வன்னியிலிருந்த றோ முகவர்கள் ஐம்பது பேரை போர்முடிவடைந்த கையோடு (RAW)றோ அமைப்பு இந்தியாவுக்குள் எடுத்துவிட்டது. வன்னியில் றோ முகவர்களாக செயற்பட்ட இந்த ஐம்பது பேரும் ஈழத்தமிழர்கள் என்றும் இவர்களை சிறிலங்கா அரசுடன் பேசி இரகசியமாக றோ இந்தியாவுக்குள் எடுத்துக்கொண்டது என்று சிறிலங்காவின் உயர் அரச மட்டங்களிலிருந்து கசிந்திருக்கிறது.

இது தொடர்பாக மேலும் தெரியவருவதாவது:-

வன்னியில் பல காலமாக செயற்பட்டுவந்த றோ அமைப்பின் முகவர்கள் அங்கு அரச உயர்உத்தியோகங்களிலும் வர்த்தக நிறுவனங்களிலும் விவசாயிகளாகவும்கூட பணிபுரிந்துவந்தார்கள். போர் நடைபெற்ற கடைசிக்காலப்பகுதிவரை இவர்கள் அனைவரும் அங்கிருந்தவாறே புலனாய்வுத்தகவல்களை திரட்டி தமது உயர்பீடத்துக்கு அனுப்பிவந்துள்ளார்கள். இவர்களது செயற்பாடு சிறிலங்கா அரசுக்கோ படையினருக்கோகூட தெரிந்திருக்கவில்லை.

போர் முடிவடையும் தறுவாயில் இவர்கள் அனைவரையும் பாதுகாப்பாக இந்தியாவுக்குள் எடுப்பதற்கு தீர்மானித்த றோ அமைப்பு, இந்திய அரசின் ஊடாக சிறிலங்கா அரசுடன் பேச்சு நடத்தியது. இதன்பிரகாரம், இவ்வாறு வன்னிப்பகுதியிலிருந்து செயற்பட்ட றோ முகவர்கள் ஐம்பத பேரின் பெயர் பட்டியலை சிறிலங்கா அரசிடம் வழங்கி, அந்த பட்டியலில் உள்ள பெயர்களுடையவர்கள் வன்னியில் சிறிலங்கா அரச படையினரிடம் சரணடைவார்கள். அவர்கள் பாதுகாப்பாக இந்தியாவிடம் ஒப்படைக்கப்படவேண்டும் என்று சிறிலங்கா அரசிடம் இந்திய அரசு தெரிவித்தது.

இந்த விடயம் தொடர்பாக சிறிலங்கா அரசுடன் இந்திய பாதுகாப்பு அமைச்சின் ஆலோசகர் எம்.கே.நாரயணன் தலைமையிலான குழுவினரே பேச்சு நடத்தினர். இதேவேளை, சிறிலங்கா அரசுடன் சரணடைதல் தொடர்பாக பேச்சு நடத்தப்பட்டிருப்பதாகவும் பாதுகாப்பான இடத்தில் சிறிலங்கா படையினரிடம் சரணடையும்படியும் வன்னியிலிருந்த றோ முகவர்கள் ஐம்பது பேருக்கும் அவர்களது தலைமைப்பீடத்திடமிருந்து தகவல் அனுப்பப்பட்டு, சரணடையும்போது கடைப்பிடிக்கவேண்டிய முறைகள் பற்றியும் தெளிவாக அறிவுறுத்தப்பட்டது.

இதனையடுத்து, சிறிலங்கா அரச படையினரிடம் சரணடைந்த ஐம்பது றோ முகவர்களும் பாதுகாப்பாக இந்தியாவிடம் ஒப்படைக்கப்பட்டனர்.

CHENNAi CORPORATION:Sports development wing gets a raw deal

Chennai, December 7: HOW important is sports to the Chennai Corporation? One yardstick is the official mechanism the civic body has put in place to promote sports.For starters, Chennai Corporation does not have a dedicated department to promote sporting activity in the city.

Sport is just part of the stadium department, which falls under the Parks and Playfields Department. The stadium department manages the 228 playgrounds of the corporation.

Two, the post of stadium officer has been lying vacant for the past seven years. At present, an in-charge officer with no executive powers is officiating as the stadium officer.

