‘3,000 Tamils languishing in Malaysian prisons’

CHENNAI: About 3,000 labourers from different parts of Tamil Nadu are languishing in six camps in Malaysia, despite serving their prison terms there. Sources said the Indian High Commission in Kuala Lumpur has been turning a blind eye to the sufferings of these workers.
According to sources, an estimated 3,000 Tamil labourers have been leading a “hellish” life at the camps located at Penang, Langkawi, Pahang, Johor, Selangor and Sembilan, after being picked up by the Malaysian police for visa-related issues from across the country.
With the intervention of local social worker Kamalanathan and consistent media coverage of the workers’ sufferings, a delegation of Indian High Commission officials finally visited Lingi camp at Sembilan recently.
Later, seven persons were released from the this camp and they returned to Chennai a few days ago.
Speaking to Express, S Sivasomasundaram, secretary of Migrant Employees Education for Transformation, Prevention and Protection Union (MEETPPU), who provided the address details of the released men, said, “When we came to know about the plight of Tamil workers at Lingi camp from some foreign nationals, we approached the High Commission with Kamalanathan’s help. At last, they have got back to India.”
Sivasomasundaram alleged that most of the workers were languishing in Malaysian camps due to the callous attitude of the High Commission, though they have served their sentences for expired visas.
The officials never bothered to visit these camps to rescue and repatriate them, he lamented.
Sekar, one of the six returnees, had gone to Malaysia in 2002 with a valid work permit (gardener).
The Malay police arrested him in 2007 for not possessing relevant papers and a local court sentenced him to four months’ imprisonment.
Though Sekar could have been released after four months, he was able to come out only after three years as the High Commission turned a blind eye to the request of Malaysian authorities to rescue him from the camp.
Besides Siva, all the returned men appealed to the State government and the Centre to rescue the Tamils languishing in camps.

CHENNAI: Metro water board fails to show report

CHENNAI: The Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) is dragging its legs on providing information sought by a consumer, despite an order from the State Information Commission to do so. Metro Water was directed to provide a copy of the field report, used to calculate water usage charges.
According to R Natarajan, a research scholar and RTI activist, Metro Water is yet to furnish the report which had been used to raise water usage bill to Rs 54,000 against the actual charges of Rs 10,000 for domestic users over a  five year period.
The issue came up for hearing at the State Information Commission last month and Metro Water was told to provide Natarajan a copy immediately.
“When my friend L Shivshankar from Abhiramapuram received a hefty bill in 2009, we were enraged over the callousness of the agency in calculating charges for domestic users,” Natarajan said.
While Metro Water asked Shivshankar to pay the amount to avoid a line cut, Natarajan met the top officials of the agency and managed to revise the billed arrear amount to Rs 11,936. Once this amount was fixed, Shivshankar paid it.
Natarajan then filed an RTI plea with the department to get proper details about on what basis the amount (Rs 54,000) was fixed as arrears for his friend Shivshankar, who regularly paid his water dues.

EXPOSED Maran slammed for delaying licences
Astro, a sister concern of Malaysian billionaire T Ananda Krishnan-owned Aircel, invested R675 crore in the Maran family-owned Sun TV's DTH venture within four months of getting spectrum in Dishnet Wireless (Now Aircel).It took Dishnet two years and seven months before it could get its licences in new circles. The January 31 justice Shivraj V Patil report said the clarification sought by the authorities leading to delay in grant of licences, were “not warranted in terms of the laid down procedure“.
Although Dishnet had applied for licences in April 2004 (in two circles) and in March 2005 (in the remaining five circles), it got them only in November 1, 2006.
According to department of telecommunications (DoT) guidelines of 2003, these licences should have been issued within a month of application.
The report says DoT, under specific instructions from the communications minister's office, delayed granting the licences by asking “irrelevant“ and “vague“ questions. The minister during this period -from May 2004 to May 2007 -was the DMK's Dayanidhi Maran.
The report said, “On August 24, 2004, PS (private secretary) to the minister put up a note that he had been directed to seek clarification as to financial/equity between the applicant and its sister concerns holding licence elsewhere particularly in Tamil Nadu and Chennai; status of newspaper reports regarding sale of applicant or its sister concerns; verification whether applicant/its sister concerns having licences were later sold to another licence/entity and legal implications of allegation of company having violated certain licence conditions.“

