக்கி கொலைசெய்துள்ளது. இது ஒரு அப்பட்டமான போர்குற்றமாகும்.

ப.நடேசனோடு மற்றுமொரு ரமேஷ் (இளங்கே) இலங்கை இராணுவத்திடம் சரணடைந்துள்ளார். இவர் தமிழீழ காவல்துறையின் பொறுப்பாளார் ஆவார். அவரின் நிலை என்ன என்பது குறித்து இன்னும் செய்திகள் வெளியாகவில்லை. ப.நடேசன் உட்பட தமிழீழ காவல்துறைப் பொறுப்பாளர் ரமேஷ் அவர்களும் இலங்கை இராணுவத்திடம் மே 18 காலை சரணடைந்ததாக பாலித கோஹன முன்னர் தெரிவித்திருந்தார். ஆனால் பின்னர் அதனை அவர் மறுத்துவிட்டார். ஐ.நா அதிகாரி விஜய் நம்பியாரின் மேற்பார்வையில் நடைபெற்ற இந்த, சரணடைவு நிகழ்வுகள் கொடூரமான வகையில் முடிவுக்கு வந்துள்ளது. சரணடைந்த பலர் தற்போது உயிரோடு இல்லை. இதற்கு விஜய் நம்பியார் என்ன பதில் சொல்லப்போகிறார் ?

CHENNAI: Three bridges likely to be inaugurated in June

CHENNAI: Three more bridges, being constructed jointly by the Chennai Corporation and the Railways at Monegar Choultry Road (vehicular subway), Rangarajapuram near Kodambakkam (flyover) and Villivakkam Level Crossing-2 (vehicular subway) are nearing completion and expected to be thrown open by the first week of June.
According to sources, one of the two stretches in Rangarajapuram flyover connecting the Kodambakkam railway station road and Bazullah Road will be ready to be opened for traffic movement in the first week of May itself. The remaining works will be completed by May-end, sources added.
Though these three vehicular carriageways had seen several ‘deadline revisions’ over the past few months, about 90 per cent of works have been completed so far.
Civic officials said that by May-end, all the remaining works would be over.
While the vehicular subway on Monegar Choultry Road near the Government Stanley Hospital was being constructed at an estimated cost of Rs 15.75 crore, the civic body and the Southern Railway together were spending about Rs 34.16 crore for a vehicular subway (Level Crossing-2) in Villivakkam and Rs 23.76 crore for the Rangarajapuram flyover at Kodambakkam.
With the Election Commission relaxing the model code of conduct restrictions a few days ago, Mayor M Subramanian is expected to conduct on the spot inspections of these three sites in the coming days.
The opening of these bridges would reduce traffic snarls at Kodambakkam, Royapuram, Washermenpet, Villivakkam and Kolathur.

MUMBAI: Seafarers' unions express anguish, take rally

CHENNAI:  Hundreds of mariners affiliated to various seafarers’unions and ship owners associations on Wednesday took out a rally in the maritime capital of the country, Mumbai, and submitted a petition to the Directorate General of Shipping demanding that steps be taken to protect Indian seafarers from pirates.
Abdul Gani Serang, general secretary of the National Union of Seafarers of India (NUSI), who spoke to Express over phone from Mumbai, said, “We demand that the government take more effective measures to combat piracy. The matter has to be addressed at the level of the United Nations.”
Meanwhile, about 100 mariners gathered at the Seafarers Club here and expressed their anguish over continuing piracy incidents.
They also sent a detailed representation to their colleagues in Mumbai to add with the main petition, which was handed over to the DG of Shipping at the end of the rally.
In September last year, Somalian pirates hijacked the Panama-flagged vessel ‘Asphalt Venture’, with 15 Indian crew members on board. Even though the pirates received the ransom they demanded, they took away with them seven of the crew. The ship, along with the remaining eight crew, including the vessel’s captain, were released.
 As Serang put it, “This is an unprecedented situation and has raised serious questions. The lives of innocent seafarers are in danger.”
He also warned that there is a strong possibility of a collective international boycott by seafarers from countries like Philippines, India, Indonesia, Russia and Bangladesh if the issue is not addressed immediately.
Members of the Maritime Union of India, Indian National Ship Owners Association, Foreign Owners Representatives, Ship Managers Association, Maritime Association of Ship Owners, Company of Master Mariners of India and other related associations took part.