Three, there was a proposal to abolish the whole sports wing a few months ago, since some officials, in their wisdom, thought it was useless. The civic body is yet to take a final call in the matter.

Four, the stadium department is rapid losing manpower, according to sources. A few years ago, the department had two stadium officers (one for North and another for South Chennai) and its total employee strength was about 140. Now, there is just one stadium officer and the staff strength has dropped to 36 with no appointments being made against retirement.

Five, the number of coaches appointed by the civic body to promote football, volleyball, basketball and swimming among youngsters has also dived. Till some months ago, the corporation had over 20 coaches for different disciplines; that figure has now come down to single digit.

When Express confronted a senior official in the civic body for his response on the apparent apathy, he argued: “The corporation does not need a dedicated.

sports department as the Sport Development Authority of Tamil Nadu (SDAT) is responsible for sport development.” Oh, really? SDAT’s job is to groom talent. Identifying talent at the grassroots level is the task of the Chennai Corporation.Clearly the local body needs to get its priorities right.

Lankan Tamil refugees want to make Tamil Nadu their homeland

The Sri Lankan government claims that the situation on ground in the north and eastern parts has become conducive for return of Tamils settled abroad after the end of the war in May this year. But most of the Tamil refugees who took refuge in Tamil Nadu during the past couple of decades are hesitant to accept Lanka’s invitation as they feel that the island nation has become more unsafe for them in the post-war situation.

Factors like total military control over all Tamil dominated territories, improper rehabilitation of those Tamils returned to Lanka in the last few months from Tamil Nadu camps and the increased activities of different armed groups in the absence of LTTE have forced them to make Tamil Nadu a better choice and make it their homeland, for now.

Interaction with the inmates of a few camps in the State revealed that they are in no mood to go back to their homeland in the situation prevailing there. The recent developments like re-arrests and unannounced detention of Tamil youth who had been released from government-held IDP camps have erased any hopes of returning to Lanka.

“My three relatives, all youngsters and who had been recently released from IDP camp Menik Farm, were re-arrested by the Lankan policemen at Adampan area in Mannar district few days ago and the trend is not a healthy sign for those planning to return to Lanka,” said an inmate from Mandapam Camp.

Asked about their future plans, many Lankan Tamils living in different camps said that though their economical condition was not sound here due to non-availability of sustained income, they are happy to make Tamil Nadu as their new homeland.

“Since we have settled here for almost two decades and the recent generation (who came here as children) now acquainted themselves with Tamil Nadu , relocating everything to a place where we have to start from a scratch is not a wise decision at all,” opined another camp inmate from Sivaganga district.

Besides, the state government’s impetus to improve the living conditions at different camps also make them stay here in search of better fortunes. “Plan to allow us to get driving licences would make us to earn more for our families,” said a group of youth at Puzhal Camp.

CHENNAI: Mariners plan peaceful demo

Chennai, December 04: Mariners’ Welfare Guild, a platform for marine organisations and professionals in South India, has planned a peaceful demonstration on Seafarers Day (celebrated nationwide on the first Saturday of December) against continuing criminalisation of mariners, near Chennai Port Trust.
Speaking to Express, Capt S Pullat of the guild, said: “During the last decade there has been a tendency to criminalise mariners for accidents on the high seas to appease the public.”While criminalisation has now reached the Asian region also after Europe, many countries seem to be ignoring the international conventions they are signatories to, denying the rights of
seafarers and not treating them fairly, lamented Capt Pullat.
For example, mariners have been detained in Taiwan, Algeria and India for accidents that happened while on duty.
Pullat said, “Indian Capt Glen Aroza, Master of Panama flag Motor Tanker TOSA, has been detained in Hualien Port Taiwan since April 17 this year on the allegation that his ship collided and sank a Taiwanese fishing trawler, killing two fishermen.”