These clarifications, according to the report, “besides being vague, were also irrelevant for consideration of application for grant of UASLs (unified access service licences, required to operate mobile and fixed line telephony).“Further, “On March 30, 2005, a note was put up by secretary (DoT) that as discussed with the minister, files of the applicant were being returned with a direction that director should ascertain all the show-cause notices/advisory letters issued to the applicant/or its group companies.“ This delay, accordng to the committee, “could also result in spectrum wastage“.
The company finally got its letter of intent for licences on November 1, 2006.
In less than four months, on February 22, 2007, the Cabinet Committee on Economic Affairs approved an investment of $150 million by South Asia Entertainment Holdings, Mauritius, a wholly-owned unit of Astro, in the Maran familyowned Sun Direct TV, “constituting 20% of the total issued subscribed and paid up capital of the company“.
Krishnan, who on a net worth of $7.6 billion, was ranked as the world's 89th wealthiest person by the Forbes in 2010, did not respond to repeated emails sent to him. Maran too did not respond to repeated emails.

மகிந்த ராஜபக்சவினது ஆட்சிமுறையினை கூர்ந்து அவதானித்தால் குழம்பம் தருகின்ற சில அம்சங்களையும் பென் அலி மற்றும் முபாரக்கின் ஆகியோரின் ஆரம்பகால ஆட்சிமுறையினை ஒத்த பண்புகளையும் அது கொண்டிருக்கிறது. 

இவ்வாறு கொழும்பினை தளமாகக் கொண்ட Daily Mirror ஆங்கில ஏட்டின் பத்தி எழுத்தாளர் Harim Peiris எழுதியுள்ளார். அந்த பத்தியினை புதினப்பலகைக்காக மொழியாக்கம் செய்தவர் தி.வண்ணமதி.

அப்பத்தியின் முழுவிபரமாவது,

கடந்த மாதம்  துனிசியாவின் தலைநகரில் தொடராக இடம்பெற்ற அரச எதிர்ப்புப் போராட்டங்களின் விளைவாக  அதிபர் பென் அலி [
President Ben Ali] யின் 30 ஆண்டுகளுக்கும் மேலான ஆட்சி முடிவுக்கு வந்திருக்கிறது.

நீண்ட பல ஆண்டுகளாக அமைதியுடன் இருந்த துனிசியாவில் நாடு தழுவிய ரீதியில் திடீரென வெடித்த புரட்சியினைத் தொடர்ந்து அந்த நாட்டினது ஆட்சியினை முடிவுக்குக் கொண்டுவரும் வகையிலமைந்த போராட்டங்கள் எங்கும் இடம்பெற்றன.

எவ்வாறிருப்பினும், அரசியல் சுதந்திரத்தினை இலக்காகக் கொண்ட பொருளாதார வளர்ச்சியினையே துனிசிய சமூகத்தினர் எதிர்பார்த்திருந்தனர். ஆனால் துனிசியாவில் குறிப்பிட்ட காலத்திற்கொருமுறை தேர்தல் இடம்பெற்றிருந்தாலும் அதிபர் பென் அலி எதிர்வுகூறக்கூடிய வகையில் எவ்வாறோ வென்றுவிடுகிறார். இந்த நிலையில் நாட்டினது பொருளாதார வளர்ச்சி இடைநின்று போனதைத் தொடர்ந்து துனிசியாவின் இளந்தலைமுறையினர் கிளர்ந்தெழுந்தனர். துனிசியாவில் நடந்தது இதுதான்.

இதுபோல அரச எதிர்ப்புக் கிளர்ச்சியினை மேற்கொண்ட துனிசியா அதில் வெற்றியும் பெற்றிருந்ததானது எகிப்தியர்களுக்கும் புது நம்பிக்கையினைக் கொடுத்தது. தங்கள் நாட்டிலும் ஒருமுறை முயன்று பார்ப்போமே என்ற எண்ணத்தில் எகிப்தியர்கள் தற்போது தொடர் போராட்டங்களில் ஈடுபட்டிருக்கிறார்கள்.

மத்தியகிழக்கு மற்றும் குறிப்பாக வட ஆபிரிக்காவிலுள்ள அரபு நாடுகளைப் பொறுத்தவரையில் அங்கு பெரும்பாலும் நீண்டகால ஆட்சியாளர்களே ஆட்சியில் இருக்கிறார்கள். எகிப்தின் கொஸ்னி முபாரக் [
President Hosni Mubarak]  தொடக்கம் லிபியாவின் கடாபி President  [Mohamed Ghaddafi] வரைக்கும் இதுதான் நிலைமை. துனிசியாவில் நடந்து முடிந்திருக்கும் பிரசித்திபெற்ற இந்த எழுச்சி ஏனைய வட ஆபிரிக்க நாடுகளிலும் தனது செல்வாக்கினைச் செலுத்தத் தவறவில்லை.