Massive rally of mariners in Mumbai

CHENNAI: As a mark of protest and to show solidarity with the seven seafarers, who were held hostage by Somali pirates in retaliation to the action of Indian authorities on pirates, the mariners have planned a massive march in Mumbai on Wednesday to appeal to the government to take immediate steps to secure their release.
At the march, the seafarers bodies -- National Union of Seafarers of India (NUSI), Maritime Union of India (MUI) and Ship Owners associations Indian National Ship Owners’ Association (INSA), Foreign Owners Representative and Ship Managers Association (FOSMA), Maritime Association of Ship Owners, Ship Managers and Agents (MASSA) and other stakeholders -- are scheduled to take part.
In support of the peaceful march in Mumbai against the hostage-taking of Indian seafarers in Somalia, the shipping community in Chennai will hold a meeting at the Seafarers Club on Wednesday to find ways to prevail upon the Central Government to initiate action to free the Indian hostages now languishing in an unknown location in Somalia.
According to the organisers, the intention of the peaceful march, which is coordinated by NUSI, is to highlight the crisis and demand from the Government of India the safety of the Indian seafarers. A petition will be handed over to the Directorate General of Shipping at the end of the rally.
Over the past few years, particularly since 2008, many Indian seafarers have been taken hostage by the pirates from Somalia. These seafarers have had to suffer for months together and were released only after payment of ransom by the shipping companies.
In the Panama Flag vessel Asphalt Venture, which was hijacked in September 2010, all the 15-crew members were from India. The negotiations for the release of these seafarers have been on and a deal was struck between the pirates and the shipping company.
Despite agreeing and receiving the ransom amount the pirates have released the ship and only eight crewmembers out of 15. When the pirates left the ship Asphalt Venture, they took along with them 6 officers and 1 seaman.
According to Capt K Vivekanand, president, Merchant Navy Officers Association, Chennai, “We are not aware about the whereabouts of the seven seafarers but have been given to understand that this hostage taking was in retaliation for the capture of more than 100 pirates by the Indian authorities.”

CHENNAI: Metro Rail leads to shrinking green cover

CHENNAI: For Kaushik, a class five student of a city Corporation-run middle school in Shenoy Nagar, Metro Rail is the latest villain in his life, which has robbed him off his leisure.
The proposed Metro Rail alignment has led to a closure of his favourite Thiru-vi-ka Park where he used to spend his vacation days.For the past few years, Kaushik used to spend most of his mornings and evenings during the long summer break at the sprawling park. Coming from a family that struggles to make ends meet, Kaushik’s best memories summer holidays have come from the Thiru Vi Ka Park, his favourite place.
The inconvenience is not exclusive to Kaushik; thousands of visitors who throng the green lung space located in Shenoy Nagar every day echoed the same feeling.
Many of them even pull up the authorities of the Chennai Corporation for what they call an ‘ill-conceived idea’ to hand over the sprawling Thiru-Vi-Ka Park, spread across 8.8 acres of land, to the Metro Rail for constructing a station.
“Crores of tax payers’ money was spent on renovating the sprawling park just few months ago and it was thrown open to public very recently. But, suddenly, it has been closed and handed over to the Metro Rail for three years to construct a station here,” lamented Kannabiran, a local resident and regular visitor of the park for decades.
Besides Thiru-Vi-Ka Park, Nehru Park on Poonamallee High Road, May Day Park in Chintadripet and a park near the Ashok Pillar in Ashok Nagar were the other lung spots that were handed over to the Metro Rail.
Though the residents were fully supportive of the state government’s plan to bring in the Metro Rail system to decongest the city roads by reducing the load on road transport, they were of the opinion that selling out public parks for the cause was not justified.Kumaresan, another resident of the locality, echoed the same concern. “Chennai hardly has any greenery. Many trees were cut when bridges were built. Now, Metro Rail would diminish it further,” he rues.

CHENNAI: Untimely rains pause civic restoration works

CHENNAI: The off-season rains in the past few days may have provided relief from the heat to city residents, but it has also hampered the developmental works undertaken by the Chennai Corporation.The showers have put brakes on the road laying works that began in the city a few days ago.
The re-laying of bus route roads (BRR) and interior roads was suspended by the Chennai Corporation since March 1 when the model code of conduct came into force.

After polling was over on April 13, the Election Commission gave its green signal to restart the stalled works just a few days ago by relaxing the model code of conduct.
Though the Corporation has completed the re-laying of 138 bus route roads, out of the planned 154 under Rs 60-crore special fund before the model code of conduct came into force in March, the remaining works remained suspended since then.
Having invited flak last year and early this year for having delayed the repair of roads battered by rains, the Corporation machinery was perhaps happy when the EC, after about 50 days, gave its permission to re-start the stalled works.
With the May 31 deadline fast approaching for the civic body to complete its entire road-laying works, the sudden rains have played a spoilsport and now the Corporation officials are perhaps looking up at the rain gods for mercy so that they can get their work over on time.
Due to the recent rain spells, re-laying works that began at several places in the city, including Rajamannar Salai in KK Nagar, Kannan Street in Korukkupet and Thaya Sahib Street in Triplicane, were suspended.
Moreover, the rain spells also caused heavy water logging at the main quarry (source for blue metal), which supplies materials for road re-laying, located at Kundrathur near Tambaram.
Of the 112 interior road works to be completed using special funds, only 36 were completed before the Assembly elections.The rest of the works will have to be finished before May 31, as per the funding conditions.