It was first alleged that the TOSA had collided with a Taiwanese fishing trawler in international waters, killing two fishermen. But inspections of hulls of the trawler and TOSA revealed no physical contact between them. It was then alleged that the 21.6 metre long, 100-tonne trawler capsized due to ‘the wake’ (wave) of the TOSA.
“Anyone with even a nodding acquaintance with ships and seas would know that it is impossible for a trawler of that size to capsize in waves created by a ship in wind force 5/6 on the Beaufort Scale - unless the trawler was inherently unstable and unseaworthy,” said Pullat.
“It is not the first time that Taiwan has detained an innocent Indian seafarer in violation of international law. In 1996-1999, Captain Raj Goel was detained in Taiwan for three and- a-half years. The maritime community should join hands once again the way it did in the Hebei Spirit case, to bring justice to Capt Aroza, he added.

Sri Lankan government must permanently release all civilians: Amnesty International

Amnesty International is calling on the Sri Lankan government to permanently release civilians who have been illegally detained in camps following the end of the civil war six months ago.
“The authorities must make good on their declared intentions to free some 120,000 people and do so unconditionally,” said Yolanda Foster, Amnesty International’s expert on Sri Lanka.
“A permanent release from camps must be accompanied by assurances that people are not subjected to further questioning or re-arrest in new locations.”
“It’s also critical that the government maintain its responsibility to care for displaced people wherever they choose to go.”
The Sri Lankan government said today that families living in camps for the displaced in Vavuniya will be given a choice about whether to remain in camps, to seek alternative accommodations or attempt to return home.
However, Amnesty International has received information about restrictions on the way in which families can leave the camps. Media reports have suggested that some people may be asked to return to the camps after only 15 days.
Another concern is the lack of assistance for those who have been released so far. A church group has reported that people have been bussed from Manik Farm and simply ‘dumped, left on the road’ at Adampan in Mannar.
The government is giving conflicting messages about the process of return and it is not yet clear whether freedom of movement will also apply to camps in other parts of the country.
As releases and resettlement efforts accelerate, Amnesty International urges Sri Lankan authorities to allow displaced people to make informed and voluntary decisions about return and resettlement.
“The Sri Lankan authorities must alert displaced people to the living conditions in the places they come from so that they can make plans about their future. They should also provide them with clear information about their rights, their legal status and procedures for tracing family members,” Yolanda Foster said.
“Humanitarian and human rights organizations should be given unimpeded access to displaced people. For those attempting to resettle, such organizations should be permitted to monitor their safety and wellbeing and ensure their needs are being met, including that they are protected against further human rights violations.”
“Thousands of people have started to leave camps in the north east but the promise to unlock the camps must be followed up by the protection of the rights of the internally displaced people both within and outside the camps.”
After fierce fighting and the deaths of thousands of civilians in May 2009, the Sri Lankan government declared victory over the Liberation Tigers of Tamil Eelam (LTTE). By the end of May 2009 300,000 displaced people who had fled fighting were detained in camps supervised by the military.
In response to the unlawful detention of hundreds of thousands of displaced people, Amnesty International launched a global campaign “Unlock the Camps”, calling for liberty and freedom of movement for the displaced. Over 40,000 activists have taken action.

‘CONTAIN YOUR TRAILERS OR FACE ROAD BLOCKADE’

Chennai, November 26: ENRAGED over the callous attitude of the Chennai Port Trust in easing trailer congestion on arterial Ennore Expressway, residents of Thiruvotriyur municipality on Thursday fired an ultimatum to the trust to set its container trailer yard right within a week and keep the road clear, or else they would block the entry of all container trailers after December 3.

The port trust has never tried to understand the local peoples’ difficulties, as its container trailers fully occupy the expressway leaving hardly any space for other vehicles and public transports like MTC buses, the residents say.

G Varadarajan, coordinator of North Chennai People’s Rights Federation, told Express, “the residents are peeved over the piling up of container trailers on the busy stretch almost every day.” Had the trust developed the container trailer yard properly, it would have considerably reduced parking of such trailers, which eat into more than half of the road, he said. “This move would prod the trust into chalking out a permanent solution to the perennial problem,” he added.

Drivers of container trailers also blame the trust management for the illegal parking of vehicles. “We are here to do business, but the ‘service’ provided by the trust forces us to wait in long queues to deliver or pick up containers,” an owner of a fleet of trailers told Express. Besides, vehicles of other heavy industries near Thiruvotriyur are also at the mercy of these container trailers. Over 5,000 container trailers use the stretch from Kasimedu to Ernavur a day to reach the Chennai Port.