துனிசியாவினைத் தொடர்ந்து அதன் அண்டை நாடுகளிலும் இதுபோன்ற அரச எதிர்ப்புப் போராட்டங்கள் முளைவிட்டன. அவற்றில் முதன்மையானது எகிப்தின் அதிபர் கொஸ்னி முபாரக்கினை ஆட்சியிலிருந்து இறக்கும் வகையில் 11வது நாளாகத் தொடரும் தொடர் போராட்டம்தான்.

ஹெய்ரோ நகர வீதிகளில் ஒரு மில்லியனுக்கும் அதிகமானவர்கள் திரண்டு அதிபர் ஹொஸ்னி முபாரக்குக்கு எதிராக ஆர்ப்பாட்டத்தில் ஈடுபட்டிருக்கும் நிலையில் அவரது அரசியல் சகாப்தம் முடிவுக்கு வந்துவிட்டது என்றே கூறுவேண்டும். அதிபர் முபாரக் உடனடியாகப் பதவியினை விட்டு வெளியேறப் போகிறாரா அல்லது இடைக்கால ஆட்சியெதனையும் ஏற்படுத்தப்போகிறாரா என்பதுதான் இன்றைய பிரச்சினை.

தேசியவாதம் மற்றும் அதிகாரவாதம்

துனிசியாவின் பென் அலியினது ஆட்சியாக இருக்கலாம் அல்லது எகிப்தினது முபாரக்கின் ஆட்சியாக இருக்கலாம் வட ஆபிரிக்காவின் ஆட்சியாளர்களிடத்தே பொதுவான சில ஆட்சிப் பண்புகளையும் அம்சங்களையும் கொண்டிருக்கிறன.

• முதலாவது இந்த நாடுகளின் ஆட்சியாளர்கள் நீண்ட பல ஆண்டுகளாகத் தொடர்ந்தும் பதவியில் இருக்கிறார்கள். தங்களை ஆட்சியில் தொடர்ந்தும் தக்கவைத்துக்கொள்ளும் வகையில் இவர்கள் குறிப்பிட்டுக் கூறக்கூடியவகையில் வாக்கு வங்கிகளைத் தயார்ப்படுத்திவிடுவார்கள். எவ்வாறிருப்பினும் இவர்களது முறைதவறிய ஆட்சியின் விளைவாக அரசாங்கம் ஆட்டம்கண்டு வீழ்ச்சியடைகிறது. 

• இரண்டாவதாக இந்த ஆட்சியாளர்கள் ஆட்சியினைத் தொடர்ந்தும் தக்கவைத்துக்கொள்ளுவதற்கான ஒரு கருவியாக அல்லது ஒரு தளமாக அராபியத் தேசியவாதத்தினையும் பாலஸ்தீனப் பிரச்சினையினையும் கையில் எடுக்கிறார்கள்.

• மூன்றாவதாக இந்த அரசாங்கங்கள் அனைத்தும் அதிகாரவாதத்தினைக் கொண்டமையாகவே இருக்கின்றன. மாற்றுக்கருத்துவடையவர்களை அடக்குதல், அரசியல் எதிராளிகளைத் துன்புறுத்துதல், ஒருகட்சி ஆட்சிமுறை என்பவற்றின் அடிப்படையில் நடவடிக்கைகளை முன்னெடுக்கும் பண்புகளை இவை கொண்டிருக்கின்றன.

நான்காவதாக இந்த நாடுகளில் ஆட்சியாளர்களின் குடும்ப அங்கத்தவர்கள் நாட்டினது முக்கிய கட்டமைப்புகளுக்குப் பொறுப்பாக நியமிக்கப்பட்டிருக்கிறார்கள். பெரும்பாலும் குடும்ப ஆட்சியாகவே இது அமைகிறது. 

• ஐந்தாவதாக இந்த நாடுகளில் தேர்தல்கள் இடம்பெறும். ஆனாலும் அனைத்துத் தேர்தல்களிபோதும் குறிப்பிட்ட ஆட்சியாளர்தான் அதிகப் பெரும்பான்மையுடன் வெற்றிபெறுவார். இவர்களது ஆட்சிக்கு அச்சுறுத்தலாக அமையாதவாறு எதிர்க்கட்சிகள் அமைவதை இந்த ஆட்சியாளர்கள் உறுதிப்படுத்திக்கொள்வார்கள்.

சிறிலங்காவில் கற்றுத்தந்த பாடம் 

துனிசியாவின் பென் அலி அல்லது எகிப்தின் முபாரக் அல்லது சூடானின் அல் பசீரிலிருந்து [
Al Basheer] தாங்கள் வேறுபட்டிருப்பதாக சிறிலங்காவினது ஆட்சியாளர்கள் தங்களைத் தற்காத்துக்கொள்ள முனையலாம். மேற்குறித்த இந்த ஆட்சியாளர்களிலிருந்து ஒரே ஒரு விடயத்தில் மாத்திரம் அதிபர் ராஜபக்ச வேறுபடுகிறார்.

இரண்டு அதிபர் தேர்தல்களிலும் மகிந்த ராஜபக்ச வெற்றிபெற்றிருக்கிறார். இறுதியாக இடம்பெற்ற தேர்தலின் போது அதிக பெரும்பான்மையினைத் தனதாக்கியிருந்தார்.

சிறிலங்காவினது தேர்தல் முறைமையினைப் பொறுத்தவரையில் ஒப்பீட்டு ரீதியில் அது சனநாயகப் பண்புகளின் அடிப்படையில் முறைகேடுகள் எதுவுமற்ற நிலையில் இடம்பெற்று வருவதும் இங்கு குறிப்பிடத்தகது.

ஆனால் வட ஆபிரிக்க நாடுகளைப் பொறுத்தவரையில் அங்கு இடம்பெறும் தேர்தல்கள் உண்மைத்தன்மையோ அல்லது நேர்மைத்தன்மையோ இருப்பதில்லை. மியான்மாரில்
அண்மையில் இடம்பெற்ற தேர்தலைப் போன்றுதான் வட ஆபிரிக்க நாடுகளின் தேர்தல்களும் அமையும்

அதிபர் ராஜபக்ச தொடர்ந்தும் ஆட்சியிலிருப்பதற்கு வழிசெய்யும் வகையில் 18வது அரசியலமைப்புச் சீர்திருத்தம் கொண்டுவரப்பட்டிருப்பதோடு குறிப்பிட்ட ஒருவர் இரண்டு முறைதான் ஆட்சியில் தொடரலாம் என்ற வரையறை இல்லாது செய்யப்பட்டிருக்கிறது.

ஆட்சியில் பெரும்பொறுப்புக்களைத் தனதாக்கும் வகையில் மகிந்தவினது மகன் வேகமான அரசியல் வளர்ச்சியினை நோக்கிப் பயணிக்கிறார். அதேநேரம் மகிந்தவினது சகோதரர்கள் இராணுவம் பொருளாதார அபிவிருத்தி உள்ளிட்ட முக்கிய கட்டமைப்புகளுக்குப் பொறுப்பாக நியமிக்கப்பட்டிருக்கிறார்கள்.

மகிந்தவினது ஆட்சியில் இனம்சார் தேசியவாதம் கொடிகட்டிப் பறக்கிறது. சிறிலங்காவினது ஆட்சியாளர்களின் ஆட்சிமுறையின் பிரதான தத்துவமாக, பெரும்பான்மையினச் சிங்களவர்களைத் தமது பாதையில் இட்டுச்செல்லும் வகையில் தேசியவாதம் என்ற கருவி கையிலெடுக்கப்பட்டிருக்கிறது. அவசரகாலச்சட்டத்தினை இன்னமும் இல்லாதுசெய்யாமல் வைத்திருக்கும் அரசாங்கம் இந்தச் சட்டத்தின் துணையுடன் தனது அரசியல் எதிராளிகளை அடக்கிவருகிறது.

சிறிலங்காவினது ஆட்சிமுறை தேசியவாதம், அதிகாரவாதம் மற்றும் பன்மைத்துவம் ஆகியவற்றின் அடிப்படையிலேயே அமைக்கப்பட்டிருக்கிறது. இடைக்கிடையே இடம்பெறும் தேர்தல்களில் அரசாங்கம் வெற்றிகளைப் பெற்றிருந்தாலும், அரசாங்கத்தின் முக்கியமான பொறுப்புக்களுக்கும் பதவிகளுக்கும் குடும்ப அங்கத்தவர்கள் நியமிக்கப்பட்டிருப்பது, மோசமான பொருளாதார முகாமைத்துவம் என்பன மக்களின் வாழ்க்கைத் தரத்தினைப் பெரிதும் பாதித்திருக்கிறது. அத்துடன் நாட்டினது இளைய தலைமுறையினரின் அபிலாசைகள் அனைத்தும் தகர்வதற்கு இந்த ஆட்சிமுறை வழிசெய்துவிட்டது.

இந்த நிலையில் தற்போது வட ஆபிரிக்காவில் இடம்பெறுவதைப் போல மகிந்தவினது ஆட்சிக்கு எதிராக இலங்கையர்கள் ஒருபோதும் வீதிக்கு இறங்கிப் போராடப்போவதில்லை. 

சிறிலங்காவினது வரலாற்றில் இதுபோன்ற எதுவும் இதுவரை இடம்பெற்றதுமில்லை. ஆனால் அதிகாரவாதத்துடன் கலந்த தேசியவாதத்தின் அடிப்படையில் ஒரு நாடு ஆளப்படுமிடத்து அந்த ஆட்சி ஒருபோதும் நிலைபெறாது என்ற பாடத்தினை இது எங்களுக்கு உணர்த்துகிறது. சிறிலங்கா இதனை நன்கு விளங்கிக்கொள்ளவேண்டும்.

CHENNAI Corporation (budget) promises stay that way

CHENNAI: While Mayor M Subramanian is all set to unveil Chennai Corporation’s Budget for 2011-12 on February 15, more than 15 important welfare schemes the civic body announced last year still remain only on paper.
Among the people-oriented programmes that never took off include eight new blood banks in the city for the benefit of patients, construction of waterless urinals in all zones to save water, new master plan to curb mosquito menace and the construction of a communicable diseases hospital. An exclusive bicycle track also did not materialise, courtesy “legal hurdles while implementing”.
Interestingly, some populist schemes, such as distribution of gold rings to children born at Corporation hospitals, were launched last year with much fanfare.
The civic body did launch a few schemes that could have benefited the residents, but there were hiccups at the implementation stages. These schemes include, distribution of bags to schoolchildren, planting one lakh saplings, collection of segregated garbage from homes and providing nutritious meals to expecting mothers at all maternity hospitals.

Crackdown on Critics Continues as Burma Claims Political Change

Last Friday, as Burma's military-dominated Parliament elected the country's first civilian president in nearly five decades, a court in Rangoon's notorious Insein Prison sentenced a photojournalist to 13 years in prison on political chargessignaling continuing repression despite claims of a transition to a “disciplined democracy.”
Maung Maung Zeya, 58, received the sentence following a closed trial by a Special Court inside Insein Prison after being accused of contacting Burmese exiled media and breaking the Electronics Act.

The Democratic Voice of Burma (DVB), a Norway-based exiled media group, confirmed today that Maung Maung Zeya and his 21-year-old son, Sithu Zeya, were employed by the group as journalists working inside Burma. Aye Chan Naing, the executive director of DVB, said it decided to reveal this information in order to campaign for the pair's release. 
The trial occurred as Burma's new Parliament in Naypyidaw elected the prime minister of the ruling junta, ex-Gen Thein Sein, as the country's first civilian president since the army took power from a democratic government in 1962. 


Maung Maung Zeya was arrested in April of last year with his son, who was caught by police while photographing the aftermath of a bombing in downtown Rangoon during the annual water festival marking the Burmese New Year.


The rare bombing, which killed at least 10 people, including a senior military officer, was believed to have been an unsuccessful attempt by militant dissidents to assassinate Nay Shwe Thwe Aung, the grandson of junta chief Snr-Gen Than Shwe.
According to Thein Nyunt, a lawyer for the photographer, Maung Maung Zeya was arrested during a police raid on his home, where the authorities discovered photos taken at events held by the disbanded opposition party, the National League for Democracy, and other photos he had already sent to the exiled media.
He was charged with contacting illegal associations, breaking immigration laws and violating the notorious Electronics Act, which the regime has increasingly used to jail dissidents, including the famous comedian Zarganar.


“Those photos are the only evidence against him. They have nothing else to back up the charges,” said the lawyer, who also said that he suspects his client was drugged during interrogations.
“His health has deteriorated a lot since his arrest, and  I believe that drugs used in the course of interrogating my client are the cause,” he said. “I am in the process of taking legal action against this.”
Yi Yi Tin, the wife of Maung Maung Zeya, said her son received an eight-year sentence on similar charges last year. She said that her son, who is currently being held in Insein Prison, was recently tortured by the prison authorities in a solitary confinement cell and sustained an injury to his head.


Maung Maung Zeya, who was jailed for involvement in an anti-government protest during the rule of the late dictator Ne Win, became the first political prisoner since Burma's new Parliament was formed last week, according to Tate Naing, the joint-secretary of the Thailand-based Assistance Association for Political Prisoners (AAPP), an advocacy group for an estimated 2,200 political prisoners in Burma.
The group claims that the regime has recently used about 600 criminal prisoners as human minesweepers during a recent conflict with ethnic armed groups in Karen State.
A recent report also said that as many as 80 prisoners from Buthidaung Prison in Arakan State were used as forced laborers in government construction projects last month.
According to AAPP, at least 27 of Burma's 2,200 political prisoners are journalists, bloggers or photographers.
